annually, outside of the UNESCO budget!
I will practice the open door policy for executives and
UNESCO staff, whose professional position I will consolidate
in their respective functions!
I will organize informal half-yearly meetings at UNESCO,
together with thinkers and intellectuals from all nationalities!
I will undertake a project for the rehabilitation and
modernization of the UNESCO headquarters in Paris and find
the necessary funds to finance this work!
I will see to the restoration of the historical site of Palmyra!

Je pratiquerai la politique de la porte ouverte aux cadres et
employés de l’UNESCO, dont je veillerai à consolider la

In my electoral program, and also during the
submission of my candidacy to the Executive
Board of UNESCO in April 2017, I stated my
intention to develop a support Fund for Small
Cultural and Artistic Projects (FSCAP).
This would be a substantial fund based on a
pragmatic approach, with
targeted tangible
productive results. It will
directly benefit the
concerned communities in
all five continents.
The allocated budget for
each one of these FSCAP
Projects is projected to be
approximately between
$20,000 and $100,000.
These amounts may not
seem considerable at the macroeconomic
level. However, they will seem substantially
fundamental for the concerned cultural and
artistic
communities.
Several of my contacts have already
expressed their desire to fund these support
funds in UNESCO’s fields of expertise. I put
forward the idea of allocating direct funding
through UNESCO conjointly with monitoring
that would guarantee the expected benefits in
a transparent manner.
We would then have at our disposal
additional substantial funds that would come
from individual patrons and
donors alike, which would
enable us to successful-
ly complete, on the field,
several projects funded
through this type of
contribution.
These FSCAP projects
would be broken down,
according to their specific
needs, among the most
disadvantaged parts of the
world, in particular, in the Caribbean Island
nations, South America, Africa and Asia.
To provide an additional example, among the
pilot projects, I also noticed that there has
been a strong interest for the development of
young girls’ education in the rural and
disadvantaged areas.
The FSCAP will then become available on an off-UNESCO Budget basis.
Dans mon programme électoral, puis
lors de la présentation de ma candidature
devant le Bureau Exécutif de l’UNESCO au
mois d’avril 2017, j’ai exprimé mon
intention de développer un Fonds de
Soutien aux Petits Projets Culturels et
Artistiques (PPCA).
Il s’agit d’un Fonds
conséquent fondé sur une
démarche pragmatique et
visant des résultats
tangibles. Il profitera
directement aux
communautés concernées
sur les 5 continents.
Le budget à allouer pour
chacun de ces PPCA se
situera entre 20.000 et
100.000 $. Des sommes qui ne semblent
pas considérables à un niveau
macro-économique, mais qui sont
substantielles pour les communautés
culturelles et artistiques concernées.
Plusieurs de mes contacts m’ont d’ores
et déjà exprimé leur désir de financer des
projets de soutien dans les domaines de
compétence de l’UNESCO, et j’ai proposé
l’idée d’un financement direct à travers
l’UNESCO, avec un monitorage qui
permettrait de garantir, dans la
transparence, les résultats escomptés.
Nous disposerons alors de Fonds
additionnels conséquents, provenant de
mécènes et donateurs
individuels, ce qui nous
permettra de mener à bon
terme, sur le terrain, de
nombreux projets
financés par ce type
d’apport.
Ces PPCA seraient répartis
selon les besoins, dans les
régions les plus
défavorisées du monde
et en particulier dans les
îles-nations des Caraïbes, en Amérique du
Sud, en Afrique et en Asie.
À titre d’exemple complémentaire, parmi
les projets pilotes, j’ai également remarqué
un grand engouement pour le
développement de l’enseignement des
jeunes filles dans les régions rurales et
défavorisées.

