Dear Readers,
After the success of the first three Israel-India Business Guides,
published in 2008, 2010 and 2012/13, we, the publishers, decided that
the time was right to produce sector-wise publications.
Given the great interest in Defence-related matters between Israel
and India, we believed that now is the right time for a Special Report
on Defence & Homeland Security (HLS).
The global geopolitical situation and more particularly the internal
threats that both Israel and India have had to face make it incumbent
upon leaderships and industry heads in both countries to consider
the means and solutions that each possesses to fight off those who
endanger our well-being.
While Israel has faced these threats virtually throughout its existence,
India has had to deal with internal dangers for the last two decades
or so. In addition, the respective borders of Israel and India constantly
need improved technology, revamping of existing infrastructure and
beefing up of protective measures. At no time can we relax and be
lulled into complacency.

It gives us a great pleasure to take part in the fourth edition of
Israel-India Business Guide on the beginning of a third successful
decade of full diplomatic relations between Israel and India.
The relations between the two countries have deepened and
widened throughout the last few years in almost every possible
field. Defence is without a doubt a prominent one. It is a symbol
of the level of intimacy and cooperation that Israel and India
have reached.
In this field, the cooperation and relations are based first and
foremost on the common values and interests both of our
countries share. At the same time, Israel and India share also a
wide array of security challenges. These challenges are mutual
existential ones and therefore, the cooperation in these fields
has been an indispensable part of the growing multifaceted
relationship between our two countries.
Israeli companies stand at the forefront of defence technologies
and achievements not only because of the sheer necessity
to excel and to respond to every possible threat or a new
security challenge. These companies are the best thanks to
huge resources invested in research and development. But
more than that, we are where we are because of the men and
women behind the machines. They are the most sophisticated,
innovative, hard-working and diligent men and women with the
extensive combat experience that Israel has to offer. 
I hope you will find this guide useful, and that it will be yet
another boost to the strengthening of defence and security ties
between Israel and India.

srael-India trade touched USD 6 billion during 2012-13. Bilateral trade which was at USD 200 million in 1992, has
diversified and had reached USD 5.15 billion in 2011 and USD 6 billion in 2012-13. Several new areas of cooperation
have been identified by the two countries, including agriculture, farm research, science, public health, information
technology, telecom, and cooperation in space. Israeli industry is keen to take advantage of synergies with India in areas
like water technologies, infotech and in sectors in which Israel is strong.

Will India’s economy affect
Israeli Defence companies?
Israel’s defence industry is assessing the effect of the economic situation in India on potential sales

T
he value of India’s currency (Indian rupee) has
fallen by 20 percent since the beginning of the
year – albeit it has picked up somewhat over the
last month and a half. Consequently, the initial US$37.7
billion Defence budget of India has now declined to just
under US$30 billion (approximately).
According to a blog posted in“All Sorts Of Things”, a US$7
billion reduction is not a minor issue for any country’s
Defence budget, but it is especially worrisome for India
because a large percentage of New Delhi’s international
military procurements are done in US currency, and this
decline will hurt the Ministry’s ability to purchase the
equipment that it requires.
The Ministry of Defence could ask the Ministry of Finance
for additional funds but this may be difficult given current
economic adversity. If the Ministry of Defence does
not get these funds or if the rupee does not change
course – unlikely to happen in 2013 – then it will have
no choice but to re-prioritize its procurements and fund
the most urgent first. This will leave a number of Defence
companies without a clear indication of when their sales
will be realized.
Some of the projects that may be affected by this
uncertainty include the Lockheed Martin C-130J Aircraft,
Airbus Military A330 aerial refuelers, naval equipment and
the US$12 billion Medium Multi-Role Combat Aircraft
program.
The future strength of the Indian Defence market will
become clear when data is released showing the level
of funding provided to the Defence Ministry in the next
Financial Year (April 2014-March 2015). A big challenge
is to reduce the fiscal deficit to below 4.8 percent. The
Ministry of Finance may therefore need to prioritize its
expenses. The recent approval of the more than US$20
billion food security bill reflects this policy priority.
In terms of security spending, the government will
most likely initially ensure salaries remain at current
levels and then decide what to spend on procurements.
Notwithstanding this, the security procurements sector,
which procures equipment that supports India’s ongoing
fight against domestic threats, may be prioritized over
other major domestic needs.
Unfortunately, for the vast number of Defence companies
who had only just begun to take advantage of India’s
vast Defence potential, this will force an adjustment of
priorities. Defence spending in the Middle East remains
high but it won’t compensate for the decline in sales in
the Indian market.
On a positive note, India’s diversity will ensure that
it remains a strong market for sales of paramilitary
equipment and if these companies can ensure a strong
presence in that market, then the trajectory of their
bottom line won’t be as severe as estimated.

Offsets represent a major opportunity to build world-class Defence-Indusrial capacity

ne of the major changes in India’s DPP (Defence
Procurement Procedures) has been the
introductionin2006ofrequirementsfromforeign
Defence suppliers for “buy back” / offset procurement.
The offset procurement clauses are is applicable to all
procurement proposals wherein the indicative cost is in
excess of Rs 300 crores (about US$ 54.5 million, according
to the rate of exchange).
For India, offsets represent a major opportunities to
build a world-class Defence-industrial capacity. For
foreign suppliers, offset procurement represent a major
challenge, according to some. Fulfilling the offset
requirement was accepted by many foreign suppliers
with some reluctance, as some companies felt that “this
is an impossible mission”.
However, I would like to propose a different point of view
and some ideas on how to face this major challenge.
Most importantly, we have to see the offset procurement
clauses as a potential bridge between two business
cultures, and attempting to create common ground and
procedural and practical symbiosis.
A good place to start is with a positive approach and
an understanding that the mission is achievable. We do
however have to find the best way and approach.We have
to find the tools to build the desired bridge, a bridge that
will bring us close to our goal: manufacturing according
to our requirements.
As I have visited India very often in the past 13 years,
I have seen from first hand that India has taken a huge
step forward with their infrastructure. India is like a big
elephant moving forward constantly. We can see that this
elephant is unstoppable!
Let’s climb the‘elephant’and join the ride
Building a bridge between cultures requires also some
effort from the Indian side. Indian companies are already
moving in the direction of adopting stringent western
standards of production, which has been common to
procedures in most of the advanced economies.
Some typical mistakes that Israeli companies make:
“I was twice in India, I am already an expert”.
Lack of willingness to compromise.
A couple of mistakes that Indian companies are making:
“We can do everything”
“We should not bother our customer when we are facing
difficulties”
The challenge – how to build the bridge
Both sides of this bridge need to understand the benefits
of having a local partner.
What are the Indian partner’s main tasks?
•	 Be part of the Israeli team
•	 Be a bridge in to the Indian culture – Explain the
“hidden”meanings of language
•	 Identify for the Israeli partner local sources as per the
requirements
•	 Monitor activities in India and report back
•	 Accompany Israeli teams during their visits
•	 What are the Israeli partner’s main tasks?
•	 Be a bridge to Israeli business culture – Explain the
“hidden”meanings of language
•	 Identify business opportunities related to the Indian
partner’s capabilities
•	 Accompany Indian visits to Israel and prepare them for
the meetings
•	 Be a local POC (Point of Contact) for their Indian partner
•	 Monitor local activities
Why should we have a partner? It costs us
money!
Answer: Wrong, it saves both time and money
Doing this right from the beginning saves both time and
money!

