Article I of the Constitution of the World Organization of the Scout Movement supports and bolsters our responsibility to the young people. It clearly provides,

Renibon Galvez, 2020 RATIONALE Over the past 30 years the World Scout Conference has addressed the resounding issue of participation of young members in decision-making. 1969 - The conference encouraged National Scout Organizations and Regions to arrange youth conferences and youth forums.This was to encourage increased participation of the young people in the decision-making process of the Scouting Movement.

Renibon Galvez, 2020 RATIONALE 1993 - The World Scout Conference adopted a policy on the involvement of young members in decision-making.The basic principle of this policy is; “Scouting is a Movement of young people, supported by adults; it is not just a Movement for young people managed only by adults.” Thus, Scouting offers the potential for a learning community of young people and adults, working together in partnership of enthusiasm and experience.

Renibon Galvez, 2020 OBJECTIVES Principal Aims The National Scout Youth Forum aims to provide a dual opportunity for young members to discuss and express their views on issues of interest to the society. It shall enable young people to suggest ways of strengthening national youth policies and trainings for young people; and contribute new ideas to the Movement on how to enrich educational programs for young people.

To help young people acquire the experiences, opportunities and skills necessary to express their views and opinions constructively, particularly on matters affecting them in the implementation of the Scouting Program. 2. To provide feedback on youth development to the governing bodies and the standing committees of the Boy Scouts of the Philippines at all level.

To enable youth leaders to effectively communicate their needs, wants, interests, aspirations on present national issues and discover ways to get involved in community service and nation-building. 4. To provide young people with better understanding of the differences among young people while managing conflicts peaceably in a democratic atmosphere thereby establishing camaraderie and brotherhood.

Renibon Galvez, 2020 “NON-INTERVENTION CLAUSE” Professional staff, outfit advisors, adult leaders and any other entity not deemed to be part of the official forum body shall NOT be allowed to intervene, interfere and/or involve themselves in the official conduct of the Scout Youth Forum. Should there be any policy or administrative concerns expressed by the same, these shall be course through the official Forum adviser and not directly to the forum body.

  14. 14. ORGANIZING COMMITTEE (OC) VS. STEERING COMMITTEE (SC)

Renibon Galvez, 2020 ROLE OF THE ORGANIZING COMMITTEE The planning of the Scout Youth Forum is done by an Organizing Committee, composed of the incumbent National Scout Representative or Scouts who have participated in the higher level of the Scout Youth Forum and/or has served as members of the Steering Committee. The Organizing Committee assists the Forum Officials (Steering Committee). Particularly in the administrative and physical requirements of the Forum.

Renibon Galvez, 2020 ROLE OF THE ORGANIZING COMMITTEE The Organizing Committee is headed by a Chairperson who presides over all plenary sessions, until the Forum Chairperson (otherwise known as the Chairperson of the Steering Committee) is elected. Thereafter, the latter takes over the leadership of the Forum. The Organizing Committee Chairperson also serves as the main link between the Forum Body and the Forum support and advisory bodies.

Chairperson • Orients the participants on specific forum objectives, schedules, house rules, facilities, attire, etc.; • Presides over all plenary sessions and meetings of the Steering Committee; • Serves as the official spokesperson of the Forum delegates; • Responsible for the preparation of the Post-Forum report

Renibon Galvez, 2020 ROLE OF THE STEERING COMMITTEE B.Vice-Chairperson • Assists the Chairperson in discharging his functions; • Takes over all the plenary sessions and meetings of the Steering Committee in the absence of the Chairperson; • Performs other functions as may be directed by the Chairperson

Secretary • Takes and records the minutes of the meeting of the Plenary Sessions and meetings of the Steering Committee; • Serves as the main link between the Forum Proper and the secretariat, particularly in the preparation of the official forum documents • Performs other functions as may be directed by the Chairperson

Members • Acts as tellers during the voting; • Performs other functions as may be directed by the Chairperson E. Ex-Officio Members • Ensures maximum coordination and support
  22. 22. TRIANGULATION/ TRIANGLE METHOD This form of communication uses 3rd person point of view when relaying points of information and response. Example: “Mr. Chair please address this to the latter speaker…” “The latter speaker said….” Chair Person Addressed Person Addressing
  23. 23. RECOGNITION Always be recognized. No member can speak until fully recognized by the Chair or the Presiding Officer, except when raising incidental motions. “Mr. Chair may please be recognized?” “Yes… you are highly recognized!”

Renibon Galvez, 2020 Main Motions Are used to introduce a main item or question of business to the group. Only one main motion may be before the group at a time. It must be disposed of before another item may be considered, but only one main motion may be considered at a time.

Subsidiary motions take precedence over main motions. They must be handled first.They may include motions to: 1. Lay/ Lay off an item of business on the table 2. Close Debate 3. Limit or Extend Debate 4. Postpone to a fixed time 5. Refer to committee 6. Amend or postpone indefinitely

Call for the orders of the day 2. Adjourn 3. Recess 4. Raise a question of privilege 5. Set time to adjourn/extend

Incidental motions have no rank and are considered before the motions from which they stem. Incidental motions include those that: 1. Appealing a ruling of the chair 2. Suspend the rules 3. Rise to a point of order 4. Parliamentary Inquiry 5. Withdrawn motions 6. Reconsider 7. Rescind 8. Take from the table
