  Division Leading Chief Petty (DLCPO) Officer checklists.

  Learn how to correct the top five discrepancies for the LPO and DLCPO
  checklists

  Identify and compare the top three trends from FY 2010 and FY 2011
  for the LPO, and DLCPO checklists.

  1. Read the slide.
  2. There were eight Districts that were inspected this FY. Two district was inspected during the First Quarter, Two districts were inspected during the second quarter and Four the last Quarter of this FY. A total of 42 DLCPO were inspected. Out of 1529 total inspection line items, 333 were considered hits for a percentage of 22% which is not bad at all. This tells us that the majority of the DLCPO’s out in the field actually know what they are doing and conducting business according to regulations. A total of 126 LPO’s were inspected. Out of 3659 total inspection line items, 775 were considered hits for a percentage of 22% same as the DLCPO’s.
  3. There were different components of the LPO Checklist that were inspected. The top three components that had the most hits were as follows: RPMS @ 46% LEADS @ 34% WEBRTOOLS @ 31%. We will talk a little more in detail exactly how to correct these deficiencies within each component.
  4. Read the question. (LPO 28) Explain how to correct the discrepancy. Give sample on how you would implement a training plan if you were the LPO. Training syllabus’s should state exactly what the problem is, have a detailed plan with solutions and or corrective actions. No one word or one sentence on how to correct the problem. Follow up should be documented at the bottom of the original training log or if additional space is needed, document on the back of the original log, or document on another training log referencing the original weakness. Talk about how often a training should be conducted and documented. Follow up Training should be documented on both the Recruiter and Station Planner and documented as Follow up Training. 95 of 126 LPO’s (75%) that were inspected, took this discrepancy.

  6. Read LPO 02 Note that the word effectively is in bold. Explain how to correct this discrepancy. Verify hot zip codes with LPO, Pate and Planner. Planner should show a prospecting plan built around hot zip codes. ( The highest propensity to enlist. A cell Market). PATE numbers should match the planned activity on the Station Planner. Attained activity should also be noted. All planned prospecting activity that is planned but missed, should be rescheduled and conducted. All required daily activity that is missed should be documented and made up. 82 of 126 (65%) LPO’s that were inspected, took this discrepancy.
  7. Read LPO 21 Explain exactly how to correct this discrepancy. Give an example on how you would actively prospect a lead within your station. Note the phrase actively prospected is in bold. All LEADS received by the station need to be actively prospected in a timely manner. The LPO should be the first one to attempt to contact the LEAD and document in WEBRTOOLS. Once the LPO documents in WEBRTOOLS, they will forward that LEAD to one of the recruiters within the station to be actively prospected. The LPO should follow both their NRD and DLCPO’s Standard Operating Procedures as to how to actively prospect a LEAD. The LPO should already have a plan in place to keep in contact with that LEAD and to hold the recruiter accountable for any shortfalls in prospecting that LEAD in a timely manner. All resources will be exhausted in order to contact that LEAD. That LEAD should be contacted by phone and documented in WEBRTOOLS, Text, Door knock, Email, Facebook, etc. A disposition of not interested is not a reason to take a LEAD out of a recruiter’s working tickler. I would recommend that you contact that LEAD at least one month out due to circumstances and situations might have changed. All LEADS are to be maintained in the recruiter’s working tickler for a total of four months or until a final and good disposition is obtained!
  8. Read LPO 03 Explain in detail on how to correct the discrepancy. The LPO will need conduct a follow-up screening on all qualified interviews that decline to enlist on the Station Applicant Log. LPO’s will document the following in the Remarks block of the Station Applicant Log: the phrase LPO Exec, the LPO’s initials, and the date the Executive screen was conducted. The date the Executive Screen was conducted and documented on the Station Applicant Log, needs to match the date in WEBRTOOLS. Once this complete, the LPO will have completed and satisfied the requirements on how to properly conduct and document follow-up screenings. 70 of 126 (55%) LPO’s that were inspected took this discrepancy.
  9. Read LPO 17 Explain in detail how to correct this discrepancy. LPO’s must ensure that consistent contact with each Future Sailor is documented in WEBRTOOLS. A minimum of three phone contacts and two face-to-face contacts are documented in WEBRTOOLS per month. 55 of 126 (43%) LPO’s took this discrepancy.

