Pilot camp MLAs to be shifted to a new state for 10 days?
Jaipur: Amid the 19-day long political drama in state, in a major development on Tuesday, the MLAs of
sacked ex-deputy CM Sachin Pilot Camp, are expected to be shifted to some other state for a period of
10 days. Sources say, all preparations have been made in this regard and family members of these MLAs,
who are presently in Delhi, have been asked to bring their daily necessity stuff. Their families might also
be called to Delhi to meet them. In a late night development on Tuesday, third SOG team, led by ASP Niraj
Pathak, reached Manesar while searching for the dissident Congress MLAs. The team was stopped by the
Haryana police 2 kms ahead of the said hotel. Earlier two teams under SP Vikas Pathak and DSP Kamal
Singh too returned empty-handed from Manesar. Sources say dissident MLAs have been given new
mobile phones two days ago. SOG ADG Ashok Rathore said that SOG recorded the statement of

Tuesday took “excep-
tion” to the reported
remarks of Jammu and
Kashmir Lt Governor G

polls in the union terri-
tory, and said in the con-
stitutional scheme of
things, only the EC is
authorised to decide on
the poll schedule.
Taking note of a me-
dia report which quoted
Murmu on the delimita-

holding of polls, the EC
in a statement said it
“takes exception to such
statements and would
like to state that in the
Constitutional scheme
of things, the timings
etc. of elections is the
sole remit of Election
Commission of India.”
The Commission also

The Central probe

ducted raids at 13 places

detta had questioned the
timing of the raids,

years after the Directo-
rate of Revenue Intelli-

IAF chief Marshal RKS Bhadau-
ria would be visiting Ambala on
Wednesday to receive the batch
of first five Rafale combat aircraft
arriving from France. The five
Rafale fighter jets were seen being
re-fuelled mid-air from a French Air
Force tanker, and the pictures taken
at 30,000 feet were posted on Twitter
by the Indian embassy in France. The
Indian Rafales are expected to take
off from Al Dhafra in UAE at around
11 am IST and reach Ambala by 2
pm, sources said. The weather and
other conditions are at the moment
looking good and it is expected to
reach the Ambala air base on time.
The backup base for the arrival of the
aircraft in case there is a weather
issue in and around Ambala would
be the Jodhpur air base.

the protection of tigers.
Rajasthan is moving for-
ward in this direction.
Actually, the state is
waitingforonlyacouple
more tiger reserves so
that it can become the
biggest tiger corridor in
thecountry.Rajasthanis
definitely big in area,
butduetohavingmostly
desert land, the forests
are less here.
Currently, there are 3
tiger reserves in Ra-
jasthan, Sariska in Al-
war, Ranthambore in
SawaiMadhopur-Karau-
li, and Mukundra Hills
Tiger Reserve in Kota,
Jhalawar, Bundi, and
Chittorgarh. If Bundi’s
Ramgarh gets the tiger
reserve status, then
there will be tiger con-
nectivity from Sawai
MadhopurtoChittor.On
theotherhand,if Kumb-
halgarh becomes a tiger
reserve, then there is a
possibility of a tiger cor-
ridor from Udaipur to
Rajsamand via Pali and
Ravali Todgarh, from
Ajmer and Ranakpur in
Udaipur to Mount Abu
Wildlife Sanctuary of
Sirohi and then to Phul-
wari ki Naal in Udaipur.
There is an unexpect-
ed delay in the forest ti-
ger reserves that can be
built in Rajasthan. Mad-
hya Pradesh is also
called the tiger state of
India, but there is no ho-
tel lobby like Rajasthan
which affects tiger re-
serves. Whereas, in Ra-
jasthan, there is a hotel
lobby that does not want
to make tiger reserves
other than particular
places. Due to money
and political approach,
this lobby continues to
influence every initia-
tive of the new tiger re-
serves in Rajasthan.
A total of 28 tigers
are missing from emi-
nent tiger reserves like
Ranthambore. At the
same time, the mining
mafia in Sariska is so
strong that the border
home guards are
crushed by tractors and
killed. In Mukundara, a
young tiger dies under
doubtful conditions, but
the Mukundara admin-
istration takes no ac-
tion about it.
Some time ago, hunt-
ers were caught in cam-
era traps in Rantham-
bore, Sariska, and
Mukundra, but later
were released on bail.

man who started his
career in Congress
while working in its
frontal organisation,
will formally take over
the charge of PCC Pres-
ident on Wednesday. He
is lucky that the event,
to be held at PCC, will
witness the presence of
a galaxy of top Con-
gress leaders including
CM Ashok Gehlot, Avi-
nash Pande, Randeep
Surjewala, KC Venugo-
pal along with elected
representatives of the
party. All past PCC
chiefs except Pilot have
also been invited. Oth-
er invitees include RS
MPs, ex MPs, former
central ministers,
AICC office bearers,
ministers from the
state, office bearers of
frontal organizations,
and various cells. The
function will be held on
the first-floor office of
the state president in
the PCC office.
Dotasara was ap-
pointed to the post im-
mediately after Pilot
was sacked as PCC
Chief a fortnight ago.
It will be after a gap
of 7 years that a Jat
leader will again be
heading the state organ-
ization of Congress.
This is for the first
time that a new PCC
chief is taking over af-
ter his predecessor was
suspended which itself
makes clear the chal-
lenging path ahead of
Dotasara as the new
chief. The first one to
purge the hardcore Pi-
lot loyalists from the
organization while con-
stituting his new team.
Dotasara has success-
fully passed his first
litmus test by getting
Congress workers to
protest on the road in
the ongoing political
crisis but this is just the
beginning.

