MEOS Q2 2017 Summary
• At the national level, the NEO is +5%, down two points on the previous quarter:
This is back in line with the Q4, 2016 outlook.
• Private sector sentiment hits three year low: Private sector optimism is down three
points to +4, the lowest level of optimism since 2014.
• Smallest businesses buffeted by uncertainty: The outlook for the sector has fallen
to +1, the weakest outlook in three years. In contrast, big employers are markedly
more upbeat.
• London and Scotland downbeat: Optimism in the capital dipped from +8 last time to
+3 this quarter – the first time London has underperformed the national outlook in
over two years. Scotland is down dramatically, the only region in negative territory and
now at its weakest outlook in five years.
• Optimism in construction hits 10 yr high: Hiring intention in the building sector is
flying on +12, up 2 points on the quarter.

Editor's Notes
Small businesses report the biggest change this quarter, increasing hiring intentions by 4%. Very little to report in terms of employers of other sizes.
Big increase in the not for profit sector. Public sector still low.
Private sector hiring remains resilient.
