nadian author-philosopher
Matshona Dhliwayo hold
true for Ravichandran
Ashwin who is rapidly
emerging as one of the all-
time cricketing greats. Few
cricketers are as aware and
intelligent as the wilyAsh-
win when it comes to the
art of spin bowling.
His genius helped India
trounce the Windies in the
first Test last week as he
picked up 12 scalps in the
match. With his eighth
10-wicket match haul,
Ashwin is close to the
mammoth 500 Test wick-
ets, being just 14 short of
the target. As India plays
its 100th test against the
Windies and second of the
series, given Ashwin’s
form and the quality of the
opposition, it will be no
surprise if the veteran offie
gets to the landmark in this
game itself, thus making
him just the 8th bowler to
do so!
Currently the world’s
number 1 bowler in Test
rankings, Ashwin has had
a great year till now. But
omission from the team of
the World Test Champion-
ship final built a narrative
that he is good only in In-
dian conditions with spin
friendly tracks. India lost
the WTC final but on ei-
ther side of that match,
Ashwin picked up 7 wick-
ets on a dull Ahmedabad
wicket against Australia
and 12 wickets against the
Windies. It spurs a debate
that while the world re-
gards Ashwin highly, his
own selectors doubt his
prowess to take wickets in
all conditions!
A peek into his recent
records can allay all these
fears. Ashwin holds the
best average of all spinners
in SENA (South Africa,
England, New Zealand and
Australia) countries since
2018. Even in the 2021
WTC final against New
Zealand, he picked up 4
wickets in seam-friendly
conditions in England. His
ability to read the batsmen
and adjust his wares ac-
cordingly has meant that
he is a fine bowler in the
shorter formats of the
game too. With 151 and 72
wickets in ODIs and T20S
respectively, his numbers
definitely suggest that
Ashwin should be a regu-
lar for Team India in all
conditions!
It also raises the ques-
tion as to why isAswin not
being considered in the
shorter formats? In fact,
experts believe that Ash-
win still has a key role to
play and ought to be se-
lected in the ODI World
Cup team later this year.
The championship is going
to be played in India and as
Ashwin was also a part of
the 2011 Winning team,
India can derive a lot from
his experience of playing a
high-pressure tournament
as it may just be the ace
that the Indian ODI setup
is currently missing.
While some may argue
about his not being the
most agile in the field and
has led to him being
dropped from the one-day
side, the fact is he is defi-
nitely a safe fielder! But
more importantly, he is a
very good batsman. His
cool and calm mindset in
the T20 World Cup match
against Pakistan last year,
where he hit the winning
runs of the last ball, helped
India to a famous win.
Later even the star of the
match, Virat Kohli, appre-
ciated the boundary scored
byAshwin and his compo-
sure to leave the bowl
down the leg-side for a
wide before that.
In recent times, India’s
ODI squad has lacked
depth in its batting. Ash-
win can fulfil the role of a
number 8 batter and along-
side his spin expertise, he
can be a strong addition.
His genius tends to be un-
dermined and there are
very few bowlers who can
outthink a batsman. In his
own words Ashwin says,
“I’m thinking constantly
like a batter when I’m
bowling.” His last ODI
was in the 2021 series
against South Africa but
since then it has been a cu-
rious case wherein he was
picked for the T20 World
Cup last year but not for
ODI cricket!
He is arguably the best-
off spinner India has ever
seen and possibly the best
spinner after Anil Kumble
for India. Ashwin’s bowl-
ing average is just a bit

he United Kingdom’ ruling Conservative
Party is slowly losing ground. In a setback,
the party lost two by-elections but managed
to retain former Prime Minister Boris Johnson’s Ux-
bridge seat. Britain’s general elections are 18 months
away so the defeats, analysts said, do not augur well
for Prime Minister Rishi Sunak.
The biggest setback came from Labour Party’s
biggest-ever by-election win in Selby and Ainsty in
Yorkshire. The seat was considered safe for the To-
ries. The other seat---Somerton and Frome---was
grabbed the Liberal Democrats. This seat was also
considered a Tory stronghold. Opinion polls showed
Labour leading over the Conservative Party by 20
points but Rishi Sunak remains optimistic. On the
two losses and possible bleak prospects Sunak said
that the Uxbridge voters told all of them that the next
general election was not a “done deal”.
Conservative Party is facing anti-incumbency and
is dogged by several controversies during Boris John-
son and Liz Truss’s premiership. Labour Party’s Sir
Keir Starmer was obviously upbeat.

