jasthan, the India Mete-
orological Department
(IMD) said on Sunday.
Dholpur received a maxi-
mum of 23 cm of rainfall
followed by Banswara
where 15 cm rain oc-
curred since Saturday, the
weather office said.

Four passengers were
killed and 28 got injured
when a private bus and
trailer collided on the
main road of Amarpura
village, four kilometres
from Nagaur on Sunday.
Of the injured, four have

police stations reached

On the third day of the
Rajasthan Housing
Board Direct Recruit-
ment Examination 2023,
a total of 70.69 percent
students took the exami-
nation in both the shifts.
For the first shift,
6,731 candidates ap-
peared and 6,947 in the
second shift. The exami-
nation was conducted
peacefully at all the cen-
tres with tight security
arrangements.
On Sunday, the exami-
nation was conducted at
centres in Jaipur, Jodhpur
and Udaipur. The fourth
and final phase of exami-
nations will be conducted
today in Jaipur.
Tight security arrange-
ments have been made
for this. Police force and
flying squad have been
deployed. Notably, a to-
tal of 59,968 candidates
had applied for 258 dif-
ferent posts.

to which 55-year-old Chhail

legal colony being devel-
oped in the Mansarovar
area. JDA officials in-
formed that an illegal

A 25-year-old woman
was allegedly kidnapped,
gangraped and stripped
naked near the Gangapur
police station area of
Bhilwara district on Sat-
urday, officials said on
Sunday. A statement
from the Police Head-
quarters initially denied
gangrape but later issued
another statement deny-
ing kidnapping but ac-
cepting gangrape. The
police arrested two ac-
cused in the case.
“Both the accused of
gangrape of a woman
were arrested in Gan-
gapur police station of
Bhilwara. The complaint
of kidnapping was found
to be false, the woman
had gone with her ac-
quaintances. She ran
away naked after being
forced to have physical
relations by her acquaint-
ances. Initially wrong
facts were told to the po-
lice and the situation be-
came clear after mobile
investigation,” said the
statement from the PHQ.

The government is focus-
ing on allotting land to
various societies to mo-
bilize communities for
votes in the upcoming
assembly elections. The
government is planning
to allot lands before the
model code of conduct
comes into force.
Preparations are un-
derway for land alloca-
tion scheduled for next
week. Government of-
fices, including the Ur-
ban Development and
Housing department,
JDA, Rajasthan Housing
Board and others were
open on Sunday as per
government’s instruc-
tions.
The pending cases of
land allotment to socie-
ties are currently under
scrutiny by the JDA,
Housing Board, and ur-
ban improvement trusts.
These bodies are tasked
with sending the list of
the cases to the UDH to-
day.
One major hurdle in
land allocation is deter-
mining the rate. Many
societies are demanding
land at the lowest possi-
ble rate. UDH Minister
Shanti Dhariwal has the
authority to allocate land
at rates up to 50 percent,
while the cabinet em-
powered committee can
decide rates up to 30 per-
cent. Any allocation at a
lower rate requires cabi-
net approval.
A meeting of the cab-
inet empowered com-
mittee is likely to be held
next week to on this
issue.

enjoyed the Indian ‘hospi-
tality par excellence’ at
New Delhi, they were sub-
tly given the message that
India has arrived at the
world stage. The world’s

in global geopolitics got
further enhanced by suc-
cessful presidency of G20,
after many success stories

GENESIS OF UNSC
United Nations was
formed in the aftermath of
World war II , in 1945 as
the world was in ruins af-
ter thousands of deaths
and destruction. The Se-
curity Council (United
Nations’ principal crisis-
management body) is em-
powered to impose bind-
ing obligations and force
to maintain peace. The
victorious countries of the
WWII were given perma-
nent seat in UNSC with
VETO powers in all world
affairs. These five power-
ful countries were USA,
USSR, UK, France and
China.
NEED FOR REFORMS
UNO and UNSC also
have to change with times,
to honour the changing
dynamics of the emerging
world order. Structurally,
the UN and UNSC re-
mains largely un-
changed since its found-
ing in 1945, stirring de-
bate amongst members
about the need for re-
forms. 75 years is a long
time in the changing ka-
leidoscope of the world.
The world has changed
from Bipolar to Unipolar
and now Multipolar with
decline of so called super
powers and emergence of
new power blocks.