ister Mamta Bhupesh
started the Poshan Vati-
ka campaign by planting
Amla, Guava, Chiku,
Beel fruit plants in the
Directorate of Women
and Child Development
office. In the fortnight
fromJuly30toAugust15,
Nutri gardens will be de-
velopedundertheplanta-
tion program in all the
centresselectedfordevel-
opment, out of the de-
partment’s nearly 62,000
Anganwadi centres.
The fruit plants are
being planted on such a
wide scale for the first
time in the department.
Along with this, season-
al vegetables will also
be planted at selected
centres by making flow-
er beds. The purpose of
the campaign is to con-
struct a garden in the
Anganwadi centre for
nutrition as well as to
make the general public
aware of nutrition.
If fruits and vegeta-
bles develop in the court-
yardof everyhouse,then
theproblemof malnutri-
tion will be reduced to a
great extent. Vitamins
required for many nutri-
ents will also be readily
available from them.
Joshi condoles the demise
of Lekh Raj Sharma

ma, the father of Con-
gress Councillor from
Ajmer Sameer Sharma,
left for heavenly abode
on Monday night. Sa-
meer is the brother-in-
law of Rajasthan gov-
ernment’s chief whip
Mahesh Joshi. Late
Sharma was retired
from the post of Chief
Commercial Inspector
in Railways.
In the funeral on
Tuesday, several digni-
taries, including Ma-
hesh Joshi, Councillor
Chandan Singh and
Nikhil Tandon of the
Medical Cell Congress,
were present to pay con-
dolences to bereaved
family. Sameer in-
formed that the prayers
will be offered for the
departed soul on July
29, between 5 to 7 pm.

was charged with har-
assing a woman. Now
there is NSUI demand-
ing strict action against
Dr S Subbiah on one
end and ABVP support-
ing its president on the
other end.
NSUI staged a protest
on Tuesday at the Ra-
jasthan University cam-
pus only to be replied by
the ABVP with its dem-
onstration. Amid slo-
ganeering, members of
both the organizations
came face to face and
were disbursed by the
police.
ABVP’s Amit Bad-
badwal said that the
woman has taken her
charges back and NSUI
was attempting to paint
it politically. NSUI state
president Abhishek
Choudhary on the other
hand said that the
whole incident was cap-
tured on CCTV and was
being suppressed with
political pressure.

Girls outshine boys in
RBSE class 10 results

Jaipur: The result of
the Rajasthan Board of
Secondary Education’s
Class 10 examination
was released on Tues-
day from Jaipur. Educa-
tion Minister Govind
Singh Dotasara re-
leased the result at Shi-
ksha Sankul. This time
too, in the 10th result,
girls left the boys be-
hind. While the pass
percentage of boys was
79.99%, the result of
girls was 81.41%.
A total of 11,78,570
students were regis-
tered in the Class 10 ex-
amination,outof which
11,52,201 candidates
took the exam. Among
these, a total of 9,29,045
students were declared
successful in the exami-
nation, while 90,648 stu-
dents were found eligi-
ble for the supplemen-
tary examination. The
10th result was 80.63%
this year, which is 1%
higher than the previ-
ous year.
On the other hand,
the entrance test results
of the students who ap-
peared for class 10 ex-
amination with San-
skrit subject were also
released. A total of 6,799
candidates appeared in
the entrance examina-
tion, out of which boy’s
result was 55.65% while
the result of girls was
56.32%. A few years ago,
the Rajasthan Board
had stopped issuing
merit lists. Hence, no
merit was released with
the result.
Dotasara also encour-
aged the officials of his
department for con-
ducting the examina-
tions and declaring the
result within a month.
While the pass
percentage of boys was

new cases taking the

The state also reported

Bharatpur and one each
from Udaipur, Kota &
Jaipur taking the total
deaths due to corona to
644. Alwar continues to
be the ‘hotbed’ of the
virus by adding maxi-
mum 200 new cases to
the toll followed by 134
from Jodhpur, 98 from
Ajmer, 83 from Jaipur,
80 from Bikaner, 56
from Barmer, 47 from
Nagaur, 36 from Churu,
33 from Bharatpur, 29
from Udaipur, 28 from
Ganganagar, 24 from Ja-
lore, 22 from Dholpur, 20
from Sikar, 19 from Ka-
rauli, 15 each from Kota