  11. There were different components of the DLCPO Checklist that were inspected. The top three components that had the most hits were as follows: RPMS @ 39% Training @ 28% WEBRTOOLS @ 30%. We will talk a little more in detail exactly how to correct these deficiencies within each component.
  12. Read DLCPO 02. Explain in detail how to correct the discrepancy. DLCPO’s must ensure that each LPO is properly trained and properly develops their Station Planner using the PATE. Planner should show a prospecting plan built around hot zip codes. ( The highest propensity to enlist. A cell Market). PATE numbers should match the planned activity on the Station Planner. Attained activity should also be noted. All planned prospecting activity that is planned but missed, should be rescheduled and conducted. All required daily activity that is missed should be documented and made up. 26 of 42 (61%) of DLCPO’s that were inspected, took this discrepancy. Keep in mind, that if during the inspection and three stations get inspected and at least two of the stations took this discrepancy, the DLCPO will also take this discrepancy.
  13. Read DLCPO 07 Explain in detail exactly how to correct the deficiency. The DLCPO must ensure that the Division is on track to meet the Chief Recruiter’s SYTD WG Target for the current school year. To ensure the DLCPO is meeting the WG Target, they must ensure that each recruiter is prospecting in their assigned school consistently and have a effective school canvassing plan and hold the recruiters accountable for any shortfalls encountered for their lack of prospecting activity in the schools. 15 of 42 (35%) DLCPO’s who were inspected took this discrepancy.

DLCPO’s who took this discrepancy were not properly documenting remarks and conducting follow up training for the LPO when weaknesses were identified when completing Station Visits. When conducting the Station Visit Checklist, the DLCPO will identify weaknesses within the Station with the LPO and conduct , document training on a training syllabus. The Training syllabus shall state exactly what the identified weakness is, document exactly how to correct the deficiency with corrective actions and or solutions in detail, and follow up the original identified weakness in detail during the next scheduled station visit on a consistent basis. Once that training is complete, a copy of the Station Visit Checklist, and the Training Syllabus will be stapled together to be filed in the LPO’s training Jacket. 19 of 42 (45%) DLCPO’s who were inspected took this discrepancy.

The top three trends for last FY were: LEADS SMART WEBRTOOLS A major change in the trends from last FY to this FY where the top three trends this FY were RPMS Training LEADS. The common trend from this year’s trends and last year trends is the LEADS. We found that DLCPO’s was not ensuring that LEADS were prospected within 24 hours of receipt, and that LEADS are actively prospected and maintained in the recruiter’s working tickler for a minimum of four months or until a final disposition is obtained. LPO’s will need to be the first to contact that LEAD when the LEAD first comes in. The LPO will then forward that LEAD to one of the recruiters to be actively prospected. They key word is actively prospected. All avenues will be exhausted when trying to contact that LEAD. For instance, there needs to be a door knock conducted, a text sent to the cell phone if applicable, Facebook, email address, etc. All entries will be documented in WEBRTOOLS and maintained in the recruiter’s working tickler for four months or until a FINAL disposition is obtained.

Remember, the top three trends for the Recruiter-in-Charge for this Fiscal Year were: ERPMS LEADS WEBRTOOLS Not that much of a difference between the two Fiscal Years except for the fact that overall Training improved from last FY to this FY and ERPMS was major discrepancy where 59% of the RinC’s that were inspected this FY took this hit. I stated earlier that Training improved over the last FY, however73% of the RinC’s who were inspected took the RK 24 hit which covered follow-up training and we already talked about how to correct that deficiency.