The Davos Forum in Switzerland brings together all the major global decision-makers to
discuss the complexities of economics and finance. But there is no real-world forum for
culture which would bring together thinkers, intellectuals and philosophers, who would
through their honest reflections and information sharing, pave the way for a better world
for mankind.
During the Avignon Forum in 2016, I then suggested the launching of a ‘World Culture
Summit’, an international meeting to be held at UNESCO where all international and
multicultural affiliates would meet to share and debate issues.
I believe that a ‘World Culture Summit’ being in the equivalent of a cultural Davos Forum,
would be all the more appropriate today in a world suffering from harsh
misunderstandings and prejudices. It would be a true ‘pinnacle of hope’ which would rise
above and take a step back to dismantle the walls of separation erected by the negative
attributes of intolerance and misunderstanding, one that would build real and lasting
bridges between countries and cultures.
This ‘Davos’ style culture summit would not only provide a brilliant opportunity for
international cultural exchanges but also encompass an enriching global experience of
knowledge transfer in the world of cultural and creative incubations. The ‘World Culture
Summit’ would enable the publishing of manuals and reference works as well as the design
of exchange programmes between various countries in the particular cultural expertise
field. This would guarantee that the Summit moves forward with a pragmatic and concrete
dimension above and beyond its outline of a sharing forum for unique ideas
and concepts.
With this vision in mind, the ‘World Culture Summit’ will be held every year at UNESCO in
Paris. It is also a project that will be funded outside of the UNESCO budget.
Le « Forum de Davos » en Suisse réunit les grands décideurs qui discutent économie et
finances. Mais il n’existe pas de véritable forum mondial de la culture, réunissant penseurs,
intellectuels et philosophes qui pourraient, de par leur réflexion et leurs échanges, paver le
chemin de l’Humanité pour un monde meilleur.
Lors du Forum d’Avignon en 2016, j’avais proposé alors, le lancement d’un
« Sommet Mondial de la Culture ». Une rencontre mondiale de la culture, qui se tiendrait
à l’UNESCO, où toutes les sensibilités internationales et multiculturelles pourraient se
rencontrer pour échanger et débattre.
Je pense qu’un « Sommet Mondial de la Culture », équivalent à un « Davos » de la
Culture, serait d’autant plus approprié aujourd’hui, dans un monde qui souffre d’impérities
et de préjugés.
Ce serait un véritable « Pinacle » qui prendrait de la hauteur pour démanteler les murs de
séparation érigés par l’intolérance et l’incompréhension, et qui édifierait plutôt des ponts
entre les cultures.
Ce « Davos » de la Culture ne serait pas uniquement une extraordinaire occasion
d’échanges culturels mondiaux, mais également une enrichissante expérience de transfert
de connaissances dans le domaine des incubations culturelles et créatives.
Le Sommet permettrait la publication de manuels et d’ouvrages de référence et la
conception de programmes d’échanges entre les divers pays dans le domaine de l’expertise
culturelle. Ceci lui assurerait une dimension pragmatique et concrète, par delà ses contours
de forum d’idées et de préceptes.
Le « Sommet Mondial de la Culture » se tiendrait chaque année à l’UNESCO à Paris. C’est
aussi un projet qui sera financé « Hors Budget UNESCO ».

