• Victims of sexual violence
• Individual or families encountering domestic violence,
including victims of child abuse, battered
women/men, and elder abuse
• Individuals or families encountering other family
crises
6. Service Scopes
• 24-hour Hotline: Providing hotline counselling,
immediate risk assessment and crisis intervention by
registered social workers; Providing designated referral
line for prompt professional referrals
• Immediate Outreaching Service: Providing immediate
outreaching service for both victims of sexual violence
and elder abuse during non-office hours of Social
Welfare Department.
• Short Term Accommodation Service: Providing short
term accommodation service for our service targets who
are not suitable to go back home due to the crisis

service targets to Social Welfare Department,
hospitals, police or other relevant organizations for
proper protection and services
• Professional Consultation Services: Providing

Crisis Intervention and Emotional Support:
• To provide immediate risk assessment, crisis
intervention and emotional support through 24-
hour hotline service and immediate outreaching
service

Liaison, Referral and Follow-up:
• To liaise with hospitals to arrange medical
examination and treatment, emergency
contraception, STD examination and other
necessary medical follow-up
• With victim’s consent, to liaise with police and
accompany victims during the statement taking
process and legal proceedings.
• To arrange short-term accommodation and other
welfare services if needed

for Adult Victims of Sexual Violence
Service Contents (Cont’d)
Trauma Counselling and Psychological
Treatment:
• To provide post-crisis trauma counselling service to
victims and family members for at least 6 months
• To arrange clinical psychological service for victims
with PTSD symptoms or other mental/psychological
problems
• To render therapeutic groups/programs for
enhancing recovery and re-building self-confidence

Service Contents
• Crisis Intervention and Support
• Service Coordination & Referral
• Counselling : *Refer to appropriate service units
within the next working day after outreaching
20. Short Term Accommodation Service
Fee:
• Free for accommodation and basic facilities
• Users pay for own daily expenses
Duration of Stay:
• Basic period: 2 weeks in maximum
• Users can apply for extension, if needed

Counselling Service:
• Providing risk assessment, crisis intervention, and
setting up individualized safety plan
• Rendering post-trauma counselling
• Following up adjustment to live-in service, discharge
plan and other welfare needs
• Making referrals, if needed
Group Service:
• Conducting therapeutic, psycho-educational, and
mutual-help groups

• Implementing recreational programs, interest
classes, tutorials, house meeting, outings, etc.
After-care Service:
• Rendering 3-month follow-up, e.g. office interview,
