NATIONAL POLICIES ON
TEACHER EDUCATION.
NATIONAL EDUCATION
POLICIES
 The National Policy on Education (NPE) is
a policy formulated by the Government of India to
promote and regulate education in India.
 The policy covers elementary education to higher
education in both rural and urban India.
*NPE 1968
*NPE 1986
*NPE 1992
*NPE 2020
NATIONAL POLICY ON
EDUCATION,1968
 The first NPE was broadcast by the Government
of India by Prime Minister Indira Gandhi in 1968.
 Based on the report and recommendations of the
Kothari Commission.
 The policy called for fulfilling compulsory
education for all children up to the age of 14.
 The policy called for a focus on the learning of
regional languages outlining the “three language
formula” to be implemented in secondary
education .
APPROACHES ON TEACHER
EDUCATION
 Teachers must be paid satisfactorily as per their
qualifications and responsibilities.
 There should be independence for teachers so
that they research and publish it.
 Can do In-service teaching courses should be
given many preferences
NATIONAL POLICY
EDUCATION,1986
 The new policy introduced by the Prime Minister Rajiv
Gandhi in 1986.
 The new policy called for special emphasis on the
removal of disparities and to equalise educational
opportunity, especially for Indian women, Scheduled
Tribes (ST) and the Scheduled Caste (SC)
communities.
 The NPE called for a "child-centred approach" in
primary education, and launched "Operation
Blackboard" to improve primary schools nationwide.
 The policy also called for the creation of the "rural
university" model, based on the philosophy
of Mahatma Gandhi, to promote economic and social
development at the grassroots level in rural India.
APPROACHES ON TEACHER
EDUCATION
 Teacher Education is a ‘continuous’ process, both
‘pre service’ and ‘in service’ components are
important
 Establishment of District Institutes of Education
and Training (DIETS)
 Teachers should have the freedom to innovate, to
devise appropriate methods and activities
relevant to the needs and concerns of the
community
 Better training and qualification for teachers
should be needed.
NATIONAL EDUCATION
POLICY,1992
 This is a revisied and modified national
policy in 1992 by the P. V. Narasimha
Rao government.
 This policy aimed to promote national
progress, a sense of common citizenship and
culture, and to strengthen national integration.
 This also solves problems of overlaps and
reduces physical, mental and financial burden
on students and their parents due to
multiplicity of entrance examinations.
APPROACHES ON TEACHER
EDUCATION
 Teacher Education is a continuous process,
and its pre-service and in-service components
are inseparable. As the first step, the system
of teacher education will be overhauled.
 The new programmes teacher-education will
emphasize continuing education and the need
for teachers to meet the thrusts envisaged in
this Policy.
 District Institutes of Education and Training
(DIET) will be established with the capability
to organize pre-service and in-service courses
for elementary school teachers
and for the personnel working in non-formal
and adult education. As DIETS get
established, sub-standard institutions will be
phased out.
 Selected Secondary Teacher Training
Colleges will be upgraded to Complement the
work of State Councils of Educational
Research and Training.
 The National Council of Teacher Education
will be provided the necessary resources and
capability to accredit institutions of teacher
education and provide guidance regarding
curricula and methods.
NATIONAL POLICY
EDUCATION,2020
 The third National policy education introduced by
Prime Minister Narendra Modi in 2020.
 Discusses reducing curriculum content to enhance
essential learning, critical thinking and more holistic
experiential, discussion-based and analysis-based
learning.
 It also talks about a revision of the curriculum and
pedagogical structure design to optimize learning for
students based on cognitive development of the child.
 Teachers and faculty as the heart of the learning
process their rigorous recruitment and preparation,
continuous professional development, positive
working environments and service conditions must be
APPROACHES ON TEACHER
EDUCATION
 Recognizing that the best teachers will require training
in high-quality content as well as pedagogy, teacher
education will gradually be moved by 2030 into
multidisciplinary colleges and universities.
 As colleges and universities all move towards becoming
multidisciplinary, they will also aim to house outstanding
education departments that offer B.Ed. M.Ed. and Ph.D.
degrees in education.
 By 2030, the minimum degree qualification for teaching
will be a 4-year integrated. B.Ed. degree that teaches a
range of knowledge content and pedagogy, and includes
strong practicum training in the form of student teaching
at local schools.
 B.Ed. degrees would be offered only by
accredited multidisciplinary higher educational
institutions offering 4-year integrated B.Ed.
programmes.
 Special shorter local teacher education
programmes will also be available at BITES,
DIETs, or at school complexes.
 Eminent local persons can be hired to teach
at schools or school complexes as specialized
instructors’, for the purpose of promoting local
knowledge and skills, e.g., local art, music,
agriculture, business, sports, carpentry and
other vocational crafts. This programmed will
be suitably supported by Central and State
teacher education,NPE
