Punjab, Haryana, Guja-
rat, Uttar Pradesh, As-
sam and other states.

New Delhi: The Centre
told the Supreme Court
on Monday that the
provisions of the sedi-
tion law (Section 124A)
will be re-examined
and reconsidered.
This comes after
PM Modi issued in-
structions to re-eval-
uate the necessity of
this colonial law in
present times.
On Monday, the gov-
ernment also asked the
court not to consider
the petitions challeng-
ing the colonial law
and to wait for the re-
consideration exercise
to be conducted by the
Centre.
The Supreme Court
had earlier fixed May
10 as the date to hear
petitioners who are
challenging the consti-
tutional validity of the
sedition law.
The central govern-
ment has filed a three-
page affidavit in the
Supreme Court and
said that it is commit-
ted to maintaining and
protecting the sover-
eignty of the nation as
well as removing out-
dated colonial laws.
When the country is
celebrating Azadi ka
Amrit Mahotsav,
the government is
working to shed colo-
nial baggage, the Cen-
tre said.

all-time low of Rs 77.41

pee opened at 77.17

to quote at 77.42, regis-
tering a fall of 52 paise
from the last close. The
Rupee has slipped past

close at 76.90 against the

The reason behind
the drop in value of the
Rupee could be blamed

This comes two days
after the Centre told the
Supreme Court that the
verdict in the Kedar-
nath Singh vs State of
Bihar case upholding the
sedition law was binding
and there was no need
to revisit the same. In a
written submission, the
Centre told the three-
judge bench, led by
CJI NV Ramana, “The
Kedarnath judgment that
upheld the validity of se-
dition law is established
law, no reason to revisit
and the bench of three
judges cannot reconsider
the ratio of a constitution
bench without referring
matter to a larger bench.”
Section 124A of the
Indian Penal Code states
that a person commits
the crime of sedition
if he/she brings or at-
tempts to bring in hatred
or contempt, or excites
or attempts to excite
disaffection towards the
government established
according to the law. It
prescribes the maxi-
mum punishment of life
imprisonment.
New Delhi: The nation-
al capital on Monday yet
again witnessed a high-
voltage demolition dra-
ma in the Shaheen Bagh
area of the city, nearly
20 days after a similar
drive was carried out in
the communal violence-
hitJahangirpuriareaof
northwest Delhi. It was
officially learnt on May
4 that the South Delhi
Municipal Corporation
had planned a major
drive against illegal en-
croachments in the
south Delhi area and the
illegal structures at
Shaheen Bagh will be
demolished on May 9.
Meanwhile, the Su-
preme Court refused to
entertain a plea filed by
the CPI(M) against a
demolition drive car-
ried out in Shaheen
Bagh area by the South
Delhi Municipal Corpo-
ration, asking the party
to approach the high
court.

logded an FIR against
AAP MLA Amanatullah
Khan and his support-
ers for allegedly halting
the MCD-led drive on
Monday. The FIR under
IPC sections 186 (Ob-
structing public servant
in discharge of public
functions) and 353 (as-
saulting public servant)
has been registered.
Rajpal Singh, the BJP
councilor and the SDMC’s
central zone standing
committee chief, had
stated that the munici-
pality will do its job and
encroachments will be
eliminated. “Our workers
and officials are ready.
Teams and bulldozers
have been organized.
Encroachments will be
removed wherever they
are, be it Tughlakabad or
Shaheen Bagh,” he said.