suspects and is inter-
rogating them and

in the offing. It is note-
worthy that slain
Dharmendra Chod-
hary was a former
cop, suspended from
the force on charges
of arms smuggling in
1998. When out on
bail, he started deal-
ing in disputed prop-
erty matters. Both
Vikram and Chod-
hary were in the same
gang at that time.
Vikram expanded his
circle by using Dhar-
mendra’s contacts &
including people from
Alwar, Bharatpur and
Dholpur in his gang.
However, later, both
parted ways. While
Vikram had gangsters
like Ramkesh Meena,
Sanjay Meena, Rajat
Meena and others in
his gang; Dharmen-
dra had Varun Chod-
hary and others work-
ing for him. In 2016,
Vikram’s Gang mur-
dered Dharmendra
retaliated by Chod-
hary Gang which
murdered Ramkesh
Meena in 2017. Now
Vikram was also
killed in the same war
of supremacy.

Jaipur: A team of An-
ti-Corruption Bureau
trapped two govern-
ment employees while
taking bribe on Tues-
day.
In the first instance, a
clerk of POCSO court,
Kamlesh Kumar Meena
was trapped while tak-
ing Rs 3000 as bribe.
Meena had demanded
Rs 6000 in lieu of fa-
vourable judgment and
providing its copy to the
complainant.
Additional SP, Chan-
chal Mishra led the
team that caught the ac-
cused while accepting
money near dairy booth
outside the court prem-
ises. He was arrested
and interrogated.
The ACB also arrest-
ed an ASI Laxminaray-
an Meena in Shyam Na-
gar police station while
accepting a bribe of Rs
10000. He had taken the
money for making the
case weak against the
c o m p l a i n a n t
Satyanarayan Sharma
who had a case regis-
tered against him for
obstructing govern-
ment work in February.
Sharma was arrested
for his offence on July
13. The ASI told the
complainant that he
could weaken the case
against him & demand-
ed Rs 15,000. He was
caught red handed

tached to the project
and the one that is out-
side. He also asked to
identify the govern-

land. He further asked
them to plan for outside
land. JDA wants to

Jaipur: Two months
are over since the do-
mestic air travel re-
sumed operations
across the country, after
the corona- induced
lockdown, but the avia-
tion sector has not been
able to pick up pace as
yet. In the last couple of
months, various air-
lines made efforts to
increase the number of
flights, but were forced
to stop when the passen-
ger load did not rise. If
coronavirus cases are
reduced, the airlines
are hoping to see im-
provement in the busi-
ness by Diwali.
The air services re-
sumed operations from
May 25, after two
months of lockdown.
Four airlines started
domestic flights from
the Jaipur airport.
However, GoAir did not
start flight operations
from Jaipur Airport.
The airlines had given a
schedule to start 20
flights. However, all
these flights could not
be started due to lack of
passengers.
In the first week, an
average of 12 flights
were operational.
It may be noted that
the airlines made ef-
forts to increase the
number of flights last
month.
In the first phase,
when flights to 10 cities
resumed operations, ef-
forts were made to add
cities like Ahmedabad
and Lucknow into the
schedule. Despite this,
the number could not
increase as two flights
to Bangalore were
stopped. tInitially, the
passenger load was up
to 40%, which has
reached only 50% now.
A total of about 14
flights are being oper-
ated daily from Jaipur.

woman was allegedly
gang-raped at gunpoint
in the Saipau area of
Dholpur, according to
Saipau police station-
in-charge, Anoop
Chaudhary.
“The victim, a resi-
dent of Thana area, has
lodged a case of gang-
rape. Some suspects
have been brought in
for questioning. An in-
vestigation is under-
way,” Chaudhary told
reporters here.
He further assured
that the strictest possi-

against those who are
found guilty.
It is important to note
that this is the second
gang-rape incident re-
ported from the Dhol-

