Introduction
Abacus Space Solutions is a division of Waco Africa (Pty) Ltd, and is a local manufacturer (ISO 9001
and OHSAS 18001 certified) of modular buildings and provides space solutions on rental or an
outright saleoption. We offer space solutions to Live, Work, Learn and Store in.
As an operating division within Waco Africa Pty Ltd, Abacus Space Solutions is a Level 2 BBBEE
contributor witha BEEsupplier recognitionreturnof125%.
We have developed the first South African flat-pack modularsolution called EzeeSpace. This product
is class leading, robust, able to stack three highand is scalable. This innovative product is augmented
with world class facility management services.
The real benefit to the client comes when we combine our product, and augment this with top class
facilities management solution in a BOO model (Abacus Build, Abacus Own & Abacus Manage and
Operates all the Camp Services). This model reduces the client risk (no or very limited capex spend
required) and client involvement, and we offer a hotel style price per person per day. On completion
of the project we will also rehabilitatethe site.
As a product demonstrator of the EzeeStay brand (www.ezeestayaccommodation.co.za), Abacus
erected an accommodation village in Kendal, Mpumalanga. This provides turnkey accommodation
solution for contractors working at Kusile, Kendal, Duvha and Matla Power Stations, or any other
large projects in theregion.

Financial Options & Client Involvement / Risk
Build, Own, Operate
Abacus is the lead contractor and we take responsibility for the civil works, buildings, furniture and
on-site services for the accommodation camp.
The civil work costs will be based on an open book cost basis and recharged at cost plus an agreed
margin. All costs will be approved by the client. The cost can only be finalised after we have done a
site visitand finalised thecamp layout
The price per person per day (fixed man-day rate) includes the rental charges of the buildings,
furniture and campservices and is calculated on the numberor people and the contract duration.
The variable man-day ratecovers themeals, and will only becharged on actualoccupancy.
The transport andlogistical costs, as well as thedismantling costs, will becharged as a once offfee.

1. Sourcing Land / Property
It might be a requirement from the client that Abacus is responsible to find land to build the
camp on. This will be excluded during tender / budget phase. Once the contract is awarded
and an agreement is in place, Abacus can be available to assist to source appropriate land.
The cost of the rental will be negotiated with the owner and the client and will be included
in the price per person per day.
2. Design & Engineering
The layout of the camp is done by Abacus, after which it is then handed to a local engineer
from the area. The design is then finalised in line with assistance and input from the
construction team.
o The electrical engineer calculates the electrical requirements.
o The engineer finalises the services layout, planned reticulation, conservancy tanks,
etc.
o The final plans then result in a billofquantity, which is thenput to tender.
o Only at this stagecana finalfirm cost be established.
3. Rezoning / Approval from Local Municipality
The approval from the municipality and compliance to the rules of the area is critical to the
success of the camp. The engineers normally liaise with the municipality to ensure that we
are compliant and haveall theapprovals in place.
4. Site preparation / Ground Clearance
The area identifiedis cleared andcompacted.

5. Perimeter Fence
(Perimeter Fence Installation.)
The perimeter fenceandaccess gates areerected in to secure thearea. The perimeter fence
is electrified for security purposes.

6. Platforms for the Accommodation Buildings/ Storm Water Management
Platforms assist with the storm water management and prevent standing water puddles. It
also ensures that the area where the buildings will be placed upon is compacted and ready
to receive the buildings.
7. ServicesReticulation
Reticulation for the service lines, to accommodate the water, electricity, gas lines and
effluent lines are put in place. The electricity kiosks are installed. It is also important to
provide adequatemanholes.

8. Roads
The road areas arecompacted and laid with gravel to minimisedust.
9. Central Parking Lot
Once you enter the main gate and passed the security control point, a central parking area is
available to securely park the vehicles. This parking bays are demarcated with bricks to
ensure proper use of the space allocated. The parking bays are not covered. The parking
area is usually theemergency collection point.
10. Bus Collection Point
In the central parking area, there is covered space for residents to wait for the busses.
Busses stop outsidethesecurity check pointand staffcan proceed tothe bus.

11. Walkways
Walkways are put in between the buildings. Ifthere are communal ablution blocks, the walk
ways are covered to protect the resident against the weather. The ground is laid with gravel,
to prevent dust and rain water forming puddles. As an alternative, the walk ways can be
paved / tarred –but this is not themostcosteffective option.
12. External Lights
For security purposes and the safety ofthe residents, adequate external lights mustbe put
in place.
13. Waste Area
Provision must be made for skips, where a truck can easily get to the area to collect the
waste. This area should preferably be separate from the accommodation area. Skips are put
onto a cement slab with a slight slope for drainage and easy cleaning. This area must be
covered / screened.

14. Generator & Diesel Tank
It is recommended to installa generator, as a back up to provide electricity to key areas. The
size of the generator will be determined by the electrical engineer. It is recommended to
install a self bunded diesel tank, to store diesel. The minimum size tank recommended is
2500 litres. The tank and generator both require cement slab. It is also recommended to
cover this area and keepit locked.
15. Potable Water
It is recommended to supply 150 – 250l of water per person per day. Should it be required,
provision for a borehole can be made in the planning. A geologist will advise on the most
likely spot where the hole must be drilled. A water test on the water is required to ensure
that the water is fit for consumption. Once the drilling is finalised, the area is fenced off. A
pump is installed to get water to conservancy tanks. A booster pump is usually required to
get the water to the camp. It is recommended to put in a filter to block any solids from
getting into the water system.
16. WTP
Water Treatment Plant (if required) can be put in if there is no potable water available. A
containerized re-locatablesolution is recommended.
17. STP
Sewerage Treatment Plant (if required) can be put in to treat black water to get it to grey
water. This can then be used to water the gardens / spray for dust. A containerized re-
locatablesolution is recommended.
18. Conservancy Tanks
Tanks that are pumped (above ground or underground) are the cheapest option to remove
effluent from site. The size ofthe tanks will be calculated by the engineer, and it will depend
on the number ofpeople in the camp and the availability ofremoval services in the area. It is
recommended to have a minimum capacity of200 litres per person per day, for 4 days. The
tank must have a bundedarea, to minimise the risk ofspills. The capacity ofthe bunded area
must be 200 litres per person, for one day.

