Bangladesh is going to celebrate its 50 years of independence
in the year 2021 .The Government of Bangladesh has declared
‘Vision 2021’ with a target to make Bangladesh as a middle
income country using Information and Communication
Technology (ICT) and development of
favorable business environment for innovative companies.
The objective of Bangladesh Vision 2021 is to try to present a
framework of a future Bangladesh that reflects the hopes and
aspirations of the citizens of the country for an economically
inclusive and politically accountable society. The Vision
proposes a set of concrete measures to achieve eight identified
goals, by 2021, through implementation of a number of short
and medium-term initiatives and interventions.
1.Governance sustainability is the first priority in all
development decisions.
2. Eradicate extreme poverty and with no more than
29% of the population below the upper poverty line by
2015, while achieving national food security.
3. Minimize population growth, with replacement fertility
achieved by 2012.
4. Cities are sustainable and more effiient, with
development following appropriate structure plans.
5. Villages: the quality of life for the bottom 50% of
rural people of all regions has improved by their own
defiitions and assessments.

*Ensure living accommodation for the entire population as
soon as possible after 2015;
*Supply of pure drinking water for the entire population as
soon as possible after 2011;
*Bring each house under hygienic sanitation by 2013;
*Eliminate all contagious diseases;
*Increase life expectancy to 70 years by 2021;
*Reduce maternal mortality to 1.5%;
*Raise the use of birth control methods to 80%;
*Reducing infant mortality to 15 per thousand live births by
2021;
*Generating 11,500 mw by 2015 and 20,000 mw by 2021
and ensuring per capita energy consumption up to 600
kwh.

*Ensuring corruption free effective governance
*Promoting an innovative people for digital Bangladesh
*Creating a caring society
*Ensuring broad-based growth and food security
*Energy security for development
*Building a sound infrastructure
*Mitigating the impact of climate change
*Addressing globalization and regional cooperation challenges
By 2021 with business as usual the population of the greater
Dhaka conurbation is expected to be exceed 22
million people, with a third living in slums. Traffi speeds
would grind almost to a standstill. There would be
growing inequality not only in wealth but also in health
between better off and poor. Those who can afford
better housing, cars and air conditioning will add to energy
consumption and pollution levels. Open space and
recreation facilities for the majority will be
an unattainable dream.. Environmental
damage will increasingly result in economic costs and
impediments to a third of our GDP which is based in this
region.
Strengthen the capacity of local government
(Upazilas
and Union Parishads) to develop structure plans,
enforce a simple planning process for development
and change in land use, and to take as stronger role
in
coordinating water management. The latter will be
a
priority since seasonal excesses and shortfalls of
water
are a major force shaping rural development.

*Elimination of illiteracy as soon as possible after
2014;
*Ensuring 100% net enrolment at primary school as
soon as possible after 2010 with specific steps to
address the dropout problem;
*Providing free tuition up to degree level as soon
as possible after 2013;
*Emergence of Bangladesh as a country of
educated people with skill in ICT;
*Moving towards knowledge based society based
on science and technology education.
*Supply of pure drinking water for the entire population
as soon as possible after 2011;
*Bring each house under hygienic sanitation by 2013;
*Eliminate all contagious diseases;
*Reduce maternal mortality to 1.5%;
*Increasing CPR from 56% to 80%;
*Reducing infant mortality to 15 per thousand live births
by 2021;
*Reducing TFR from 2.7 to 2.2;
*Increase life expectancy to 70 years by 2021.

adapted to drought, salinity and flods.
2.Switch all demonstration funds and effort to
cultivation practices that adopt sustainability
concepts (e.g.
integrated pest management, cultivation of
rice with
reduced irrigation, alternative low water
demand crops)

1.Establish Dhaka region planning authority
incorporating under it all existing relevant
agencies.
2. Prepare and approve a structure plan for greater
Dhaka with land use zoning through pubic
consultations and hearings.
3. Revise and harmonise service provision costs
(e.g.
higher water and electricity charges for buildings
lacking
on-site storm water retention, rainwater
harvesting,
solar panels, etc).
4. Revise and enforce building codes/ regulations
covering lower carbon buildings and earthquake
resistance.
1.Adopt sustainable development objective and targets
in Planning Commission.
2.Develop a short “PRSPII plus” to harmonise PRSPII
with this sustainable development vision for period to
2021.
1. Develop with the NGO sector through PKSF a pilot
preferential fund for livelihood development of the
poor who commit to permanent birth control after
having no more than two children (with a higher level
of support for having no more than one child).

subsidies
for solar powered irrigation systems.

