Accept Any Payment Type
Our payment technology offering allows government entities to accept
any payment type through available channels including:

transactions can be processed as a one-time sale or as a recurring
payment.
Establish Payment Channels
With our Public Sector Payment Technology, government entities can
collect payments from citizens online or in person. Government entities
also have the ability to establish a “citizen pay” model, implementing
a service charge to offset processing costs.
• Online payments are set up through hosted web payment forms
with customizable features, including a page design wizard and
customized data fields to assist with transaction reporting and
reconciliation.
• In person payments are facilitated through a Point-of-Sale system,
consisting of an EMV countertop terminal with customizable options
including the ability to capture user-defined data in fields to assist
with transaction reporting and reconciliation.
Customize in the Integration Layer
An Integration Layer is built right in to the Public Sector Payment
Technology, designed for partners to make integrations easier and more
robust. The application, called SmartPayForm, is where web pay forms
are configured using our page design wizard. Merchant accounts are
edited to include up to four custom data fields, convenience fee options
are controlled, and URLs for posting information are designated within
the application. SmartPayForm also allows citizens to securely embed
their card information in a token, which is stored and used by partners
to process recurring or subsequent payments without re-entering data
(for utility bill auto-pay, for example).
Processing Reporting
All transaction processing, management and reporting occurs in the
Pace Online Merchant Center. Postback responses are sent to a URL
designated by the software partner for real-time payment updates,
along with any custom data sent with the transaction. Users can
research transactions via a secure log-in, issue voids and refunds,
process new sales via a virtual terminal, and control risk and fraud
settings to best suit a government entity’s needs. The unique account
hierarchy allows government entities to configure multiple departments
or agencies beneath a single master account, using a single log-in
to manage the entire organization.
Funds Settlement
Partners have a multitude of choices when designing funds settlement
for government entities. “City Pay” traditional processing enables
direct funds settlement with a monthly debit to cover processing
services. “Citizen Pay” service charge processing enables a government
entity to receive direct fund settlement while avoiding monthly
processing expenses. The service charges are fixed and collected by
our partners, enabling partners to control profit margin on payments.
Our technology also allows for multiple deposit accounts with a single
Public Sector relationship, with full-scope reporting for each account
through a single portal.
Support Services Security
All aspects of our Public Sector Payment Technology are supported
in-house by our dedicated Client Services and Technical Support
teams. Each partner is assigned a relationship manager to ensure
responses are timely and effective. Partners are confident in Pace
Payment Systems as a PCI-DSS certified compliant ISO, registered with
all major card brands. We maintain tight security and internal controls,
and we manage nearly document-free facilities. Pace does not store
cardholder data in any of our facilities. We take pride in providing