19. Landscaping
Landscaping is normally kept to a minimal due to the short contract period. But it is nice to
have some beddings and lawns to add colour anddimension.
20. Accesscontrol system
Access control for a small camp can be done simply by an access card with details of the
resident and the assets. However, when it comes to larger camps (above 250 man camp) it is
recommended to put in a proper access control system with turn stiles. This is to control
access to the accommodation areas and communal areas, specifically focusing on the dining
room. The access system can be tied in to control the meals served per person. Abiometric
or card system can be used.

1. Accommodation Buildings
o Executive / Boutique accommodation–each person accommodated in private room
with en-suite ablution. The front of each building has a wooden deck and is covered
with a veranda. The building is in blocks of 4, double storey. The roof and deck
connect the block to the adjacent block of 4, which means there are 8 executive
rooms in the group. You enter the room via a glass sliding door. The floor ifcovered
with wood grained vinyl. The room wall has wall paper on it. The en-suite bathroom
has got tiles on the floor and walls. There is an air conditioning unit. The two
windows are coveredwith wooden blinds. Many ofthe furniturearebuilt in, for e.g.

o Senior level accommodation –each person is accommodatedin a privateroom with
en-suite ablution, kitchenette, work area,sitting room. The front ofeach building is
covered with a veranda. The roofwithparking is optional.
o Management level accommodation –each person accommodatedin privateroom
with en-suite ablution. The front ofeachbuilding is covered with a veranda.
o Supervisor level accommodation – each person accommodated in private room
with shared ablution2:1. The front ofeach building is covered with a veranda.
o Artisan level accommodation - 1 person to a room of 9sqm with separate ablution
blocks. Ablution ratio 1:5. Buildings are packed back to back with 10 slices per block.

This block can accommodate 20 people. The accommodation blocks have veranda
on both sides to protectthe residents against theelements.
o General level accommodation -2 people to a room of 9sqm with separate ablution
blocks. Ablution ratio 1:10. Buildings are packed back to back with 10 slices per
block. This block can accommodate 40 people. The accommodation blocks have
veranda on both sides to protectthe residents against theelements.
Each accommodation room has one door and one window. The windows must have
blinds fitted.
The door is sealed with a weather seal. A door hook is fitted behind the door to
enable the option for thedoor to stay open. Each door has a step infront.
Each building comes with a COC. The room has been fitted with one double plug and
light switch. Optional air conditioning is available. Alternative option is a panel
heater and electrical fan.
A mirror & towel hooks are fitted tothe wall.

o Ablution blocksfor artisan (1:5 ratio)/ general levels(1:10 ratio)
Ablution blocks are separate, but connected via verandas to protect against the
elements. Each building comes with 2 toilets, 2 showers (with shower doors), 2
urinals (assuming that this is a male camp) and 2 basins. The floor is rubberised to
minimise slipping. Each building comes with 2 whirleys fitted in the roof to extract
moisture.
Water is heatedwith electrical geysers.
An alternativeto electricalis gas -to ensure warm water for every resident.Banks of
gas bottles feeds the ablutionblocks.

Wash troughs and wash linescan be installed in between accommodation blocks to
allow residents to washunderwear and items not included in thelaundry.

2. Service Buildings
o Central kitchen
The kitchen layout is designed to ensure correct flow between food receiving,
storage, issue, food preparation,hot cooking areas anddirty areas (scullery).
The size ofeach kitchen depends on the number ofresidents. The kitchen building is
normally a site build dueto the size and weight of the equipment.
Kitchen equipment uses gas and electricity is only required for the lights, extraction
system, day fridges and dish washer.
The hot area must made provision for an extraction system and a floor drain must
be installed.
Floors and walls must betiled with a non-slip, non-porous tile.
Ahand basinat the entrance is required. Ahand sanitiser dispenser must be fitted at
the basin.
Water points for all basins arerequired –double pot sink and dish washer area.
3 phase electricity might berequired.
Kitchen windows anddoor must havefly screens.
The kitchen and storage areas must comply with the rules of the Regulations
Governing General Hygiene Requirements for Food Premises and the Transport of
Food, PublishedunderGovernmentNoticeNo R962 of 23 November 2012.
o Dry Store
Acontainer with shelving is a secure solution for the dry store. It is recommended to
add whirlys to the roofto ensure constantairflow and to reducethe heat.

