Action on just transition began with the coal phase-out
2
Canada is committed to support a just transition for coal workers and communities
• Created Just Transition Task Force for Canadian Coal Power Workers and Communities
(JTTF)
• JTTF travelled to affected regions to engage with workers and communities
• Delivered its final report in 2019 which included 10 recommendations
• $185 million allocated by the federal Government for affected communities
and economic regions
Canada is phasing out unabated coal-fired electricity and banning coal exports from Canada by 2030
Canada is applying lessons learned from the JTTF
approach and continues to consider its
recommendations in developing and implementing
its sustainable jobs approach
Canada and the United Kingdom co-lead the
Powering Past Coal Alliance (PPCA), the first
and only government-led initiative seeking to
accelerate the global phase-out of emissions
from coal power

A sustainable job can be
understood as any job that is
compatible with Canada’s path to a
net-zero emissions and climate
resilient future.
The term also reflects the concept
of decent, well-paying, high-
quality work and includes such
elements as fair income, job
security, social protection, and
social dialogue.
What we mean by the term ‘sustainable jobs’
WHY?
• The creation of a low-carbon economy will lead to new jobs and significant economic opportunities
for workers and communities.
• Canada is taking ambitious climate action across all sectors of the economy that depends on a
workforce equipped with the right skills and supports.
• A comprehensive, economy-wide, just transition plan is needed to guide action towards net-zero
emissions by 2050, delivered through Canada’s sustainable jobs approach.

every region of Canada, ensuring an inclusive and equitable transition.
Sustainable Jobs Plan for 2023-2025
1. Establish the Sustainable Jobs Secretariat
2. Create a Sustainable Jobs Partnership Council
(Advisory Body)
3. Develop regional economic strategies through the
Regional Energy and Resource Tables
4. Introduce a sustainable jobs stream under the Union
Training and Innovation Program
5. Advance funding for skills development towards
sustainable jobs
Action Areas
6. Promote Indigenous-led solutions
7. Improve labour market data collection, tracking and
analysis
8. Motivate investors and draw in industry leadership to
support workers
9. Collaborate and lead on the global stage
10. Establish legislation that ensures ongoing engagement

The Plan outlines key elements of new legislation
The Government of Canada introduced sustainable jobs legislation on June 15. Bill C-50, cited as the
Canadian Sustainable Jobs Act will:
INTRODUCE GUIDING
PRINCIPLES
Guiding principles will help to strengthen our collective efforts, increase engagement,
strengthen accountability, and ground government action in international best practice.
CREATE AN EXTERNAL
ADVISORY BODY
A tripartite-plus Sustainable Jobs Partnership Council, will provide advice to Government on
sustainable jobs measures and undertake meaningful engagement with Canadians.
PUBLISH ACTION
PLANS ON A 5-YEAR
CYCLE
Establishment of a regular reporting cycle of Sustainable Jobs Action Plans will guide and
organize efforts to support workers in the economy of the future, in a transparent manner.
STAND UP
A SECRETARIAT
The Sustainable Jobs Secretariat will work across federal departments and agencies to ensure
coordinated action and ongoing engagement with key partners.
DESIGNATE
RESPONSIBLE AND
SPECIFIED MINISTERS
Requires a Responsible Minister to be designated with overall responsibility for the Act and
designate Specified Ministers whose portfolios require their substantive engagement and input.

development and working with partners (i.e., universities), to ensure
workers are set up to succeed in a net-zero emissions future.
Advancing reconciliation with Indigenous Peoples and enabling an
equitable, inclusive and sustainable future for all Canadians, including
through supporting Indigenous-owned clean energy projects.
Improve data collection, tracking, and analysis, such as on workforce
supply, demand and gaps, to help track the creation of sustainable
jobs across Canada.

The Plan builds on actions to date, towards an Action Plan in 2025
• Support for coal workers and communities.
• Investments in skills development, climate action and a sustainable economy (over
CAD $120 billion).
• Consultations over two years with provinces and territories, Indigenous partners,
workers and unions, industry, environmental and civil society organizations and
interested Canadians informed Canada’s approach.
What we are building on
• Sustainable Jobs Plan for 2023-2025 advancing 10 key action areas to establish a
governance, engagement and accountability framework and legislation for long-
term, comprehensive and effective action.
Where we are
• Sustainable Job Action Plans every 5 years starting in 2025 to respond to the
evolving low-carbon economy and markets for sustainable jobs creation.
• Mechanisms to ensure ongoing dialogue with stakeholders and partners.

