1. Institute´s Background & Facts
Institute´s Status
INSAF is a nonprofit, nonpartisan, politically and religiously neutral
organization.
INSAF means in both Dari & Pashto, justice, transparency and openness
INSAF is a registered organisation in the official register in the city of
Darmstadt, in the state of Hessen in the Federal Republic of Germany.
It is officially recognised by the tax authority as a charitable and non-profit
association.
INSAF is founded and managed by a group of mostly students and graduates
from a variety of disciplines with a deep passion for rebuilding Afghanistan and
rethinking the usual approaches to support Afghanistan’s civil society.
The staff are living in Darmstadt, Frankfurt and Hamburg.

2. Vision, Values and Mission Statement
Vision
A strong, unified and informed Afghan civil society, which is able to hold an
open and transparent Afghan government accountable, using facts and open
data available on the interactive online information platform.
Values
Freedom of information, freedom of speech, pluralism and the human rights
Charter of the United Nations.
Mission Statement
Act as an independent online information platform and network,
Enable a more transparent and open government in Afghanistan
Serve strong change makers for a bright and autonomous Afghanistan.

3. Word and Action Philosophy
Inform.
Information and facts are to be used as tools by citizens to bring about changes
Empower citizens to make more informed decisions on a variety of issues
Enlighten.
Packaged, fact-checked and textualized information disseminated via
appropriate information channels to target groups.
Information disseminated in a variety of languages to reach all sections of
target audience
Action. 2.0
Argue and demonstrate the necessity of action oriented projects for change
Informed citizens can then prepare and carry out practical projects.

Studies
Definition
Afghan Studies (German: Afghanistik, French: Études afghannes)
● Research profile refers to the subject and objectives of the research
● As a scientific discipline, Afghan Studies focuses on Afghanistan with the
purpose to deliver, provide and offer profound and nuanced insights at an
academic level
● Afghan Studies is a subject of a scientific nature and requires an
interdisciplinary perspective and approach.
Research Fields of Afghan Studies
Afghan Studies encompasses a number of different scientific disciplines:
● Empirical identity research
● Literature, cultural studies and history
● Linguistics and didactics

2. Field for Empowerment of
Civil Society in Afghanistan
● Offering workshops, E-learning sessions and manuals to
for civil society leaders
● Launching information campaigns in the media
● Providing investigative background information on
legislations
● Information on MPs' backgrounds, updates on their
activities
● Lobby for Afghan NGOs in Germany, in the parliament and
landtag [legislative assembly of a German state]
● Establishing database of information that can be used by
media, lawyers, MPs, analysts and researchers

3. Field Empowerment of Civil Society
via Online Communication
Establishing neutral Information and Communication Platform
Building an uncensored Information Fact Center in Dari, Pashto and English
Collection & aggregation of crowdsourced content (Claims, facts, individual
cases, self-reporting)
● Corruption cases in state agencies and institutions in districts and
provinces
● Claims and accusations of human rights abuses by politicians and warlords
and those working in state institutions such as ANSF
● The violations of women’s rights in districts and provinces
● Civilian casualties by government, international forces and anti-
government groups
● The casualties of international coalition forces by anti-government groups
● Attacks by anti-government groups against civilian institutions

Definition and Philosophy of "Open Government Data" describes the open and
transparent administration of public sector data and its availability in the
interest of citizens.
Government data includes all data held by government institutions such as
● Government ministries
● Government offices
● and other public administration authorities.
The Open Data Access philosophy describes unrestricted access to public
records that are in the interests of the public for entirely free usage which
includes:
dissemination, publication, personal or commercial use, and for the use of
citizen initiatives, organisations and businesses.

4. Field Supporting Freedom of
information laws in the Afghanistan
"The use and dissemination of data from the public sector is legally guaranteed
in article No. 50, paragraph 2, Article No.29 Thus, the Afghan constitution
ensures transparency and accountability of government organizations."
INSAF future projects that focus on "Open Data Government" will be guided by
the principles based on the freedom of information and data
● All data which is not expressly a secret, or bound by personal privacy or
security restrictions should be public.
● All state authorities should publish the data in their records, regardless of
the size, cost or relevance
● The data should be made available as soon as possible and records
should be published in full at regular time intervals, not just at the request
of individual citizens or groups
● Information records should be available free of charge to citizens for any
purpose, including for-profit purposes without restrictions.

