Build research and data analytics capabilities:-
to inform regulatory decision making and foresight;
monitor policy implementation; and
identify emerging regulatory issues with regards to industry, consumer and market
developments.
Adopt data-driven tools in decision-making (including big data and open data
schemes), machine learning tools and online platforms, including national GIS systems to
identify white and grey areas and coordinate the deployment and sharing of digital
infrastructures, such as national infrastructure mapping systems.
Ensure that regulators collect relevant data from market players and have capacity to
develop regulatory tools to address identified challenges in ICT and digital markets.

Submarine Cables in Africa
Among the 54 African countries recognized
by United Nations, there are 38 countries
that have seashore and 16 that are land
locked.
Out of these 38 countries that have
seashore, 37 countries have at least one
submarine cable landing.
Among the 37 countries that have at least
one subsea cable landing, 11 countries
have only 1 subsea cable, 10 countries have
2 subsea cables, 6 have 3 subsea cables,
and 10 have more than 3.

Digital policies and regulation hold a three-fold promise - as a tool for driving the digital transformation of the economy; as a framework for the digital transformation of regulators and regulatory governance; and as an interface for cross-border collaboration and coordination on thorny issues related to digital markets.

Critical enablers that make the Digital Economy a reality
Three strategic priorities of the Digital Framework can be realised with four key enablers in place:
1. Physical & Digital Infrastructure: Continue to investment in broadband infrastructure and enhance digital connectivity as technology evolves.
2. Manpower Development: Continued upskilling and reskilling to train and groom professionals as well as raise the digital literacy of the workforce to take on the challenges of the digital economy.
3. Research & Innovation: Giving companies the competitive edge to keep abreast of the latest trends in technology through roadmaps which aim to inform and anticipate new developments.

There is a need for policies and regulation geared towards fast-tracking digital development and expanding meaningful connectivity