shortages with Russia pounding Ukraine’s
wheat infrastructure in Odessa destroying
60,000 tonnes of grain and India banning the export
of non-basmati rice. Vietnam’s “temporary” ban on
rice exports has been in place since 2020. Russia’s
threat to pull out of the deal to allow Ukraine to send
grains to countries facing shortages and continued
port infrastructure is bad news for the world which
is concerned about El Nino. The weather pattern
causes reduction in rainfall which is bad for crops
and for millions of people. The World Meteoro-
logical Organisation
has predicted El
Nino to develop
around 55 percent
during June-August.
This could have a se-
rious inflationary
impact not just in
India but globally.
India’s decision on
non-basmati rice, 10
million tonne’s of
which are exported,
is bad news for sev-
eral countries de-
pendent on rice im-
ports as supply
crunch would push
inflation in global
markets. The rice ex-
port ban is good news for the domestic consumers and
also the Bharatiya Janata Party which has 2024 gen-
eral elections in mind. Before that elections are also
due in Rajasthan, Chhattisgarh and Madhya Pradesh.
With consumers battling spiralling prices of to-
mato, pulses and ginger, which have pushed up food
inflation to a disconcerting 4.6 percent in June. Fear
of further rise in prices is worrying people as infla-
tion was 4.25 percent in May. Keeping non-basma-
ti rice for domestic consumption is therefore a wise
move but economists fear that retail inflation would
still hover around 5 percent. The ban will disrupt
the global market with an impact greater than
Ukraine’s grain supplies.

Rajasthan has become the
first state in the country to
guarantee social security
of employment and pen-
sion by enacting a law in
the country.With this, 125
days of employment will
be guaranteed in a year in
urban and rural areas,
while old aged, specially
abled, widow and single
women will get a mini-
mumpensionofonethou-
sandrupeespermonthand
it will increase by 15 per-
cent every year.
For this, the Rajasthan
Minimum Income Guar-
antee Bill-2023 was
passed by voice vote in
the Assembly on
Friday. Earlier,
Parliamentary
Affairs Minis-
ter Shanti Ku-
mar Dhariwal
presented the bill
in the House for dis-
cussion and members of
the party and opposition
participated in it.
After this, in response
to the discussion, Dhari-
wal said, “Mahatma Gan-
dhi Minimum Income
GuaranteeSchemewillbe
started to guarantee 125
days of employment to all
the rural and urban fami-
lies of the state in a year.
For this Rajasthan Mini-
mum Income Guarantee
Bill-2023 has been
brought. Rajasthan is the
first state in the country to
guarantee such social se-
curity by enacting a law.
After the implementation
of this Act, all the rural
families of the state will
get additional 25 days of
employment under the
Chief Minister’s Rural
Employment Guarantee
Scheme after completing
100 days of employment
under the MNREGA
scheme. On the other
hand, under the Indira
Gandhi Urban Employ-
ment Guarantee Scheme,
urban families will also be
guaranteed 125 days of
employment.”
The minister said that
oldpeople,speciallyabled
people,widowsandsingle
women will get guaran-
teed minimum pension of
Rs 1000 per month in the
state. “Along with this, a
provision has been made
for 15 percent automatic
increase, which will be at
the rate of five percent in
July and 10 percent in
January. The base amount
ofthisincreasewillbeone
thousand rupees.After the
law is made, the above
provisions will be availa-
ble to the public as a right.
With this unique and his-
toric law, the common
man will also get relief
from the skyrocketing in-
flation,” he said. Earlier,
the proposal to circulate
the bill to know the public
opinion was rejected by
the house by voice vote.
Meanwhile, LoP Ra-
jendra Rathore remarked
on the bill, “There are 73
lakh women who have
been given Ujjwala gas
connections. Out of these
only 40 lakh women are
being given subsidy of Rs
500 on gas cylinder. Min-
imumwagesandwagesin
MNREGA are fixed ac-
cording to the CenterAct,
with what right are you
giving guarantees, you do
not have statutory rights.
There is no money in the
account for various
schemes.Rhetoricdoesn’t
work.” Responding to
this, Minister Shanti Dha-
riwal said, “Employment
and social security are
guaranteed in this bill.
Minimum pension is
guaranteed. Rajendra
Rathore has misled the
House. There is a differ-

