• National Innovation Council (NIC), established in 2010, functions
under the advisor to the Prime Minister which detriments the purpose
because this takes away the statutory and authoritative value.
• The Indian R&D sector has huge deficiency of corporate backing since it
fails to provide profitable returns to the benefactors.
• Lack of appropriate infrastructure limits the R&D prospects in India
from achieving the optimum results.
• Due to limited promotion of several NIC and other government formulated policies
to widen the scope of innovations in India , their accessibility and outreach to the
common masses is hugely affected.
• The flawed perspective of Indian people towards R&D is an
outcome of low returns to input ratio.
• Theses of Indian researchers often result in vain due to lack in requisite
entrepreneurial skills which in turn fails to garner global attention.
• Flaws in cooperative operations amongst universities , research institutions is
a key factor in obstruction of research field to attain required momentum.

of R&D projects, CPA
would collaborate with

agencies to procure

assistance.
Retaining transparency
with common masses is
imperative for any body to
work effectively in a
democracy. CPA would
fulfill this vital task by
publishing the performance
reports of NIC & other
updates assessed by CEE.
 Restructuring NIC will effectively create an affirmed R&D platform in the
country.
 Present research output of India accounts for 3.5% of total global output. With
reformed policies, research output will witness a positive boost.
 Higher incentives along with R&D prospects will in turn amplify employability
in research fields ,thus, reforming Indian economy status in the long run.
 Proficient R&D will hugely benefit & impact socio-economic sectors like
Agriculture, Defense practices, Transportation , etc.
 The academicians would experience an amplified spectrum of professional

Boosting India's R&D Through National Innovation Council Reform

  • 2. • National Innovation Council (NIC), established in 2010, functions under the advisor to the Prime Minister which detriments the purpose because this takes away the statutory and authoritative value. • The Indian R&D sector has huge deficiency of corporate backing since it fails to provide profitable returns to the benefactors. • Lack of appropriate infrastructure limits the R&D prospects in India from achieving the optimum results. • Due to limited promotion of several NIC and other government formulated policies to widen the scope of innovations in India , their accessibility and outreach to the common masses is hugely affected. • The flawed perspective of Indian people towards R&D is an outcome of low returns to input ratio. • Theses of Indian researchers often result in vain due to lack in requisite entrepreneurial skills which in turn fails to garner global attention. • Flaws in cooperative operations amongst universities , research institutions is a key factor in obstruction of research field to attain required momentum.

NATIONAL INNOVATION COUNCIL CENTRE FOR R&D ANALYSIS (CRDA) CENTRE FOR ECONOMIC AFFAIRS (CEA) CENTRE FOR COMPREHENSIVE EVALUATION (CCE) CENTRE FOR PUBLIC AWARENESS (CPA) This constitutional section of NIC would aim at developing research framework in accordance to country’s necessities, collaborating innovations with financial means, adequate & appropriate infrastructure, encouraging nubile researchers with frugal incentives, streamlining supplementary research processes. This financial arm of NIC would channelize Monitory Resources to construe a crossroad between researchers & benefactors with public & private sectors. Formulating beneficial policies coalescing with CRDA, International Diplomatic relations & marketing productive research projects to finance itself are participatory functions of CEA. This subordinate council creates training platform for next generation innovators. Ground operations of this body include conduction of innovation & public surveys, evaluation of R&D projects, screening, nurturing of brightest minds, maintaining administrative links & monitoring the entire functioning of NIC. This section aims at inculcating innovative ideas at grass root level, promoting policies of NIC garnering support of scientific associations, publishing performance reports of NIC for transparency.

Research Framework Segregation of Research Sectors Infra-Development Screening Merchandising R&D Process Streamlining The foremost task of CRDA would be incorporating the contributory functions of fellow bodies of NIC in its operations CRDA would branch out various economically viable Indian sectors which would benefit from innovative and sector- oriented research CRDA would fabricate a database of potential universities , research institutes , independent agencies & would provide them with exquisite infrastructure & fluent communicational paradigm The most profitable & viable project would be filtered through scrutiny & accordingly capital provided through CEA would be allocated for their advancement To maximize the quantitative aspect of R&D professionals, CRDA would fabricate a series of frugal incentives for researchers. Incentives would be comprising of monetary & trivial benefits Speeding up the R&D process by utilizing fast-paced yet profitable process stimulation techniques. The schematics would outline a thorough procedure supplementing R&D like patent filing , publications, etc.

Policy Making Corporate & Government coalescing Administrative coalition Sustaining International relations R&D Retailing Formulation of policies aimed at providing economic viability & productivity of R&D projects. Simultaneously, framing investment seeking policies to obtain financial resources through private & public sectors CEA’s primary intent would be establishing mutually beneficial relations with private & governmental corporations to achieve optimal employable resources Monetary funds raised by CEA would be passed onto CRDA for its proper circulation & allocation to the growth oriented R&D projects after a scrutinized evaluation by CCE CEA would cultivate stable diplomatic international relations with foreign universities & research institutions for effective timely collaborations Fostering of substantial assets would be done efficaciously by CEA by global marketing of most practicable research projects

Aptitude Development Project value assessment Social Valuation Political Co-operation Internal Affairs The CCE would inculcate young bright minds into the R&D arena by devising screening processes & mentoring the designated candidates to realize their maximum potential By evaluation of the potential prospects of projects, CCE would improvise the process of fund allocation of CRDA by selective filtering Through conduction of innovation surveys across the country, CCE would trace out the most crucial sectors in India which require vital R&D and their unique applications In order to secure the authoritative value of NIC policies & decisions, CCE would sustain healthy political relations To warrant the proper functioning of entire NIC structure, CCE would constantly monitor that rules & regulations are being followed & NIC keeps up to its synchronizing capacity

SEEDING AWARENESS POLICY PROMOTION SCIENTIFIC ALLIANCES TRANSPERENCY MAINTENANCE To familiarize secondary level students about the R&D sector CPA would operate a part of its functioning in this level by conducting conferences, seminars , discussions, workshops, online competitions. CPA would advertise through publications, social media to notify the masses about NIC policies, scheme for better response to its performance. For improvised results of R&D projects, CPA would collaborate with international science and research associations and agencies to procure technological assistance. Retaining transparency with common masses is imperative for any body to work effectively in a democracy. CPA would fulfill this vital task by publishing the performance reports of NIC & other updates assessed by CEE.
  • 9.  Restructuring NIC will effectively create an affirmed R&D platform in the country.  Present research output of India accounts for 3.5% of total global output. With reformed policies, research output will witness a positive boost.  Higher incentives along with R&D prospects will in turn amplify employability in research fields ,thus, reforming Indian economy status in the long run.  Proficient R&D will hugely benefit & impact socio-economic sectors like Agriculture, Defense practices, Transportation , etc.  The academicians would experience an amplified spectrum of professional development as the NIC will require academic expertise proportionally with management tactics.
