• No viable alternative water source

9. How it all started……
In 2002, large landowners over the
Arbuckle submitted an application for a
groundwater permit to the OWRB for
80,000 acre-feet per year
Plan to construct $200 Million pipeline to
supply water to a group of communities in
central Oklahoma

10. Passed by the legislature in 2003
Only applicable to a Sole Source Aquifer
(i.e. the Arbuckle-Simpson Aquifer)
For the first time in Oklahoma law –
Recognized the interconnection between
groundwater and surface water
(Impact of groundwater withdrawals on streams and
springs)
