The 33kV 50MVA system was the main
infrastructure supply and critical plant for the
port operation. Cell was contracted to design,
procure, install and commission a new 33kV
switchboard to replace an ageing and unreliable
existing system. Cell completed detailed designs
for the new system and project managed a multi-
stage replacement scheme to limit downtime
of the port to a minimum. Cell completed PLC/
SCADA upgrades, protection system upgrades
(unit protection schemes) and training for the new
system. Cell also acts as a client representative
for many DBCT projects.
Description
Incorporated a protection and co-ordination study
as well as an Arc Flash study for all equipment
on site including underground infrastructure.
Arc Flash labels for every switchboard on site
showing category ratings and PPE requirements
were developed and installed to aid electrical
personnel. Cell Engineering offered a whole
service approach for this project which
incorporated everything from an initial site
audit through to updating site documentation,
implementing recommended protection settings
and completing a training course for all personnel
on how to use the system. Cell manage and
maintain the protection systems for the client.
Description
Involving the development of fundamental design
of the Control System for the new CHPP facility
utilising latest PLC and HMI software products.
Interacted with client project management
and vendors for the tender and purchasing
of equipment for the control system design
and ensuring contracts are managed and met
accordingly to specifications.
Description
Cell was invited to assess a temporary site
power station fuel supply system for compliance
with Hazardous Area standards. The project
included an assessment of the installation and
classification of zones in the area. Equipment
dossiers were prepared and system design
documented for the mine’s records.
Specifications for new installations were directly
referenced to the classification assessment
performed.
Description
Existing earth grids on site required upgrading to
ensure step and touch potentials were controlled
under fault conditions and to ensure earth grid
reliability for expected fault currents. The existing
earth grids had passed their serviceable life
with signs of deterioration and corrosion. Cell
Engineering was approached to document the
existing systems’ design and then calculate
and design new grid systems to replace or
supplement the existing systems. The new
designs were completed and were fully compliant
with AS3007 and the CMS&H regulations.
Description
Cell was invited to conduct an audit of the mine
infrastructure to AS1768. Each building and
assembly area was audited and documented
with results published in a detailed report.
Recommendations were made for the
improvement of key systems and infrastructure to
provide equipment and personnel protection.

Cell was invited to complete control system
upgrades to the Shell local fuel distribution and
storage terminal and gantry.
Tasks included:
• Control system gap analysis for new
installations.
• Functional specification for system
modifications.

Cell was invited to provide engineering services
to BMC to allow the STP to be upgraded
to increase capacity for new infrastructure.
System designs completed by Cell included
the replacement of the existing INNOTECH PLC
with the site standard Allen Bradley sytems and
PanelView 700 HMI. Functional specificaitons
and detailed design drawings were produced
for the new installations before new code and
HMI screens were developed and deployed. Site
based commissioning and project management
was undertaken by Cell. Cell also designed
and installed a GSM modem for text messages
and alarms to operators. Basic training and
familiarisation was further completed by Cell.
Description
Cell was invited to audit the electrical condition
of HV and LV systems on site to establish system
maintenance strategies.
Tasks included:
• Updated the Cell electrical audit database with
the latest AS3000, 3008 CMSH and electrical
regulations and standards. The database is
a fully mobile system allowing Cell to quickly
and efficiently document issues, categorise the
issues, risk assess, photograph and suggest
corrective actions.
• Site based audit and reporting
• Assisted with implementation strategies to
correct non-conformances found across site.
Description
Cell provided the electrical designs for the
electrical infrastructure associated with the Cook
Colliery washplant upgrade in 2014/2015. The
designs included electrical schematics, single
line diagrams, MCC panel, general arrangements
and earthing designs. Cell assisted Cook
Colliery with the factory and site acceptance
testing of the electrical equipment. Cell also
provided engineering services as part of the
commissioning team.
Description
Cell worked with BMA to develop new design
concepts and scopes of work for an ageing
2000TPH stacker system. Designs were to
account for the whole machine being refurbished
with some key changes being:
• DC drives replaced with AC VVVF drive
• System tracking upgrades utilising
transponder, encoders and radar systems
• Siemens PLC upgrade with Beckoff distributed
IO
• Throughput increased with the use of VVVF
systems
• Control cable reeler replaced with a fibre optic
built into the power cable
Cell completed the entire designs from design
basis, functional specifications through to
detailed design drawings, scopes of work and
equipment specification.

Cell was invited to provide detailed designs and
feasibility for the upgrade of legacy Brownfields
infrastructure at Collinsville Mine.
For the project, Cell completed:
• Replacement designs for several HV RMU
systems (11kV) incorporating key interlocking,
transformer CB feeders with IED protection
and remote operation
• Several 415V LP DB replacements complete
with EL injection test facilities, emergency light
test kits, control supplies and aligned with the
CMSH regulations
• Replacement of HV reticulation to key
infrastructure including detailed routing
designs, captial costs and commissioning
• Develop client specification for a new 1.5MVA
kiosk substation including detailed designs,
automated switching control and capital costs

experience working at and around coal mines and heavy industry. Troy
completed an apprenticeship as an Electrical Fitter Mechanic before
completing a degree in Electrical Engineering, so has both the practical
knowledge and technical ability to service the industrial and mining sectors.
Through his experience in heavy industry, he has gained specialised skills in
site power system design and electrical audits and is particularly well
experienced in AS3000 wiring rules, coal mine health safety regulations,
workplace health safety regulations and hazardous areas.