Anti-encroachment: Protests erupt
as bulldozers roll into Shaheen Bagh

New Delhi (PTI): Pro-
tests erupted in
Shaheen Bagh on Mon-
day with hundreds of
people, including wom-
en, opposing the SD-
MC’s anti-encroach-
ment drive as bulldoz-
ers rolled into the area
in the presence of heavy
police personnel.
Protesters raised slo-
gans against the BJP-
ruled SDMC as well as
the central government
and demanded that the
actionshouldbestopped.
Some women protestors
also stood in front of
bulldozers to prevent the
exercise. Leaders from
the AAP and Congress
also reached the spot and
staged a dharna against
the action.
The protest also
caused heavy traffic
snarls in Shaheen Bagh,
Kalindi Kunj, Jaitpur,
Sarita Vihar and Mathu-
ra Road among other
areas. SDMC’s Central
Zone Chairman Rajpal
Singh told PTI that the
illegal structures could
not be removed due to
protests.
In December 2019,
Shaheen Bagh was the
centreof protestsandsit-
ins against the Citizen-
ship (Amendment) Act.
The sit-in was called off
in March 2020 when the
covid-19 pandemic had
struck the city. Last
month, an anti-en-
croachment drive con-
ducted by the North
Delhi Municipal Corpo-
ration in Jahangirpuri,
which witnessed vio-
lence between two com-
munities on April 16,
drew widespread criti-
cism. The Supreme
Court had to intervene
to stop the action there.
Singh said that remov-
ing encroachment from
any area is their obliga-
tory function which the
civic body is doing.
“Protests being held
are politically motivat-
ed. We will do whatever
we have to to remove en-
croachment. Our bull-
dozers and trucks are
still there (in Shaheen
Bagh),” Singh told PTI.

Deputy Commis-
sioner of Police
(Southeast) Esha Pan-
dey said, “Based on
the complaint re-
ceived from SDMC, an
FIR has been regis-
tered against Aama-
natullah Khan and his
supporters under sec-
tions 186 (obstructing
public servant in dis-
charge of public func-
tions), 353 (assault or
criminal force to deter
public servant from
discharge of his duty)
and 34 (common in-
tention) of the IPC.”
In a complaint to
the SHO of Shaheen
Bagh, the SDMC’s
Central Zone licens-
ing inspector said
that an encroachment
removal drive was
fixed for Monday on
the main road in
Shaheen Bagh and its
staff and police per-
sonnel were present
at the site for carry-
ing out the action.

‘Utter failure’ on
part of Delhi
Police, says court
New Delhi (PTI): A
Delhi court has ob-
served that there was
utter failure on the part
of Delhi Police in stop-
ping the unauthorised
Hanuman Jayanti pro-
cession in Jahangirpuri
last month that trig-
gered communal clash-
es in the locality.
The court made the
observation while reject-
ing a clutch of bail pleas,
and said that the issue
seems to have been sim-
ply brushed aside by sen-
ior officers, and complic-
ity, if any, of police per-
sonnel needs to be inves-
tigated.
The issue seems to
have been simply
brushed aside by the
senior officers. The lia-
bility on the part of the
concerned officials
needs to be fixed so that
in future no such inci-
dent takes place and the
police is not complacent
in preventing the illegal
activities . Their com-
plicity , if any, also
needs to be investigat-

said.
The court directed
that a copy of the order,
passed on May 7, be
sent to the Commis-
sioner of Police for in-
formation and remedial
compliance. It is fairly
admitted on behalf of
the State that the last
procession which was
passing through, dur-

nate riots took place,
was illegal having no
prior permission from
police, the judge said.
23-YEAR-OLD MAN SHOT
DEAD OUTSIDE PARTY

The Delhi Police have ar-
rested a 38-year-old man
for allegedly shooting
dead a 23-year-old man in
Outer Delhi’s Ashram
Vatika Sunday night,
said officials Monday.
The victim was trying to
leave a party when the
accused allegedly fol-
lowed him and shot him
dead, said the police.
The police said they
received a PCR call
around 10.08 pm from the
victim’s father. The caller
Taha Singh alleged that
his son Sunil was killed
by a local man at a party.
Sanjay was upset and fol-
lowed Sunil, said the po-
lice. The two again got
into an argument and
Sanjay fired at Sunil who
escaped from the spot as
others rushed him to the
hospital, added the po-
lice.

and killing people
after befriending them
on dating apps, offic-
ers said. The police
said the accused,

and Sana Ali (19), are
suspected to have
robbed victims to the
tune of lakhs. A case
of murder has been
registered against the
accused at Sector 49
police station, officers
said. The police have
also recovered an MG
Hector vehicle and
nearly 54 lorazepam
tablets from the ac-
cused.According to
the police, the accused
created fake profiles
on Tinder and other
social media apps and
made friends with
users based on their
wealth as portrayed on
the profile.
NDMC to build
new block at
Laxmi Bai Nagar
women’s hostel
New Delhi: The New
Delhi Municipal Coun-
cil (NDMC) plans to
construct an additional
block with state-of-the-
art facilities at its Lax-
mi Bai Nagar women’s
hostel. Presently, the
Indira Niketan hostel
where the new block is
being planned can ac-
commodate around 200
women and once the
new block is developed,
117 more will be able to
benefit from the facility
,
said officials.
“Women from across
the country come to
Delhi to study and work
and it increases the de-
mand for affordable
hostel facilities in the
city
. Hostel as a residen-
tial unit can foster com-
munity living and pro-
vide security
, especially
for women students,
who cannot live alone,
or even in small groups,
in strange cities. So, to
provide better accom-
modation, the NDMC
has decided to construct
this additional block.