Government Data
1. Data Must Be Complete
2. Data Must Be Primary (original source, granularity, not modified forms)
3. Data Must Be Timely (available as soon as possibe, in relation to the
relevancy of the data )
4. Data Must Be Accessible (readily available to a wide range of people )
5. Data Must Be Machine Processable (reasonably structured , formatted )
6. Access Must Be Non-Discriminatory (no registration requirement )
7. Data Formats Must Be Non-Proprietary (available in a variety of formats )
8. Data Must Be License-free (no copyright, patent, trademark)
9. Finally, compliance must be reviewable.

  • 3. INSAF 1. Institute´s Background & Facts Institute´s Status INSAF is a nonprofit, nonpartisan, politically and religiously neutral organization. INSAF means in both Dari & Pashto, justice, transparency and openness INSAF is a registered organisation in the official register in the city of Darmstadt, in the state of Hessen in the Federal Republic of Germany. It is officially recognised by the tax authority as a charitable and non-profit association. INSAF is founded and managed by a group of mostly students and graduates from a variety of disciplines with a deep passion for rebuilding Afghanistan and rethinking the usual approaches to support Afghanistan’s civil society. The staff are living in Darmstadt, Frankfurt and Hamburg.

Vision, Values and Mission Statement Vision A strong, unified and informed Afghan civil society, which is able to hold an open and transparent Afghan government accountable, using facts and open data available on the interactive online information platform. Values Freedom of information, freedom of speech, pluralism and the human rights Charter of the United Nations. Mission Statement Act as an independent online information platform and network, Enable a more transparent and open government in Afghanistan Serve strong change makers for a bright and autonomous Afghanistan.

Information and facts are to be used as tools by citizens to bring about changes Empower citizens to make more informed decisions on a variety of issues Enlighten. Packaged, fact-checked and textualized information disseminated via appropriate information channels to target groups. Information disseminated in a variety of languages to reach all sections of target audience Action. 2.0 Argue and demonstrate the necessity of action oriented projects for change Informed citizens can then prepare and carry out practical projects.

Field Research Fields of Afghan Studies Definition Afghan Studies (German: Afghanistik, French: Études afghannes) ● Research profile refers to the subject and objectives of the research ● As a scientific discipline, Afghan Studies focuses on Afghanistan with the purpose to deliver, provide and offer profound and nuanced insights at an academic level ● Afghan Studies is a subject of a scientific nature and requires an interdisciplinary perspective and approach. Research Fields of Afghan Studies Afghan Studies encompasses a number of different scientific disciplines: ● Empirical identity research ● Literature, cultural studies and history ● Linguistics and didactics

Field Empowerment of Civil Society via Online Communication Establishing neutral Information and Communication Platform Building an uncensored Information Fact Center in Dari, Pashto and English Collection & aggregation of crowdsourced content (Claims, facts, individual cases, self-reporting) ● Corruption cases in state agencies and institutions in districts and provinces ● Claims and accusations of human rights abuses by politicians and warlords and those working in state institutions such as ANSF ● The violations of women’s rights in districts and provinces ● Civilian casualties by government, international forces and anti- government groups ● The casualties of international coalition forces by anti-government groups ● Attacks by anti-government groups against civilian institutions
  • 11. INSAF Definition and Philosophy of "Open Government Data" describes the open and transparent administration of public sector data and its availability in the interest of citizens. Government data includes all data held by government institutions such as ● Government ministries ● Government offices ● and other public administration authorities. The Open Data Access philosophy describes unrestricted access to public records that are in the interests of the public for entirely free usage which includes: dissemination, publication, personal or commercial use, and for the use of citizen initiatives, organisations and businesses. 4. Field Supporting Freedom of information laws in the Afghanistan "The use and dissemination of data from the public sector is legally guaranteed in article No. 50, paragraph 2, Article No.29 Thus, the Afghan constitution ensures transparency and accountability of government organizations." INSAF future projects that focus on "Open Data Government" will be guided by the principles based on the freedom of information and data ● All data which is not expressly a secret, or bound by personal privacy or security restrictions should be public. ● All state authorities should publish the data in their records, regardless of the size, cost or relevance ● The data should be made available as soon as possible and records should be published in full at regular time intervals, not just at the request of individual citizens or groups ● Information records should be available free of charge to citizens for any purpose, including for-profit purposes without restrictions.

Data Must Be Timely (available as soon as possibe, in relation to the relevancy of the data ) 4. Data Must Be Accessible (readily available to a wide range of people ) 5. Data Must Be Machine Processable (reasonably structured , formatted ) 6. Access Must Be Non-Discriminatory (no registration requirement ) 7. Data Formats Must Be Non-Proprietary (available in a variety of formats ) 8. Data Must Be License-free (no copyright, patent, trademark) 9. Finally, compliance must be reviewable.
