銀行家林劉淑英轉戰慈善 社企拒商業化必坐食山崩
慈善事業講求施予,通常有出無入,只有開支而無經營收益,善長捐助亦很難無止境延續,最終有機會坐食山崩。
林劉淑英(Teresa)在金融界打滾逾40年,最清楚任何事業的持續發展都講求收支平衡,她於2011年從星展(中國
)副董事長退休後,參與經營社福組織L plus H(即Love與Hope,愛與希望),擔任執行董事。該組織引入商界的
控股集團模式,旗下4家子機構各負責不同職能,有負責賺錢的時裝品牌,亦有派錢的助學基金,長遠希望整個集團
可做到收支平衡甚至滾存利潤,讓愛與希望持續擴大。採訪、撰文:劉嘉寶、許鎮邦 攝影:何澤
林太解釋,L plus H以有限公司形式成立,運作方式是當收到投資者(即捐款人)資金後,會透過母公司控制全部
資金,再重新分配予旗下4間機構,從事不同生意及社會福利工作;如果有利潤,組織更會將當中的35%用來派息
,惟投資者必須把這些回報再投放於慈善回饋社會,不能袋袋平安;另一限制是,即使組織賺個盤滿缽滿,投資者
獲分的利潤,限定不能多於他們總投資額的10%。
旗下四機構各有使命
不過,L plus H 的真正目標是做慈善及社會福利,因此旗下4間機構都有不同使命,當中用來做生意的L plus H
Fashion(綿德服裝)及L plus H Leather(綿德皮具),除了創造就業、為有需要人士提供工作外,亦希望透過年
長員工指導年輕員工,讓傳統手藝得以承傳;兩間機構也同時肩負着重振港產品牌聲威的使命,提供機會予有潛質
的本土設計師,讓他們發揮創意所長。
至於系內另外兩間機構則純屬行善,包括「燒錢」最多、專為低收入及邊緣家庭小學生提供教育支援的幼吾幼慈善
基金(見另稿);L plus H Creations則為青少年而設,希望透過藝術活動推動品格教育。林太承認,組織自2008
年成立至今,仍未做到收支平衡,但有關模式於外國已有成功經驗,加上港府近年不斷投放資源於社福及教育界
,故她相信L plus H只要在運作細節上不斷求變,精益求精,一定有機會成功。
勇於做開荒牛,林劉淑英其實是在另一平台延續她在商場上的作風。她曾任星展(中國)副董事長兼行政總裁,為
星展掛帥在內地發展綜合銀行業務及進行併購,並開拓星展(中國)的業務網路。「我性格很喜歡試,同
establish(發展)新事物,但先決條件是要有明確方向,就像當年星展集團併購道亨銀行,你要給予可行方法,證
明能夠發展到對方想要的東西,人家才會信你。」
林太2011 年從星展退休,但她自己則退而不休,移師慈善領域繼續打拚。在一次機緣巧合下,她認識了L plus H創
辦人莊學熹,因認同對方的理念而毅然加入。「Charles(莊學熹)當時跟我說,他們這班人只懂做生意,希望找一
個有行政經驗的人。」事實上,林劉淑英縱橫銀行及金融界40多年,曾見證無數企業成功與失敗,有關經驗對她晉
身社福事務相當有用。「起碼我會知道what work,what doesn't work(什麼行,什麼不行)。」
自我監督提升外界信心
她指出,以往慈善事業的最大困境,就是太堅持要與商業活動劃清界線,但其實單純依賴外來捐款,最終只會坐食
山崩,因此有必要滲入商業元素;不過,社福組織畢竟不同商業機構,不能一味盲目追求利潤。「進行每項商業決
定都要顧及對社會的影響;舉例說,別人開茶餐廳你又開,只要你做得好,可以『頂冧』對方,但社福組織要以社
會利益為本,就不可以這樣做生意。」
現時不少港人對社福組織或社企的認識,仍然停留在「開善堂」的層面,就連政府目前都未訂立慈善法,規管社企
活動。正因如此,林太認為L plus H更需要自我監督,維持高透明度,才能給予外界信心。林太重申,一個成功的
社福組織,是能夠在慈善及可持續性之間,兩全其美地取得平衡,即使世界上沒有永遠完美的運作模式,只要創造
出一個模式,能夠吸引別人跟從,已經算是成功了。