DELHI GOVT-AIDED SCHOOLS GET
BREATHER IN GIVING SALARIES
New Delhi (Agencies):
Observing that teachers
of many government-
aided schools are not be-
ing paid on time due to
the inability of these
schools to timely pay
their dues, the Directo-
rate of Education has
given them more breath-
ing room to fulfil their
obligations.
According to provi-
sions of the Delhi School
Education and Act and
Rules, the managing
committee of all govern-
ment-aided schools have
to deposit 5% of the pay
and allowances of their
employees monthly to
enable salaries to be dis-
bursed in the first week
of every month. The Del-
hi government covers
95% of these expenses.
To prevent delays in
salaries, the DoE has de-
cided to give relaxation
to these schools from
having to deposit their
share every month, and
has allowed them to pre-
pare salary bills.

New Delhi (PTI): One fresh dengue case was
reported in Delhi in the last one week, taking the
city’s tally to 82, according to a civic report released
on Monday. Till
April 30, this
year, 81 dengue
cases had been
recorded in the
city, the South
Delhi Municipal
Corporation
(SDMC) report
said. No death
has been reported due to the vector-borne disease
so far, it said. The SDMC is the nodal agency for the
control of vector-borne diseases in the city. Delhi
hadrecorded 23 dengue cases in January, 16 in
February, 22 in March, 20 in April, and one case in
May, the report said.
New Delhi (PTI): Minimum temperature in the
city settled at 27.6 degrees Celsius, three notch-
es above the season's average on Monday. The
relative humidity recorded at 8:30 am was 60
per cent, while
the maximum
temperature is
likely to touch 41
degrees Celsius,
the meteorological
department said.
The MeT issued
a yellow alert from May 11 to 15. The maximum
temperature will hover between 44 and 45 de-
grees Celsius, resulting in heatwave conditions at

To ensure a smooth
commute between Cen-
tral, East and Southeast
Delhi, the Public Works
Department (PWD) is
planning to construct a
three-lane flyover for
vehicles travelling from
ITO towards Ashram at
the Sarai Kale Khan T-
Junction. This will
come up alongside the
existing flyover, which
provides connectivity
from Ashram to ITO.
Officials said the
new flyover will also
help decongest the
Sarai Khan ISBT and
T-junction where sev-
eral other projects,
such as the Rapid Rail
Transit System (RRTS),
are coming up.
“Sarai Kale Khan is
going to become the
city’s transport hub,
with the RRTS, Delhi
Metro, Nizamuddin
Railway station and
ISBT merging at one
place. There is also a
plan to integrate
these… Once the RRTS
station, which is under
construction, is ready,
the area is expected to
become more congest-
ed. To avoid this, the
PWD has decided to
construct this addi-
tional flyover which
will take the load of
surface traffic coming
from ITO and provide
space for buses and lo-
cal traffic below,” said
an official.

greeabout-turn,thegov-
ernment has dropped
the experiment of ap-
pointing a person from
the Indian Legal Service
orthejudicialfraternity
as the law secretary
. It
has again bet on the old
workhorse, IAS, for fill-
ing the post of union
law secretary
.
This seems to be the
general inference in the
administration follow-
ing the appointment of
Dr. Niten Chandra
(IAS:1990:OR) as Secre-
tary, Department of Le-
gal Affairs (Law Secre-
tary). As Law Secretary,
Chandra may have a
tenure up to October
2025 i.e. till his superan-
nuation.
The post had been va-
cant since February
this year on the ap-
pointment of Anoop
Kumar Mendiratta as
the Judge of the Delhi
High Court. It may be
noted that Mendiratta
was drafted from the ju-
dicial service on loan.
The post was earlier
held by Alok Srivastava
(IAS:1984:MP), who as
Secretary Justice also
functioned as Law Sec-
retary for over a year
beginning December 01,
2018, until Mendiratta
was made Law Secre-
tary in October 2019.
Mendiratta was cred-
ited with drafting the
ill-fated farm laws that
were repealed follow-
ing the large-scale
farmers' protest lasting
for over a year.
It is pointed out that
the drafting quality of
these farm laws, among
other pieces of legisla-
tion, drew sharp reac-
tions from the Chief

the Congress on Mon-
day attacked the gov-

Congress leader Ra-
hul Gandhi said, “Ru-
pee has fallen to an all-
time low to 77.4 to a Dol-
lar. The Prime Minister
has already achieved

