INTRODUCTION
Women empowerment is the process to produce self-confidence in women at the basis of
physical and mental. It refers to the ability of women to transform economic and social development. Nowadays this
is a very burning topic all over in the world. For the welfare of women and empowerment for them everywhere
awakening campaigns and organizations are coming forward. Over the past decade, gender equality and women's
empowerment have been explicitly recognized as key not only to the health of nations, but also to social and
economic development. India's National Population Policy 2000 has 'empowering women for health and nutrition' as
one of its crosscutting strategic themes. Additionally, the promotion of gender equality and empowering of women is
one of the eight Millennium Development Goals (MDG) to which India is a signatory. The pairing of the two concepts
of women's empowerment and gender equality into one MDG implicitly recognizes that gender equality and
women's empowerment are two sides of the same coin: progress toward gender equality requires women's
empowerment and women's empowerment requires increases in gender equality as in this figure.
The Constitution of India guarantees to all Indian women equality (Article 14), no discrimination by the State (Article
15(1)), equality of opportunity (Article 16), and equal pay for equal work (Article 39(d)). In addition, it allows special
provisions to be made by the State in favour of women and children (Article 15(3)), renounces practices derogatory to
the dignity of women (Article 51(A) (e)), and also allows for provisions to be made by the State for securing just and
humane conditions of work and for maternity relief (Article 42). It is not possible for a bird to fly on only one wing said
by Vivekananda. To run the world men and women both have to be the wing to fly. In order to measure gender equality
and women's empowerment, the concepts need to be clearly defined and their hypothesized associations with each
other and health outcomes discussed.
Why this inequalities in our society?
The reasons of these inequalities are following:-
a) Illiteracy of people
Our country India is agriculture prompt country. The ratio of people is more than the people
who are living in the urban areas. The 65% of people are living in villages and still today 35 % (approx) of people are
illiterate in our country. Because of this illiteracy the status of women is pitiable. In our country we worship girls as
goddess Durga, Kali, Laxmi but on the other hand we disrespect these girls because people think that boys are only
important for the society. People think that boys will take care of them in their declining so they announced their
boys for the heir of their property and there is no part of the girls but the reality is that these boys throw out their
parents in their declining. But what is the reason of this illiteracy why people of village are not literate why are not
they get the education of morality why they do not have the manner of socialism because of the scarcity of the basic
or primary education. The primary education is most important part of a human life. It teaches him the manner and
respect to others. In the rural areas primary school; s are opened but there is no education in those school teachers
are appointed to run the school but they do not do their duty honestly many of the teachers are not attend the
school because they do not have the interest in teaching but they are interested when the salary transferred to their
account. There are many surveys held on primary schools but the result of the survey is negative teachers are not
present in schools, the building of schools are used to tie the cattle of village. That is the reason why the people of
India are illiterate and they do not have the socialism manner and that is the reason girls got teased and some time
they got abused.
b) Gender inequalities
A fundamental indicator of gender inequality in India, and arguably, one of the most powerful,
is a preference for sons so strong that it is manifested as limiting the birth and survival of girls. The 2001 census data for
India revealed a sharp decline in the sex ratio for the population age 0-6, from 945 females in 1991 to 927 females per
1,000 males. The trend in the sex ratio of the voider-seven population based on National Family Health Survey data for
the period 1992-93 to 2005-06 also provides evidence of continued decline and shows that in 2005-06 the voider-seven
sex ratio had fallen further to 915 females per 1,000 males .The decline over time in the voider-seven sex ratio can have
one or more of mainly three possible causes: a decrease in the sex ratio at birth through the use of technologies that
enable sex selection; an increase in the mortality of girl children compared with the mortality of boy children,
suggesting intensification of the already documented discrimination against the girl child; or a systematic undercount of
female children, compared with male children under the age of seven.
Is this empowerment necessary in our society?