of Israel, on October 08, 2013. Shri Kapil Sibal, Hon’ble
Minister of Communications & Information Technology
was the main guest of honor for this closed door dinner
interaction along with select CEOs and CTOs of top
Indian companies. FICCI organized Business Delegation
to Israel from July 27-31, 2013.
• An Interactive Session with Ms Orit Noked, Hon’ble
Minister of Agriculture & Rural Development, Israel and
accompanying Business delegation was organized in May
2011, New Delhi.
• FICCI organized a Business Meeting with Hon’ble
Benjamin (Fuad) Ben-Eliezer, Ministry of Industry, Trade
and Labour and the accompanying 30-Member Business
Delegation from Israel, January 11, 2010, Hotel Taj Palace,
New Delhi.
• FICCI took a 12-member delegation to Israel for a
workshop on “Dairy Development and Management”
from July 26–August 4, 2009.The workshop was organized
in collaboration with Embassy of Israel in India, MASHAV
and CINADCO, Israel.
• FICCI took a 17-member Business Delegation to
participate in Agritech 2009 held at Israel in May 2009.
• FICCI in cooperation with Embassy of Israel in India
organized a seminar on Urban Water Management
Solutions Forum in December 2008 at New Delhi.
• FICCI organized a meeting with H E Mr Shalom Simhon,
Hon’ble Minister of Agriculture & Rural Development and
the accompanying Delegation from Israel in January 2008
to New Delhi and Jaipur.

• A Business Meeting with Mr Eliyahu Yishai, MK, Deputy
Prime Minister , Ministry of Industry, Trade and Labour
(Shas) of Israel on December 6, 2007.
• Organized on the on-spot training programme in Delhi
in the sectors of dairy, international marketing of resh
produce, waste water recycling, irrigation systems etc
with the help of experts from Israel in 2006.
• FICCI took a 30-member business delegation led by Dr
Amit Mitra, Secretary General, FICCI for participation in
Agritech 2006 accompanying Mr Sharad Pawar, Hon’ble
Minister for Agriculture, Government of India in May
2006.
• FICCI took a 10-member business delegation led by Mr
Saroj Kumar Poddar, the then Senior Vice President FICCI,
to Israel, coinciding with the visit of Mr Kamal Nath,
Hon’ble Commerce and Industry Minister, Government
of India in November 2005. During the visit, FICCI
participated in the Israel Gateway 2005 exhibition and
Buyer Seller Meet/Seminar corresponding with the Israeli
Prime Economic Conference for Export and International
Cooperation.
• FICCI did a study on India-Israel Trade Synergies
Convergence and Constraints in August 2005.
• Seminar on promoting India’ trade and Investment
linkages with Israel at New Delhi on March 2005.
• A 15-member high powered FICCI business delegation
led by the then President FICCI, Mr Y K Modi, visited Israel
for the India-Israel Joint Business Council Meeting and
Destination India. The event was held co-terminus with
theThird India Israel JointTrade and Economic Committee
on January 14-15, 2004 in Israel. The India-Israel JBC
Meeting and Destination India was inaugurated by the
then Hon’ble Minister for Commerce & Industry and Law
& Justice of India, Mr Arun Jaitley.
• Meeting with H E Mr Ehud Olmert, the then Vice Prime
Minister, Ministry of Industry, Trade & Labour and the
accompanying delegation from Israel at New Delhi in
December 2004.
• FICCI was presented the Israel Trade Award 2003 by the
State of Israel’s Ministry of Industry, Trade and Labour, in
recognition of outstanding contribution in the forging
of international trade links with Israel by Mr Ehud Olmert,
Vice Prime Minister, Ministry of Industry, Trade and
Labour.
• Interactive Meeting with H E Mr Maj Gen. (Retd) Ariel
Sharon , the then Hon’ble Prime Minister of Israel and the
accompanying delegation in September 2003 at New
Delhi.
• Meeting with Agricultural Delegation led by Mr Daniel
Krichman, Secretary, Agriculture and Rural Development,
Government of Israel, January 29, 1998.

The international business arm of the Mekorot Group
• Initiates and executes projects and water
infrastructures in a variety of fields, includ-
ing desalination, wastewater treatment and
reclamation
• Provides comprehensive solutions by integrat-

solutions in regions suffering from a shortage
of high quality water

corporations and government officials
Mekorot Development & Enterprise is the international
business arm of the Mekorot Group and it provides
comprehensive solutions that combine innovative
technologies with the purpose of increasing the water
supply and water quality to its customers worldwide.
Mekorot Development & Enterprise is at the cutting
edge of technology and it leverages the vast knowledge,
research activities, operational experience and advanced
techniques, acquired by the Mekorot Group, to provide
unique solutions and implement projects in the water
industry, in regions of the world facing water problems.
The company’s activities in Israel include: designing,
construction, management and the operation of the
desalination plants (seawater and brackish water),
wastewater treatment and effluent reclamation plants,
water treatment and enhancement installations, drillings
and hydrology, operating municipal water systems and
water security, etc.
One of Mekorot Development & Enterprise’s leading
projects is the design, construction and operation of
the seawater desalinating plant in Ashdod (a 25 year
BOT project), with an annual capacity of 100 million
cubic meters. The plant is scheduled to begin supplying
desalinated drinking water in 2014. The amount of the
investment for the construction of the plant is estimated
at $ 500 million.
Another important project of Mekorot Development
& Enterprise is the planning, financing, construction
and operation of the Jerusalem Wastewater Treatment
Plant (a 25 year BOT project), with an annual capacity of
approximately 9 million cubic meters. The plant will supply
the treated effluents to agriculture.
On the international water market, Mekorot Development
& Enterprise offers solutions for water and wastewater
problems to its partners and customers in countries that
face shortages of water that is fit for drinking as well as for
irrigation. The company initiates and promotes projects
such as DBOT projects (Design, Build, Operate, Transfer),
Turnkey and O&M projects, etc.
Mekorot Development & Enterprise is engaged in
several strategic joint ventures with governments, public
water corporations and municipal authorities, as well as
with private organizations. In these joint ventures, the
company supports the professional set up of its partners,
promotes feasibility tests, master plans, designs water
installations and infrastructures, and – based on the
needs of its partners – it initiates, in conjunction with its
partners, projects that include the planning, construction
and operation of installations and systems. In addition,
Mekorot Development & Enterprise promotes professional
further education programs, seminars and training with the