Le Directeur Général de l’UNESCO a une
obligation de disponibilité que je souhaite
uniformiser. Il est tenu de prêter une
attention soutenue et constante et d’être
à l’écoute des penseurs, des intellectuels
et des grands journalistes, sur les grands
sujets de la culture, de la pensée et de l’art.
C’est dans cette perspective que je
prendrai l’initiative d’instaurer une
tradition qui, selon moi, est essentielle : il
s’agit d’ancrer l’idée de rencontres
semestrielles informelles dans la Capitale
des Lumières, à l’UNESCO même, avec les
penseurs et les intellectuels de toutes
nationalités.
L’occasion pour le Directeur Général de
s’ouvrir au monde et à la société civile,
pour écouter les réflexions, noter les
propositions et affirmer son aspiration à
être au service de la communauté
intellectuelle mondiale.
Il ne s’agit point d’une réunion de salons,
mais plutôt de l’occasion de mieux
appréhender les orientations de
l’avant-garde et de bénéficier de la
réflexion collective de grands créateurs
et penseurs.
Exprimer l’importance de la culture, des
arts, de la philosophie, des lettres et des
humanistes qui les produisent, permettra
de mieux en appréhender la portée, ce qui
constitue l’une des dimensions
d’universalité de l’UNESCO.
L’UNESCO a été conçu comme un centre
d’expertise et un incubateur d’idées dans
les domaines de la culture, des sciences et
du patrimoine. Plusieurs grandes
personnalités internationales pourront y
contribuer, et je désire assoir cette
tradition, dans la concertation de tous.
The Director-General of UNESCO has an
obligation to listen, a practice that I wish to
promulgate and standardize. The position
comes with a duty to pay close and constant
attention to ongoing concerns and pressing
issues, and to lend an open ear to thinkers,
intellectuals and leading journalists on
important global matters relating to
diversity, culture, thought and art.
It is with this in mind, that I plan to initiate
a tradition that, in my opinion, is crucial,
i.e. anchoring the idea of holding an
informal biannual meeting in Paris, the City
of Lights, at the UNESCO global
headquarters, and thus bringing together
profound thinkers and intellectuals from all
nationalities. This would provide a
wonderful opportunity for the
Director-General to open up to both the
world community and civil society, and
thereby allowing for the hearing of thoughts
on pressing issues, as well as noted
proposals, and provide the affirmation of
aspirations to further serve the world’s
intellectual community.
This forum shall not be a salon, but rather
the opportunity to better understand the
trends of the avant-garde, thinking outside
the box, and allowing for benefitting from
the gathered-together collective thinking
of the great thinkers and intellectuals of
our time.
Expressing the importance of culture, the
arts, philosophy, letters, and the
humanists who produced them would make
it possible to better understand them,
thereby enacting one of the universality
dimensions of UNESCO.
UNESCO has long been established as a
center of expertise and an incubator of
ideas in the fields of culture, sciences and
heritage. Several leading figures could play
key roles in contributing to this
enthusiastic endeavor, and it is my resolute
wish to establish this tradition involving
the concerted actions of all involved
parties.

I, myself, am a great believer in the
Open-Door Policy in governance and
business and I am convinced that direct
contact and working closely with the staff
and personnel of UNESCO are the
tantamount best means which the
Director General could avail going forward
with honoring our commitments to the
international community.
This job also requires strengthening the
position of all UNESCO’s employees at all
organizational levels, as well as conducting
ready accessibility to listen to
representatives concerns. Only through
working in harmony with all the men and
women who constitute the backbone of the
UNESCO Organization, can the
Director-General expect to accomplish the
objectives set by the General Conference
and the Executive Board.
Je suis un adepte de l’Open-Door Policy, et
je suis convaincu que le contact direct et la
proximité avec le staff et le personnel de
l’UNESCO sont les meilleurs moyens pour
le Directeur Général d’honorer au mieux
ses engagements envers la communauté
internationale.
Cette fonction implique aussi la
consolidation de la situation
professionnelle des cadres et employés de
l’UNESCO dans leurs fonctions respectives,
à tous les niveaux, et j’aurai une grande
disponibilité d’écoute de leurs
représentants.
C’est en travaillant en syntonie avec tous
ceux et celles qui constituent l’ossature
même de l’Organisation que le Directeur
Général pourra aspirer à atteindre les
objectifs fixés par l’Assemblée Générale et

