The Department of Education and Children was
created in line with Schedule 4 of the Kenya
Constitution 2010 whereby the County Government
was given responsibility for Libraries, Village
Polytechnics (City Polytechnics), Home Craft (Master
Craft) Centres, Child Care Centres and Pre-Primary
Education.

13. GOVERNORS AWARD PROGRAM
• Last year we gave 49 Million to about 6,000 students
• This year we intend to give out Bursaries to children
and youth worth Kshs. 120 Million through the Elimu
Development Corporation
• This will enable them to transition to various stages of
their education.

15. Mombasa City Polytechnics (MCPs)
By December 2018 the County will have 6 MCPs, at least one in each of the four
Cities:
• MCP MTTI in Island City – a Centre of Excellence in Business & Entrepreneurship.
• MCP Mtongwe in South City – a Centre of Excellence in Maritime Studies.
• MCP Maunguja in North City – a Centre of Excellence in Building & Construction and
Hospitality & Leisure.
• MCP Khadija in North City.
• MCP Kaa Chonjo in Island City.
• MCP Mwijabu in West City.

Goal 6: A multi-sector environment that high profiles TVET is in place to allow MCPs to offer more young
people access to quality and industry-relevant skills
Goal 5: The MCPs have been rebranded and are recognized by the community and industry as respectable
and viable providers of quality and industry-relevant skills
Goal 4: The MCPs provide high quality, demand driven and industry relevant training that ensures both the
workforce readiness and the skills necessary to participate in the world of work
Goal 3: The MCPs have state of the art infrastructure with adequate equipment and teaching/learning
materials as well as a computer lab/resource center with Internet access

25. SCHOOL MILK PROGRAM
• The Department of Education and Children gives milk to
over 27,000 children daily in the county, from ECD to Class
3. The milk is given 5 days a week in 100 schools.

• Increase in school enrollment and retention

• The Department is distributing school diaries to
county students, from ECD.
• This will assist in increasing parental participation
and involvement in the education of their children
ensuring a good and holistic performance.

29. AKF & DoE&C- Mombasa County Partnership
• 240 Pre-primary teachers trained: 100 ECDE certificate,100
refresher and 40 proficiency course.
• 13 Pre-primary practicum centers established.
• 100 Pre-primary centres supported to establish child
centred learning environments through the development of
low-cost teaching/learning aids.

The Safer Cities Authority is established within the
Mombasa Child Care Facilities Bill 2016. Within a City
management framework, through a joint commission
with the Department of Environment, Lands and
Transport, the authority through its 'Quality Regulatory
and Enforcement Workforce' (QuREW) evaluates,
monitors, regulates and enforces the standards of
dignified care within Mombasa County.