purpose of professional organization reinforcement of its
partners throughout the world.
International Joint Ventures:
In Argentina
In 2007, Mekorot Development & Enterprise began
operating in Argentina, in a joint venture with the
Argentinean water company "5 of September". The strategic
collaboration between the companies includes a wide
range of services, including consulting, planning, project
promotion, training and further education, etc. Together
the companies are promoting a project to design, finance,
build and operate a water treatment plant in the city of La
Plata, with a capacity of 240,000 cubic meters a day. The
construction budget is more than USD 100 million.
In Cyprus
In 2009, Mekorot Development & Enterprise, together
with a local partner from Cyprus (LOGICOM), was awarded
an international BOT tender, for the planning, financing,
construction and operation of a desalination plant in
Limassol, Cyprus. In the framework of the project, the
companies will operate the desalination plant over a period
of 25 years. Upon its completion, the plant will provide
more than 40,000 cubic meters of desalinated water a day
to the Cyprus Water Authority. The project is estimated at
over USD 500 million.
In addition, Mekorot Development & Enterprise was
awarded an international tender to upgrade and operate a
desalination plant in Larnaca.The plant will desalinate 60,000
cubic meters of seawater a day, and it will supply desalinated
water to the Cyprus Water Authority for a period of 27 years.
The project is estimated at approximately USD 400 million.
By means of these two desalination plants, Mekorot will
supply approximately 40% of the water requirements in
Cyprus, which will solve the problem of the severe shortage
of water.
In Africa
In Africa, Mekorot Development & Enterprise collaborates
with government water companies and government min-
istries in a number of countries, including Uganda, Angola
and Ghana, in the field of supplying regional water, water
catchment and the treatment of water and effluents.

sraeli defence industries are big, advanced and versatile.
With defence exports of more than US$ 6 billion a year,
Israel has become a member of the“big 5”club. Defence
industries are divided into state-owned and public or
privately-held. Among the state-owned companies are Israel
Aerospace industries (IAI), Rafael and Israeli Military Industries
(IMI). There have been attempts to consolidate the state-
owned companies but this has not happened as yet.
The problem faced by the Israeli defence industries
is either simple or complicated, depending on one’s
viewpoint. On one hand, Israel’s Defence budget is
limiting the purchase of locally made systems and on the
other hand, the export market has become very difficult
mainly because of budgetary constraints.
In addition, competition has grown. Not every country
needs state-of-the-art, combat proven Israeli defence
technologies. This brings many countries to settle for less
advanced systems that also cost much less.

While the product range of IAI is one of the widest in the
industry, the largest state- owned Defence Company is
fine-tuning it, in order to better compete in the world
market. This company made Israel a member of the
exclusive “space club” of countries that are capable of
developing and manufacturing launchers and satellites.
The company manufactures the Shavit family of launchers
and two lines of imaging satellites - these with electro
optical payloads (Offeq and Eros) and these with Synthetic
Apperture (SAR) radars (Tecsar). IAI is also the source for
Israel’s Amos Communication Satellites that serve large
parts of the world.
Israel is now the only country in the world with a fully
operationalTheater Defence System.The Arrow-2 protects
Israel from ballistic missiles. Arrow-3 is in development
with improved capabilities.
While the defence side of IAI is very dominant, its civil
operations are extensive although less known. Its Bedek
Group is overhauling various types of aircraft and has
become one of the world’s centers for conversions of
passenger aircraft to cargo aircraft. The production line
of the business jets that are marketed by Gulfstream is
still working in a less than full capacity. The business jet
market is still trying to achieve the levels of yesteryears.
The company’s expertise has made it very active in the
naval arena. IAI develops and produces naval/maritime
radars and EO payloads for various platforms such as
helicopters, unmanned air systems (UAS) and other
aircraft. The company’s range of naval missiles includes:
the proven Barak naval point-Defence missile for both
sea-to-sea and sea-to-air targets. Naval platforms include
advanced patrol boats. IAI also modernizes and upgrades
vessels, weapon systems, Defence systems, and conducts
system integration for customers worldwide.
IAI is a world leader in totally integrated unmanned
air systems (UAS) solutions, with more than 800,000
operational hours of intelligence and targeting missions.
The company has developed a full range of UAS from
mini, through medium up to large ones like the Heron -TP
with a wingspan of a Boeing 737. IAI has penetrated the
world market for UAS that is growing at a very fast pace.
While the achievements in that field are very impressive,
the market has become hard to penetrate. France and
Germany have been evaluating the Heron-TP but now
face an initiative to develop a European system and to
buy one in that class from the US.
Israel’s space market is very limited in resources so IAI is
focusing its efforts on the world market. In recent months
the company is accelerating its penetration in the
Brazilian satellite market. Sources state that the Brazilian
market will have a demand for 10-14 satellites in the next
15 years, most of them for imaging purposes in the 100-
200 kg category.
Recently, the Brazilian authorities have issued an RFP for
a high capability communications satellite. In early April
IAI has signaled it plans to penetrate the Brazilian defence
market by investing in Brazilian electronic company IACIT.
This local company is working in the Defence, Radar
Meteorology and Control, Automation, Communication
and Information Technologies segments.

IAI’s subsidiary ELTA Systems signed a cooperation
agreement and through its subsidiary LARDOSA signed
an agreement of investment with IACIT. The agreement
includes transfer of technology to the Brazilian Company
in order to position it to capture a significant part of the
Brazil electronic market. 
ELTA Systems is a major Defence electronics company,
providing a wide spectrum of systems in the field of
Radars, Special Mission Aircraft, ISTAR, Electronic Warfare
and Communication.
IAI also has a cooperation agreement with aircraft
manufacturer Embraer and this may also be part of its
current penetration effort into the Brazilian fast growing
satellite market.
Israeli MIilitary Industries (IMI)
Israel Military Industries (IMI) is a weapon systems company,
specializing in the development and manufacture of
offensive and defensive solutions for the modern battlefield
and for homeland security and terror threats. IMI’s state-of-
the-art advanced systems, for ground, air and naval forces,
are based on the extensive experience of the Israel Defence
Forces (IDF), most of them are combat- proven and have
been highly rated by the IDF, USA Military (Army, Air Force &
Navy) and NATO members.
IMI designs, upgrades, produces and integrates full
combat solutions, as well as professional training and
services.
The company is making efforts to manufacture products
that are considered an “arsenal” for the Israel’s national
Defence. It is state-owned, a fact that limits its going
forward using its big potential.
The company manufactures air -ground system like the
Delilah and a full line of penetration bombs, tactical air-
launched decoys, armor protection suits for helicopters
and transport airplanes and most advanced flare and
chaff systems. It has developed a line of very advanced
artillery rockets and the IDF has finally accepted the idea
that these rockets can be a good substitute for the airforce
in close air support in ranges of up to 200 km.
IMI is a main supplier of small calibre ammunition and is
very active in add-on systems for assault rifles that increase
their accuracy when used as a grenade launcher.
IMI, through its Givon Division, is developing and
manufacturing the boosters for the Israel Shavit satellite
launcher.
ELBIT SYSTEMS
Elbit Systems is a world leader in military communications
equipment and systems. Elbit Systems and its subsidiaries,
operates in the areas of aerospace, land and naval
systems, command, control, communications, computers,
intelligence surveillance and reconnaissance (“C4ISR”),
unmanned air systems (“UAS”), advanced electro-
optics, electro-optic space systems, EW suites, airborne
warning systems, ELINT systems, data links and military
communications systems and radios. 
The Company also focuses on the upgrading of existing
military platforms, developing new technologies for
Defence, homeland security and commercial aviation
applications and providing a range of support services.
Elbit Systems is very active in aircraft and helicopter
upgrade projects, advanced avionics, helmet-mounted
systems, head-up displays, digital maps, mission
computers, aerial reconnaissance systems and guided
munitions systems. Its pilot helmet was selected for the
American Lockheed Martin F-35 stealth fighter.
Elbit Systems is continuing its effort to become a unique
“Multi Domestic”Defence company. Only recently it made
another step in this direction. This by establishing Sharp
Elbit Systems Aerospace, Inc. (“SESA”), a jointly owned
company in South Korea, with Sharp Aviation K Inc.
SESA will operate in Ansan and among other capabilities,
will offer maintenance, repair and manufacture of
advanced military aircraft avionics as well as research and
developmentofsystemsandavionicsforbothexistingand
future projects, such as the Korean Light Attack Helicopter
(LAH) and the Korean Future Fighter (KFX) development
projects. Contracts currently operated by Sharp Aviation K
will be transferred to SESA as part of the transaction.
As a Korean company, SESA will also be able to offer offset
solutions to foreign suppliers and OEM’s selling Defence
goods and services in Koera.