The dry store must be closeto the kitchen to allow for stock receiving and issue.
Any window (ifapplicable) musthaveburglar bars over it.
o Reefers
Reefers allow for a re-locatable cold room and freezer area. The reefer requires
electricity and it is recommended that the reefer connection is also linked to the
generator.
The reefers must be close to thekitchen to allow for stock receiving and issue
o Laundry
The size of the laundry depends on the number of residents. The laundry is also
normally a site build dueto the size and weight of the equipment.
The laundry layout is designed to ensure that dirty clothing and clean clothing are
not mixed.
Water points for the machines areprovisionedfor.
3 phase electricity is requiredfor some ofthe equipment.
o Linen store
Acontainer with shelving is a secure solution for the linen store. It is recommended
to add whirlys to theroofto ensure constantairflow and to reducethe heat.
The linen store must be close to thelaundry.
This area canbe used to store detergents in for thecleaning andlaundry service.
Any window (ifapplicable) musthaveburglar bars over it.
o Maintenance store
A container with shelving is a secure solution for the maintenance store. It is
recommended to add whirlys to the roof to ensure constant air flow and to reduce
the heat.
This area canbe used to store thegardening equipment.
Any window (ifapplicable) musthaveburglar bars over it.
o Security hut
The security hut is at the front main entrance. This area accommodates the guards
and has a toilet inside it for them, to minimise the time away from the gate. The
office area is open plan witha reception desk where visitors can sign in.
The security area must have a veranda to allow the guard to welcome people at the
gate without getting in thesun / rain.

3. Communal Buildings
o Dining room – separatejunior and seniordining rooms can beprovided for.
The dining room must be adjacent or as close to the kitchen as possible. Ready
prepared food must be able to reach the servery area. Usually trolleys are used for
this purpose.
The bain marie require3 phaseelectricity.
The dining room must have a separate entrance to the kitchen for food and dirty
dishes. Residents must use different doors. It is also recommended to have an
entrance and exit for the residents. Turnstiles connected to the access control
system could control the meals served and ensure that residents all get the meals
they are allowed.
At the entrance to the dining room either hand basins / hand sanitiser dispensers
must be available.
All windows must have blinds fitted.
The dining room must have an area for tuck shop, which can be secured to protect
the stock. The tuck shop is open during normal meal times. The tuck shop area must
have display fridges and shelving. An alternative to this is to put the tuck shop in the
recreationalareas.
o Recreational areas
Games area witha variety ofgames is required.
Bar, lounges, library andgym is also options for the recreationalareas.
The recreational areas must have veranda around it, which could provide additional
seating space.

2. DefinitionsofKey Role Players
Abacus Space Solutions, the company who owns the buildings, furniture & equipment and who is
responsible to supply and manage the on-site services in accordance to the requirements of the
client.
Client, the client whoserequirements and specifications must be met.
The Service Provider, the company who is responsible to supply the on-site services in accordance
to the agreementsigned with Abacus Space Solutions.
3. Equipment Supply and Maintenance
• All catering equipment (major equipment, operational smalls), office and accommodation
furniture and linen must be supplied andmaintained by Abacus.
• The service provider will be responsible for the management of the inventory as handed
over to them on the commencement of the agreement. A monthly stocktake must be done
and variation reports must be submitted to Abacus by no later than the 5 (fifth) day of the
month. Any variation ofmore than 10% on linen, cutlery and crockery will be for the cost of
the Service Provider.
4. The Service Provider will Supply and Maintain the Following
• Catering wrapping andpackaging
• Cleaning chemicals and consumables for the catering services
• Cleaning equipment required with all cleaning consumables and SABS approved chemicals
required for the service
• Laundry detergents
• Gardening equipment required including all consumables (fuel, line, garbage bags,etc.)
• Hygiene consumables for e.g. toilet paper (1 roll single ply toilet paper per person per week),
soap (1 x 100g bar per person per month) to the residents
• Any site vehicles required,with all associated costs
• IT requirements for own staffincluding internet connectivity ifrequired
• First aid kits requiredfor staffincluding trained firstaiders
• Two way radios for internalcommunication
• Cell phones for key staffmembers
• Stationery for own use
5. Staff on Site
• The Service Providerwillat all times ensurethat a manager is availableandon duty.
• The cost of accommodation for staff on site is not included in our quote. The level of
accommodation (if required) will be negotiated and the revised cost agreed with the client
before implementation.
• The number of staff on site will be adequate to ensure the service levels are maintained to
an agreed standard. All service staffwill wear the corporate uniform and protective clothing,
which must be provided to them. The company logo and name tag must be clearly visible.
The staffmust at alltimes portray a professionalimage andpersonal grooming is vital.
• All staff must be recruited from the area of the contract. Formal training programmes must
be implemented percategory. Proofoftraining mustbe availableon demand.
6. Service Provider’sObligation
The service provider must:
• render the services to thestandards as reasonably required;
• ensure that the representativeis suitably qualified andskilled;