forms in UN and UNSC:

In the 21st Century, India
stands at the door of

rightly deserved place on
the P-5 table. The follow-
ing points merit India’s
claim to UNSC permanent
membership-
l Largest Population. In-
dia is having the largest
population with 19 %
of world population
share.
l Mature Democracy. In-
dia is the oldest and
largest functional de-
mocracy with stable
credentials in the
world.
l Economic Power. India
is the Fifth largest
(GDP) economy and
fastest growing large
economy. It will soon
be third largest econo-
my with $ 05 trillion
GDP.
l Military Might. India is
a peace loving country
with fourth most power-
ful armed forces as a
‘Force of Deterrence’.
We are also a mature
Nuclear Power with
second strike capability.
l Friendly Soft Power.
India has been at the
forefront in all humani-
tarian aids across the
globe. India has also
contributed significant-
ly towards saving the
planet Earth, social em-
powerment and well-
ness of body, mind and

India is a founder member
of UNO and it has active-
ly participated and posi-
tively contributed to all

CHALLENGES
The permanent seat for In-
dia at P-5 table of UNSC
has to come through re-
forms in UN Charter. Pro-
cedure for UN reforms
resolution is that it has to
be adopted by 2/3 mem-
bers of UN General As-
sembly. Thereafter, it has
to be approved by UNSC,
without VETO. When it
comes to UNSC, four out
of Five permanent mem-
bers have endorsed India’s
claims to Permanent mem-
bership with exception of
China. China is likely to
veto the proposal, notwith-
standing the fact that India
had declined this seat, in
favour of China, when of-
fered by USA and USSR
in 1950s.
CONCLUSION
India’s meteoric rise in
world forum in 21st Cen-
tury and it’s friendly con-
tributions towards aim
and charter of UNO,
makes it a deserving case
for permanent member-
ship of UNSC. Vested in-
terests of the existing
members may sabotage
the justified claim of In-
dia, as of now but will not
be able to do it for long.
Certainly, this century be-
longs to India and the
world may ignore this fact
for some time, albeit at its
own peril.

to endorse green hydrogen, accept the impor-
tance of securing critical minerals and join the
Global Biofuel Alliance led by India but it couldn’t
stop a 100 percent consensus on all developmental and
geo-political issues for the New Delhi Leaders’Sum-
mit Declaration on Day One of the G20 summit. It was
an emphatic diplomatic victory for India as it an-
nounced its arrival at the global stage as the leader of
the global South with its diplomatic finesse. Such was
the astuteness that
even the tricky issue
of Russia-Ukraine
war was hammered
out without any dis-
sent.
India also achieved
a significant victory
by getting a consen-
sus on a permanent
seat for the African
Union on the G20
without any hiccup. It
is not yet known if
with this expansion
the group will be

Union is a major vic-
tory for Prime Minis-
ter Narendra Modi
who has been pursu-
ing the AUs’ cause
with determination. It
is now for G7 to get
more inclusive.

proval of all the members. The prime minister called it
a “beacon of co-operation and innovation”. The “his-

which is more ambitious than China’s One Belt-One
Road initiative. “As history unfolds, may this corridor

ISRO’s Aditya-L1 undergoes third
successful orbit-raising manoeuvre

The third earth-bound
manoeuvre of the Adi-
tya-L1, India’s maiden
solar exploratory mis-
sion to study the sun,
was successfully per-
formed by the Indian
Space Research Organi-
sation (ISRO).
The orbit raising was
performed at ISRO Te-
lemetry, Tracking and
Command Network
(ISTRAC), Bengaluru
at 0230 hrs early on
Sunday morning. IS-
RO’s ground stations at
Mauritius, Bengaluru,
SDSC-SHAR and Port
Blair tracked the satel-
lite during this opera-
tion. The new orbit at-
tained was 296 km x
71767 km.
The next manoeuvre
(EBN#4) is scheduled
for September 15, 2023,
around 02:00 Hrs IST.

