Emergencies Ibihe by’amage bibangamira abantu • Making sure that persons with disabilities are properly protected when there are risky situations for everyone, for example when hurricanes happen. • Kumenya neza ko abantu bafite ubumuga barinzwe neza mubihe by’amage byugarije buri wese; urugero nko mu bihe by’inkubi y’umuyaga n’imyuzure. Being treated equally by the law Kungana imbere y’amategeko • Persons with a disability are to be respected by the law like everyone else. • Abantu bafite ubumuga bafite ububasha bahabwa n’itegeko bungana n’ubw’abandi bose • Persons with a disability have the same right to make their own decisions about important things as everyone else. • Abantu bafite ubumuga bafite uburenganzira bwo guhitamo icyo bashaka kibafitiye akamaro nk’abandi bose. Article 12
- 28. • Persons with a disability should have the proper support they need when making decisions. • Abantu bafite ubumuga bagomba guhabwa ubufasha bwihariye bakeneye mu gihe cyo gufata ibyemezo. • If a person really does need someone else to speak for them there should be rules to make sure this is done properly. • Mu gihe umuntu akeneye koko umuvugira hagomba kubaho amabwiriza ateganya uburyo bunoze bikorwamo.
- 29. Persons with a disability have equal rights to: Abantu bafite ubumuga bafite uburenganzira bungana ku: •Own or be given property. Gutunga no guhabwa umutungo. •Control their own money. Kungenzura amafaranga yabo

Getting justice Uburenganzira k’ubutabera • Persons with a disability should have the same rights to go to court, take other people to court or take part in what happens in courts as anyone else. • Abantu bafite ubumuga bagomba kugira uburenganzira bwo kujya mu nkiko , gutanga ikirego no kugira uruhare ku bibera mu nkiko nk’abandi bose. • Persons with a disability should get support to make sure they get these rights. • Abantu bafite ubumuga bagomba guhabwa ubufasha kugirango bagerweho n’ubwo ubwo burenganzira. • There should be special training for courts, police and prison staff. • Hagomba kubaho amahugurwa yihariye ku bakozi bo mu nkiko, polisi n’abakora mu magereza. Article 13
- 32. Being free and safe Ubwisanzure n’umutekano bya muntu • Persons with a disability should be free and safe, the same as everyone else. Abantu bafite ubumuga bagomba kwisanzura no kugira umutekano nk’abandi bose. • Persons with a disability should not be locked up just because they have disability but only if the law says so for other reasons. Abantu bafite ubumuga ntibagomba kubuzwa ubwisanzure bitewe n’ubumuga bafite keretse iyo hari izindi mpamvu zisobanurwa n’itegeko . • If persons with a disability are locked up they should be treated in the ways this agreement says. • Mu gihe abantu bafite ubumuga babujijwe ubwisanzure bagomba kwitabwaho nk’uko bisobanuye muri aya mamategeko. Not being tortured or treated cruelly Uburenganzira bwo kuticwa urubozo cyangwa kudakorerwa ibikorwa bya kinyamaswa • Persons with a disability must not be treated cruelly or tortured. • Abantu bafite ubumuga ntibagomba kwicwa urubozo cyangwa gukorerwa ibikorwa bya kinyamaswa • Persons with a disability must not be experimented on, especially medical experiments, (unless they freely agree). • Abantu bafite ubumuga ntibagomba gukorerwaho igeragezwa mu by’ubuvuzi kereka baramutse babyiyemereye kubushake bwabo. • Rwanda must do everything possible to make sure these things do not happen. • U Rwanda rugomba gukora ibishoboka byose Article 15

Not being used or abused Uburenganzira bwo kudakoreshwa uburetwa no kudahohoterwa • Countries must make laws and rules to make sure persons with a disabilities are protected in the home and outside from violence, being used or abused. • Ibihugu bigomba gushyiraho amategeko n’amabwiriza arinda abantu bafite ubumuga guhohoterwa aho batuye no hanze y’aho, kurindwa gukoreshwa imirimo y’uburetwa no gukandamizwa. • Countries should make sure that persons with a disabilities who have been abused get the help and support they need to keep them safe and help recover from the abuse. • Ibihugu bigomba gukora kuburyo abantu bafite ubumuga bahohotewe babona ubufasha bwihuse kugirango barindwe kandi basubizwe agaciro bari bafite. Article 16
- 37. • Countries must make sure they have good ways of finding out about abuse and making the abusers go to court. • Ibihugu bigomba gukora kuburyo bigira uburyo bwo gukurikirana ihohoterwa no guhana abakoze iryo hohoterwa • Countries must think especially about the abuse of women and children. • Ibihugu bigomba gutekereza cyane by’umwihariko ku ihohoterwa rikorerwa abana n’abagore bafite ubumuga.