in the Congress govern-
ment’s scheme to provide
free ration kits to more
than one crore people
every month ahead of the
elections.
Raising the issue dur-
ing Zero Hour, deputy
leader of opposition Sat-
ish Poonia alleged that
corruption has been “in-
stitutionalised” in the
Ashok Gehlot-led state
government.
“The corruption has
been institutionalised in
Rajasthan in the last four-
and-half-years, and An-
napurna food packet
scheme is just another
example,” said Poonia in
the House.
He said the free ration
kit scheme is a “well-
planned conspiracy” to
promote corruption.
“If the same scheme
had come in 2018, as
soon as the government
was formed, I would
have been happy that
food grains would go to a
poor person’s house. But
what justice can one ex-
pect from the govern-
ment, which is deep-bur-
ied in corruption,” Poo-
nia said.

just to woo the voters. it
is a clear and visible ex-
ample of corruption to
give benefits to “loved

Stae govt on Friday tabled the Rajasthan
Platform Based GIG Workers (registration and
welfare) Bill, 2023 – country’s first such – which
seeks to guarantee social security to gig workers.The bill
provisions for monetary penalties if an aggregator fails to
comply with the Act. The state
govt may impose a fine up to
Rs 5 lakh for the first contra-
vention and up to Rs 50 lakh
for subsequent contravention.
Under the bill, the state will
constitute a ‘The Rajasthan
Platform Based Gig Workers
Welfare Board’ which will ensure registration of gig work-
ers and aggregators operating in the state. The bill also
aims to set up a welfare fee deduction mechanism that
will be integrated with the aggregator app. The govt also
seeks to set up a monitoring mechanism.

the order in favour of em-

PIL filed by one Ramba-

and said that govt will
have to give benefit of
annual increment to em-
ployees retiring on June
30. Notably, till now,
benefit of annual incre-
ment is given on July 1
to employees of State
govt, various boards and

on Friday informed the
assembly that earthquake
tremors were felt four
times between 4:09 am
and 4:31 am on Friday in
Jaipur district. “There
has been no loss of life or
property due to the earth-
quake. In the event of a
disaster, rescue and relief
work is done by coordi-
nating with all district
collectors and concerned
departments to provide
immediate help to the
victims,” said Minister
Govind Ram Meghwal.
Meghwal, who was
speaking during the
question hour of the as-
sembly, added, “An
earthquake of magnitude
4.4 on the Richter scale
occurred at 4:09 am and
the epicentre was Gul-
mohar Garden in Bhank-
rota. The second tremor
of the earthquake was felt
at 4:22 am, whose epi-
centre was Manpur Bal-
aji in Renwal Manjhi
and its intensity was 3.1.
The epicentre of the
third tremor was near
Pink Pearl Fun Water
Park in Bhankrota which
was felt at 4:25 am. Sim-
ilarly, the fourth tremor
of the earthquake was
felt at 4:31 am, whose
epicentre was Shivam
Resort in Sarangpur and
its intensity was 2.5 on
the Richter scale.”

15 POLICE JAWANS INJURED IN POLICE LINES
DURING EARTHQUAKE PANIC IN JAIPUR
Jaipur: Nearly 15 police jawans were injured
in Police Lines on Friday morning due to panic
caused by strong earthquake tremors. Officials
informed the strongest earthquake, which occurred at
4:09 am on Friday, caused a stampede-like situation in
the police lines and police jawans ran out of their quar-
ters in a haste. The panic injured 15 jawans, who were
rushed to SMS Hospital for treatment. However, no seri-
ous injury was reported and the jawans were discharged
after giving first aid. The latest earthquake of magnitude
3.4 occurred at around 4.25 am, the National Center for
Seismology (NCS) reported. According to the NCS, it oc-
curred at a depth of 10 kilometres.