Bezhalel (Butzi) Machlis, Elbit Systems’ new President and
CEO, said that the establishment of this new company is
a significant step for Elbit Systems in Korea. “We consider
this country to be a very important market. We trust that
establishing this jointly owned company will bring new
opportunities and will be of mutual benefit for both our
companies and for Korea”.
But Elbit is doing this effort in many parts of the world and
with great success.The company has become a major UAS
supplier and was selected to supply it Hermes-450 UAV
system as the basis for the British Army’s WATCHKEEPER
Program. The Company also offers Unmanned Ground
Vehicles (UGVs), unmanned turrets and autonomous
weapon systems.
Elbit Systems manufactures fire control systems, thermal
imaging and laser systems, displays, electrical turret drives,
overhead remote-control unmanned turret weapon
systems, command, control, communications, computers
(C4I), including information and battle management
systems and software-intensive C4I programs for
various applications. Selected to lead the IDF’s Digital
Army Program, Elbit Systems is integrating all land
C4I applications and systems for this ground breaking
program.
The ELOP Division of Elbit Systems manufactures some of
the most advanced electro optical payloads available in
the market.
The first counter measure system that protects airliners
from shoulder launched missiles was installed recently on
an EL AL 737 recently
The Commercial Multi-Spectral Infrared Countermeasure
(C-MUSIC) is operated while this aircraft is operated on
different routes served by the Israeli airline.
The installation on the EL AL aircraft, followed a series of
successful flight tests onboard a Boeing 707 aircraft. The
system, designated to protect large jet aircraft against
shoulder-launched missiles (MANPADS), was proven
effective, successfully performing all of the needed
functions.
RAFAEL
RAFAEL Advanced Defence Systems develops and
produces state-of-the-art armaments for the Israel
Defence Forces (IDF). The company provides innovative
solutions from underwater, naval, land and air through
space systems. RAFAEL focuses on such areas as Electronic
Warfare (EW), Command, Control, Communications,
Computers and Intelligence (C4I), training and simulators,
armor and precision-guided weapon systems.
In recent years the name RAFAEL has been identified with
two unique systems that are part of Israel’s multi-layered
Defence against rockets and ballistic missiles. The first
layer is the “Iron Dome”, also developed by RAFAEL. This
system is designed to intercept short range rockets and in
the“Pillar of Defence”operation in the Gaza strip achieved
a 90% interception of rockets that were launched into
Israel.
“David’s Sling” will be the second layer with the Arrow-
2 and Arrow -3 the third layer against ballistic missiles.
“David’s Sling” is designed to intercept rockets with a
range of 70 to 250 km but this capability will increase in
the future. The system is also designed to intercept cruise
missiles.
The cruise missiles intercept capability has been designed
as“threats are changing”, according to Israeli sources.

said that the Dual seeker will ensure high sensitivity under
all weather conditions and immunity to deception and
countermeasures. The 4.60 meters long Stunner, uses a
multi-pulse rocket motor.
One very good example to Rafael’s capability to develop
advanced weapon system is the “Spice” family of smart
bombs. The Israeli Airforce (IAF) is equipping its fighter
fleet with the New Rafael Spice 250 gliding bombs. The
partial specifics of that advanced weapon systems have
been recently unveiled.
The Spice’s deployable wings allow an aircraft to carry
more bombs. The weapon is navigated by a GPS/INS
Satellite/Inertial Navigation system. According to RAFAEL,
the Spice 250 achieves an extended standoff range of up
to 100 kilometers using its deployable wings.
Spice 250 enables impact point update after release,
using its communication module. In addition, it provides
Battle Damage Indication (BDI) capability, by transmitting
the target image just before hit.
INNOCON
Innocon, a small UAS manufacturer, has been developing
and manufacturing Unmanned Air System (UAS) ranging
from Micro UAS weighing 6 Kg., to a 1,000 Kg full size UASs,
equipped with the company’s proprietary Command &
Control Systems for UAS. The company delivers complete
systems or major sub-systems.
Innocon’s uses its very advanced Command & Control
technology, to develop very advanced UASs. The
combination of on-board/ground computers with the
proprietary, modular software enables to create the ability
to employ small, low-cost UAV for missions that usually
would require much larger and more costly aircraft.
Elbit Systems Hermes-90 UAV is based on a design of
Innocon.
Innocon is a privately held company; it is currently
evaluating some investment and cooperation proposals
that will leverage the present capabilities into becoming
a significant factor in the very large, and steadily growing,
world UAS market.
Blue Bird

The company specializes in the design, development and
production of tactical UAS and peripheral equipment.
BlueBird solutions are specially designed to deal with
contemporary homeland security (HLS) challenges. With
a wide spectrum of UAS platforms, all operating from a
unified, intuitive and friendly Ground Control Station,
BlueBird’s rapidly deployed UAS are cost-effectively and
reliably performing all HLS missions, in all weather and
without any terrain limitations.
BlueBird has identified the field of real-time intelligence
generated from small and smart UAV, as a critical
requirement in modern homeland security and civilian
applications, and presented to the market a spectrum
of advanced solutions. The MicroB – A Micro UAS that
provides features previously found only in larger UAS
(persistent surveillance, digital communication), but with
all the advantages of a smaller UAS. The SpyLite – A Mini
UAV that delivers extended performance envelope, of 4
hours mission time, ability to fly in 36,000ft and impressive
mission range of 60Km.The Boomerang – A Mini UAV that
provides Tactical UAS capabilities (Day and Night payload
simultaneously and 10 hours mission time).

