That’s the story of not just Singh family but others as well in the villages of Devpura and Moondwara in Ra- jasthan’s Sambhar block, about 80 km from the Sambhar salt lake, India’s largest inland salt lake. The villagers, many of them unlet- tered, blame the lake water that has contam- inated the groundwater as the main reason for high salinity and fluo- ride content in drink- ing water. According to Om Prakash Sharma, head of the NGO Gram Chet- na Kendra that works in the area, disability in the two villages about 50 km from Jaipur averages about 10 in 1,000. The national number is 5 in 1,000 people. That is almost double the normal aver- age, he pointed out. The disability is di- rectly linked to high fluoride content in the area, a fact backed by studies, he said. Long term effects of skeletal fluorosis takes place if the fluoride level in water is more than 1 mg/litre, said Dr Aman Dua, director, joint replacement and orthopaedics, at Delhi’s Fortis Escorts hospital. “So there is widen- ing of bones, deformi- ties in joints and the symptoms are special- ly marked in the spinal column where they may lead to nerve com- pression and weaken- ing of limbs because of long term use,” he told PTI. According to a Cen- tral Ground Water Board (CGWB) report, high fluoride in ground- water in Jaipur district where the villages are located is a matter of great concern with flu- oride concentration go- ing up to 16.4 mg/litre in some places at Samb- har block against the permissible 1mg/l. In the Sambhar lake itself, it is 2.41 mg/l. The signs are there for all to see. A WiFi dongle, clothes and oth- er things were recov- ered from the vehicle. The value of narcotic drugs is around Rs. 14 crores in the interna- tional market. Not only is a deeply divided world fac- ing an unprecedented eco- nomic challenge that is being compounded by cli- mate change, this is also the last regular Budget ahead of the general elec- tion next year. Ever since the covid-19 pandemic struck in 2020, the world has been sub- jected to repeated shocks of unprecedented magni- tude—the Russia-Ukraine conflict, followed by the ratcheting up of interest rates by the United States Federal Reserve, and most recently the fresh surge in the covid-19 pandemic in China. The combined impact of the pandemic, geopo- litical tensions, drying up of global liquidity and the commodity price shocks has brought the world-- including the United States, the largest econo- my--dangerously close to a recession. However, Finance Min- isterNirmalaSitharaman, will have cause for cheer. India continues to chal- lenge this grim global nar- rative with its economy poisedtologanimpressive 6.5-7 percent growth in 2022-23. Even better, the Fi- nance Minister has suffi- cient cause to believe that this is largely the outcome of the policy playbook the NDA adopted since it as- sumed power in 2014. THE NEW PLAYBOOK Since it assumed power nine years ago, the NDA has sought to pivot the In- dian economy . These poli- cy changes have been ap- preciated and validated most recently , by the glob- al investment banks, World Bank and the Inter- national Monetary Fund. It began with the rollout of the Goods and Services Tax (GST)—the single big- gest indirect tax reform— which, for the first time, economically unified the country. The GST princi- ple, ‘One Nation, One Tax’, made the economy more efficient by dramatically reducing friction. Not sur- prisingly, monthly gross GST collections now aver- age over Rs 1 lakh crore— in November the accruals to the exchequer was Rs 1.45 lakh crore. To incentivise and re- vive private sector invest- ments the union govern- ment slashed corporate tax rates to 22 percent from the prevailing 30 per- cent; in addition, it fixed a lower rate of 15% for com- panies incorporated after 2019—this scheme is ex- tended till 2023. Similarly, the passage of the Insolvency and Bankruptcy Code (IBC) in 2016, helped with the miti- gation of the legacy bad debts of commercial banks. According to the Economic Survey of 2021- 22, financial creditors re- covered Rs 2.55 lakh crore, of the Rs 7.94 lakh crore debt owed to banks, at the end of 30 September 2021. This repair of the finan- cial sector, which also in- cluded capitalisation of bank balance sheets, re- stored the ability of com- mercial banks to lend. The NDA also under- took a major ideological resetafteritformalisedthe policy of privatisation— the most recent example was the sale of Air India to the Tata group. Simultane- ously the union govern- ment has taken to moneti- sation of idle assets owned by the public sector to gen- erate funds for big-ticket Greenfield infrastructure projects—the underlying strategy is to crowd-in pri- vate investment. The pursuit of fiscal prudence, unlocking of fi- nancial resources and buoyancy in tax