The film portrays L. B.
“Jeff” Jeffries, a magazine
photographer played by
James Stewart, stuck at
home in a wheelchair with
a broken leg, whose only
entertainment is gazing
through his window and
observing his neighbors’
private lives in their
homes. “First I watched
them to kill time,” Stewart
tells the viewer, “but then I
couldn’t take my eyes of
them, just as you wouldn’t
be able to.”
The film is a subtle allu-
sion to the new medium of
television that would soon
change the world. Using
the window as a metaphor,
Hitchcock depicts the ef-
fects of television on pri-
vacy and, most important-
ly, people’s curiosity about
each other. Hitchcock an-
ticipated the cultural shifts
to be brought by the effects
of television on American
society in those times.
Watching one’s neighbors
through a rectangular win-
dow is not much different
from watching TV on a
couch. In this sense, Hitch-
cock anticipated the effect
of the couch potato, which
has now become common
in the English idiom.
But Hitchcock’s artistic
foresight went further than
that. He foresaw something
more profound, namely the
intersection between hu-
man curiosity and a new
form of communication
technology that was televi-
sion. Today, in the age of
the smartphone and social
networks, this intersection
is even more visible and
can easily be called the cu-
riosity economy.
GLOBAL VILLAGE
Since the heyday of televi-
sion, human curiosity has
driven technology further.
Thepost-TVagemadeenter-
tainmentportableandputit
in our pockets. There is a
reason smartphone screens
have been getting larger, not
smaller, over the years. If
television meant watching
random,unknownpeopleon
a wide screen, the smart-
phone allows us to observe
our neighbors on social me-
dia. This makes social me-
dia much more engaging
and personal than televi-
sion. Teens today can sur-
vive without TV, but they
can barely do without their
phones. A study last year
found that people will have
to be actually paid around
$1,000toquitFacebook,even
after the Cambridge Ana-
lytica scandal that exposed
the internet giant’s abuse of
user data.
The smartphone era is
sometimes referred to as
the attention economy,
where tech companies treat
human attention as a
scarce commodity and
bombard us with push no-
tifications and updates. But
our attention is fueled first
and foremost by our curios-
ity and the desire to know
what others do and say.
In the curiosity economy,
it is no longer enough to
interpret the content of a
book for oneself — Kindle
now allows you to do it “to-
gether” with other people.
It gives clues as to what the
public, not the individual
reader, perceives as worth
noting. Even listening to
music is not always private.
The music-streaming plat-
form Spotify has the “so-
cial” option always on by
default so friends can al-
ways see what music you
are listening to.

ndian universities have suf-
fered immensely due to the
combined impact of rotating
headships and near-automat-
ic promotions for all. It start-
ed in 1970 at the University of
Delhi. Now, almost every-
body gets promoted regard-
less of merit, and heads of
departments are appointed
by rotation so all promotees
get to be HOD without being
qualified or suitable.
But not too long ago, the
University of Delhi would
have easily secured very high
rank in any global ranking
system. During the 1950s and
the 1960s, it had reached a pin-
nacleintermsof itsacademic
standing. The roll call from
those years boasted of distin-
guished names such as D.S.
Kothari and A.N. Mitra (De-
partment of Physics), P. Ma-
heshwari and B.M. Johri
(Botany), B.R. Seshachar and
M.R.N.Prasad(Zoology),M.N.
Srinivas (Sociology), V.K.R.V.
Rao, K.N. Raj, Amartya Sen,
A.L. Nagar, S. Chakravarty,
and J.N. Bhagwati (Econom-
ics), T.R. Seshadri (Chemis-
try), S.R. Ranganathan (Li-
brary Science), U.N. Singh
(Mathematics) and Nagendra
(Hindi). And this list is by no
means exhaustive.
Unfortunately, as things
stand today, Delhi Univer-
sity has been relegated to
the backwaters of all glob-
al rankings. However, such
a rise and subsequent de-
cline is not peculiar to just
Delhi University. Almost
every university in India
has a similar story.
WHEN MERIT WASN’T
JUST A TERM
There are several factors that
have contributed to this uni-
versal decline. One of them
has its roots in an action that
was unwittingly initiated at
the University of Delhi in
1970, and which was readily
and unthinkingly adopted by
universities around the
country over that decade.
Until 1970, all academic de-
partments of Delhi Univer-
sity were headed in similar
fashion by professors of
great eminence. It helped
greatly that they were at the
helm for a significant num-
ber of years, which enabled
them to provide sustained
momentum and direction to
their departments.
Of course, there was a
downside to this arrange-
ment. Sometimes, person-
al prejudices and even
highhandedness would
creep into the decisions
and actions of those head-
ing a department. But
overall, they discharged
their responsibilities mer-
itoriously. One of the most
important consequences
of their stewardship was
the fact that, in order to be
able to acquire an academ-
ic position or gain promo-
tion in any department, an
individual needed strong
credentials because genu-
ine merit was the main cri-
terion. In varying degrees,
such a situation was preva-
lent in most universities
across India.
DU’S DEBILITATING ACT
But a marked decline be-
gan to set in at Delhi Uni-
versity when, in 1970, it
suddenly switched to a sys-
tem where departmental
headships were rotated
among almost all faculty
— regardless of merit —
and that too for the short
duration of three years.
Soon, this measure began
to be adopted by almost all
Indian universities. It had
a detrimental effect since
more often than not, a de-
partmental head would be
unequal to the task of ad-
hering to high standards
— both academically and
administratively.
To compound this prob-
lem, the University Grants
Commission (UGC), in 1982
and under severe political
pressure, implemented a
system of promoting aca-
demic faculty — ‘Merit Pro-
motion Scheme’ — which, in
practice, resulted in auto-
matic elevation of all and
sundry on the basis of length
of service — a minimum of
eight years.
There are other reasons
but rotational headships and
automatic promotions are
common factors responsible
for the decline of India’s var-
ious universities. It is no co-
incidence that the Indian uni-
versity system has suffered
immensely since the 1980s,
when these twin measures
took effect. Academic merit
has been severely neglect-
ed as a consequence. Many
faculty members who
would ordinarily have re-
tired at lower positions are
now assured of being ap-
pointed as full-time profes-
sors and become heads of
departments in due course
of time.
Ordinarily, several of them
would not be appointed to
any position but that is where
an ineffective head of a de-
partment succumbs to un-
welcome pressure. The HoD
knows that he or she could be
at the receiving end post re-
tirement. More often than
not, this also results in aca-
demics who are not well-
qualified being anointed as
chairs of their respective de-
partments, only because they
managed to gain undeserv-
ing and automatic promotion
to a full professorship.
COURSE CORRECTION
It may be argued that a vice-
chancellor has the powers to
prevent near-automatic pro-
motions but as the records
show, very few of them have
shown any desire or commit-
ment to implement stricter
standards. Similarly, vice-
chancellors dare not inter-
fere in the business of
headship by rotation even
when they have some lee-
way in this regard because
the practice is heavily en-
trenched. This too could be
alleviated to a large extent
if vice-chancellors were
appointed with great care
and then granted longer
tenures subject to perfor-
mance.
This is not to say that pro-
motion for faculty should be
abolished altogether. The
point is to shun inbreeding at
entry-level appointment and
make merit the only criteri-
on. Standards need to be set
in the appointment process
at every level and that could
begin with appointing good
and deserving individuals as
vice-chancellors.
I have often argued that
any university in India or
abroad with a proven track
record has progressed large-
ly because of its vice-chan-
cellor, who not only enjoyed
total freedom but had their
tenures extended for longer
periods to achieve what they
had set out to. Maurice Gw-
yer served at Delhi Univer-
sity for 12 years and many of
the eminent faculty were
brought in at a young age
during his tenure. The same
happened during Robert Go-
heen’s distinguished tenure
at Princeton University.
But all such examples are
in the past. It’s time Indian
universities revisited their
glorious days by bringing
back some of the traditions
from the yesteryears. Ap-
pointment of deserving vice-
chancellors can be the start-
ing point.

