Data is the silver bullet of digital regulation
 Build research and data analytics capabilities:-
 to inform regulatory decision making and foresight;
 monitor policy implementation; and
 identify emerging regulatory issues with regards to industry, consumer and market
developments.
 Adopt data-driven tools in decision-making (including big data and open data
schemes), machine learning tools and online platforms, including national GIS systems to
identify white and grey areas and coordinate the deployment and sharing of digital
infrastructures, such as national infrastructure mapping systems.
 Ensure that regulators collect relevant data from market players and have capacity to
develop regulatory tools to address identified challenges in ICT and digital markets.

Submarine Cables in Africa
 Among the 54 African countries recognized
by United Nations, there are 38 countries
that have seashore and 16 that are land
locked.
 Out of these 38 countries that have
seashore, 37 countries have at least one
submarine cable landing.
 Among the 37 countries that have at least
one subsea cable landing, 11 countries
have only 1 subsea cable, 10 countries have
2 subsea cables, 6 have 3 subsea cables,
and 10 have more than 3.

Logistical infrastructure
 Efficient distribution mechanisms is an essential
requirement for e-commerce to guarantee timely
delivery of goods or services acquired electronically.
 The product must be traceable during transport
 A range of alternative services should be available to
provide different price quality combinations, so that
users can choose the combination that best suited to
their needs and limitations.
 Competition must be encouraged, along with the
transparency of the delivery service market.

CONCLUSION
 Regulators and policy makers are the master builders of the digital transformation
 A fit for purpose regulatory framework is key to successful digital transformation that
is sustainable and minimizes unwanted consequences for market structures and
consumers.
 A regulatory paradigm shift is needed to deliver on the digital dividend for all
 Investment is one of the cornerstone of the digital transformation
 Cooperation across sectors and a collaborative approach to regulation is a way
forward