collec- tions has provided the wherewithal to the FM to fund infrastructure pro- jects and the covid-19 re- lief packages.Moreimpor- tantly, it is now evident thatthestructuralreforms which improved economic efficiency, proved to be a buffer against the econom- ic devastation unleashed by the pandemic. DIGITAL PUBLIC GOODS The Indian economy also received an unexpected boost from the rapid roll- outof DigitalPublicGoods (DPGs) like Aadhaar, Uni- fied Payments Interface (UPI), CoWin, Open Net- work for Digital Com- merce (ONDC), Account Aggregators, Health Stack and Open Credit Enable- ment Network (OCEN), over the last decade. These DPGs have been created as an open digital ecosystem, which enables the private sector to use these digital rails to create innovations in payments, health care and so on. At the same time, by dramat- ically lowering the cost of entry , these DPGs acceler- ated formalisation of the economy and democra- tised access to identity, covid-19 jabs, payments, credit and more recently e-commerce. These public digital rails have also been used by the union government to accelerate the rollout of the Direct Benefits Trans- fer, estimated to be cumu- latively over Rs25 lakh crore. The resulting disin- termediation has also pre- vented leakages and sav- ings to the exchequer up- wards of Rs 2 lakh crore. Further, these benefi- ciaries have become key stakeholders in the Indian economy—where previ- ously they were outside looking in. PANDEMIC BLUES The onset of the covid-19 pandemic, consequent lockdown of the economy causedimmensedistressto both lives and livelihoods, not just in India but the en- tireworld.Unlikeotherna- tions though, India did not opt for a fiscal stimulus to revive the economy . Instead it pursued a calibrated strategy , where- in it initially focused on saving lives and then grad- ually put the spotlight on livelihoods—even while it bolstered the material ba- sis of the vulnerable seg- ments by rolling out the free food grain scheme for 80 crore people; which has now been extended till De- cember 2023. While this extraordi- nary social safety net to- gether with the big push for providing electricity, drinking water, sanitation and housing for all, suc- ceeded in mitigating dam- age to those at the bottom of the pyramid, the struc- turalreformshasmadethe economy more efficient. Bengaluru (ANI): Chief of Army Staff (CoAS) General Manoj Pande on Sunday an- nounced to convert the “Battle Squads” into “Integrated Battle Groups” in an effort to- wards structuring and optimization of the force. General Pande made the announcement while speaking at the 75th Army Day event organised here at Go- vindaswami Drill Square ground. “In an effort towards force structuring and optimization, we are planning to convert our Battle Squads into Inte- grated Battle Groups, which will contribute effectively to the battle- field of the future,” Pande said. He further said that “old establishments and units are being dis- banded, or are being revamped with suitable changes.” To make the “teeth- to-tail” ratio effective with modernization and technological infu- sion, Pande said, “the Army will be right- sized so that human re- source or manpower can be used properly”. “Our aim will be to move from a manpow- er-intensive to a techno- logically driven Army,” said the Army chief, adding “our primary focus will be our sol- diers, who will be fully prepared and equipped to face the challenges of the future.” Srinagar (PTI): A robust security grid is in place and adequate precautions have been taken to ensure smooth and joyous celebrations of the Republic Day in Jammu and Kashmir on January 26, a senior Army officer said on Sunday. “Things are under control. The government in 2022-23 Budget had intro- duced the ‘Special Assistance to States for Capital Invest- ment’ scheme with an outlay of Rs1.05 lakh crore. —PTI DEMAT ACCOUNTS RISE 34% TO 10.8 CR IN DEC New Delhi: The number of demat accounts rose to 10.8 crore in December 2022, a surge of 34 per cent on yearly basis, on at- tractive returns from the equity markets, ease of account opening process and increased financial sav- ings. Also, the incremental account additions of such accounts were higher in December in comparison with the preceding three months, however, below the financial year 2021-22 (FY22) average run-rate of 29 lakh. The incremental additions of such accounts were 21 lakh in December 2022, compared to 18 lakh each in October and November and 20 lakh in September.