• ensure that all staff are at all times whilst on the premises, neatly dressed, presentable,
hygienic and of clean working habits and, to reasonable knowledge, not suffering from any
infectious diseases;
• at any time, permit to search the staff at the premises and to inspect any parcels, bags,
vehicles,cases or other containers takeninto or out ofthe premises by thestaff;
• use its best endeavours to ensure that the staff comply with the security regulations with
which the employees areobliged to comply;
• keep the facilities and other designated areas, other than fixtures and fittings which are
more than two (2) metres above floor level, in a clean, tidy and hygienic condition at all
times;
• in consultation with Abacus representative, update the lists ofall items ofheavy equipment
and small equipmentwhichlists may beinspectedby Abacus from timeto time;
• not contravene any terms of the insurance policies of which the service provider has been
made aware inwriting by Abacus;
• if any of the staff embark on any industrial action, after consultation with Abacus, do
everything reasonably possibleto continuerendering the services;
• on request by Abacus and after following any legally required disciplinary procedures,
remove any personfrom the premises, againstwhom Abacus has a reasonableobjection.
7. Abacus’ Obligation
Abacus must:
• at its cost, make the facilities available to the service provider in order for the service
provider to provide theservices;
• ensure, at its own cost, that the facilities at all times comply with all laws. The service
provider undertakes where possible to assist Abacus in obtaining thenecessary certificates;
• maintain all fixtures and fittings in the premises which are more than 2 metres above floor
level in a clean and hygieniccondition at alltimes;
• at its cost, ensure the supply of such storage facilities, heavy and small catering equipment,
catering facilities and office as may reasonably be required by the service provider at the
premises in order to provide the services; The client will supply at its cost, ensure the supply
ofsuch water, electricity, gas, heating, telephone, lighting, as may reasonably be required by
Abacus and the service provider at the premises in order to provide the services;
• provide appropriate storage facilities for waste and effluent and ensure that there are
appropriate measures in place, which comply with the relevant legislation, for the regular
removal and disposal ofwasteand effluent;
• service, maintain and repair the facilities (except for any damage caused by any wilful or
grossly negligent acts ofany of the service provider’s staffor the client’s residents). As soon
as reasonably possible after the service provider becomes aware thereof, they must give
written notice of any defects or deficiencies in the facilities to Abacus. Abacus must act to
remove or repair such defect or deficiency within 7 days after receipt by it ofsuchnotice.
• permit the service provider access to the premises during normal working hours and at such
other times as may be necessary to enablethe service provider to render theservices;
8. Quality Assurance / Quality Control
• The following minimum company documents must be available: SOP (Standard Operating
Procedures) and Quality, HSE files must be available. Proof of training to all the key
management on this aspect must be available. On-going training to the staff must be done
to reinforce this.

• It is essential thatfood serviceareas arekept spotless at alltimes and thehighest standards
of hygiene be rigorously maintained.
• Personal hygiene practices of kitchen personnel are vitally important in controlling
contamination.
• Quarterly independent audits from a reputable company must be done and the result ofthe
audit must be supplied to Abacus.
9. Safety First
Abacus demands a ‘Safety First’ program throughout our operations in conjunction with the safety
requirements of Abacus. Risk assessment must be done and incorporated for every Standard
Operating Procedure (SOP), for every task required on site. Cleanliness and hygiene is addressed
through quality checks.
10. Customer Satisfaction
Abacus demands a ‘Customer Care’ program to be implemented to track the efficiency and reliability
of the service based on customer reporting and comments. Customer complaints must be recorded
in a customer complaint report and logged in a customer complaint registry. Details of an
investigation and necessary corrective action must be recorded or referenced in the customer
complaint report, as will a review of the corrective action and follow-up contact with the customer.
This program measures performance and identifies corrective action needed for continuous
improvement.
11. Safety Auditsand Quality Control
Ensure all HSE related issues are addressed through daily checks, service monitoring, and staff
training. Abacus can inspect any area / work, as desired.

of cleanliness.
Ensure the use of biodegradable and/or natural detergents and disinfectants so as to minimise the
environmental impact of village operation. All chemicals used on site must be SABS food safe. MSD
Data sheets of all chemicals used must be available on site on file. All staff must be trained in the
correct handling ofeachdetergent on site.
Maintenance issues must be reported immediately to the cleaning supervisor, who must report this
in writing.
Accommodation Units
Housekeeping services performed during daytime hours. Rooms occupied by night shift staff are to

Garbage Removal
The camp buildings within the camp area will be maintained in a hygienic, neat and tidy manner.
Daily garbage is collected from all agreed central locations. Garbage areas must be cleaned and all
bins disinfected by the cleaning staff, at least onceper week.
Training of Cleaners
As part of their induction and training program, all staff must be trained in the use of electrical and
mechanically operated equipmentand cleaning products. This includes:
• health and safety standards,
• COSHH training,
• hygiene procedures, and
• Environmental issued resulting from theuse ofchemicalcompounds.
All cleaning staffmust use a QA checklist, which will form part ofthe monitoring and audit process.

The resident is responsible to deliver his dirty laundry to the laundry collection point. The laundry

Washing Procedure
The international care symbol guide for washing must be on display to assist the employees with the

17. Security / AccessControl
PROTECT & CONTROL - PEOPLE & ASSETS!
Harassment
Residents are expected to maintain an environment where the personal dignity of all individuals is
respected. Discrimination, intimidation or any harassment on the basis of race, gender, national
origin, religious belief or on any individual’s personal characteristic is not permitted. Any sexual
harassment including unwanted sexual advances, sexual jokes or innuendos,subtle or overt pressure
for sexual favours or offensivepropositions willnot be tolerated
Offensive Language
Offensive, provocative or abusive language including profanity, swearing, vulgarity or verbal abuse
directed to any individual will notbe tolerated
Offensive Material
No provocative, offensive or sexually explicit material is to be displayed in the accommodation units
at any time.
Additionsor Alterations
Alterations or additions to allocated accommodation rooms, buildings (including verandas) or any
permanent fixtures whatsoever without written approval from the Village Project Manager is
prohibited. Pictures, posters or adornments cannot be attached to walls other than by prestik or
magnets. Residents are not allowed to tamper with electrical and plumbing points; make holes in the
wall panels and useheaters and cooling equipment, unless supplied by Abacus
Illegal Activities
Residents will not conduct any offensive or noxious trades, occupation or calling, or do anything
within the Village, which may be offensive or harmful to other occupants. No trading will be allowed
unless approved in writing. Only authorised meetings may be held inside the village. The peddling,
use or possession of dagga or illegal drugs will not be tolerated. No resident are allowed to keep
firearms or dangerous weapons (including traditionalweapons) in the village.
Excessive Noise
Excessive noise or annoying behaviour within the accommodation areas or anywhere within the
Village that is disruptiveor a nuisanceto other residents is not permitted.
Excessive noiselevels after 10.00pm (dayshift)or after 10.00am (night shift)will not betolerated.
Visitors
All visitors to site must complete the visitors form. All visitors must remain at the Gatehouse and
the residents will meet and escort the visitor within the premises. The visitor must have a form of
identification with him and the resident, who receives his guest, must present their room key and
access card ID.
Under no circumstances is the visitor permitted to stay overnight and must be signed out at the
gatehouse by the Resident responsible before 10 pm.
Gambling
Residents shall not conduct any gambling or games of skill for monetary gain anywhere within the
Village facilities.