In the recent Paris air show, the company has unveiled its
Thunder B This UAS is available with gasoline or electric
power. The gasoline powered version offers 24-hr.
endurance, and has retractable wheeled landing gear.
CONTROP
CONTROP’s main product lines include automatic passive
intruder detection systems for coastal surveillance, port
and harbor security, border surveillance, security of
sensitive sites, perimeter security surveillance and ground
troops security; High performance stabilized observation
payloads used for day and night surveillance on board
uas , and aerostats/balloons, helicopters, light aircraft,
maritime patrol boats and ground vehicles; Thermal
imaging cameras with high performance Continuous
Zoom Lens and state-of-the-art image enhancement
features, and more.
CONTROP’s payloads are gyro-stabilized in two or three
axis, using 3, 4 or 5 gimbals for applications in helicopters,
aircraft or ground surveillance vehicles, Unmanned Aerial
Vehicles UAVs, Unmanned Ground Vehicles UGVs, land
vehicles or naval vessels, as well as sensors protecting
fixed sites. These payloads can carry multiple sensors or a
single camera, according to the user’s requirements.
CONTROP was one of the world pioneers in the
development of Scanning & Observation Surveillance
Camera Systems. These sensors provide both observation
and panoramic scan capabilities using a single camera
observation system. The company has been delivering
such systems since the late 1990’s, meeting a wide range
of operational requirements with numerous military and
governmental agencies. Typical applications are Intruder
Detection Systems for border protection, perimeter
security for air bases and other strategic sites, coastal and
harbor control and Defence applications.
CONTROP developed a range of cooled and uncooled, high

providing night, daylight and adverse weather visibility.
G-NIUS
Unmanned ground systems are operational along the
Israeli border with the Gaza strip.These were developed by
G-NIUS Unmanned Ground Systems (UGS) owned jointly
by IAI and Elbit systems. This joint company is developing
a variety of unmanned ground system solutions, which
are all based on a common, versatile and layered avionics
suite.
Some of the company’s products are already being used
along the border between Israel and Gaza. Others are
still in the development phase with interests from many
armed services in the world.
The pace of introducing UGS into armies and other
defence organizations is slower than expected but the
company says that there is a shift in the market and that
bring meaningful, potential.
RADA
RADA is a recognized world leader in the field of airborne
video and data recordings. The company’s INS solutions,
based on Fiber Optic Gyros (FOG) or Micro-Electro
Mechanical Sensors (MEMS), are integrated in a wide
range of airborne and land military applications.
RADA’s Radar technology provides compact and
affordable sensors for point and perimeter surveillance.
Based on its extensive engineering experience and
product range, the company also offers complete system
solutions, in avionic upgrade suits for military and Special
Mission aircraft, as well as in video and data recording and
management systems.
IWI
Israel Weapon industries (IWI) were founded on the back
of the small arms division of IMI that was sold a few years
ago. IWI’s products include the family of theTAVOR Assault
rifles and the Negev light machine gun (LMG).
The Tavor Assault Rifle is the most modern weapon
technologically wise. Among its advantages is the fact
that it is a compact rifle with a long barrel due to its bull
pup configuration. The weapon includes an integral reflex
sight to enhance its precision. In addition, night or day
telescope can be easily fitted with no need of zeroing.
The Negev LMG 5.56mm is a lightweight configuration
Machine Gun which comprises semi automatic or
automatic mode capabilities allowing maximum
firepower for infantry combat platoon.
IWI knows that some armies want new advanced assault
rifles but often are reluctant to change the ammunition.
This is the reason for the development of an ACE version
of its assault rifle that uses 7.62 ammunition.
The ACE family of assault rifles is based upon the reliable
mechanism of the famous GALIL assault rifle. The
ACE incorporates enhanced human engineering and
ergonomics with the demands of the modern battlefield.
The ACE family of assault rifles offers the ultimate solutions
for today’s modern warfare requirements of high accuracy
and reliability. The ACE assault rifle is battle proven under
the most extreme conditions worldwide.
The ACE 31 and the ACE 32 assault rifles use standard
7.62x39mm ammunition. This according to the company
offers the ultimate solution for many military forces
around the world tending to replace their weapons by a
modern and innovate one, but do not intend to change
their ammunition.
AERONAUTICS
Aeronautics is another Unmanned Air Systems (UAS)
manufacturer with some very unique products. The
company won a contract to supply its Orbiter 2 to Finland
and deliveries are underway. Last year the Finnish Ministry
of Defence selected the Aeronautics Defence Systems
Orbiter 2 UAS for its operational needs. The contract
includes 52 systems of the mini UAS each comprising of a
ground station and four air platforms.
The Orbiter-2 has a 1 meter long fuselage and a 3 meters
wing span. It has 3.5 hours endurance. It has a 10 kgs max
takeoff weight.
The company official revealed that Finland is showing
interest in the larger version, the Orbiter 3 which has an

advanced one . This cooled IR payload will produce better
quality images.
The Orbiter 3 is launched from a catapult and recovered
vertically by opening a parachute & an airbag. The
Orbiter 3 can perform any ISTAR mission, including target
designation.
The company has recently resumed the marketing of its
Dominator XP unmanned air system (UAS). The Israeli
company is now offering the platform with a variety of
systems and sensors. The Dominator is based on the
Diamond DA-42 twin engine aircraft. The Dominator XP
can achieve an endurance of 28 hours and is capable of
carrying a 300 kgs payload. Its max takeoff weight is 2000
kgs. Maximum altitude is 30.000 feet and maximum speed
is 190 kts .The Dominator is aimed at the high end of the
MALE UAS market.
One Dominator XP is operated by CAE in Alma,
Quebec, under Project Miskam, which means in Innu -
“to find”. CAE and Aeronautics are demonstrating
how unmanned systems can be used for commercial
applications such as remote inspection of pipelines
and hydroelectric installations, surveillance of forest
fires, observation of critical natural resources, assessing
natural disasters and a range of other applications.

civil, homeland security and defence-related market

Urban Aeronautics
The Urban Aeronautics AirMule ducted fan VTOL aircraft
is being tested with the new propellers designed and
manufactured by the Israeli company. Urban Aeronautics
manufactured 12 composite rotor blades, for the two new
six bladed rotors that are currently installed on the aircraft. 
These rotors have replaced the four bladed rotors that
have been used since the beginning of 2010. 
Dr. Rafi Yoeli, President of Urban Aeronautics, said
that the test flights that have been performed so far
with the new blades proved that they extended the
performance envelop of the AirMule. In a parallel effort
Urban Aeronautics is accelerating the assembly of a
second AirMule prototype in preparation for a series of
demonstration flights requested by potential customers.
The ducted fan platform is aimed at performing MedEvac
missionsincombataswellasresupplymissions.Theducted
fan design will allow the AirMule to rescue people from
high rising buildings by flying while near windows. This
will be possible because of the ducted fan that leaves the
platform“clean”unlike a helicopter that has a rotor limiting
its coming to almost a touch distance from a building.
U-Vision
U-Vision has recently released first details about the latest
versions of its HERO-30 expendable reconnaissance UAS,
and the HERO-400 Loitering Attack Munition.
The Hero-30 (formerly designated ‘Wasp’) is a small (3kg)
expendable unmanned reconnaissance asset supporting

electro-optical day/night imaging sensor and an 8 kg
warhead. Hero-400 can loiter for four hours, for engaging
fixed or moving high-value targets. Supporting missions
at ranges up to 150km, Hero-400 provides the tactical
commander an affordable, quick-reaction precision strike
capability.