All along my electoral campaign, and
during my several visits to countries
throughout the world, I have noticed that
a very large audience makes a confusion
between UNESCO and other
international agencies such as UNICEF.
Even among educated people UNESCO’s
main missions are not clearly known, and
students in many universities do not even
know where UNESCO’s headquarters are
located.
Considering that UNESCO targets donors
and philanthropists who believe in its
ideals in order to support and sponsor its
activities, it is of the utmost importance
to present the Organization effectively and
forcefully to the world.
From this field experience I have come to
the decision that in my quality of UNESCO
Director General, one of my priorities
would be to reintroduce the Organization
to the world. It is a great Organization with
noble objectives and missions and the
international public opinion must know
very clearly about it.
Tout au long de ma campagne électorale et
durant mes nombreuses visites à
plusieurs pays à travers le monde, j’ai
remarqué qu’un grand nombre de
personnes faisait une confusion entre
l’UNESCO et d’atres agences internationales
à l’instar de l’UNICEF. Même parmi les
personnes cultivées, les objectifs
principaux de l’UNESCO ne semblaient pas
clairement compris, et des étudiants dans
plusieurs universités ne savaient même pas
où se trouvait le siège de l’Organisation.
Etant donné que l’UNESCO s’adresse aux
donateurs et aux philanthropes qui croient
en ses idéaux et qui pourraient financer et
sponsoriser ses activités, il est de la plus
haute importance de présenter
l’Organisation de manière efficace et
convaincante.
C’est à partir de cette expérience acquise sur
le terrain que j’en suis arrivé à la décision
que l’une de mes priorités en tant que
Directeur Général de l’UNESCO sera de
réintroduire l’Organisation à l’échelle
mondiale et de la présenter de nouveau au
monde. L’UNESCO est une organisation
grandiose avec des objectifs et des missions
nobles, et l’opinion publique internationale
doit le savoir.

Today, we can confidently state that
UNESCO’s Headquarters are indeed a
‘World House’ where all nations can gather
together for debate, and hold amicable and
incredibly rewarding discussions.
Therefore, it is not far-fetched to expect
that this house be fully functional and
well-suited to our changing times.
As soon as possible, I intend to launch a
project for the rehabilitation and upgrading
of the premises of UNESCO’s Headquarters
in Paris so that they meet the modern day
requirements for diverse functionality.
It would be up to the architects, designers,
engineers and other computer and office
automation technicians to design a
renovation and upgrading plan that creates
a pleasant and functional working space,
specifically tailored to the needs and
personality of our reputable organization.
Finding the required funds to finance this
important work, whose urgency is felt by
the citizens of the world each and every
day that passes, is an undertaking I will
promptly adhere to.

World cultural heritage is the legacy of all the civilizations of the world.It represents the
collective memory of mankind. Those who professdestruction actually want to destroy
our collective memory. In this sense, it is a crime against humanity. All over the world,
cultural sites of great value have been the target of this ignorance which claims to be
sacred:Timbuktu, Mosul, Banyan ... for example. Palmyra in particular has suffered from
the hands of destructors. This magnificent site, which testifies to the genius of human
builders, must be restored to the state of the art and reopened to the international public.
On peut affirmer sans ambages que le siège
de l’UNESCO est en réalité une
« Maison du Monde » où toutes les
Nations se rencontrent, confèrent et
débattent. Il serait donc légitime que cette
maison soit fonctionnelle et adaptée à
son époque.
J’ai l’intention de lancer au plus tôt un
projet de réhabilitation et de modernisation
des locaux du siège de l’UNESCO à
Paris, afin qu’ils répondent aux exigences
de fonctionnalité des temps modernes.
Il reviendra aux architectes, aux
décorateurs, aux ingénieurs et aux
techniciens de l’informatique et de la
bureautique de concevoir un plan de
rénovation et de mise-à-niveau, afin de
créer des espaces agréables, fonctionnels
et répondant à la personnalité de notre
Organisation.
Je m’engage à trouver les fonds nécessaires
pour financer ces travaux dont l’urgence se
fait sentir jour après jour.

Le patrimoine culturel mondial est le legs de toutes les civilisations du monde.
Il représente la mémoire collective de l’humanité. Ceux qui professent sa destruction
veulent en réalité détruire notre mémoire collective. En ce sens, c’est un crime contre
l’humanité. Partout dans le monde, des sites culturels de grande valeur ont été la cible de
cette ignorance qui se prétend sacrée: Tombouctou, Mossoul, Banyan... par exemple.
Palmyre en particulier a souffert des mains des destructeurs. Ce site magnifique qui
témoigne du génie bâtisseur des humains doit être restauré dans les règles de l’art et
rouvert au public international.