Mostly people answered in affirmative because they know, the women are not safe. They
are suppressing in our society. Since gender inequality and women's disempowerment occur in all the different
domains in which women and men interact and function, both concepts are multi-dimensional; consequently, they
give rise to a large number of potential indicators. Indicators of gender equality/inequality are typically designed to
compare the status of women and men on particular characteristics of interest; whereas, by definition, indicators of
empowerment/disempowerment end not to be relative. The reason of this, we are living in male dominating society.
In our society people thinks that the boys continue their family. But they do not know if there are no women there
will be no exist of family. Women play many role in her life ever as a daughter, as a sister, as a wife, as a mother, as a
daughter-in-law. In our constitution woman has the same right of voting as a man they are participating in the social
activities, now they are working in banks, MNC’s , hospitals, engineering institute and many other private and
government sector. Nowadays they are also surfing our INDIAN ARMED FORCES. Many of the I.A.S. officers are
women and now they are taking part in government; but the other side they get raped; killed and burnt for the
dowry. Even now over some places in India their parents force them to get married in their childhood. Their parents
do not allow them to go school or for the higher education the status of women are not good in our society. They are
not safe and they need empowerment. Here is the data of crimes happened against women in last 5 years.

If we look at total number of cases, it shows that cases are only increasing. But on the other hand we find that cases of
Sati Prevention Act – 0 and Dowry Prohibition Act, Importation of Girls and Sexual Harassment cases are decreasing. By
this data we can easily see that what is happening? And what our government are promising to us.
Plan made by Government
Our government made these plans for welfare of women –
Janani surakhsha yojna, jyoti yojna, balika samridhi yojna, kishori shakti yojna.
Women’s Reservation Bill
Women’s Reservation Bill has been a political raw nerve for nearly a decade now. It has always triggered heated
debates in parliament and outside. To proposed legislation to 33.3% seats in parliament, state legislatures, and
panchayat for women, was drafted by H D DEV GOWDA. It is introduced in loksabha 12 September 1996. Various
political parties opposed it because they fear many of their male leaders won’t get chance to fight election. From day
one, Lalu Prasad(rashtriya janta dal) and Mulayam singh yadav(samajwadi party) have been the main political forces to
opposed the bill.
Political pundits, sociologist, political scientists, feminists and historians and almost everybody has
said that if the bill comes an act, it will be the biggest socio-political news since independence.
What should do welfare for women empowerment?
If we want to welfare for women empowerment and develop our
country, here basic need is that develop the mentality of the person. It means that first and most important thing is
to provide well knowledge among the children. As there is a proverb “As you shall you reap” .If we will not provide
them good moral education, they will learn bad activities. Nowadays era is developing by leaps and bounds. So we
will have to developed our mentality, we have to come across to the world and we have to take a pledge regarding
safety and empowerment of women. People always ready to blame girls dressing. But boys parent teach them good
moral. In THE DAMINI CASE for her, many students reached at Delhi and they raised their voice against that brutal
crime, did by those 6 men. This quotation was highlighted by the girl’s students. “Don’t tell us what to wear, tell
your son not to rape”. But our government didn’t want to hear those students who were present at India gate.
Instead of listen them, government ordered that to through water on those student. Here are some views over the
issue -
a) IMPROVE PRIMARY EDUCATION SYSTEM
As we know if the base of any building is not strong then there is no mean
outer beauty as well as if a man does not have the manner of socialism, behaving manner then its total waste then
whatever he is. The moral quality is the basic infrastructure of a good human and it teaches only in primary education.
So improving the primary education we have to tell the benefits of education to illiterate people we have to do the
stage performances in backward areas to tell them the benefits of education. There are many education programs are
run by Indian government but why we do not have the good result because corruption interrupt the conduction of this
program. Government pass a large amount for primary education but the large part of this amount is devoured by the
mediator and a small part is provided for primary education system. To stop the corruption of mediator everyone has
to awake against this corruption. Through stage performance and social gathering we have to tell the rights to village
people. There are some important rights for primary education which are followings:-
1) There is education available at free of cost for the children whom are the age of 6 to 14 years.