Deliberate Refusal to Comply
Residents will comply with any reasonable instruction from Village management or Security officers
in relation to safety, noise levels, traffic rules and regulations, parking, hygiene, security, and Village
Guidelines or procedures.
Hygiene and Housekeeping
Residents are responsible for the general cleanliness of their allocated room and its surrounds and
cleaning equipment and consumables are available on request from the Village administration
office. Residents must use the rubbish bins provided in the accommodation unit or located
throughout the Village. Residents must keep the village grounds and buildings free of rubbish.
Excessively untidy rooms will not be serviced and repeated instances will be deemed as a breach of

Pets
The keeping or feeding of any dogs, cats, birds, fish or any animal in your room or any area of the
Village is strictly prohibited.
Food, Cooking and Naked Flames
The cooking of food in accommodation rooms is not permitted under any circumstances. This
includes the use of candles, incense sticks and matches. Making braais or lighting open fires
anywhere on the premises are not permitted, other than in the designated braai areas. Storing of
food and other food related items in the room are not permitted due to the risk of rodents and
cockroaches that this will attract. The slaughtering oflivestock is strictly prohibited. Removal offood,
cutlery & crockery from thedining room area arenot allowed.
Smoking
Smoking is not permitted in any building including accommodation units, the Recreational Facilities,
Dining Room, or any other designated non-smoking area.
Electrical Appliances
The use ofany electrical appliance that does not meet SABS is not permitted. The attaching of TV or
radio aerials and satellitedishes to any ofthe buildings is not allowed.
Unauthorised Liquor
Residents shall not brew, keep for sale, sell or permit to be sold any intoxicating liquor within any
area of the Village. No alcohol will be allowed to be brought or consumed on site. The security
guards must search any vehicles or persons entering / leaving the site and all alcohol will be
confiscated and stored until theresidentdeparts.
Unsanitary Behaviour
No resident shall act in an unsanitary manner or cause unsanitary conditions anywhere within the
Village. Urinating in any area, other than specified ablution facilities, will be deemed to be a serious
breach ofthe Conditions ofOccupancy.
Offensive and Dangerous Weapons
Possessing or using firearms or any dangerous or offensive weapon, flammable liquids or explosives
within the Village is strictly prohibited.

Wilful Damage and Theft
No resident shall wilfully damage any property belonging to other residents or other parties, or
damage Village property or facilities. The theft or unauthorised use of property belonging to other
residents or any other party will be reported to theSAPS.
VehiclesAccessRestrictions
No person shall drive, ride or park any unauthorised vehicle within the Village accommodation areas.
Permission MUST be obtained from the Village Administration Office for legitimate access
requirements.
No vehicles will be permitted access to the site without an approved Vehicle Access permit. Trail or
dirt bikes arenot permitted to beridden in theVillage.
No maintenance (repair work or washing) of vehicles will be allowed within the parameter of the
Village.
Threatening Behaviour
Abusive of physical threatening behaviour towards any individual, including service providers and
contractors, will not betolerated.
Fighting
Any person or persons found to be fighting within the Village accommodation area or communal
areas.
Illegal Substances
The use, keeping of or sale of any illegal drugs or substances or the sale of prescribed or illegal
prescription drugs anywherewithin theVillage area.
Fire and Safety Equipment
Any person found tampering with any fire prevention, firefighting or safety equipment, or unlawfully
discharging any fire extinguishers
Urinating in Public
Disobeying Road Rulesand Traffic Management Plan
Drivers shall observe the EzeeStay Contractor Accommodation Road Traffic regulations and sign
posted speed limits of20km per hour and direction at all times. No unauthorised vehicles (including
motorcycles) are permittedto be driven or parked withinthe Village accommodation areas.

Sourcing Land / Property It might be a requirement from the client that Abacus is responsible to find land to build the camp on. This will be excluded during tender / budget phase. Once the contract is awarded and an agreement is in place, Abacus can be available to assist to source appropriate land. The cost of the rental will be negotiated with the owner and the client and will be included in the price per person per day. 2. Design & Engineering The layout of the camp is done by Abacus, after which it is then handed to a local engineer from the area. The design is then finalised in line with assistance and input from the construction team. o The electrical engineer calculates the electrical requirements. o The engineer finalises the services layout, planned reticulation, conservancy tanks, etc. o The final plans then result in a billofquantity, which is thenput to tender. o Only at this stagecana finalfirm cost be established. 3. Rezoning / Approval from Local Municipality The approval from the municipality and compliance to the rules of the area is critical to the success of the camp. The engineers normally liaise with the municipality to ensure that we are compliant and haveall theapprovals in place. 4. Site preparation / Ground Clearance The area identifiedis cleared andcompacted.

Platforms for the Accommodation Buildings/ Storm Water Management Platforms assist with the storm water management and prevent standing water puddles. It also ensures that the area where the buildings will be placed upon is compacted and ready to receive the buildings. 7. ServicesReticulation Reticulation for the service lines, to accommodate the water, electricity, gas lines and effluent lines are put in place. The electricity kiosks are installed. It is also important to provide adequatemanholes.