T
he country’s defence services include three
Armed Forces (i.e., the Army, the Navy and the Air
Force), and other Departments, primarily Defence
Research and Development Organisation (DRDO) and
Defence Ordnance Factories.
Defence Production
Defence Public Sector Units (DPSUs) continue to play
an integral part in the defence production. Defence has
for a long time been a part of the public sector since it
requires large investments and substantial research and
development (R&D) support. India maintains an extensive
defence industrial base with 39 Ordnance Factories and 8
DPSUs which are engaged in the manufacture of state-of-
the-art weapons and systems for the armed forces. Over
the years, these organisations have aimed to achieve self-
sufficiency and indigenization of defence manufacturing
in the country.
In terms of value of production, DPSUs account for more
than 65 % of the total industrial output of all defence
public sector entities in India. During 2011-12 the value of
production by DPSUs was approximately US$ 5.2 billion as
compared to about US$ 3.9 billion in 2010-11.
Defence Budgets and Expenditure
Defence allocation has been increased to Rs 495.2 billion
for 2011-12, compared to last year’s Rs 444.2 billion. The
Union Budget 2010-11 had raised the defence outlays to
Rs. 1595 billion. This represents a growth rate of a mere
3.98 per cent, in nominal terms (or 0.3 per cent in real
terms) over the previous year's allocation of Rs. 1417.03
billion, and far below the 34 per cent nominal increase
witnessed in the budget for 2009-10.The R&D allocation is
Rs. 46.40 billion for 2012-13 as against Rs 46.28 billion last
year. The net defence outlay of INR 2036 billion (USD 37
billion) for 2013-14 represents a growth of 5.31 per cent
over the defence outlay of INR 1934 billion (USD 35 billion)
for 2012-13. The defence budget for 2013-14 accounts for
approximately 1.79 per cent of the GDP.
INTERNATIONAL DEFENCE PERSPECTIVE
Global Defence Spending
Global Defence spending is expected to remain in flat
or decline in 2012, mostly as a result of reduction in the
US and rest of Europe. This is likely to be made up by the
increase in the defence budgets in China, India, Saudi
Arabia, the UAE, Japan and Brazil.

Private Sector in Indian Defence Industry
The private sector mainly has been involved in supply
of raw materials, semi-finished products, parts and

great extent and also to BaseWorkshops of Army and Base
Repair Depots of Air Force and the Dockyards of the Navy.
Defence PSUs and Ordnance Factories are outsourcing
their requirements from private sector (mainly SMEs) in
the range of 20-25%. Out of this outsourcing, about 25%
requirement is met through small scale sector.
Several hi-tech equipments have also been successfully
produced by the private sector. In the quest for self-
reliance in the crucial sector of defence, the Government
has been continuing its efforts to indigenize defence
equipment wherever technologically feasible and
economically viable. It has been a part of indigenization
efforts to locate and develop broad-based indigenous
supply source both in the public sector and in the civil
trade for many complicated and intricate equipments.
After considering the capital intensive nature of
defence industry sector as also the need to infuse
foreign technology and additional capital including FDI,
government decided in May, 2001 to open Defence
industry for private sector participation up to 100% with
FDI permissible up to 26% - both subject to licensing.

been removed from reserved category and transferred to
the licensed category, as a result of which private sector

Agni, the 3500 km range ballistic missile was successfully
launched with user’s participation.
Training flights were held by the users for various missiles
that are already inducted. These included two flight tests
each of Agni I, Agni II and Dhanush (from naval ships) and
five flights of Prithvi II (PII).
Successful flight tests of Endo-Atmospheric Interceptor
for 2000 km class target were carried out. Each flight led to

Capabilities of NAG, the third generation anti-tank missile,
which is a vehicle mounted system was demonstrated in a
series of user trials.
Advanced versions of BrahMos supersonic cruise missile,
the only one of its kind in the world, were developed
and flight-tested. Thus, BrahMos block II with target
discrimination precision strike capabilities was test-fired.
Similarly, BrahMos block III with capability for steep diving
from high altitudes and high maneuvers at multiple
points during supersonic flight.
Ring Laser Gyroscope (RLG) based Inertial Navigation
System was developed, qualified and tested.
ActiveRadarSeekerforadvancedmissionswasdeveloped.
A Fibre Optics Gyro was successfully developed and
tested on board.
In the area of Aeronautics, Tejas, the Light Combat Aircraft
(LCA) concluded its extensive flight tests including weapon
trials, dropping of bombs, jettisoning drop tanks and night
flights; leading to its Initial Operational Clearance (IOC) on
10th January, 2011.
The first prototype of Light Combat Aircraft (LCA) Navy
was rolled out and its induction tests were concluded.
In tune with changing war of scenario, major thrust has
been given to develop Unmanned Aerial Vehicle (UAV).
Successful flight trials of RUSTAM-1, a UAV with
endurance of 14 hours and altitude ceiling of 8,000
meters demonstrated the capabilities for automated/
remotely piloted landing/take-off and associated
technologies.
NISHANT, another UAV developed by DRDO was ready for
induction by the Army. A medium sized aerostat based
platform was developed for surveillance applications. A
novel method was developed and flight-tested for an
in-flight structural monitoring of the manned as well
as unmanned aircraft structures. The scheme was flight
tested on a NISHANT UAV.
Over 100 test flights of a 3,000 gram Micro Aerial Vehicle
(MAV) designed and developed by DRDO were carried
out.
Major milestones in the indigenous development of
fighter aircraft engine was achieved with the completion
of Official Altitude Testing (OAT) of Kaveri Gas Turbine
Engine for simulated operating conditions.
Subsequently, the flights of Kaveri engine were
successfully carried out on a Flying Test Bed
(FTB) proving the technological capability and
maturity of the indigenous efforts.
Advanced Active-cum-Passive integrated sonar
system HUMSA NG was designed, developed
and installed on various ships of Indian Navy.
Autonomous Underwater Vehicle (AUV) capable
of navigation was demonstrated at sea.