UNCLASSIFIED - NON CLASSIFIÉ Action on just transition began with the coal phase-out 2 Canada is committed to support a just transition for coal workers and communities • Created Just Transition Task Force for Canadian Coal Power Workers and Communities (JTTF) • JTTF travelled to affected regions to engage with workers and communities • Delivered its final report in 2019 which included 10 recommendations • $185 million allocated by the federal Government for affected communities and economic regions Canada is phasing out unabated coal-fired electricity and banning coal exports from Canada by 2030 Canada is applying lessons learned from the JTTF approach and continues to consider its recommendations in developing and implementing its sustainable jobs approach Canada and the United Kingdom co-lead the Powering Past Coal Alliance (PPCA), the first and only government-led initiative seeking to accelerate the global phase-out of emissions from coal power
  • 3. UNCLASSIFIED - NON CLASSIFIÉ A sustainable job can be understood as any job that is compatible with Canada’s path to a net-zero emissions and climate resilient future. The term also reflects the concept of decent, well-paying, high- quality work and includes such elements as fair income, job security, social protection, and social dialogue. What we mean by the term ‘sustainable jobs’ WHY? • The creation of a low-carbon economy will lead to new jobs and significant economic opportunities for workers and communities. • Canada is taking ambitious climate action across all sectors of the economy that depends on a workforce equipped with the right skills and supports. • A comprehensive, economy-wide, just transition plan is needed to guide action towards net-zero emissions by 2050, delivered through Canada’s sustainable jobs approach. Sustainable Jobs: an economy-wide approach to a just and inclusive low-carbon transition Sustainable jobs describes Canada’s approach to a just transition, with a broader focus on the economic opportunities of a low-carbon economy.

UNCLASSIFIED - NON CLASSIFIÉ Objective: Advance economic prosperity and the creation of sustainable jobs, support workers in every region of Canada, ensuring an inclusive and equitable transition. Sustainable Jobs Plan for 2023-2025 1. Establish the Sustainable Jobs Secretariat 2. Create a Sustainable Jobs Partnership Council (Advisory Body) 3. Develop regional economic strategies through the Regional Energy and Resource Tables 4. Introduce a sustainable jobs stream under the Union Training and Innovation Program 5. Advance funding for skills development towards sustainable jobs Action Areas 6. Promote Indigenous-led solutions 7. Improve labour market data collection, tracking and analysis 8. Motivate investors and draw in industry leadership to support workers 9. Collaborate and lead on the global stage 10. Establish legislation that ensures ongoing engagement and accountability
  • 5. UNCLASSIFIED - NON CLASSIFIÉ The Plan outlines key elements of new legislation The Government of Canada introduced sustainable jobs legislation on June 15. Bill C-50, cited as the Canadian Sustainable Jobs Act will: INTRODUCE GUIDING PRINCIPLES Guiding principles will help to strengthen our collective efforts, increase engagement, strengthen accountability, and ground government action in international best practice. CREATE AN EXTERNAL ADVISORY BODY A tripartite-plus Sustainable Jobs Partnership Council, will provide advice to Government on sustainable jobs measures and undertake meaningful engagement with Canadians. PUBLISH ACTION PLANS ON A 5-YEAR CYCLE Establishment of a regular reporting cycle of Sustainable Jobs Action Plans will guide and organize efforts to support workers in the economy of the future, in a transparent manner. STAND UP A SECRETARIAT The Sustainable Jobs Secretariat will work across federal departments and agencies to ensure coordinated action and ongoing engagement with key partners. DESIGNATE RESPONSIBLE AND SPECIFIED MINISTERS Requires a Responsible Minister to be designated with overall responsibility for the Act and designate Specified Ministers whose portfolios require their substantive engagement and input.

UNCLASSIFIED - NON CLASSIFIÉ The Plan aims to advance key priorities and policies Develop economic strategies through Regional Energy and Resource Tables Advance funding for skills development Promote Indigenous led solutions Improve labour market data Collaborative initiative, bringing federal, provincial and territorial governments together with key partners, to advance economic growth and ensure the creation of sustainable jobs. Investing in Canada’s workforce through training and skills development and working with partners (i.e., universities), to ensure workers are set up to succeed in a net-zero emissions future. Advancing reconciliation with Indigenous Peoples and enabling an equitable, inclusive and sustainable future for all Canadians, including through supporting Indigenous-owned clean energy projects. Improve data collection, tracking, and analysis, such as on workforce supply, demand and gaps, to help track the creation of sustainable jobs across Canada.

UNCLASSIFIED - NON CLASSIFIÉ The Plan builds on actions to date, towards an Action Plan in 2025 • Support for coal workers and communities. • Investments in skills development, climate action and a sustainable economy (over CAD $120 billion). • Consultations over two years with provinces and territories, Indigenous partners, workers and unions, industry, environmental and civil society organizations and interested Canadians informed Canada’s approach. What we are building on • Sustainable Jobs Plan for 2023-2025 advancing 10 key action areas to establish a governance, engagement and accountability framework and legislation for long- term, comprehensive and effective action. Where we are • Sustainable Job Action Plans every 5 years starting in 2025 to respond to the evolving low-carbon economy and markets for sustainable jobs creation. • Mechanisms to ensure ongoing dialogue with stakeholders and partners.