Central Parking Lot Once you enter the main gate and passed the security control point, a central parking area is available to securely park the vehicles. This parking bays are demarcated with bricks to ensure proper use of the space allocated. The parking bays are not covered. The parking area is usually theemergency collection point. 10. Bus Collection Point In the central parking area, there is covered space for residents to wait for the busses. Busses stop outsidethesecurity check pointand staffcan proceed tothe bus.

Ifthere are communal ablution blocks, the walk ways are covered to protect the resident against the weather. The ground is laid with gravel, to prevent dust and rain water forming puddles. As an alternative, the walk ways can be paved / tarred –but this is not themostcosteffective option. 12. External Lights For security purposes and the safety ofthe residents, adequate external lights mustbe put in place. 13. Waste Area Provision must be made for skips, where a truck can easily get to the area to collect the waste. This area should preferably be separate from the accommodation area. Skips are put onto a cement slab with a slight slope for drainage and easy cleaning. This area must be covered / screened.

Generator & Diesel Tank It is recommended to installa generator, as a back up to provide electricity to key areas. The size of the generator will be determined by the electrical engineer. It is recommended to install a self bunded diesel tank, to store diesel. The minimum size tank recommended is 2500 litres. The tank and generator both require cement slab. It is also recommended to cover this area and keepit locked. 15. Potable Water It is recommended to supply 150 – 250l of water per person per day. Should it be required, provision for a borehole can be made in the planning. A geologist will advise on the most likely spot where the hole must be drilled. A water test on the water is required to ensure that the water is fit for consumption. Once the drilling is finalised, the area is fenced off. A pump is installed to get water to conservancy tanks. A booster pump is usually required to get the water to the camp. It is recommended to put in a filter to block any solids from getting into the water system. 16. WTP Water Treatment Plant (if required) can be put in if there is no potable water available. A containerized re-locatablesolution is recommended. 17. STP Sewerage Treatment Plant (if required) can be put in to treat black water to get it to grey water. This can then be used to water the gardens / spray for dust. A containerized re- locatablesolution is recommended. 18. Conservancy Tanks Tanks that are pumped (above ground or underground) are the cheapest option to remove effluent from site. The size ofthe tanks will be calculated by the engineer, and it will depend on the number ofpeople in the camp and the availability ofremoval services in the area. It is recommended to have a minimum capacity of200 litres per person per day, for 4 days. The tank must have a bundedarea, to minimise the risk ofspills. The capacity ofthe bunded area must be 200 litres per person, for one day.

But it is nice to have some beddings and lawns to add colour anddimension. 20. Accesscontrol system Access control for a small camp can be done simply by an access card with details of the resident and the assets. However, when it comes to larger camps (above 250 man camp) it is recommended to put in a proper access control system with turn stiles. This is to control access to the accommodation areas and communal areas, specifically focusing on the dining room. The access system can be tied in to control the meals served per person. Abiometric or card system can be used.

The room has been fitted with one double plug and light switch. Optional air conditioning is available. Alternative option is a panel heater and electrical fan. A mirror & towel hooks are fitted tothe wall.

Kitchen equipment uses gas and electricity is only required for the lights, extraction system, day fridges and dish washer. The hot area must made provision for an extraction system and a floor drain must be installed. Floors and walls must betiled with a non-slip, non-porous tile. Ahand basinat the entrance is required. Ahand sanitiser dispenser must be fitted at the basin. Water points for all basins arerequired –double pot sink and dish washer area. 3 phase electricity might berequired. This area canbe used to store detergents in for thecleaning andlaundry service. Any window (ifapplicable) musthaveburglar bars over it. o Maintenance store A container with shelving is a secure solution for the maintenance store. It is recommended to add whirlys to the roof to ensure constant air flow and to reduce the heat. This area canbe used to store thegardening equipment. Any window (ifapplicable) musthaveburglar bars over it. o Security hut The security hut is at the front main entrance. This area accommodates the guards and has a toilet inside it for them, to minimise the time away from the gate. The office area is open plan witha reception desk where visitors can sign in. The security area must have a veranda to allow the guard to welcome people at the gate without getting in thesun / rain.

The bain marie require3 phaseelectricity. The dining room must have a separate entrance to the kitchen for food and dirty dishes. Residents must use different doors. It is also recommended to have an entrance and exit for the residents. Turnstiles connected to the access control system could control the meals served and ensure that residents all get the meals they are allowed. At the entrance to the dining room either hand basins / hand sanitiser dispensers must be available. All windows must have blinds fitted. The dining room must have an area for tuck shop, which can be secured to protect the stock. The tuck shop is open during normal meal times. The tuck shop area must have display fridges and shelving. An alternative to this is to put the tuck shop in the recreationalareas. o Recreational areas Games area witha variety ofgames is required. Bar, lounges, library andgym is also options for the recreationalareas. The recreational areas must have veranda around it, which could provide additional seating space.