1,000 in LPG. Now it’s
the Rupee’s turn to
march towards 100.”
He alleged that India
is in the middle of a
huge economic crisis,
which will worsen fur-
ther and turn into

never witnessed before.
“The PM cannot keep
the economic and social
realities of India hid-
den forever. It is time he
acknowledges the situa-
tion and starts working
towards solutions in-
stead of just offering PR
distractions,” Rahul
Gandhi added.

jewala said it is unprec-
edented that thr Indian
rupee has fallen to an
abysmal low of Rs 77.41
to a dollar.
“Never has this hap-
pened in 75 years. Un-
der the Modi govern-

Vladimir Putin’s Vic-
tory Day speech was
marked by the accu-
sation that NATO
created tensions along its bor-
der with Ukraine to justify the
Russian invasion of its neigh-
bouring country. Justifying the
invasion as “the only right deci-
sion” Putin alleged that the
West was creating tension along
the border and was not prepared
to listen to Russia. He, however,
stopped short of formally de-
claring a war on Ukraine. Putin
has blamed the West for indi-
rectly waging a war against
Moscow earlier too.
He also refrained from using
the word “war” for the ongoing
action in Ukraine and instead
called it “a special military op-
eration”. Putin said that his
forces were fighting the neo-
Nazis to defend the “Mother-
land”. Another notable part of
the speech was that Putin did
not repeat his threat of using
nuclear weapons.
The full import of Putin’s
speech is still unclear. Although
he was careful with his choice
of words there was no hint of
cessation of hostilities.

level has shrunk drastically.
Its foreign debt totals US $ 51
billion and this year it has to
repay US $ 7 billion in foreign
loans. The World Bank had
warned that ‘urgent policy
measures to address the high
levels of debt  reduce fiscal
deficit,  mitigate the ad-
verse impacts on the poor 
vulnerable” were needed.
Despite the warning, the govt
failed to check the slide lead-
ing to acute food, fuel  med-
icine shortages culminating
in widespread protests and
finally Mahinda’s resigna-
tion. Gotabaya now has to
win the opposition’s trust to
find a way forward.

The Billionaire Raj?
UBAI – Several reports in the
last few months have sound-
ed the alarm about growing
income and wealth inequali-
ty in India. The statistics
cited are not wrong, but they
are incomplete. And they
have produced sensational,
but misleading, news stories.
For example, an article
based on Oxfam’s recent “In-
equality Kills” report notes:
“India has the third-highest
number of billionaires in
the world.” The story points
out that India has 142 billion-
aires but ignores that India
has 1.4 billion people. Only
one in ten million Indians is
a billionaire, whereas such
“billionaire density” is eight
in Russia, three in Brazil,
more than four in China,
and 22 in the United States.
Likewise, while “India has
more billionaires than
France, Sweden, and Swit-
zerland combined,” in terms
of billionaire density, these
three countries together
have 18 times more billion-
aires than India.
It should come as no sur-
prise that rich countries
have more billionaires rela-
tive to their populations than
poor countries do. For a
more accurate comparison,
consider billionaire density
in middle-income countries.
Relative to the world’s top 20
middle-income economies,
India ranks quite low. Coun-
tries like Brazil, Malaysia,
and Thailand have a far
greater number of billion-
aires relative to their size.
Oxfam is not the only or-
ganization to point out In-
dia’s wealth gap. In Decem-
ber, the World Inequality Re-
port 2022, the flagship publi-
cation of the World Inequal-
ity Lab at the Paris School of
Economics, included India
among the world’s most une-
qual countries. This re-
search, coordinated by lead-
ing economists, fuelled sen-
sational headlines – “Poor
Country with Affluent Elite,
India Is Going Nowhere,” or,
even worse, “How Hindu Na-
tionalism Enables India’s
Slide into Inequality” – that
turned the topic into a do-
mestic political issue.
To be sure, both income
and wealth inequality have
increased in India in recent
years. According to the World
Inequality Report, the rich-
est 10% of Indians account
for 57.1% of all income, com-
pared to only 13.2% for the
poorest half. And wealth in-
equality is more pronounced.
The poorest half of the Indi-
an population possesses just
5.9% of the country’s total
wealth, whereas the richest
10% controls 64.7%.
But do these figures really
support the claim that India
is one of the world’s most un-
equal countries?

