2. • National Innovation Council (NIC), established in 2010, functions
under the advisor to the Prime Minister which detriments the purpose
because this takes away the statutory and authoritative value.
• The Indian R&D sector has huge deficiency of corporate backing since it
fails to provide profitable returns to the benefactors.
