What is the legal basis of
BCS Recruitment Rules?

Equal employment opportunities for
all citizens. The constitution declares
“There shall be equality of opportunity
for all citizens in respect of
employment or office in the service of
the Republic” (Article 29 [1]).

 “No citizen shall, on the grounds only
of religion, race, caste, sex or place of
birth be ineligible for, or
discriminated against in respect of
any employment or office in the
service of the Republic” (Article 29

Types of Recruitment

Policy formulation is the function of
cabinet/ministry, but policy
implementation, the main aspect of
development is the function of the
civil servants.
Although policy formulation is the
jurisdiction of cabinet/ministry, it
depends largely on civil servants for
the data of policy formulation.

 According to a British writer, in
ninety nine cases out of one hundred,
the ministers simply accept the views
of civil servants, and sign their names
on dotted line. (Ahmad, 2003:455 )

Definition:
“Cadre Post” means a post specified in the schedule
II
“Commission”: Bangladesh Public Service
Commission
“Candidate”: means a candidate for the
examination
“Service” means a service specified in schedule I
The Bangladesh Civil Service (Examination for
Promotion) Rules,1986
1. Confirmation of service
2. Having completed 04 years of service in
concerned cadre which he/she belongs to
3.Three subjects or less number of subjects
can be chosen.
Eligibility for appearing in Senior Scale
Examination
 Bangladesh and current affairs
 Laws, Rules and Regulation
 Matters related to the functions of the
members in their respective subject
Subjects of examination
 Date, Time, Place of examination shall be
announced by the commission at least sixty
days before
Schedule of examination:
 The commission shall conduct an examination
for promotion twice in a calendar year
preferably be held in the months of February
and August
