Brief Name Project Learning for All
Why: Rationale Project Learning for All is a one-year initiative
that builds on success in using flexible and
innovative models through RTI approach to
expand opportunities to the most marginalized
and hardest to reach children in the hinterland
schools in the Division of Cagayan de Oro City
and help them access and complete education
in K-12 curriculum in this unprecedented time.
RTI includes supports and services for students
at risk for failure in the general education
curriculum. RTI includes three main
components: (a) multiple tiers of support, (b)
staff and resources for implementation, and (c)
collection of evidence-based assessment data to
make instructional and intervention decisions.

RTI Approach
Level 1 is the current instructional delivery.
Throughout this process, the implementer
monitors the progress of students and notes
students who are struggling and falling behind
their peers. This is for about 5 weeks
intervention. To assess, initiation process tool
will be used. See attachment.
Level 2 is the targeted group interventions.
When the implementers has gathered enough
evidence to show that a number of students are
struggling to learn, they are moved to level 2.

2. The implementers shall employ intensive,
systematic instruction which are composed of:
a) Individualize follow-ups
b) Resource kits/learning packets
c) Build a culture of writing

Level 3 is the intensive program. Learners who
are still struggling in level 2 are moved to this
level. Level 3 are implemented with more
instructional time, individual instruction and
increased explicitness which includes:
a) Strategic reading support
b) Explicit writing instruction
c) Functional study centers for learning
partners/parents
The duration will cover 10 weeks.

Who: Intervention
providers/implementers
The intervention is provided by the classroom
advisers and subject teachers as implementers.
How: Mode of delivery The Project Learning for All is implemented in
distance learning and blended learning delivery
modality primarily thru video calls/text and
asynchronous delivery. However, face to-face
interaction maybe possible if allowed by the
IATF.
Where: Location of the
intervention
The interventions are implemented off-site
(home-based) in participating schools.

Duration
and dosage of the
intervention
The duration of this project will start in the
Second Quarter up to the Fourth Quarter.
Tailoring: Adaptation
of the intervention
This project will utilized multitier approach
known as Response to Intervention (RTI).
Participating schools and teachers will receive
technical support and assistance from
coaches/core team in order to optimize fidelity
of implementation. However, it is now accepted
that some form of adaptation is inevitable and
indeed maybe desirable in order to improve local
situation and fit to context.

Teachers will receive days of orientation-training
and follow-up. On-going technical support and
assistance will be provided by trained coaches.

feedback, email/telephone support and