Moving around Uburenganzira bwo kujya aho ashaka no kugira ubwenegihugu Persons with a disability have the right: Abantu bafite ubumuga bafite uburenganzira bwo : •To decide where they live and to move about the same as every one else. • Guhitamo aho baba no kujya aho bashaka nk’abandi bose. •To belong to a country (be a citizen) and not have that taken away because they have a disability. •Kugira igihugu ( kuba umwenegihugu) no kutamburwa ubwenegihugu hanshingiwe ku bumuga bafite Article 18

- 43. Persons with a disability can choose: Abantu bafite ubumuga bashobora guhitamo: •Where they live, the same as everyone else. •Aho batura kimwe n’abandi bose •Who they live with, the same as everyone else. •Abo babana kimwe n’abandi bose

Privacy Kubaha imibereho bwite • Persons with a disability have the right to a private life and no one should interfere with or get in the way of that. • Abantu bafite ubumuga bafite uburenganzira ku mibereho bwite kandi ko nta muntu n’umwe wemerewe kubuvogera. • Countries must make sure that personal information about persons with a disability is kept confidential or private the same as everyone else’s. • Ibihugu bigomba gukora ku buryo amakuru ajyanye n’ubuziima bwite bw’abafite ubumuga agirwa ibanga ku buryo bungana n’ubw’abandi. Article 22

Respect for the home and the family Ubutavogerwa bw’aho umuntu aba n’umuryango we • Rwanda must make sure that persons with a disability have equal rights to marriage, a family and personal relationships. • U Rwanda rugomba gukora kuburyo abantu bafite ubumuga bahabwa uburenganzira nk’ubw’abandi ku gushyingirwa, kugira umuryango no no kugira ubucuti bwihariye n’abandi. Rwanda must make sure that: U Rwanda rugomba gukora kuburyo: •Persons with a disability have equal rights to get married and start a family as long as both of the couple want to. •Abantu bafite ubumuga bagira uburenganzira bwo gushyingirwa no gushinga umuryango igihe cyose abashaka kubana babyifuje . •Persons with a disability have a right to decide how many children they have and when to have them, and not be sterilised against their will. •Abantu bafite ubumuga bahabwa uburenganzira bwo kugena umubare w’abana bifuza kubyara n’igihe cyo kubabyara no kugahatirwa kuringaniza urubyaro.
- 54. • Persons with a disability have the right to family planning and other information to help them decide these things. • Abantu bafite ubumuga bafite uburenganzira bwo kuringaniza urubyaro no kubona amakuru abafasha gufata imyanzuro ijyanye n’uburyo bukoreshwa. • Countries will provide support to Persons with a disability to help bring up their children. • Ibihugu bigomba gutanga ububasha bukwiye ku bantu bafite ubumuga kugirango bashobore kuzuza inshingano zo kurera abana babo • Children with disabilities have the right not to be kept apart from their families. Countries must support children with disabilities and their families. • Abana bafite ubumuga bafite uburenganzira bwo kutavangurwa mu bandi mu miryango yabo .Ibihugu bigomba gufasha abana bafite ubumuga n’imiryango yabo.
- 55. The rights of children come first. Uburenganzira bw’abana nibwo bw’ibanze: •Countries will make sure children are not taken away from their parents if they don’t want to be, except when the law says it is in the best interests of the child. Children must not be taken away just because they or their parents have a disability. •Ibihugu bigomba gukora ku buryo nta mwana utandukanwa n’ababyeyi be atabishatse keretse iyo itegeko rigaragaza ko ari ku nyungu z’umwana. Education Uburezi • Persons with a disability have a right to education. • Abantu bafite ubumuga bafite uburenganzira k’uburezi. • Rwanda will make sure persons with a disability have the opportunity to go to mainstream schools and can carry on learning throughout their lives so that: • U Rwanda rugomba gukora kuburyo abantu bafite ubumuga boroherezwa kwiga mu mashuri hamwe n’abandi bana badafite ubumuga kandi rugashyiraho imyigishyirize igendanye n’ubuzima bwabo bwa Article 24