2) There are books and bags available at free of cost.
3) The dress is also available at free of cost.
The points which are given above are some important basic rights for primary class children.
b) IMPROVE THE POLICE ADMINISTRATION SYSTEM
Police is the Guardian of society but now these days this system is
looking fail in safety of women. The culprits are not got arrested after a long time of accident and they make continue
their crime. This is the failure of our police department. They are not awaking; they are interested in taking bribes and
do the duty of powerful and corrupted leaders. In the market places the girls get teased by the vagabond, our police do
not take any serious action what is this? Is our police department helpless? Why these accidents happen?
To stop the arbitrary of vagabonds’ police should post their constables in the market places, in the
dreary way, on every traffic signals and such others public places. They should not neglect a slight teasing and punish
those vagabonds strictly. Police should create a good relationship with public with this public can trust on police
department.
CONCLUSION
Government has to create the rules and these rules should be implementing in mega
cities very quick, cause most of the cases are happening in cities. Today women are creating history and then to our
government is not implementing rules for women empowerment. Women in India now participate fully in areas such
as education, sports, politics, media, art and culture, service sectors, science and technology, etc. Indira Gandhi who
served as prime minister of India for an aggregate period of fifteen years is the world's longest serving woman Prime
Minister. Kalpna chawla, was an astronaut. They proved themselves. The development of rural areas and the
broadening of freedom enjoyed by communities are key to women's empowerment. Equally, it is necessary to adopt
temporary special measures that would accelerate equality between the genders: such as Affirmative Action programs.
The modification of social and cultural patterns in order to achieve the elimination of prejudices and practices is against
women ought to be undertaken. The specific areas investigated included son preference, education, age at marriage,
spousal age differentials, employment, female household headship, women's access to resources, gender relations in
the household, women's participation in decision making, and spousal violence. In general, the report finds that gender
inequality is persistent in every domain examined, and women are disempowered both absolutely and relative to men.
Our system has to get some changes in our constitution. Cause we also know that “Behind every successful men,
there is a hand of women”. If we promote women empowerment, we will see the best work of them.

  • 2. INTRODUCTION Women empowerment is the process to produce self-confidence in women at the basis of physical and mental. It refers to the ability of women to transform economic and social development. Nowadays this is a very burning topic all over in the world. For the welfare of women and empowerment for them everywhere awakening campaigns and organizations are coming forward. Over the past decade, gender equality and women's empowerment have been explicitly recognized as key not only to the health of nations, but also to social and economic development. India's National Population Policy 2000 has 'empowering women for health and nutrition' as one of its crosscutting strategic themes. Additionally, the promotion of gender equality and empowering of women is one of the eight Millennium Development Goals (MDG) to which India is a signatory. The pairing of the two concepts of women's empowerment and gender equality into one MDG implicitly recognizes that gender equality and women's empowerment are two sides of the same coin: progress toward gender equality requires women's empowerment and women's empowerment requires increases in gender equality as in this figure. The Constitution of India guarantees to all Indian women equality (Article 14), no discrimination by the State (Article 15(1)), equality of opportunity (Article 16), and equal pay for equal work (Article 39(d)). In addition, it allows special provisions to be made by the State in favour of women and children (Article 15(3)), renounces practices derogatory to