DefinitionsofKey Role Players Abacus Space Solutions, the company who owns the buildings, furniture & equipment and who is responsible to supply and manage the on-site services in accordance to the requirements of the client. Client, the client whoserequirements and specifications must be met. The Service Provider, the company who is responsible to supply the on-site services in accordance to the agreementsigned with Abacus Space Solutions. 3. Equipment Supply and Maintenance • All catering equipment (major equipment, operational smalls), office and accommodation furniture and linen must be supplied andmaintained by Abacus. • The service provider will be responsible for the management of the inventory as handed over to them on the commencement of the agreement. A monthly stocktake must be done and variation reports must be submitted to Abacus by no later than the 5 (fifth) day of the month. Any variation ofmore than 10% on linen, cutlery and crockery will be for the cost of the Service Provider. 4. The Service Provider will Supply and Maintain the Following • Catering wrapping andpackaging • Cleaning chemicals and consumables for the catering services • Cleaning equipment required with all cleaning consumables and SABS approved chemicals required for the service • Laundry detergents • Gardening equipment required including all consumables (fuel, line, garbage bags,etc.) • Hygiene consumables for e.g. toilet paper (1 roll single ply toilet paper per person per week), soap (1 x 100g bar per person per month) to the residents • Any site vehicles required,with all associated costs • IT requirements for own staffincluding internet connectivity ifrequired • First aid kits requiredfor staffincluding trained firstaiders • Two way radios for internalcommunication • Cell phones for key staffmembers • Stationery for own use 5. Staff on Site • The Service Providerwillat all times ensurethat a manager is availableandon duty. • The cost of accommodation for staff on site is not included in our quote. The level of accommodation (if required) will be negotiated and the revised cost agreed with the client before implementation. • The number of staff on site will be adequate to ensure the service levels are maintained to an agreed standard. All service staffwill wear the corporate uniform and protective clothing, which must be provided to them. The company logo and name tag must be clearly visible. The staffmust at alltimes portray a professionalimage andpersonal grooming is vital. • All staff must be recruited from the area of the contract. Formal training programmes must be implemented percategory. Proofoftraining mustbe availableon demand. 6. Service Provider’sObligation The service provider must: • render the services to thestandards as reasonably required; • ensure that the representativeis suitably qualified andskilled;
  • 38. 37 | P a g e Copyright vested in Abacus Space Solutions, a division of Waco Africa (Pty) Ltd • ensure that all staff are at all times whilst on the premises, neatly dressed, presentable, hygienic and of clean working habits and, to reasonable knowledge, not suffering from any infectious diseases; • at any time, permit to search the staff at the premises and to inspect any parcels, bags, vehicles,cases or other containers takeninto or out ofthe premises by thestaff; • use its best endeavours to ensure that the staff comply with the security regulations with which the employees areobliged to comply; • keep the facilities and other designated areas, other than fixtures and fittings which are more than two (2) metres above floor level, in a clean, tidy and hygienic condition at all times; • in consultation with Abacus representative, update the lists ofall items ofheavy equipment and small equipmentwhichlists may beinspectedby Abacus from timeto time; • not contravene any terms of the insurance policies of which the service provider has been made aware inwriting by Abacus; • if any of the staff embark on any industrial action, after consultation with Abacus, do everything reasonably possibleto continuerendering the services; • on request by Abacus and after following any legally required disciplinary procedures, remove any personfrom the premises, againstwhom Abacus has a reasonableobjection. 7. Abacus’ Obligation Abacus must: • at its cost, make the facilities available to the service provider in order for the service provider to provide theservices; • ensure, at its own cost, that the facilities at all times comply with all laws. The service provider undertakes where possible to assist Abacus in obtaining thenecessary certificates; • maintain all fixtures and fittings in the premises which are more than 2 metres above floor level in a clean and hygieniccondition at alltimes; • at its cost, ensure the supply of such storage facilities, heavy and small catering equipment, catering facilities and office as may reasonably be required by the service provider at the premises in order to provide the services; The client will supply at its cost, ensure the supply ofsuch water, electricity, gas, heating, telephone, lighting, as may reasonably be required by Abacus and the service provider at the premises in order to provide the services; • provide appropriate storage facilities for waste and effluent and ensure that there are appropriate measures in place, which comply with the relevant legislation, for the regular removal and disposal ofwasteand effluent; • service, maintain and repair the facilities (except for any damage caused by any wilful or grossly negligent acts ofany of the service provider’s staffor the client’s residents). As soon as reasonably possible after the service provider becomes aware thereof, they must give written notice of any defects or deficiencies in the facilities to Abacus. Abacus must act to remove or repair such defect or deficiency within 7 days after receipt by it ofsuchnotice. • permit the service provider access to the premises during normal working hours and at such other times as may be necessary to enablethe service provider to render theservices; 8. Quality Assurance / Quality Control • The following minimum company documents must be available: SOP (Standard Operating Procedures) and Quality, HSE files must be available. Proof of training to all the key management on this aspect must be available. On-going training to the staff must be done to reinforce this.