Although India’s poorest
half holds a small percentage
of the country’s total wealth,
itsmembersarestillbetteroff
than their peers in most coun-
tries. Whereas India ranks
67th among the world’s 100
largest economies in terms of
income earned by the poorest
50%, it ranks 17th in terms of
the percentage of wealth held
by the poorest half.
In any case, statistics that
compare the top 10% and bot-
tom 50%, while easy to com-
prehend, are not the only
measures of inequality. Cal-
culated from the World Ine-
quality Report data, India’s
Gini coefficient – a widely
used indicator that ranges
from 0, indicating perfect
equality, to 1, for perfect ine-
quality – is 0.6 for income in-
equality and 0.7 for wealth
inequality. Compared to the
largest 100 economies of the
world, India lies in the mid-
dle for wealth inequality and
among the top 20 for income
inequality
.
On balance, India is no
paragon of egalitarianism,
but nor is it one of the world’s
most unequal countries.
A more fundamental ques-
tion is whether India should
continue to focus on econom-
ic growth to reduce poverty,
even if it increases inequali-
ty. The answer, according to
the Indian government’s
2020-21 economic survey is,
unsurprisingly, an unquali-
fied yes. The government is
betting that a rising tide lifts
all boats, and the facts seem
to support this maxim.
In the decade from 2006 to
2016, the Indian economy av-
eraged 7.6% annual growth
– one of the fastest ten-year
expansions in the country’s
history
. Concurrent with that
growth was an increase in
inequality: the share of in-
come going to the richest
10% increased from 47.8% to
57.1%, while the share of the
poorest half declined from
16.1% to 13.1%. But, over the
same period, the number of
people living in multidimen-
sional poverty – a broad
measure covering health,
education, and standard of
living – decreased from 642
million to 370 million.
Although the COVID-19
pandemic reversed some of
these gains, a recent working
paper by the National Bu-
reau of Economic Research
shows that income inequali-
ty in India declined. Richer
Indians experienced a steep-
er drop in income than poor-
er ones, as their businesses
were most affected by the
economic downturn. And de-
mand for the kind of service-
sector jobs held by wealthier
Indians fell sharply. The In-
ternational Monetary Fund
forecasts 24% growth for the
Indian economy in 2021-23,
which one hopes will reduce
both poverty and inequality
.
The relationship between
economic growth, poverty,
and inequality is complex,
and the forces that influence
it in richer countries may
not be at play in India. Eco-
nomic growth has lifted
more than 250 million Indi-
ans out of poverty in a rela-
tively short time. As a result,
inequality has increased –
but not to levels that should
trigger alarm bells.

New Delhi (ANI): The

entist RK Jenamani
said on Monday

At present, Mr
Jenamani said that the
cyclonic storm is locat-
ed around 450 and 500
km south of Visakhapa-
tnam and Puri.
“This system is a se-
vere cyclonic storm at
the moment. It is mov-
ing in a northwest di-
rection with a speed of
around 21 to 25 km in
the last 12 hours. This
will continue to move. It
is moving towards
north coastal Andhra
Pradesh and Odisha,”
he said, adding that
from tomorrow on-
wards, it will recurve.