  • 3. the dignity of women (Article 51(A) (e)), and also allows for provisions to be made by the State for securing just and humane conditions of work and for maternity relief (Article 42). It is not possible for a bird to fly on only one wing said by Vivekananda. To run the world men and women both have to be the wing to fly. In order to measure gender equality and women's empowerment, the concepts need to be clearly defined and their hypothesized associations with each other and health outcomes discussed. Why this inequalities in our society? The reasons of these inequalities are following:- a) Illiteracy of people Our country India is agriculture prompt country. The ratio of people is more than the people who are living in the urban areas. The 65% of people are living in villages and still today 35 % (approx) of people are illiterate in our country. Because of this illiteracy the status of women is pitiable. In our country we worship girls as goddess Durga, Kali, Laxmi but on the other hand we disrespect these girls because people think that boys are only important for the society. People think that boys will take care of them in their declining so they announced their boys for the heir of their property and there is no part of the girls but the reality is that these boys throw out their parents in their declining. But what is the reason of this illiteracy why people of village are not literate why are not they get the education of morality why they do not have the manner of socialism because of the scarcity of the basic or primary education. The primary education is most important part of a human life. It teaches him the manner and respect to others. In the rural areas primary school; s are opened but there is no education in those school teachers are appointed to run the school but they do not do their duty honestly many of the teachers are not attend the school because they do not have the interest in teaching but they are interested when the salary transferred to their account. There are many surveys held on primary schools but the result of the survey is negative teachers are not present in schools, the building of schools are used to tie the cattle of village. That is the reason why the people of

India are illiterate and they do not have the socialism manner and that is the reason girls got teased and some time they got abused. b) Gender inequalities A fundamental indicator of gender inequality in India, and arguably, one of the most powerful, is a preference for sons so strong that it is manifested as limiting the birth and survival of girls. The 2001 census data for India revealed a sharp decline in the sex ratio for the population age 0-6, from 945 females in 1991 to 927 females per 1,000 males. The trend in the sex ratio of the voider-seven population based on National Family Health Survey data for the period 1992-93 to 2005-06 also provides evidence of continued decline and shows that in 2005-06 the voider-seven sex ratio had fallen further to 915 females per 1,000 males .The decline over time in the voider-seven sex ratio can have one or more of mainly three possible causes: a decrease in the sex ratio at birth through the use of technologies that enable sex selection; an increase in the mortality of girl children compared with the mortality of boy children, suggesting intensification of the already documented discrimination against the girl child; or a systematic undercount of female children, compared with male children under the age of seven. Is this empowerment necessary in our society? Mostly people answered in affirmative because they know, the women are not safe. They are suppressing in our society. Since gender inequality and women's disempowerment occur in all the different domains in which women and men interact and function, both concepts are multi-dimensional; consequently, they give rise to a large number of potential indicators. Indicators of gender equality/inequality are typically designed to compare the status of women and men on particular characteristics of interest; whereas, by definition, indicators of empowerment/disempowerment end not to be relative. The reason of this, we are living in male dominating society.
  • 5. In our society people thinks that the boys continue their family. But they do not know if there are no women there will be no exist of family. Women play many role in her life ever as a daughter, as a sister, as a wife, as a mother, as a daughter-in-law. In our constitution woman has the same right of voting as a man they are participating in the social activities, now they are working in banks, MNC’s , hospitals, engineering institute and many other private and government sector. Nowadays they are also surfing our INDIAN ARMED FORCES. Many of the I.A.S. officers are women and now they are taking part in government; but the other side they get raped; killed and burnt for the dowry. Even now over some places in India their parents force them to get married in their childhood. Their parents do not allow them to go school or for the higher education the status of women are not good in our society. They are not safe and they need empowerment. But on the other hand we find that cases of Sati Prevention Act – 0 and Dowry Prohibition Act, Importation of Girls and Sexual Harassment cases are decreasing. By this data we can easily see that what is happening? And what our government are promising to us. Plan made by Government Our government made these plans for welfare of women – Janani surakhsha yojna, jyoti yojna, balika samridhi yojna, kishori shakti yojna.