Bundi: The ACB has registered a case of em-
bezzlement against a woman supervisor of the
women and child development department in
Bundi. ACB officials informed that Sudha Maheshwari,
posted as a supervisor in Taleda sub-division of Bundi
district, allegedly misused his position and falsified
7725 kgs of pulses. “A complaint was filed and the
matter was investigated. Following the investigation, a
case has been registered against Sudha Maheshwari.
It is expected that the names of other officials will also
surface during further investigation. The report was
sent to the Jaipur headquarter and now a case has
been registered there. Inspector Anita Verma posted in
Kota will conduct investigation in the matter,” said Gyan

Delhi HC sets aside order for registration of
FIR against VHP leader for hate speech
New Delhi: The Rouse Avenue Court on Friday
granted time to the Central Bureau of Investigation
(CBI) to take instructions on the issue of bringing complaint
under section 195 CrPC filed by a public servant for
violation of his orders by the accused. The court has
adjourned the matter till July 26. The court was considering
the supplementary chargesheet against Congress leader
Jagdish Tytler. A supplementary chargesheet has been filed
by CBI in the case of killings in Pul Bangash area in 1984.
New Delhi: The Delhi High Court on Friday set aside
the trial court order for the registration of an FIR
against Vishwa Hindu Parishad (VHP) leader Alok Kumar
for alleged hate speech. The High Court while setting aside
the order said that there was no material at all against the
VHP leader. Alok Kumar had challenged the Metropolitan
Magistrate order passed in February 2020 on a complaint
of Harsh Mandar. The High Court said that the Magistrate
should exercise its power with caution.

New Delhi: Global investors, including Tiger
Global, Peak XV, and Steadview Capi-
tal, have written a letter to Prime Minister
Narendra Modi urging him to reconsider a newly
imposed 28 per cent Goods and Services Tax (GST)
on online games involving real money. The investors
argue that this tax could have a detrimental impact
on prospective investments worth $4 billion in the
online gaming sector, according to the letter seen by
news agency. The government recently announced
the tax on the funds collected by online gaming
companies from their customers. While games like
fantasy cricket have gained immense popularity,
concerns over player addiction have also arisen. In
the letter, the investors expressed shock and dismay
over the decision to impose the tax, indicating that
it will “substantially and meaningfully erode investor
confidence in the backing of this or any other sunrise
sector in the Indian tech ecosystem”.

Women (NCW) Chair-
person Rekha Sharma on
Friday said she had
reached out thrice in the
last 3 months to authori-
ties in Manipur over inci-
dents of violence against
women but no response
was received from them.
She was responding to
reports in a section of the
media that claimed the
commission had on June
12 received a complaint
about the incident of two
women being paraded
naked on May 4 in the
ethnic violence-hit north-
eastern state but had not
taken any action. The
May 4 video surfaced on-
line on July 19. Sharma
denied receiving any re-
port of the incident.
However, the NCW
chief said that she had re-
ceived other complaints
regarding women issues
 she had reached out
thrice to authorities in
Manipur but no response
was received from them.
She also shared the letters
sent to authorities in the
state. Sharma had written
to them over complaints

RAJE TO VISIT UDAIPUR ON JULY 23
Udaipur: Former CM Vasundhara Raje will
reach Udaipur on July 23 and the next day, she
will travel to Lasadia. The official programme of
the former CM has been released. As per the sched-
ule, Raje will reach Nimbahera in Chittorgarh district di-
rectly from Jaipur by helicopter on 23rd, where she will
participate in the program to be held on the birthday of
former minister Srichand Kriplani. Raje will leave from
Nimbahera at 3 pm by helicopter and reach Dabok
Maharana Pratap Airport at 3.20 pm. The next day, on
July 24, Raje will go to Dabok airport from Udaipur and
leave for Lasadia. In Lasadia, Vasundhara will unveil
the statue of late former MLA Gautam Lal Meena.
Organisers have started preparations in Lasadia.

held a discussion on is-

tion.
Interestingly, during
the day, Sukhjinder Sin-
gh Randhawa, in the
presence of State Presi-
dent Govind Singh Do-
tasara and co-incharge
Virender Singh Rathore,
met all the potential
candidates and people’s
representatives of Pali
and Nagaur districts and
took feedback regarding
the upcoming assembly
elections.
A result came out of
the meeting held in
Congress war room on
Friday when a com-
plaint was given by pub-
lic representatives of
Nagaur in the meeting
before in-charge Rand-
hawa and PCC chief
Dotasra. The complaint
was made against
Makrana police station
incharge Pramod Kumar
Sharma upon which Do-
tasara spoke to Chief
Minister Gehlot and
Gehlot took immediate
cognizance on the com-
plaints of Congres lead-
ers and as a result, Na-
gaur SP Ramamurthy
Joshi took out the order
transferring Pramod
Sharma to police lines.

