1. Livestock CRP CNA – introduction and purpose
Livestock CRP CNA – introduction and purpose
The capacity needs assessment (CNA) looked at the gap between where
capacities stand and where they need to be to scale.
The CNA looked at capacities across the CRP as a whole and within the 5
flagships - Animal genetics, Animal Health, environment, feeds and
forages, and Livelihoods and Agri-food Systems.
Assessments were conducted in 5 Livestock CRP countries: Ethiopia,
Nicaragua, Tanzania, Tunisia, and Uganda.

methodology and data collection tools
(framework, FGD & KII instruments) with Africa
RISING in Mali, & Ethiopia
Process: ILRI CapDev team conducted country
assessments in Uganda, Ethiopia & Tanzania. Data
collection done by CIAT in Nicaragua and ICARDA
in Tunisia.

Interviews: A total of 103 people were interviewed;
34 key informant interviews and 17 FGDs were
conducted across the five countries
Reports: Individual country reports for the five
countries, one consolidated report for the Livestock
CRP and a Livestock CRP Capacity Development
Strategy document.

• Limited policy awareness and participation by partners.
• Poor policy coordination and implementation (dissemination, enforcement,
regulation)
• Need for better application of training methodology and learning principles.
• Limited capacity for process-oriented learning and knowledge capturing
• Limited access to relevant knowledge by partners and government
especially at the lower levels.

• Limited partnership skills of Livestock CRP and partners. Partnership structures
are inconsistent, and projects don’t document and learn from their experiences
as much as they could.
• Limited project management skills (planning, implementation, financial and
data management) at the implementation level
• Limited government resources for extension activities
• Limited skills of extension staff in analyzing socio-cultural factors hindering
engagement (communication, participation, adoption) by farmers

1. Develop training methodology capacity
2. Develop partnership management capacity (support to the ongoing partnership work).
3. Develop capacity of extension workers to overcome barriers to communicating with farmers / pastoralists
4. Develop digital extension solutions to enhance current (low) extension capacities.
5. Develop and disseminate targeted advocacy messages (linked to the GLAD work)
6. Training on project management skills targeting implementation level staff

consideration, cultural dynamics, geolocation etc.

• Introduce ICT/mobile learning training e.g. IVR, offline first mobile
content, web based learning resources
• Introduce SMS solutions for wide scale information delivery e.g.
TextIt
• Introduce mobile solutions to improve
data collection e.g. crowdsourcing SMS tools for disease
surveillance tools
Recommendations (part 4)
Develop targeted advocacy messages on policy awareness
• Policy mapping to draw out specific messages targeting the
various policy actors – govt enforcement agencies, veterinary
officers, farmers, inputs and services providers etc.
• Develop audience specific policy awareness messages and align
the messages with effective delivery mediums e.g. SMS pocket
book, radio, social media content

Training on project management skills targeting implementation level
staff
• Develop blended learning content with performance support to
improve project management skills specific to various target
audience
• Provide access to appropriate project management self study
materials such open educational resources

  • 4. Livestock CRP CNA – introduction and purpose The capacity needs assessment (CNA) looked at the gap between where capacities stand and where they need to be to scale. The CNA looked at capacities across the CRP as a whole and within the 5 flagships - Animal genetics, Animal Health, environment, feeds and forages, and Livelihoods and Agri-food Systems. Assessments were conducted in 5 Livestock CRP countries: Ethiopia, Nicaragua, Tanzania, Tunisia, and Uganda. 1. Livestock CRP CNA – introduction and purpose

Methods and process Methodology and tools: Developed and tested methodology and data collection tools (framework, FGD & KII instruments) with Africa RISING in Mali, & Ethiopia Process: ILRI CapDev team conducted country assessments in Uganda, Ethiopia & Tanzania. Data collection done by CIAT in Nicaragua and ICARDA in Tunisia. Methodology

The capacity needs assessment (CNA) looked at the gap between where capacities stand and where they need to be to scale competencies at the organizational, community and system level to deliver expected outputs and achieve outcomes and contribute towards broader development goals. In this case ‘capacity’ is defined as the capabilities (knowledge, skills, experience, values, motivations, organizational processes, and linkages) that determine how well relevant stakeholders utilize resources, opportunities, and relationships. The CNA looked at CapDev across the CRP as a whole, W1/2 as well as W3/bilateral. As a selection criteria we looked at proposals of at least 300k from W3/Bilateral in 2017 within the 5 flagships - Animal genetics, Animal Health, environment, feeds and forages, and Livelihoods and Agri-food Systems. 1/5 and a tenth