Assembly, the minister
said that it was for the
Speaker to look after.
Targeting the BJP,
the minister said that
the party has made it a
prestige issue. “They
want to topple the state
government and have
made it a prestige is-
sue,” he said. “The BJP
stands exposed. They
are changing their
statements,” he said.
After Rajasthan, the
minister said the party
wants to target West
Bengal, Maharashtra
and Chhattisgarh. The
Rajasthan governor has

the assembly session

ernment is making ef-
forts to attract FDI in
infrastructure sector to
address liquidity
crunch faced by the
COVID-19-hit economy.

talks are on with vari-
ous pension funds, in-
surance funds and fi-
nancial institutions.
“Infrastructure is the
most economically via-
ble industry. The inter-
nal rate of return of
projects is very good.
“We are trying to get
FDI (foreign direct in-
vestment) in Infrastruc-
ture as it is 100 per cent
allowed. We are trying
to bring Insurance
Fund, Pension Fund
etc, while talks are on
with the World Bank,
ADB. We are moving
fast in that direction,”
Gadkari said, address-
ing a webinar on Road
Development in India.
Urging private play-
ers to join hands with
the government, he said
the economy - hit by
coronavirus - is passing
through a crucial phase
and requires liquidity.
At the same, COV-
ID-19 crisis should be
turned into an opportu-
nity as the world is now
recognising India as a
good place for invest-
ment, he said, adding
the government has
taken a policy decision
to offer projects only af-
ter 90 per cent land ac-
quisition and regulato-
ry clearances like forest
and environment.
“In infrastructure,
we are trying as to how
we can get maximum
investment. Today,
there are huge opportu-
nities in highways,
power, transport, water,
communciation and
other sectors,” he said,
adding industrial devel-
opment and job crea-
tion was not possible
without propelling in-
frastructure.
Gadkari also stressed
the need to bring down
logistics costs and said
that Rs 1 lakh crore Del-
hi-Mumbai Expressway
will result in reducing
the travel time between
the two metropolises to
barely 28 hours result-
ing in lesser logistics
costbywayof enhanced
cargo movement in less-
er time.
“There is huge poten-
tial in alternative fuel
and electricity. I have
just purchased an elec-
tric SUV. Our petrol ex-
penditure which was
Rs 12-13,000 per month
has now slashed to Rs
600-Rs 800 per month,
while charging can eas-
ily be done,” the Union
Minister said.

tion-laying day.