—PTI OTHER STORIES New Delhi (PTI): Real es- tate developers increased the pace of construction during 2022 with 4.02 lakh housing units getting com- pleted across seven major cities as compared to 2.79 lakh homes in the previous year, according to Anarock. The construction works were affected during 2020 and 2021 calendar years be- cause of lockdowns to con- troltheCOVID-19pandemic. Real estate consultant Anarock, one of the lead- ing housing brokerage firms, tracks primary (fresh sale) residential markets of seven major cit- ies namely Mumbai Metro- politan Region (MMR), Delhi-NCR, Pune, Bengalu- ru, Hyderabad, Chennai and Kolkata. It compiles data of sales, new launch- es, prices and construction status of projects. As per the Anarock data, the completion of housing units was highest since 2017.About4.02lakhhomes were completed in 2022 across the seven cities, a 44 per cent increase from 2021 level when around 2.79 lakh homes got completed. Of the total completed homes in 2022, the highest were in Mumbai Metropol- itan Region (MMR) at 1,26,720 units, almost 80 per cent more than in 2021 when 70,500 units were completed. In Delhi-NCR, the project executions fell marginally to 86,300 units in 2022 from 86,590 units in the previous year. Pune saw 84,200 units completed in 2022, against 46,080 units in the previous year. Bengaluru, Hyderabad, and Chennai combined witnessed com- pletion of 81,580 units last year against 63,870 units in 2021. As many as 23,190 units got completed in Kolkata during2022calendaryearas against 11,620 units in 2021. Besides, discussions are going on with respect to amendments to the Insol- vency and Bankruptcy Code (IBC) as well as the Companies Act, 2013. The official also said that the corporate affairs minis- try is examining a Parlia- mentary panel’s sugges- tions on having a new digi- tal competition law. The ministry is imple- menting the Competition Act, IBC and the Compa- nies Act, and amendments to these laws are expected this year. A bill to amend the com- petition law was intro- duced in Parliament on August 5 last year and was later referred to the Par- liamentary Standing Committee on Finance. The panel tabled its report on December 13 last year and the ministry will now be coming up with an amendment bill after tak- ing into consideration various recommendations of the committee. The senior official said the bill to amend the com- petition law is expected in the Budget session of Par- liament. The introduction of a ‘Settlement and Commit- ment framework to reduce litigations’ and incentivis- ing parties in an ongoing cartel investigation in terms of lesser penalty to disclose information re- garding other cartels were among the proposals in the bill that was introduced in August last year. In its report, the Parlia- mentary panel recom- mended various changes to the bill to amend the com- petition law, including bringing cartels under the scope of settlements as a “pragmatic recourse”. The Budget session of Parliament will commence from January 31 with Pres- ident Droupadi Murmu’s address to the joint sitting of Lok Sabha and Rajya Sabha. The session will have 27 sittings and will continue till April 6 with a month- long recess to examine the budget papers. The first part of the session will con- clude on February 14 and after a break, reconvene on March 12. In an interaction with PTI, Kapur noted that the Automotive Component Manufacturers Associa- tion of India (ACMA), So- ciety of Indian Automo- bile Manufacturers (SIAM) and the Ministry of Heavy Industries are working together to achieve the target of lo- calisation especially in electronics. He noted that there lies a great opportunity for the auto component industry with the big push towards electrification. With growth in con- sumption of electric vehi- cles, the industry is wit- nessing fast transforma- tion of the auto compo- nents sector to be an inte- gral part of the electric vehicle manufacturing supply chain. New Delhi (PTI): The lat- estCIIBusinessConfidence Index for the October-De- cember quarter rebounded to its highest reading in al- most two years of 67.6 from 62.2 in the previous quarter, reflecting optimism around India being in a ‘sweet spot’ despite the rising global un- certainties, the industry body said on Sunday . The sharp improvement in the value of the index was buttressed by subsid- ing of concerns around the impending recession and its impact on the Indian economy, CII stated. The Index is based on the find- ings of a survey of over 120 firms of varying sizes and across all industry sectors and regions of the country . Under the scheme, in gram panchayats where a competent executive agency (Gram Panchay- at/Voluntary organiza- tion) will be available to run gaushalas/animal shelters, construction will be on priority. An amount of up to Rs one crore will be used. Under this, construc- tion will be in 200 gram panchayats in 2022-23 and 1300 in 2023-24. Since its launch in January 2003, Raksha has rescued close to 15,000 birds, 1200 mammals and 6000 reptiles in and around Jaipur and released them into their natural habitats.
