The name was given to it by its real-life creator James Wan,
who is the director of Saw. There is disagreement that the name
is spelled "Billie", although Wan himself spells it "Billy".

psychological horror film called “Saw” and created by James
Wan.
After he appeared in several films, some of them are:

He has a white face with spirals in his cheeks.
His eyes are red with a black shadow and his lips are red.
He always wears a costume with buttons with a red bow tie.
