• Led the creation, development and implementation of the Walter Reed National Military
Medical Center DHA Logistics Acquisition Support Team. Created all processes,
templates and training support necessary to ensure client satisfaction. Successfully
managed customer expectations and delivered above and beyond client satisfaction.

• Established pre-award policies to provide end user, contracting officer and contracting
officer representatives in support of DHA Logistics to provide clear and efficient
acquisition guidance. Provided multiple managerial reports with critical analysis on
proposed acquisition process changes with high level recommendations for approval of
operational efficiency.
• Works independently to provide hands-on assistance to clients in the development of

accompanying 1,800 word white paper to support changes and overall recommendations.
New products significantly improved cost estimation accuracy, decreased pre-award lead
time by over 50%, and resulted in significant government cost savings during evaluation
and award.
• Led the comprehensive research, material development and training effort for the training
of 11 Contracting Officer Representatives on IGCE development and methodologies.
Efforts led to an estimated $4M in estimated cost savings over a seven month period!
• Received numerous customer surveys reporting outstanding support to clients in the
requirements development process.
• Assisted in the successful development of 51 complex, high dollar, and high visibility
requirements packages in a seven month period with a 0% fail rate!