Bangladesh is going to celebrate its 50 years of independence in the year 2021 .The Government of Bangladesh has declared ‘Vision 2021’ with a target to make Bangladesh as a middle income country using Information and Communication Technology (ICT) and development of favorable business environment for innovative companies. The objective of Bangladesh Vision 2021 is to try to present a framework of a future Bangladesh that reflects the hopes and aspirations of the citizens of the country for an economically inclusive and politically accountable society. The Vision proposes a set of concrete measures to achieve eight identified goals, by 2021, through implementation of a number of short and medium-term initiatives and interventions.
  • 5. 1.Governance sustainability is the first priority in all development decisions. 2. Eradicate extreme poverty and with no more than 29% of the population below the upper poverty line by 2015, while achieving national food security. 3. Minimize population growth, with replacement fertility achieved by 2012. 4. Cities are sustainable and more effiient, with development following appropriate structure plans. 5. Villages: the quality of life for the bottom 50% of rural people of all regions has improved by their own defiitions and assessments.
  • 6. 6 *Ensure living accommodation for the entire population as soon as possible after 2015; *Supply of pure drinking water for the entire population as soon as possible after 2011; *Bring each house under hygienic sanitation by 2013; *Eliminate all contagious diseases; *Increase life expectancy to 70 years by 2021; *Reduce maternal mortality to 1.5%; *Raise the use of birth control methods to 80%; *Reducing infant mortality to 15 per thousand live births by 2021; *Generating 11,500 mw by 2015 and 20,000 mw by 2021 and ensuring per capita energy consumption up to 600 kwh.
  • 7. 7 *Ensuring corruption free effective governance *Promoting an innovative people for digital Bangladesh *Creating a caring society *Ensuring broad-based growth and food security *Energy security for development *Building a sound infrastructure *Mitigating the impact of climate change *Addressing globalization and regional cooperation challenges

  • 9. By 2021 with business as usual the population of the greater Dhaka conurbation is expected to be exceed 22 million people, with a third living in slums. Traffi speeds would grind almost to a standstill. There would be growing inequality not only in wealth but also in health between better off and poor. Those who can afford better housing, cars and air conditioning will add to energy consumption and pollution levels. Open space and recreation facilities for the majority will be an unattainable dream.. Environmental damage will increasingly result in economic costs and impediments to a third of our GDP which is based in this region.

Strengthen the capacity of local government (Upazilas and Union Parishads) to develop structure plans, enforce a simple planning process for development and change in land use, and to take as stronger role in coordinating water management. The latter will be a priority since seasonal excesses and shortfalls of water are a major force shaping rural development.
  • 11. 11 *Elimination of illiteracy as soon as possible after 2014; *Ensuring 100% net enrolment at primary school as soon as possible after 2010 with specific steps to address the dropout problem; *Providing free tuition up to degree level as soon as possible after 2013; *Emergence of Bangladesh as a country of educated people with skill in ICT; *Moving towards knowledge based society based on science and technology education.
  • 12. *Supply of pure drinking water for the entire population as soon as possible after 2011; *Bring each house under hygienic sanitation by 2013; *Eliminate all contagious diseases; *Reduce maternal mortality to 1.5%; *Increasing CPR from 56% to 80%; *Reducing infant mortality to 15 per thousand live births by 2021; *Reducing TFR from 2.7 to 2.2; *Increase life expectancy to 70 years by 2021.

  • 15. 1.Establish Dhaka region planning authority incorporating under it all existing relevant agencies. 2. Prepare and approve a structure plan for greater Dhaka with land use zoning through pubic consultations and hearings. 3. Revise and harmonise service provision costs (e.g. higher water and electricity charges for buildings lacking on-site storm water retention, rainwater harvesting, solar panels, etc). 4. Revise and enforce building codes/ regulations covering lower carbon buildings and earthquake resistance.
  • 16. 1.Adopt sustainable development objective and targets in Planning Commission. 2.Develop a short “PRSPII plus” to harmonise PRSPII with this sustainable development vision for period to 2021.
