Context: CRTs for national GHG inventories
The SBSTA is requested to develop common reporting tables (CRTs) for the electronic
reporting of information on national GHG inventories.

Current approach: The CRFs and the CRF Reporter
โ€ข Five sectors: Energy, Industrial processes and Product Use (IPPU), Agriculture, Land
Use, Land-use Change and Forestry (LULUCF) and Waste;
โ€ข A total of 48 tables spread across 71 Excel sheets;
โ€ข The CRFs are generated by the CRF Reporter
CRTs are to be developed โ€œtalking into account the existing [โ€ฆ] Common Reporting
Formatsโ€, i.e. the CRFs currently in use by Annex I Parties.

Criteria for developing CRT options
1. Providing a common format for reporting;
2. Facilitating improved reporting and transparency over time;
3. Promoting transparency, accuracy, completeness, consistency and
comparability (TACCC);
4. Ensuring that Parties maintain at least the current frequency and quality of
reporting;
5. Facilitating machine readability and/or automated assessment;
6. Facilitating the technical expert review (TER)
7. Limiting scope and complexity of changes compared to current CRFs so to
allow for the CRT Reporter to be developed in time;
8. Allowing to voluntarily include new categories / gases from subsequent versions
of the 2006 IPCC GLs

โ€ข Paragraph 57 of the MPGs provides Parties who need it in light of their capacities the flexibility
options to report a shorter time series, including, among other, at least the โ€œreference
year/period for its NDC under Article 4 of the Paris Agreementโ€.

Conclusions
โ€ข Current CRFs represent a good starting point for the development of CRTs
โ€ข Important to consider that the CRF system is an uneven starting point across developed and
developing countries. Need to ensure that all Parties have the opportunity to become
familiar with it.
โ€ข CRTs based on current CRFs can accommodate all flexibility options with limited changes.
โ€ข The reporting software used to generate the CRTs (i.e. the CRT Reporter) significantly
facilitates reporting using CRTs
โ€ข Considering functions of the software is fundamental when discussing CRTs;
โ€ข Important to consider that developing a software takes time. More sophisticated reporting
solutions within CRTs might be implementable only in the longer term.
โ€ข Important to design tables that are as standardised as possible
โ€ข Trying to avoid, to the extent possible, the inclusion of information in a narrative format (e.g.
footnotes / documentation boxes) alone.
โ€ข Where cells are left empty due to the application of flexibility options using a flexibility
notation key scores best against criteria.

Adapting to the 2019 IPCC Refinement
โ€ข Paragraph 20 of the MPGs mandate the use of any subsequent version or refinement of the
IPCC guidelines agreed upon by the CMA;
โ€ข The 2019 IPCC Refinement has not been adopted by the CMA yet, however, designing CRTs
that allow voluntarily including newly added categories could be considered to also promote
completeness and improved reporting over time as required by the MPGs.

  • 4. 4 Climate Change Expert Group Current approach: The CRFs and the CRF Reporter โ€ข Five sectors: Energy, Industrial processes and Product Use (IPPU), Agriculture, Land Use, Land-use Change and Forestry (LULUCF) and Waste; โ€ข A total of 48 tables spread across 71 Excel sheets; โ€ข The CRFs are generated by the CRF Reporter CRTs are to be developed โ€œtalking into account the existing [โ€ฆ] Common Reporting Formatsโ€, i.e. the CRFs currently in use by Annex I Parties.   • 16. 16 Climate Change Expert Group Conclusions โ€ข Current CRFs represent a good starting point for the development of CRTs โ€ข Important to consider that the CRF system is an uneven starting point across developed and developing countries. Need to ensure that all Parties have the opportunity to become familiar with it. โ€ข CRTs based on current CRFs can accommodate all flexibility options with limited changes. โ€ข The reporting software used to generate the CRTs (i.e. the CRT Reporter) significantly facilitates reporting using CRTs โ€ข Considering functions of the software is fundamental when discussing CRTs; โ€ข Important to consider that developing a software takes time. More sophisticated reporting solutions within CRTs might be implementable only in the longer term. โ€ข Important to design tables that are as standardised as possible โ€ข Trying to avoid, to the extent possible, the inclusion of information in a narrative format (e.g. footnotes / documentation boxes) alone. โ€ข Where cells are left empty due to the application of flexibility options using a flexibility notation key scores best against criteria.
