This document summarizes discussions from the Climate Change Expert Group meeting in October 2019. The group discussed challenges around accounting for emissions reductions under Article 6 of the Paris Agreement, including how to determine whether reductions occur inside or outside of countries' Nationally Determined Contributions. Specifically, members saw a need to better define key terms like "beyond", "additional", and conditional/unconditional targets. They also acknowledged challenges in relating individual climate activities to whether they are captured by NDCs. The experts explored potential solutions to address different country interpretations and mitigate risks to environmental integrity from improper accounting.