•	 Israeli defence companies are making a big effort to
position themselves in the growing Indian market for
homeland security related systems.
•	 The effort includes joint ventures, local subsidiaries and
cooperation with Indian companies.
•	 India’s homeland security market is expected to be
worth US$ 16 billion by 2018, said an industry data.
Indian market is growing at 35% against 7% globally.
•	 India’s share in global expenditure in the sector is
also expected to rise to 6% by 2020 from 3.6% now.
Government constitutes about 30% of the sector
spend within the country.
•	 India’s homeland security market is pegged at US$1
billion, of which 70% is imports dominated by US, UK,
Germany, Taiwan, Japan, China and Israel. It is slated to
rise to US$16 billion by 2016.
•	 Government constitutes 30% of the total spend for
security. Now companies from abroad are increasingly
looking at India to sell their products.
•	 Many Indian companies are also entering into joint
ventures and transfer of technology agreements with
the foreign companies to manufacture products locally.

Overview: HLS in India
I
ndia with its 7500 km of coastline running through
9 states and 4 union territories has always had a
difficult task of monitoring the vast coast line. Difficult
relationships with neighbours and importantly, the
limited ability to systematically deal with numerous
threats are more pronounced today. Occurrences like the
26/11 Mumbai blasts, security issues during public events,
growing instances of terrorism & ethnic group conflicts
has increased the focus on homeland security in India.
Thecentralandstategovernmentsperceivemodernization
and upgradation as one of the key focus besides creating
a supporting infrastructure for the long term. The Ministry
of Home Affairs has targeted development of India’s
Homeland Security focused infrastructure, like creation
of a centralized comprehensive database called National
Information Grid (NATGRID) by combining the individual
databases of several government agencies, setting up of
the CCTNS (Crime and Criminal Tracking Network and
Systems) and modernization programs for providing
better equipment and training to the security forces
deployed with the task of internal security in India.
A Safe City initiative leverages partnerships and
technology to help communities & businesses reduce
crime and create an environment where people feel safe
and secure. Cities that attract economic power and foster
growth also spawn crime, violence & overall insecurity.
Urban dwellers are constantly faced by threats like
disaster – both natural & man made, terrorism, organized
crimes, theft / burglary, rape, human trafficking etc. An
urban center is to be treated like an establishment that
requires equivalent of a perimeter security, protection
of the citizens residing therein and safe-guarding of the

India currently accounts for 3.6 per cent of the global
homeland security expenditure. India offers huge

GDP growth, obsolete equipment and modernisation of

estimated cost of INR 6.35 billion (USD 125 Million approx).
Border Out-Posts (BOPS). Plans for additional 509 BOPS
(383 and 126 along India- Bangladesh and India- Pakistan
border respectively), in addition to existing 1,411.
National Maritime Domain Awareness Grid. To link up
intelligence agencies, Navy units, coastal police, ports,
Ministry of Shipping, Agriculture & Departments of
Customs & Revenue.
Crime and Criminal Tracking Network and Systems
(CCTNS). An approx 1 Billion Dollar Project to create
a nationwide database of crime and criminals, their
biometric profiles, thus facilitating collection, storage,
retrieval, analysis, transfer and sharing of data and
information between police stations at both state and
national level ( in 2 phases of USD 500 Million each).
Major Thrust Areas for Modernisation
Identification of Boats. Boats of over 20m length will be
fitted/ provided with navigational and communication
equipments (AIS type B transponders) to facilitate vessel
identification.
NATGRID (National Intelligence Grid). For linking data

UID Project. Unique identification (UID) project is meant
to provide identification for each resident besides acting
as basis for efficient delivery of welfare services and
monitoring of various programmes / schemes of the
Government.

installationsistheresponsibilityoftheconcernedministry/
department/ state government. Expected opportunities
around USD 6-8 billion over the next 4-5 years.
City Surveillance Projects. Almost all major cities in the
country have started work on installing CCTV cameras at key

