Question 1    How according to you the crisis of the Metro tracks going over the Indian Railway's overhead lines near ITO should have been avoided by DMRC?
Basic Problems Indian railway tracks.  Problem of red tape Metro tracks should go over the Indian Railway’s overhead lines near ITO Underground track to an elevated track The planning engineers either miscalculated the magnitude of the problem involved or gave insufficient time for the execution of the tasks.  Required modern construction technology. Alteration of signaling system was a possible solution
Possible solutions to avoid crisis ,[object Object]
DMRC had encountered oversight in design capabilities. So a possible solution could have been to do detailed analysis before planning the routing work.
Opted for a more convenient track profile rather than the one executed given the hindrances in the current track.
Giving a more realistic estimate for the execution of the project.,[object Object]
Provision Of Public Toilets Delhi Metro is a public transport mode meant to provide convenient and hassle free transport taking minimum time.  Thus basic objective is to reduce the traffic congestion on the roads and provide the people with air-conditioned, modern transport at cheap prices.  International norms do not provide public toilets on all metro stations as they lead to cleanliness problems.

Lead to a dirty overall environment.
Probability of increasing long queues for the use of public conveniences thus increasing the traffic in metro premises.
An average metro traveller probably travels in Metro on a one way for about 15 mins between the start and destination station and thus leaving no urgent need to provide public toilets.
More services could lead to increase in costs.
  Space constraint
  Thus providing toilets at the main junctions the most suitable option. ,[object Object]
DMRC says if people start respecting the system then they don’t dirty it. So they can provide toilets. ,[object Object]
 48 stations have toilets within 50 metre from the station.

  • 34. DMRC Project spans over more than 7 years and thus price fluctuations in cost of raw materials is always a risk Thus, hedging is essential Again this project involved national and international contractors.
  • 35. SAIL SAIL is a Navratna Company. It has the independence and the financial muscle to partner such a project The Management of DMRC had a vision and thus they got into minimum guarantee contracts with SAIL. This helped them counter escalating prices
  • 36. SAIL, being a PSU, the Govt. could provide it with subsidies and tax benefits. With Private participants, this may be a problem and also there is a risk of bureaucracy and red-tapism with private units.
  • 37. WHY NOT PRIVATE UNITS Private Companies cannot solely work on social obligations. Moreover they may not be in a position to be in-terms with increasing costs. Private firms could have been considered if DMRC could have entered into a contract with them before hand
  • 38. Question 4 Would DMRC be able to meet the target it had set for the commonwealth Games in 2010?Comment on the current status

  • 40. Delhi will see over one lakh people, including athletes and officials from 72 participating countries, visiting the city.
  • 41. To prepare itself for this, the city is planning a major overhaul of its urban infrastructure as well as its sporting facilities.

  • 43. Phase II, aimed at extending the network much further in the city, is already under construction, and is set to be ready before 2010. This phase is going to require massive investment, over Rs 8000 Crores. The second phase is going to provide a vital transport link to East Delhi, with a dedicated Games Village station.

  • 45. String of accidents last one year dented Delhi Metro’s image. Senior Metro officials accepted : accidents gave them a setback of at least three months. Three new Metro lines — Yamuna Bank to Noida, Yamuna Bank to AnandVihar and Inderlok to Mundka — that were to be opened in 2009 have got delayed. Present Status

The Metro network will also provide easy access to 10 of 11 sporting venues across the city.These include the Games Village, Jawaharlal Nehru Stadium, Delhi University, Thyagaraj Complex, Siri Fort Sports Complex, National Stadium, Indira Gandhi Sports Complex, Talkatora Indoor Stadium, Yamuna Sports Complex and R. K. Tennis Complex.Three Commonwealth Games venues -- the Games Village, the Jawaharlal Nehru Stadium and Delhi University -- will have direct access to metro stations. The Games Village, where most athletes will reside, is adjacent to the Akshardham metro station on the Indraprastha-Noida line.
  • 47. Delhi Metro has decided to procure 300 air-conditioned feeder buses in its effort to provide hassle-free and comfortable ride to spectators on their way to Commonwealth Games (CWG) venues. Metro Citizens’ Forum DMRC is also putting its Customer Relations Assistants (CRAs) through lesson in the Queen’s language. The staff will also be equipped to handle queries from passengers about the metro, the stations and the immediate surroundings. “

A petition against the DMRC filed by a city-based NGO in the High Court seeking provision of public toilets and drinking water facilities inside Metro trains seems likely to come to naught, with the DMRC ready with a set of explanations. This is the second petition filed against the DMRC in a year after the organisation was directed by the High Court in July last year to provide toilet facilities for commuters at all 59 stations. DMRC maintains that Sulabh complexes or MCD urinals are already present within a distance of 50 metre from the stations in 48 out of the 59 Metro stations constructed under Phase I. It also cited space constraint as well as issues of cleanliness as reason behind its decision. “As for the remaining stations, staff toilets are made available ‘in case of emergencies’,” said AnujDayal, DMRC spokesperson. “Travel-time via the Metro is shorter. These include the Games Village, Jawaharlal Nehru Stadium, Delhi University, Thyagaraj Complex, Siri Fort Sports Complex, National Stadium, Indira Gandhi Sports Complex, Talkatora Indoor Stadium, Yamuna Sports Complex and R. Metro Citizens’ Forum, a group of volunteers who help DMRC instil good behaviour and discipline among commuters, will also be at the forefront of the Commonwealth Games preparedness. “The number of volunteers has increased to over 300. Workshops on disaster management and fire safety have been organised by DMRC specifically for these volunteers so that they can play a major role in ensuring commuter safety during the Commonwealth Games,” the spokesperson said.To ensure that there are no slip-ups while communicating with the visitors, DMRC is also putting its Customer Relations Assistants (CRAs) through lesson in the Queen’s language. “We are imparting English-speaking training to the staff, particularly the CRAs who will be constantly interacting with visitors. We expect a large turnout of foreign nationals during the Games, and to ensure that their travel on the metro is smooth we are making sure that the staff are well trained, groomed and equipped,” the spokesperson said.The staff will also be equipped to handle queries from passengers about the metro, the stations and the immediate surroundings. “The staff will have to remain aware about the main locations, bus routes, information about hotels, restaurants and hospitals near their respective metro stations so that they can provide all the necessary information to the visitors,” the spokesperson said.