dents as district incharge. Ram Vilas
Chaudhary has been appointed as Ajmer
division incharge, Hagami Lal Mewara in
Banswara, Ghanshyam Mehar in Bharat-
pur, Jagdish Jangid in Bikaner, Bharatram
Meghwal in Jodhpur, Kailash Meena in
Kota, Sushil Sharma in Pali, Naseem
Akhtar Insaf in Sikar and Ratan Devasi in
Udaipur. Meanwhile, Congress’ General
Secretaries have also been appointed as
district in-charge wherein, the responsibil-
ity of Ajmer district has been given to Safia
Zubair and of Ajmer rural to Sudarshan
Singh Rawat. Similarly, the responsibility
of Alwar to Jaswant Gurjar, Banswara to
Ganesh Ghoghara, Baran to Indira Meena,
Barmer to Rajesh Chowdhary. Pushpen-
dra Bhardwaj is made district incharge of
Bharatpur, Prashant Bairwa of Bhilwara;
That of Bikaner City to Shimla Devi Nayak,
Bikaner Rural to Pusaram Godara, Bundi

A joint meeting of the State Executive and District Presidents of the Social Media
and Digital Platform Department of the State Congress was held at the State
Congress Headquarters on Friday. Social media membership campaign was also

he set off on his auto-rickshaw,
embracing the day with determi-

least one person about the value

Over the last three years,
Ravindra's unwavering commit-
ment has led him to touch the
lives of more than 3000 people
from diverse backgrounds, all
ages, and various religions. Each
one of them was made aware of
the significance of body dona-
tion, and many were inspired to
fill their own resolution letters
for this noble cause. Across the
city of Kota, Ravindra's influ-
ence has spurred a movement of
empathy and compassion, with
five people filling the resolution
letters for body donation due to
his heartwarming efforts.
Asked about his motivation,
Ravindra humbly replies, After
my death, my body will serve
future doctors in medical college,
but if even one person from those
I made aware donates their body,
my life will have been success-
ful. His altruistic spirit has not
only garnered respect from his
passengers but also from the
community, recognizing him as a
true hero driving change in Kota.
Dr. Kulwant Gaur, the vision-
ary founder of the Shine India
organization, lauds Ravindra's
exceptional dedication. He

