        Prices in constant 2000 US$/short ton
Today on Aug9th the oil price is just above $70/B Last week it was above $71/B In March 09 the oil was only $30 and Coal in
Australia was $126/ton. When the Coal plant at Norichcholai is commissioned by 2011 as per prediction by EIA the Oil price could be
 close to $140. The Coal piece in Australia can go up to $500/tom with shipping it will go to $525/ton. Then the economic cost of the
   Coal plant will be very much more than Rs 22/kWh and with 38% duties and levies by GOSL (unless full duty waiver is given)the
  cost to the consumer could be any where close to Rs 26/kWh.. (With all duties and levies the cost of coal in Srilanla when imported
including any charges by Colombo ports for loss of revenues for the port as CEB will unload at its own site next to the site). The belief
   that the electricity Price will come down with the Commissioning of the coal plant may not take place. In 2008 CEB paid close to
   Rs21.40 for Private Thermal power the lowest costs being from ACE Plants at Embilipitya and the Barge Plant at little more than
 Rs 19/kWh and the highest costs being from combined Cycle plant which was more than Rs 23/kWh. These private power plants are
                         with high interest Loans by the private sector. The coal plant is with soft loan from China.

  In the present context UK has had no New coal power plant for last 20 years. China and India who have there own cheap Coal are
 going for large scale generation by Solar energy as they want to promote green Non Polluting energy Generation. Both have plans to
                                    have 20% Generation by Renewable by 2020 like USA and UK.

The global solar power industry is currently going through turbulent times. In the last few months, reviews of previously planned expansion
programs, restructuring, lower revenue and profit forecasts, and cuts in production levels by solar power companies were widely covered in the
news.

Wuxi, China: Suntech Signs 1.8GW in Solar Project Agreements

Suntech Power has recently entered into a number of strategic agreements with each of Shaanxi provincial government,
Shizuishan city government, Ningxia province, Qinghai provincial government and Panzhihua city government, Sichuan province
to develop 300MW, 500MW, 500MW and 500MW of solar projects respectively. These projects, with an aggregate of 1.8GW, are
expected to be developed in several stages.




Delhi, India: NDPL and Tata BP Solar Work Together to Set Up Solar Plants for a Green Delhi

North Delhi Power Ltd (NDPL) and Tata BP Solar are joining up to set up solar power plants in Delhi including rooftop solar
plants which will be connected to the electricity grid. The plan envisages systems of up to 1 megawatt capacity. If only
20,000 consumers come forward producing 5 kilowatts each, NDPL would manage to generate 100 MW of Solar Power by the
end of this financial year. This success of this initiative would however depend on some initial capital support from the
government to make solar power generation affordable for the consumers, Mr. Wadhwa added. The Union Ministry of New and
Renewable Energy (MNRE) had also recently launched schemes to promote and encourage rooftop grid-connect policy for solar
power. The National Solar Mission set up as part of the National Action Plan on Climate Change (NAPCC) last year, is also
reported to be targeting 20000 Megawatts from solar power by 2020.

At risk from rising seas, Tuvalu seeks clean power

The Pacific island state of Tuvalu set a goal Sunday of a 100 percent shift to renewable energy by 2020, hoping to set an example to
industrialized nations to cut greenhouse gases it blames for rising sea levels.

Tuvalu, a string of coral atolls whose highest point is 4.5 meters (15 ft) above sea level, estimates it would cost just over $20 million
to generate all electricity for its 12,000 people from solar and wind power and end dependence on diesel.