Trust and Vishwa Hin-
du Parishad leader,
Champat Rai, said the
time capsule was pure
imagination on the part
of a few people. He said
that such a thing was
never discussed in any
meeting of the trust
and there are no such
plans.
Earlier it was report-
ed that a time capsule
made of steel would be
immersed in the foun-
dation of Ram temple at
Ayodhya. The entire
history of Ram Janma
Bhoomi temple move-
ment and other infor-
mation would be docu-
mented and inserted in
the capsule. The VHP
leader said all this is
fake and has no base.
The then Prime Minis-
ter Indira Gandhi car-

tients.
Taking an early
cue from other
states the Gehlot
govt timely estab-
lished a plasma
bank at the SMS
hospital but now the
need of the hour is
to motivate corona
survivors to donate
their invaluable
plasma to save oth-
ers.
According to doc-
tors, plasma therapy
has been found to be
particularly 100% suc-
cessful in the treat-
ment of critical coro-
na patients in ICU or
dependent on a venti-
lator.
Each such patient
treated with plasma
therapy recovered. It
is due to fear and lack
of information that
less number of corona
survivors are coming
forward to donate
blood for plasma.
CM Gehlot has
asked the health min-
istery to take the plas-
ma donation as a cam-
paign to make people
aware that corona
survivors can save
lives. Health Minister
Dr Ragu Sharma is
making every effort to
let people know every-
thing about plasma
therapy that plasma
donation picks up.
According to
health experts, any
person between the
age of 18 and 60
years who was diag-
nosed corona posi-
tive after an RTPCR
test with minimal
symptoms of fever
& cough and who
has completed 14
days of recovery of
Covid-19.
Senior Professor

pital Dr Sunita Bun-
das said that we are
making a list of peo-
ple who successfully
turned negative after
treatment as these
will be ideal donors.
She said that we are
holding counseling
sessions to allay fears
of the donors.
She clarified that
once antibodies de-
velop in a body then
they aren’t affected
even after plasma
donation. Dr Sunita
appealed to corona
survivors to donate
plasma without fear.
So far only 47 do-
nors in Jaipur, 20 in
Jodhpur, 3 in Kota
and one in Udaipur
have come forward
and saved 71 critical
patients in the state.
This is minuscule
considering that
Jaipur has 3,661 coro-
na survivors. Out 24
who have come
forward, 15 are BSF
jawans.

The BSP on Sunday
issued a whip to six
MLAs, who had left the
party to join the Con-
gress last year, to vote
against the ruling par-
ty in the state in case
of a trust motion in
the Assembly.

spokespersons of the

whip in support of
the BJP. But, this is
not a whip but a

to protect and preserve
the environment.
She took to Instagram to
share the pictures along

to environmental conserva-
tion. “A healthy environment is
the foundation for a stable and
productive society. Our lives, what
we breathe, where we live, what we eat
and our species’ and other species exist-
ence is directly related to Mother Na-
ture,” the actor-turned-producer wrote
in the caption.
“As human beings, the steps towards
conservation is being respectful, pro-

ra through an Instagram post taught
people the right way to wear a mask
amid the pandemic.
The Instagram post featured the
‘Chhaiya Chhaiya’ actor wearing face
masks in three ways, two of which
were the wrong ways to wear the
mask. In one of the pictures, Malaika
was seen wearing a mask around her
neck, in the other one she is seen
wearing it around her mouth and in
the third one she is seen wearing it
over her mouth and nose.

of the day is to promote a
global system for protecting
the natural habitats of tigers

In India, Tiger is considered a
national animal. India launched
‘Project Tiger’ in 1973 for tiger con-
servation. India has the maximum
population of tigers in the world.
The number of tigers in India was
2226 in 2014. According to the lat-
est data, the number of tigers in
India is now 2967. India is leading
the way in tiger conservation glob-
ally.
According to research, 6 out of
9 species is the ratio of still exist-
ing tigers in the world. A lot can be
done to save their lives. Let us
pledge the following :
“Not to cut down the forests for
our needs”.
“Let us help save forests hence
saving the natural habitat for Ti-
gers”.
“Lets us make efforts to con-
trol the climatic changes. A
decrease in tigers can lead to
an increase in the heat after
the melting of ice, eventually
rising the sea levels.
It can also increase in the Sea
levels is wiping out the Sundar-
bans (mangrove forests). Control-
ling the climate changes will help
us save Sundarbans, the largest
habitat for Royal Bengal tigers.
Wildlife Sanctuaries are bigger
spaces and when amongst nature,
tigers are much at home than be-
ing caged in a zoo. Hence encour-
age more Sanctuaries and natural
reservoirs.

Very recently Joshi
was in the national
headlines for his unu-
sual courage and convic-
tion to challenge the High
Court order restraining him from
taking action against rebel Con-
gress MLAs, in the Supreme
Court. It doesn’t matter that cir-
cumstances later virtually forced
him to withdraw his plea in the
Supreme Court.
Joshi knows the political histo-
ry of the state from cover to cover,
has a strong grasp on most the
booth-level politics too and he is a
rational man rarely giving in to
emotions which is the reason that
CM Ashok Gehlot often turns to
him for advice! His knowledge is
respected by his opponents as well,
in 2008 when Vasundhara Raje be-
came CM she invited experts from
various fields to discuss her vision
for the state and CP Joshi was the
only one from the Congress in that
meeting, it is said.
Joshi is a man who always puts
the party first, one can only imag-
ine his disappointment when he
lost by one vote in 2008 despite
leading the Congress to victory as

speak the dialogue like Amitabh Bachchan.