A leg- end is one who is never forgotten.’ These wise words by Ca- nadian author-philosopher Matshona Dhliwayo hold true for Ravichandran Ashwin who is rapidly emerging as one of the all- time cricketing greats. Few cricketers are as aware and intelligent as the wilyAsh- win when it comes to the art of spin bowling. His genius helped India trounce the Windies in the first Test last week as he picked up 12 scalps in the match. With his eighth 10-wicket match haul, Ashwin is close to the mammoth 500 Test wick- ets, being just 14 short of the target. As India plays its 100th test against the Windies and second of the series, given Ashwin’s form and the quality of the opposition, it will be no surprise if the veteran offie gets to the landmark in this game itself, thus making him just the 8th bowler to do so! Currently the world’s number 1 bowler in Test rankings, Ashwin has had a great year till now. But omission from the team of the World Test Champion- ship final built a narrative that he is good only in In- dian conditions with spin friendly tracks. India lost the WTC final but on ei- ther side of that match, Ashwin picked up 7 wick- ets on a dull Ahmedabad wicket against Australia and 12 wickets against the Windies. It spurs a debate that while the world re- gards Ashwin highly, his own selectors doubt his prowess to take wickets in all conditions! A peek into his recent records can allay all these fears. Ashwin holds the best average of all spinners in SENA (South Africa, England, New Zealand and Australia) countries since 2018. Even in the 2021 WTC final against New Zealand, he picked up 4 wickets in seam-friendly conditions in England. His ability to read the batsmen and adjust his wares ac- cordingly has meant that he is a fine bowler in the shorter formats of the game too. With 151 and 72 wickets in ODIs and T20S respectively, his numbers definitely suggest that Ashwin should be a regu- lar for Team India in all conditions! It also raises the ques- tion as to why isAswin not being considered in the shorter formats? In fact, experts believe that Ash- win still has a key role to play and ought to be se- lected in the ODI World Cup team later this year. The championship is going to be played in India and as Ashwin was also a part of the 2011 Winning team, India can derive a lot from his experience of playing a high-pressure tournament as it may just be the ace that the Indian ODI setup is currently missing. While some may argue about his not being the most agile in the field and has led to him being dropped from the one-day side, the fact is he is defi- nitely a safe fielder! But more importantly, he is a very good batsman. His cool and calm mindset in the T20 World Cup match against Pakistan last year, where he hit the winning runs of the last ball, helped India to a famous win. Later even the star of the match, Virat Kohli, appre- ciated the boundary scored byAshwin and his compo- sure to leave the bowl down the leg-side for a wide before that. In recent times, India’s ODI squad has lacked depth in its batting. Ash- win can fulfil the role of a number 8 batter and along- side his spin expertise, he can be a strong addition. His genius tends to be un- dermined and there are very few bowlers who can outthink a batsman. In his own words Ashwin says, “I’m thinking constantly like a batter when I’m bowling.” His last ODI was in the 2021 series against South Africa but since then it has been a cu- rious case wherein he was picked for the T20 World Cup last year but not for ODI cricket! He is arguably the best- off spinner India has ever seen and possibly the best spinner after Anil Kumble for India. Opinion polls showed Labour leading over the Conservative Party by 20 points but Rishi Sunak remains optimistic. On the two losses and possible bleak prospects Sunak said that the Uxbridge voters told all of them that the next general election was not a “done deal”. Conservative Party is facing anti-incumbency and is dogged by several controversies during Boris John- son and Liz Truss’s premiership. Labour Party’s Sir Keir Starmer was obviously upbeat. T orld’s granary is looking at a season of shortages with Russia pounding Ukraine’s wheat infrastructure in Odessa destroying 60,000 tonnes of grain and India banning the export of non-basmati rice. Vietnam’s “temporary” ban on rice exports has been in place since 2020. Russia’s threat to pull out of the deal to allow Ukraine to send grains to countries facing shortages and continued port infrastructure is bad news for the world which is concerned about El Nino. The weather pattern causes reduction in rainfall which is bad for crops and for millions of people. The World Meteoro- logical Organisation has predicted El Nino to develop around 55 percent during June-August. This could have a se- rious inflationary impact not just in India but globally. India’s decision on non-basmati rice, 10 million tonne’s of which are exported, is bad news for sev- eral countries de- pendent on rice im- ports as supply crunch would push inflation in global markets. The rice ex- port ban is good news for the domestic consumers and also the Bharatiya Janata Party which has 2024 gen- eral elections in mind. Before that elections are also due in Rajasthan, Chhattisgarh and Madhya Pradesh. With consumers battling spiralling prices of to- mato, pulses and ginger, which have pushed up food inflation to a disconcerting 4.6 percent in June. Fear of further rise in prices is worrying people as infla- tion was 4.25 percent in May. Keeping non-basma- ti rice for domestic consumption is therefore a wise move but economists fear that retail inflation would still hover around 5 percent. The ban will disrupt the global market with an impact greater than Ukraine’s grain supplies. For this, the Rajasthan Minimum Income Guar- antee Bill-2023 was passed by voice vote in the Assembly on Friday. Earlier, Parliamentary Affairs Minis- ter Shanti Ku- mar Dhariwal presented the bill in the House for dis- cussion and members of the party and opposition participated in it. After this, in response to the discussion, Dhari- wal said, “Mahatma Gan- dhi Minimum Income GuaranteeSchemewillbe started to guarantee 125 days of employment to all the rural and urban fami- lies of the state in a year. The bill also aims to set up a welfare fee deduction mechanism that will be integrated with the aggregator app. The govt also seeks to set up a monitoring mechanism. Rajasthan Assembly on Friday passed The Rajasthan Examination (Measures For Prevention of Unfair Means in Recruit- ment) (Amendment) Bill, 2023 by voice vote to increase the punishment for those involved in recruitment exam paper leaks from the current 10 years to life imprisonment. In March 2022, the assem- bly passed a Bill providing for imprisonment of up to 10 years and a fine of Rs 10 crore for offences such as govt exam paper leaks and cheating in such recruitment tests.