think the type of political
imagination that is re-
quired is currently there.
We need to reconstruct
the political imagination
that will solve the prob-
lem.”

problem in India which
is bigger than any other
problem. “The word
Hindu nationalists, this is
a wrong word, they are
not Hindu nationalists,
they have nothing to do
with Hinduism,” he said.

not reached finality yet.
He said that Prime Min-

other responsibilities, may
discuss and decide on the
issue in a couple of days..
“As Modiji is busy with
other issues, most proba-
bly there may be discus-
sion after a couple of days.
Till now no discussions
have taken place. We will
have to wait and see,”
Yediyurappa said.
Speaking to reporters
here, he said, “When I
spoke earlier, things had
not come to any finality.
Even now there is no fi-
nality. Prime Minister,
Amit Shah and other lead-
ers will discuss and de-
cide, until then we will
have to wait. I feel as
Modiji and others are
busy today and tomorrow,
discussions may happen
in two to three days.”
Yediyurappa on Friday
said the BJP will have an
understanding with JD(S)
for the Lok Sabha elec-
tions, an announcement
that shot up the political
temperature in the State.
The veteran leader, who
is also a BJP parliamenta-
ry board member, had said
that as part of the poll un-
derstanding, the JD(S) will
contest in four LS seats in
Karnataka, which has a
total of 28 constituencies.
However, on Saturday,
JD(S) leader H D Kumar-
aswamy said discussions
regarding BJP and his
party contesting the Lok
Sabha polls together are
still in the initial phase.

However, Biden reiterated that the US is not seeking
to encircle or contain China. Instead, the goal is to
establish clear and transparent rules for their relation-
ship. “I don’t want to contain China. I just want to ensure
that we have a relationship with China that is transparent,
well-defined, and based on mutual understanding,” he stated.
Biden said that during the G20 summit in India, a ground-
breaking new partnership was forged that will connect India,
Europe and the Middle East with transportation by rail and by
shipment, through energy supplies and digital connections.
“The link will increase the Global South’s capacity to grow, we
are going to have a new railroad from India all the way across
to the Mediterranean. Shipping lanes and pipelines across the
Mediterranean through Europe, up into Great Britain and be-
yond. That’s all about economic growth. There is nothing to do
with hurting China or helping China. It has to do with dealing
with everything from climate change to making sure that these
countries can succeed economically and grow,” said Biden.
He acknowledged that China was “beginning to change some
of the rules of the game in terms of trade and other issues”, “I
just want to make sure we have a relationship with China that
is on the up and up, squared away,” said Biden.

Veto Anti-Caste Discrimination Bill
Displaying posters and banners, the protestors, most
of whom had gathered from various parts of the
State, urged the Governor not to sign the bill into law
as this would end up in discrimination against the Hin-
du community. Much worse is that the bill amounts to
racial profiling of the Hindu community, they argued.
Hindu American Foundation has said that it is explor-
ing every option to protect the rights of Hindu Califor-
nians and is planning to file a lawsuit against this.
The bill was introduced by Senator Aisha Wahab, the
first Muslim and Afghan-American woman elected to
the state legislature, in February. The California Sen-
ate overwhelmingly passed SB403 “Discrimination on
the basis of ancestry” with 31-5 votes last week.

remaining 26 seats will
be held today,  a feed-
back from Block Prezs of
Barmer, Bikaner, Churu,
Dholpur, etc will be tak-

sitting MLAs of assem-
bly seats and defeated

focus on “A” and “D”
category seats.
The ‘A’ category in-
cludes seats where a con-
sensus has been reached,
while ‘D’category com-
prises seats that BJP
didn’t secure in previous
polls. After the meet, the
first list will be prepared
and it will get the green
signal from PM Modi.