  • 8. Israel-India Business Guide - Defence & HLS8 Will India’s economy affect Israeli Defence companies? Israel’s defence industry is assessing the effect of the economic situation in India on potential sales Arie Egozi, I-HLS * T he value of India’s currency (Indian rupee) has fallen by 20 percent since the beginning of the year – albeit it has picked up somewhat over the last month and a half. Consequently, the initial US$37.7 billion Defence budget of India has now declined to just under US$30 billion (approximately). According to a blog posted in“All Sorts Of Things”, a US$7 billion reduction is not a minor issue for any country’s Defence budget, but it is especially worrisome for India because a large percentage of New Delhi’s international military procurements are done in US currency, and this decline will hurt the Ministry’s ability to purchase the equipment that it requires. The Ministry of Defence could ask the Ministry of Finance for additional funds but this may be difficult given current economic adversity. If the Ministry of Defence does not get these funds or if the rupee does not change course – unlikely to happen in 2013 – then it will have no choice but to re-prioritize its procurements and fund the most urgent first. This will leave a number of Defence companies without a clear indication of when their sales will be realized. Some of the projects that may be affected by this uncertainty include the Lockheed Martin C-130J Aircraft, Airbus Military A330 aerial refuelers, naval equipment and the US$12 billion Medium Multi-Role Combat Aircraft program. The future strength of the Indian Defence market will become clear when data is released showing the level of funding provided to the Defence Ministry in the next Financial Year (April 2014-March 2015). A big challenge is to reduce the fiscal deficit to below 4.8 percent. The Ministry of Finance may therefore need to prioritize its expenses. The recent approval of the more than US$20 billion food security bill reflects this policy priority. In terms of security spending, the government will most likely initially ensure salaries remain at current levels and then decide what to spend on procurements. Notwithstanding this, the security procurements sector, which procures equipment that supports India’s ongoing fight against domestic threats, may be prioritized over other major domestic needs. Unfortunately, for the vast number of Defence companies who had only just begun to take advantage of India’s vast Defence potential, this will force an adjustment of priorities. Defence spending in the Middle East remains high but it won’t compensate for the decline in sales in the Indian market. On a positive note, India’s diversity will ensure that it remains a strong market for sales of paramilitary equipment and if these companies can ensure a strong presence in that market, then the trajectory of their bottom line won’t be as severe as estimated. * The author is Editor of Israel’s Homeland Security website: www.i-hls.com The Economy
  • 9. 9 Offset Procurement Offset Procurement in India - Riding the Elephant Offsets represent a major opportunity to build world-class Defence-Indusrial capacity Haim Helfgot * O ne of the major changes in India’s DPP (Defence Procurement Procedures) has been the introductionin2006ofrequirementsfromforeign Defence suppliers for “buy back” / offset procurement. The offset procurement clauses are is applicable to all procurement proposals wherein the indicative cost is in excess of Rs 300 crores (about US$ 54.5 million, according to the rate of exchange). For India, offsets represent a major opportunities to build a world-class Defence-industrial capacity. For foreign suppliers, offset procurement represent a major challenge, according to some. Fulfilling the offset requirement was accepted by many foreign suppliers with some reluctance, as some companies felt that “this is an impossible mission”. However, I would like to propose a different point of view and some ideas on how to face this major challenge. Most importantly, we have to see the offset procurement clauses as a potential bridge between two business cultures, and attempting to create common ground and procedural and practical symbiosis. A good place to start is with a positive approach and an understanding that the mission is achievable. We do however have to find the best way and approach.We have to find the tools to build the desired bridge, a bridge that will bring us close to our goal: manufacturing according to our requirements. As I have visited India very often in the past 13 years, I have seen from first hand that India has taken a huge step forward with their infrastructure. India is like a big elephant moving forward constantly. We can see that this elephant is unstoppable! Let’s climb the‘elephant’and join the ride Building a bridge between cultures requires also some effort from the Indian side. Indian companies are already moving in the direction of adopting stringent western standards of production, which has been common to procedures in most of the advanced economies. Some typical mistakes that Israeli companies make: “I was twice in India, I am already an expert”. Lack of willingness to compromise. A couple of mistakes that Indian companies are making: “We can do everything” “We should not bother our customer when we are facing difficulties” The challenge – how to build the bridge Both sides of this bridge need to understand the benefits of having a local partner. In addition, Mekorot Development & Enterprise was awarded an international tender to upgrade and operate a desalination plant in Larnaca.The plant will desalinate 60,000 cubic meters of seawater a day, and it will supply desalinated water to the Cyprus Water Authority for a period of 27 years. The project is estimated at approximately USD 400 million. By means of these two desalination plants, Mekorot will supply approximately 40% of the water requirements in Cyprus, which will solve the problem of the severe shortage of water. This company made Israel a member of the exclusive “space club” of countries that are capable of developing and manufacturing launchers and satellites. The company manufactures the Shavit family of launchers and two lines of imaging satellites - these with electro optical payloads (Offeq and Eros) and these with Synthetic Apperture (SAR) radars (Tecsar). IAI is also the source for Israel’s Amos Communication Satellites that serve large parts of the world. Israel is now the only country in the world with a fully operationalTheater Defence System.The Arrow-2 protects Israel from ballistic missiles. Arrow-3 is in development with improved capabilities. While the defence side of IAI is very dominant, its civil operations are extensive although less known. Its Bedek Group is overhauling various types of aircraft and has become one of the world’s centers for conversions of passenger aircraft to cargo aircraft. The production line of the business jets that are marketed by Gulfstream is still working in a less than full capacity. The business jet market is still trying to achieve the levels of yesteryears. The company has developed a full range of UAS from mini, through medium up to large ones like the Heron -TP with a wingspan of a Boeing 737. The agreement includes transfer of technology to the Brazilian Company in order to position it to capture a significant part of the Brazil electronic market.  ELTA Systems is a major Defence electronics company, providing a wide spectrum of systems in the field of Radars, Special Mission Aircraft, ISTAR, Electronic Warfare and Communication. IAI also has a cooperation agreement with aircraft manufacturer Embraer and this may also be part of its current penetration effort into the Brazilian fast growing satellite market. Israeli MIilitary Industries (IMI) Israel Military Industries (IMI) is a weapon systems company, specializing in the development and manufacture of offensive and defensive solutions for the modern battlefield and for homeland security and terror threats. IMI’s state-of- the-art advanced systems, for ground, air and naval forces, are based on the extensive experience of the Israel Defence Forces (IDF), most of them are combat- proven and have been highly rated by the IDF, USA Military (Army, Air Force & Navy) and NATO members. IMI designs, upgrades, produces and integrates full combat solutions, as well as professional training and services. The company is making efforts to manufacture products that are considered an “arsenal” for the Israel’s national Defence. It is state-owned, a fact that limits its going forward using its big potential. Elbit Systems and its subsidiaries, operates in the areas of aerospace, land and naval systems, command, control, communications, computers, intelligence surveillance and reconnaissance (“C4ISR”), unmanned air systems (“UAS”), advanced electro- optics, electro-optic space systems, EW suites, airborne warning systems, ELINT systems, data links and military communications systems and radios.  The Company also focuses on the upgrading of existing military platforms, developing new technologies for Defence, homeland security and commercial aviation applications and providing a range of support services.   • 31. 31 India's Defence Sector T he country’s defence services include three Armed Forces (i.e., the Army, the Navy and the Air Force), and other Departments, primarily Defence Research and Development Organisation (DRDO) and Defence Ordnance Factories. Defence Production Defence Public Sector Units (DPSUs) continue to play an integral part in the defence production. Defence has for a long time been a part of the public sector since it requires large investments and substantial research and development (R&D) support. India maintains an extensive defence industrial base with 39 Ordnance Factories and 8 DPSUs which are engaged in the manufacture of state-of- the-art weapons and systems for the armed forces. Over the years, these organisations have aimed to achieve self- sufficiency and indigenization of defence manufacturing in the country. In terms of value of production, DPSUs account for more than 65 % of the total industrial output of all defence public sector entities in India. During 2011-12 the value of production by DPSUs was approximately US$ 5.2 billion as compared to about US$ 3.9 billion in 2010-11. Defence Budgets and Expenditure Defence allocation has been increased to Rs 495.2 billion for 2011-12, compared to last year’s Rs 444.2 billion. The Union Budget 2010-11 had raised the defence outlays to Rs. 1595 billion. Similarly, BrahMos block III with capability for steep diving from high altitudes and high maneuvers at multiple points during supersonic flight. Ring Laser Gyroscope (RLG) based Inertial Navigation System was developed, qualified and tested. ActiveRadarSeekerforadvancedmissionswasdeveloped. A Fibre Optics Gyro was successfully developed and tested on board. In the area of Aeronautics, Tejas, the Light Combat Aircraft (LCA) concluded its extensive flight tests including weapon trials, dropping of bombs, jettisoning drop tanks and night flights; leading to its Initial Operational Clearance (IOC) on 10th January, 2011. The first prototype of Light Combat Aircraft (LCA) Navy was rolled out and its induction tests were concluded. In tune with changing war of scenario, major thrust has been given to develop Unmanned Aerial Vehicle (UAV). Successful flight trials of RUSTAM-1, a UAV with endurance of 14 hours and altitude ceiling of 8,000 meters demonstrated the capabilities for automated/ remotely piloted landing/take-off and associated technologies. NISHANT, another UAV developed by DRDO was ready for induction by the Army. A medium sized aerostat based platform was developed for surveillance applications. A novel method was developed and flight-tested for an in-flight structural monitoring of the manned as well as unmanned aircraft structures. The scheme was flight tested on a NISHANT UAV. Over 100 test flights of a 3,000 gram Micro Aerial Vehicle (MAV) designed and developed by DRDO were carried out. Major milestones in the indigenous development of fighter aircraft engine was achieved with the completion of Official Altitude Testing (OAT) of Kaveri Gas Turbine Engine for simulated operating conditions. Subsequently, the flights of Kaveri engine were successfully carried out on a Flying Test Bed (FTB) proving the technological capability and maturity of the indigenous efforts. Advanced Active-cum-Passive integrated sonar system HUMSA NG was designed, developed and installed on various ships of Indian Navy.
