This document provides information about the Inspire Helsinki 2019 data challenges event, including:
- The event will take place in Helsinki from October 22-24 and include data challenge presentations, workshops, and keynotes on the latest technologies.
- Four data challenges are described that provide datasets for participants to address. Support and resources for obtaining additional data and open source/sponsored tools are also outlined.
- Guidelines are provided for submitting challenge solutions by October 6, including a report and links to extra materials. Submissions will be evaluated for relevancy, impact, creativity and presentation quality.
- Reimbursement for travel and accommodation is available for one representative per selected team presenting their work at the event.

7. HOW TO GET DATA
• Each challenge proposes data sets appropriate for the challenge:
● Let's make the most out of INSPIRE!: INSPIRE Geoportal
● Find the best seaside vacation spot: HELCOM Map Service (some highlights of
particularly interesting data sets on challenge page)
● By the Beautiful Blue Danube: INSPIRE Geoportal (AELER will provide proprietary
data, freight infrastructure data)
● Commuting 2.0: Weather forecasts, observations, historical weather and mobile road
observation data (FMI WFS 3.0 and Vaisala WFS 3.0)

13. SUBMITTING YOUR WORK
• Submission deadline is October 6 23:59 CEST
• Send your submissions via email to inspire-helsinki2019@nls.fi
• Include the following information:
● A report of the work (PDF or PowerPoint format)
● Links to extra material available on the web (link to the working application is mandatory
when submitting one)
● The name of the team
● Contact information of the person presenting your results at Inspire Helsinki 2019 event

14. EVALUATION OF SUBMISSIONS
• Each submission will be evaluated by the challenge partner(s) and the challenge organisers
(we estimate 3-4 evaluators per submission).
• Submissions are evaluated for:
● Relevancy regarding to the challenge posed
● Potential the idea/application has to impact society
● Creativity of the work
● Presentation quality

Best submissions will be presented at the Inspire Helsinki 2019 event!

15. IPR REMINDER
• All intellectual property rights to the submitted work
remains with the submitting team.
• The challenge organisers and the challenge
partners reserve a right to use the submitted
material, including text, images and videos, for
promotion and marketing purposes with attribution
to the submitting team and mention of the Inspire
Helsinki 2019 Data Challenge.
• The challenge teams are encouraged but not
required to license their code and created datasets
using an open source / open access license.

17. EVENT REGISTRATION FOR TEAMS
• Each team is eligible for one (1) 100% discount code per team
for the Inspire Helsinki 2019 event in Helsinki on 22 - 24 October
(save up to 350 €) This includes participation in the whole event.
• The team representative must register to the event through an
online system (link to registration on the event website)
• The discounted tickets are only valid for the teams who have
sent a written submission for their challenge work by the
submission deadline
• Other team members can also join the presentation of their
submission without registration, but only for the duration of their
own presentation.

18. TRAVEL AND ACCOMMODATION
• There is a possibility to cover the travel and accommodation expenses of one
representative per team from a European destination.
• Each team must provide the name, surname and address of the team representative (i.e.
the person to be reimbursed). The address (i.e. the origin point of the travel) can be in
Europe but also outside Europe.
• The team representative will receive a formal invitation by e-mail, specifying the rules and
the ceilings
• After receiving this invitation (not before), the team representative can book the flight and
the hotel (according to the rules and the ceilings) and then he/she will be reimbursed after
the event.
• Please do not book any flights or hotels prior to receiving the formal invitation!
• Note that reimbursement will be only provided to representatives of teams that will actually
submit a valid solution to a challenge, i.e. a solution that complies with the minimum
requirements of the chosen challenge, before the deadline (October 6, 2019).

19. TRAVEL AND ACCOMMODATION
REIMBURSEMENT SPECIFICS
• Ceilings and rules:
• Travel costs must not exceed 800€. JRC will exactly reimburse the travel cost based
on the proof of the expense. The total travel expenses cannot exceed 800€ (i.e. if the
travel cost is higher than 800€, nothing can be reimbursed).
• For the accommodation, JRC provides a flat allowance of 100€ per night, for a
maximum of 3 nights.
• Finally, a daily allowance of 92€ for a maximum of 3 days (the conference days) will be
reimbursed. Since several meals are offered during the event, the daily allowance will
be reduced to take this into account. When asking for the reimbursement, you will need
to indicate the number of meals offered by the organizers.
• After the event, you should submit your reimbursement request as soon as possible,
and in any case no later than 30 days after the event.

21. AWARDS
• One member per winning team is awarded with a free entry and limited travel
expenses to the INSPIRE 2020 Conference in Dubrovnik, Croatia, with a change
to present the team’s final work in the conference.
• Safe Software and con terra GmbH will award the best utilisation of the FME tools
to solve one of the data challenges with a special FME Award, that includes free
registration for the Safe Software’s next international FME 2020 User Conference
in Vancouver and next con terra FMEDays.
• Partners may also give out extra awards for teams participating in their challenge!