The police arrested two ac- cused in the case. “Both the accused of gangrape of a woman were arrested in Gan- gapur police station of Bhilwara. The complaint of kidnapping was found to be false, the woman had gone with her ac- quaintances. She ran away naked after being forced to have physical relations by her acquaint- ances. Odia woman alleges gangrape, stripping Land allotment rush before Model Code of Conduct First India Bureau Jaipur The government is focus- ing on allotting land to various societies to mo- bilize communities for votes in the upcoming assembly elections. The government is planning to allot lands before the model code of conduct comes into force. Preparations are un- derway for land alloca- tion scheduled for next week. Government of- fices, including the Ur- ban Development and Housing department, JDA, Rajasthan Housing Board and others were open on Sunday as per government’s instruc- tions. The pending cases of land allotment to socie- ties are currently under scrutiny by the JDA, Housing Board, and ur- ban improvement trusts. These bodies are tasked with sending the list of the cases to the UDH to- day. One major hurdle in land allocation is deter- mining the rate. Many societies are demanding land at the lowest possi- ble rate. UDH Minister Shanti Dhariwal has the authority to allocate land at rates up to 50 percent, while the cabinet em- powered committee can decide rates up to 30 per- cent. Any allocation at a lower rate requires cabi- net approval. A meeting of the cab- inet empowered com- mittee is likely to be held next week to on this issue. Structurally, the UN and UNSC re- mains largely un- changed since its found- ing in 1945, stirring de- bate amongst members about the need for re- forms. 75 years is a long time in the changing ka- leidoscope of the world. The world has changed from Bipolar to Unipolar and now Multipolar with decline of so called super powers and emergence of new power blocks. The following aspects merit consideration for re- forms in UN and UNSC: l Undemocratic Repre- sentation. l Diminishing Power of P-5. l Emerging new world order. l Lack of Global Govern- ance. l Misuse of the VETO Power. INDIA’s CLAIM TO P-5 STATUS Shining India In the 21st Century, India stands at the door of UNSC knocking for a rightly deserved place on the P-5 table. The follow- ing points merit India’s claim to UNSC permanent membership- l Largest Population. In- dia is having the largest population with 19 % of world population share. l Mature Democracy. In- dia is the oldest and largest functional de- mocracy with stable credentials in the world. l Economic Power. India is the Fifth largest (GDP) economy and fastest growing large economy. It will soon be third largest econo- my with $ 05 trillion GDP. l Military Might. India is a peace loving country with fourth most power- ful armed forces as a ‘Force of Deterrence’. We are also a mature Nuclear Power with second strike capability. l Friendly Soft Power. India has been at the forefront in all humani- tarian aids across the globe. India has also contributed significant- ly towards saving the planet Earth, social em- powerment and well- ness of body, mind and soul. Contribution Towards UN India is a founder member of UNO and it has active- ly participated and posi- tively contributed to all UN lead activities for the last 75 years. The follow- ing points are noteworthy: l It is the largest contrib- utor towards UN Peace Keeping, contributing over 2,00,000 troops l It is also large financial contributor to UN ac- tivities giving over $ 40 Million / year. l It’s always the first re- sponder in case of natu- ral calamities in the world. l India has been elected member of UNSC for 08 terms. l India has been a leading voice on environmental and social issues. l India dons the leader- ship of developing countries by being members of large no of regional groups. l Interests of Indian dias- pora and business foot- prints across the globe have to be protected. CHALLENGES The permanent seat for In- dia at P-5 table of UNSC has to come through re- forms in UN Charter. Pro- cedure for UN reforms resolution is that it has to be adopted by 2/3 mem- bers of UN General As- sembly. Thereafter, it has to be approved by UNSC, without VETO. When it comes to UNSC, four out of Five permanent mem- bers have endorsed India’s claims to Permanent mem- bership with exception of China. China is likely to veto the proposal, notwith- standing the fact that India had declined this seat, in favour of China, when of- fered by USA and USSR in 1950s. CONCLUSION India’s meteoric rise in world forum in 21st Cen- tury and it’s friendly con- tributions towards aim and charter of UNO, makes it a deserving case for permanent member- ship of UNSC. Vested in- terests of the existing members may sabotage the justified claim of In- dia, as of now but will not be able to do it for long. Certainly, this century be- longs to India and the world may ignore this fact for some time, albeit at its own peril.