Safety First Abacus demands a ‘Safety First’ program throughout our operations in conjunction with the safety requirements of Abacus. Risk assessment must be done and incorporated for every Standard Operating Procedure (SOP), for every task required on site. Cleanliness and hygiene is addressed through quality checks. 10. Customer Satisfaction Abacus demands a ‘Customer Care’ program to be implemented to track the efficiency and reliability of the service based on customer reporting and comments. Customer complaints must be recorded in a customer complaint report and logged in a customer complaint registry. Details of an investigation and necessary corrective action must be recorded or referenced in the customer complaint report, as will a review of the corrective action and follow-up contact with the customer. This program measures performance and identifies corrective action needed for continuous improvement. 11. Safety Auditsand Quality Control Ensure all HSE related issues are addressed through daily checks, service monitoring, and staff training. Abacus can inspect any area / work, as desired. 12. Catering Services Meal Portion Specifications(Raw / Uncooked) Refer to sample menu included General Catering Services Concept • Highstandard offood qualityandservice is required. This aspect will be monitored via customer surveys, feedback book and customer complaints • The service provider must provide food for multiple tastes, dietary & religions as reasonably required • Implement a 4 week menu cycle, which must be changed seasonally (every 3 months). Should ingredients become unavailable and the menu necessitating a variation, inform Abacus at least 24 hours in advance and propose at least 2 replacement choices. Training of Cleaners As part of their induction and training program, all staff must be trained in the use of electrical and mechanically operated equipmentand cleaning products. This includes: • health and safety standards, • COSHH training, • hygiene procedures, and • Environmental issued resulting from theuse ofchemicalcompounds. All cleaning staffmust use a QA checklist, which will form part ofthe monitoring and audit process. Monthly reports must be submitted. Harassment Residents are expected to maintain an environment where the personal dignity of all individuals is respected. Discrimination, intimidation or any harassment on the basis of race, gender, national origin, religious belief or on any individual’s personal characteristic is not permitted. Any sexual harassment including unwanted sexual advances, sexual jokes or innuendos,subtle or overt pressure for sexual favours or offensivepropositions willnot be tolerated Offensive Language Offensive, provocative or abusive language including profanity, swearing, vulgarity or verbal abuse directed to any individual will notbe tolerated Offensive Material No provocative, offensive or sexually explicit material is to be displayed in the accommodation units at any time. Additionsor Alterations Alterations or additions to allocated accommodation rooms, buildings (including verandas) or any permanent fixtures whatsoever without written approval from the Village Project Manager is prohibited. Pictures, posters or adornments cannot be attached to walls other than by prestik or magnets. Residents are not allowed to tamper with electrical and plumbing points; make holes in the wall panels and useheaters and cooling equipment, unless supplied by Abacus Illegal Activities Residents will not conduct any offensive or noxious trades, occupation or calling, or do anything within the Village, which may be offensive or harmful to other occupants. No trading will be allowed unless approved in writing. Only authorised meetings may be held inside the village. The peddling, use or possession of dagga or illegal drugs will not be tolerated. No resident are allowed to keep firearms or dangerous weapons (including traditionalweapons) in the village. Excessive Noise Excessive noise or annoying behaviour within the accommodation areas or anywhere within the Village that is disruptiveor a nuisanceto other residents is not permitted. Excessive noiselevels after 10.00pm (dayshift)or after 10.00am (night shift)will not betolerated. Visitors All visitors to site must complete the visitors form. All visitors must remain at the Gatehouse and the residents will meet and escort the visitor within the premises. The visitor must have a form of identification with him and the resident, who receives his guest, must present their room key and access card ID. Under no circumstances is the visitor permitted to stay overnight and must be signed out at the gatehouse by the Resident responsible before 10 pm. Gambling Residents shall not conduct any gambling or games of skill for monetary gain anywhere within the Village facilities.

Hygiene and Housekeeping Residents are responsible for the general cleanliness of their allocated room and its surrounds and cleaning equipment and consumables are available on request from the Village administration office. Residents must use the rubbish bins provided in the accommodation unit or located throughout the Village. Residents must keep the village grounds and buildings free of rubbish. Excessively untidy rooms will not be serviced and repeated instances will be deemed as a breach of the Conditions ofOccupancy. Pets The keeping or feeding of any dogs, cats, birds, fish or any animal in your room or any area of the Village is strictly prohibited. Food, Cooking and Naked Flames The cooking of food in accommodation rooms is not permitted under any circumstances. This includes the use of candles, incense sticks and matches. Making braais or lighting open fires anywhere on the premises are not permitted, other than in the designated braai areas. Storing of food and other food related items in the room are not permitted due to the risk of rodents and cockroaches that this will attract. The slaughtering oflivestock is strictly prohibited. Removal offood, cutlery & crockery from thedining room area arenot allowed. Smoking Smoking is not permitted in any building including accommodation units, the Recreational Facilities, Dining Room, or any other designated non-smoking area. Electrical Appliances The use ofany electrical appliance that does not meet SABS is not permitted. The attaching of TV or radio aerials and satellitedishes to any ofthe buildings is not allowed. Unauthorised Liquor Residents shall not brew, keep for sale, sell or permit to be sold any intoxicating liquor within any area of the Village. No alcohol will be allowed to be brought or consumed on site. The security guards must search any vehicles or persons entering / leaving the site and all alcohol will be confiscated and stored until theresidentdeparts. Unsanitary Behaviour No resident shall act in an unsanitary manner or cause unsanitary conditions anywhere within the Village. Urinating in any area, other than specified ablution facilities, will be deemed to be a serious breach ofthe Conditions ofOccupancy. Offensive and Dangerous Weapons Possessing or using firearms or any dangerous or offensive weapon, flammable liquids or explosives within the Village is strictly prohibited.

Permission MUST be obtained from the Village Administration Office for legitimate access requirements. No vehicles will be permitted access to the site without an approved Vehicle Access permit. Trail or dirt bikes arenot permitted to beridden in theVillage. No maintenance (repair work or washing) of vehicles will be allowed within the parameter of the Village. Threatening Behaviour Abusive of physical threatening behaviour towards any individual, including service providers and contractors, will not betolerated. Fighting Any person or persons found to be fighting within the Village accommodation area or communal areas. Illegal Substances The use, keeping of or sale of any illegal drugs or substances or the sale of prescribed or illegal prescription drugs anywherewithin theVillage area. Fire and Safety Equipment Any person found tampering with any fire prevention, firefighting or safety equipment, or unlawfully discharging any fire extinguishers Urinating in Public Disobeying Road Rulesand Traffic Management Plan Drivers shall observe the EzeeStay Contractor Accommodation Road Traffic regulations and sign posted speed limits of20km per hour and direction at all times. No unauthorised vehicles (including motorcycles) are permittedto be driven or parked withinthe Village accommodation areas.