  • 7. Women’s Reservation Bill Women’s Reservation Bill has been a political raw nerve for nearly a decade now. It has always triggered heated debates in parliament and outside. To proposed legislation to 33.3% seats in parliament, state legislatures, and panchayat for women, was drafted by H D DEV GOWDA. It is introduced in loksabha 12 September 1996. Various political parties opposed it because they fear many of their male leaders won’t get chance to fight election. From day one, Lalu Prasad(rashtriya janta dal) and Mulayam singh yadav(samajwadi party) have been the main political forces to opposed the bill. Political pundits, sociologist, political scientists, feminists and historians and almost everybody has said that if the bill comes an act, it will be the biggest socio-political news since independence. What should do welfare for women empowerment? If we want to welfare for women empowerment and develop our country, here basic need is that develop the mentality of the person. It means that first and most important thing is to provide well knowledge among the children. As there is a proverb “As you shall you reap” .If we will not provide them good moral education, they will learn bad activities. Nowadays era is developing by leaps and bounds. So we will have to developed our mentality, we have to come across to the world and we have to take a pledge regarding safety and empowerment of women. People always ready to blame girls dressing. But boys parent teach them good moral. In THE DAMINI CASE for her, many students reached at Delhi and they raised their voice against that brutal crime, did by those 6 men. This quotation was highlighted by the girl’s students. “Don’t tell us what to wear, tell your son not to rape”. But our government didn’t want to hear those students who were present at India gate.
  • 8. Instead of listen them, government ordered that to through water on those student. Here are some views over the issue - a) IMPROVE PRIMARY EDUCATION SYSTEM As we know if the base of any building is not strong then there is no mean outer beauty as well as if a man does not have the manner of socialism, behaving manner then its total waste then whatever he is. The moral quality is the basic infrastructure of a good human and it teaches only in primary education. So improving the primary education we have to tell the benefits of education to illiterate people we have to do the stage performances in backward areas to tell them the benefits of education. There are many education programs are run by Indian government but why we do not have the good result because corruption interrupt the conduction of this program. Government pass a large amount for primary education but the large part of this amount is devoured by the mediator and a small part is provided for primary education system. To stop the corruption of mediator everyone has to awake against this corruption. Through stage performance and social gathering we have to tell the rights to village people. There are some important rights for primary education which are followings:- 1) There is education available at free of cost for the children whom are the age of 6 to 14 years. 2) There are books and bags available at free of cost. 3) The dress is also available at free of cost. The points which are given above are some important basic rights for primary class children. b) IMPROVE THE POLICE ADMINISTRATION SYSTEM Police is the Guardian of society but now these days this system is looking fail in safety of women. The culprits are not got arrested after a long time of accident and they make continue their crime. This is the failure of our police department. They are not awaking; they are interested in taking bribes and
  • 9. do the duty of powerful and corrupted leaders. In the market places the girls get teased by the vagabond, our police do not take any serious action what is this? Is our police department helpless? Why these accidents happen? To stop the arbitrary of vagabonds’ police should post their constables in the market places, in the dreary way, on every traffic signals and such others public places. They should not neglect a slight teasing and punish those vagabonds strictly. Police should create a good relationship with public with this public can trust on police department. CONCLUSION Government has to create the rules and these rules should be implementing in mega cities very quick, cause most of the cases are happening in cities. Today women are creating history and then to our government is not implementing rules for women empowerment. Women in India now participate fully in areas such as education, sports, politics, media, art and culture, service sectors, science and technology, etc. Indira Gandhi who served as prime minister of India for an aggregate period of fifteen years is the world's longest serving woman Prime Minister. Kalpna chawla, was an astronaut. They proved themselves. The development of rural areas and the broadening of freedom enjoyed by communities are key to women's empowerment. Equally, it is necessary to adopt temporary special measures that would accelerate equality between the genders: such as Affirmative Action programs. The modification of social and cultural patterns in order to achieve the elimination of prejudices and practices is against women ought to be undertaken. The specific areas investigated included son preference, education, age at marriage, spousal age differentials, employment, female household headship, women's access to resources, gender relations in the household, women's participation in decision making, and spousal violence. In general, the report finds that gender inequality is persistent in every domain examined, and women are disempowered both absolutely and relative to men.
  • 10. Our system has to get some changes in our constitution. Cause we also know that “Behind every successful men, there is a hand of women”. If we promote women empowerment, we will see the best work of them. *****