GUJARAT: MD National Chemical &
Pharmaceutical, Sanjay Ghorawat was
felicitated by Commanding Officer
Ahmedabad, Rajesh Kumar on Tuesday at
Ahmedabad Airport for his continuous work
of providing medical assistance to more
than 4000 CISF officers at Ahmedabad,
Chennai, Bhopal and Guwahati airports.
Among the duties of CISF are guarding
sensitive governmental buildings, the Delhi
Metro, and providing airport security. It
provides security cover to 300 industrial
units, government infrastructure projects
and facilities and establishments located
all over India. Industrial sectors like atomic
power plants, space installations, mines,
major ports, airports and hydroelectric/
thermal power plants owned and controlled
by Central Public Sector Undertakings
(PSUs), and currency note presses producing
Indian currency are protected by CISF.

The five Rafale fighter jets were seen being re-fuelled mid-air from a French Air Force tanker, and the pictures taken at 30,000 feet were posted on Twitter by the Indian embassy in France. The Indian Rafales are expected to take off from Al Dhafra in UAE at around 11 am IST and reach Ambala by 2 pm, sources said. The weather and other conditions are at the moment looking good and it is expected to reach the Ambala air base on time. There is an unexpect- ed delay in the forest ti- ger reserves that can be built in Rajasthan. Mad- hya Pradesh is also called the tiger state of India, but there is no ho- tel lobby like Rajasthan which affects tiger re- serves. Whereas, in Ra- jasthan, there is a hotel lobby that does not want to make tiger reserves other than particular places. Due to money and political approach, this lobby continues to influence every initia- tive of the new tiger re- serves in Rajasthan. A total of 28 tigers are missing from emi- nent tiger reserves like Ranthambore. At the same time, the mining mafia in Sariska is so strong that the border home guards are crushed by tractors and killed. Educa- tion Minister Govind Singh Dotasara re- leased the result at Shi- ksha Sankul. This time too, in the 10th result, girls left the boys be- hind. While the pass percentage of boys was 79.99%, the result of girls was 81.41%. A total of 11,78,570 students were regis- tered in the Class 10 ex- amination,outof which 11,52,201 candidates took the exam. Among these, a total of 9,29,045 students were declared successful in the exami- nation, while 90,648 stu- dents were found eligi- ble for the supplemen- tary examination. The 10th result was 80.63% this year, which is 1% higher than the previ- ous year. On the other hand, the entrance test results of the students who ap- peared for class 10 ex- amination with San- skrit subject were also released. A total of 6,799 candidates appeared in the entrance examina- tion, out of which boy’s result was 55.65% while the result of girls was 56.32%. A few years ago, the Rajasthan Board had stopped issuing merit lists. Hence, no merit was released with the result. Dotasara also encour- aged the officials of his department for con- ducting the examina- tions and declaring the result within a month. Police said that Varun Chodhary’s Gang committed the crime & two of its members, Mohit Soni and Chandresh Jain have been arrested. Meena had demanded Rs 6000 in lieu of fa- vourable judgment and providing its copy to the complainant. Additional SP, Chan- chal Mishra led the team that caught the ac- cused while accepting money near dairy booth outside the court prem- ises. He was arrested and interrogated. The ACB also arrest- ed an ASI Laxminaray- an Meena in Shyam Na- gar police station while accepting a bribe of Rs 10000. He had taken the money for making the case weak against the c o m p l a i n a n t Satyanarayan Sharma who had a case regis- tered against him for obstructing govern- ment work in February. Sharma was arrested for his offence on July 13. The ASI told the complainant that he could weaken the case against him & demand- ed Rs 15,000. In the last couple of months, various air- lines made efforts to increase the number of flights, but were forced to stop when the passen- ger load did not rise. If coronavirus cases are reduced, the airlines are hoping to see im- provement in the busi- ness by Diwali. The air services re- sumed operations from May 25, after two months of lockdown. Four airlines started domestic flights from the Jaipur airport. However, GoAir did not start flight operations from Jaipur Airport. The airlines had given a schedule to start 20 flights. However, all these flights could not be started due to lack of passengers. In the first week, an average of 12 flights were operational. It may be noted that the airlines made ef- forts to increase the number of flights last month. In the first phase, when flights to 10 cities resumed operations, ef- forts were made to add cities like Ahmedabad and Lucknow into the schedule. Despite this, the number could not increase as two flights to Bangalore were stopped. tInitially, the passenger load was up to 40%, which has reached only 50% now. It start- ed in 1970 at the University of Delhi. Now, almost every- body gets promoted regard- less of merit, and heads of departments are appointed by rotation so all promotees get to be HOD without being qualified or suitable. But not too long ago, the University of Delhi would have easily secured very high rank in any global ranking system. During the 1950s and the 1960s, it had reached a pin- nacleintermsof itsacademic standing. The roll call from those years boasted of distin- guished names such as D.S. Kothari and A.N. Mitra (De- partment of Physics), P. Ma- heshwari and B.M. Johri (Botany), B.R. Seshachar and M.R.N.Prasad(Zoology),M.N. Srinivas (Sociology), V.K.R.V. Rao, K.N. Raj, Amartya Sen, A.L. Nagar, S. Chakravarty, and J.N. Bhagwati (Econom- ics), T.R. Seshadri (Chemis- try), S.R. Ranganathan (Li- brary Science), U.N. Singh (Mathematics) and Nagendra (Hindi). And this list is by no means exhaustive. Unfortunately, as things stand today, Delhi Univer- sity has been relegated to the backwaters of all glob- al rankings. However, such a rise and subsequent de- cline is not peculiar to just Delhi University. Almost every university in India has a similar story. WHEN MERIT WASN’T JUST A TERM There are several factors that have contributed to this uni- versal decline. One of them has its roots in an action that was unwittingly initiated at the University of Delhi in 1970, and which was readily and unthinkingly adopted by universities around the country over that decade. Until 1970, all academic de- partments of Delhi Univer- sity were headed in similar fashion by professors of great eminence. It helped greatly that they were at the helm for a significant num- ber of years, which enabled them to provide sustained momentum and direction to their departments. Of course, there was a downside to this arrange- ment. Sometimes, person- al prejudices and even highhandedness would creep into the decisions and actions of those head- ing a department. But overall, they discharged their responsibilities mer- itoriously. One of the most important consequences of their stewardship was the fact that, in order to be able to acquire an academ- ic position or gain promo- tion in any department, an individual needed strong credentials because genu- ine merit was the main cri- terion. In varying degrees, such a situation was preva- lent in most universities across India. DU’S DEBILITATING ACT But a marked decline be- gan to set in at Delhi Uni- versity when, in 1970, it suddenly switched to a sys- tem where departmental headships were rotated among almost all faculty — regardless of merit — and that too for the short duration of three years. Soon, this measure began to be adopted by almost all Indian universities. It had a detrimental effect since more often than not, a de- partmental head would be unequal to the task of ad- hering to high standards — both academically and administratively. To compound this prob- lem, the University Grants Commission (UGC), in 1982 and under severe political pressure, implemented a system of promoting aca- demic faculty — ‘Merit Pro- motion Scheme’ — which, in practice, resulted in auto- matic elevation of all and sundry on the basis of length of service — a minimum of eight years. There are other reasons but rotational headships and automatic promotions are common factors responsible for the decline of India’s var- ious universities. It is no co- incidence that the Indian uni- versity system has suffered immensely since the 1980s, when these twin measures took effect. Academic merit has been severely neglect- ed as a consequence. Many faculty members who would ordinarily have re- tired at lower positions are now assured of being ap- pointed as full-time profes- sors and become heads of departments in due course of time. Ordinarily, several of them would not be appointed to any position but that is where an ineffective head of a de- partment succumbs to un- welcome pressure. The HoD knows that he or she could be at the receiving end post re- tirement. More often than not, this also results in aca- demics who are not well- qualified being anointed as chairs of their respective de- partments, only because they managed to gain undeserv- ing and automatic promotion to a full professorship. COURSE CORRECTION It may be argued that a vice- chancellor has the powers to prevent near-automatic pro- motions but as the records show, very few of them have shown any desire or commit- ment to implement stricter standards. Similarly, vice- chancellors dare not inter- fere in the business of headship by rotation even when they have some lee- way in this regard because the practice is heavily en- trenched. This too could be alleviated to a large extent if vice-chancellors were appointed with great care and then granted longer tenures subject to perfor- mance. This is not to say that pro- motion for faculty should be abolished altogether. The point is to shun inbreeding at entry-level appointment and make merit the only criteri- on. Standards need to be set in the appointment process at every level and that could begin with appointing good and deserving individuals as vice-chancellors. I have often argued that any university in India or abroad with a proven track record has progressed large- ly because of its vice-chan- cellor, who not only enjoyed total freedom but had their tenures extended for longer periods to achieve what they had set out to. Maurice Gw- yer served at Delhi Univer- sity for 12 years and many of the eminent faculty were brought in at a young age during his tenure. The same happened during Robert Go- heen’s distinguished tenure at Princeton University. But all such examples are in the past. It’s time Indian universities revisited their glorious days by bringing back some of the traditions from the yesteryears. Ap- pointment of deserving vice- chancellors can be the start- ing point. According to doc- tors, plasma therapy has been found to be particularly 100% suc- cessful in the treat- ment of critical coro- na patients in ICU or dependent on a venti- lator. Each such patient treated with plasma therapy recovered. It is due to fear and lack of information that less number of corona survivors are coming forward to donate blood for plasma. CM Gehlot has asked the health min- istery to take the plas- ma donation as a cam- paign to make people aware that corona survivors can save lives. According to health experts, any person between the age of 18 and 60 years who was diag- nosed corona posi- tive after an RTPCR test with minimal symptoms of fever & cough and who has completed 14 days of recovery of Covid-19.