New Delhi: The Delhi Police has registered a case
against an author based on a complaint by a 32-year-
old woman who accused him of raping her for 10 years
under the pretext of marriage, police said on Monday.
The FIR was lodged at Timarpur Police Station in the
national capital on the basis of the complaint of the
woman who hails from Gorakhpur, Uttar Pradesh. In
her complaint, the woman said she has been living on
rent in Mukherjee Nagar, Delhi for the last 10 years and
is preparing for UPSC examination. According to the
FIR, about 10 years ago she met the Sahitya Akademi
award-winning writer on a social media platform and
become friends. In her complaint, she referred to an
incident when he allegedly abused and beat her up.
Thane: The National Lok Adalat held in Thane recently
ordered a total settlement of over `68 lakh to two
widows, whose husbands died on the same day in road
accidents in Maval and Thane, an
official said on Monday. The NLA
was held on Saturday, and in the
first case Sarika Thorat (32) was
awarded compensation of `36.95
lakh for the death of her husband
Anand, an electrician, in a road
accident in Maval on June 26 last year, the official said.
In the second case, Shabana Ansari (40) was awarded
`31.50 lakh for the death of her husband Mohammad
Salim Ansari in a road accident in Thane on June 26
last year. The highest compensation of `75 lakh was
awarded to one Bhavana Rajput whose husband Chetan
died in a road accident on Eastern Express Highway.
Chandigarh: The Border Security Force (BSF) has
shot down a drone coming from Pakistan, which
was carrying heroin, in Pun-
jab’s Amritsar, said the force
on Monday. The BSF said it
recovered nine packets of her-
oin from the drone, thwarting
a smuggling bid from across
the border. “Frontier #BSF
troops foiled another smuggling attempt through
Pak drone. Vigilant BSF troops fired at the drone

on Monday, pressured
by the strength of the
American currency
overseas and unabated
foreign fund outflows.
Forex traders said
risk appetite has weak-
ened amid mounting
concerns about infla-
tion that may trigger
more aggressive rate
hikes by global central
banks.
At the interbank for-
eign exchange market,
the rupee opened lower
at 77.17 against the
greenback, and finally
settled for the day at
77.50, down 60 paise
over its previous close.
During the trading
session, the rupee
touched its lifetime low
of 77.52.
On Friday, the rupee
had slumped 55 paise to
close at 76.90.
In the last two trad-
ing sessions, the rupee
has lost 115 paise
against the greenback.

tracking weakness in
Asian peers amid a
stronger dollar index
and surging treasury
yields in the US. Equity
markets witnessed

Debt MFs see ` 1.2
lakh crore outflow
New Delhi (PTI): Mu-
tual funds focused on
investing in fixed-in-
come securities saw
an outflow of `1.2
crore in the March
2022 quarter on mas-
sive withdrawal from
segments, such as liq-
uid, short duration,
and corporate bond
funds, a report by
Morningstar India
said on Monday
.
This has taken the
net outflow from the
category to `68,471
crore in 2021-22 com-
pared to the net inflow
of `2.3 lakh crore in
the preceding finan-
cial year.
The debt MF catego-
ry had registered an
infusion of `21,277
crore in the December
2021 quarter.
Out of the 16 fixed-
income or debt fund
categories, 15 wit-
nessed net outflows
during the quarter
ended March 2022.
Only the overnight
fund segment saw a
fund infusion of Rs
7,802 crore during the
quarter under review.
According to the re-
port, debt funds saw
net outflows to the
tune of `1.15 lakh
crore in March, and
`8,274 crore in Feb,
whereas Jan saw net
inflows of `5,087 crore.
Jan Suraksha schemes bring insurance,
pension within reach of common man: FM

nance Minister Nirma-

day said the three Jan
Suraksha schemes —
Pradhan Mantri Jee-
van Jyoti Bima Yojana,
Pradhan Mantri Surak-
sha Bima Yojana and
Atal Pension Yojana --
have brought insur-
ance and pension with-
in the reach of the com-
mon man.
The number of peo-
ple who have enrolled
and benefitted from the
above schemes over the
last seven years is a tes-
timony to their success,
she said on the occasion
of 7th anniversary of
the launch of the three
socialsecurityschemes.
These schemes were
launched by Prime Min-
ister Narendra Modi on
May 9, 2015.
“Under PMJJBY, a
cumulative number of
12.76 crore persons have
enrolled since incep-
tion for life cover and
families of 5,76,121 per-
sons have received
claims for Rs 11,522
crore under the scheme.
The scheme has proved
extremely useful for
low-income households
during pandemic as in
FY21, almost 50%
claims paid out were
due to COVID-19
deaths,” she said.
Major changes were
brought in the claim
settlement process for
quick and easy settle-
ment of claims during
the pandemic and these
changes brought in for
easy settlement of
claims are still contin-
uing.
Since the beginning
of the pandemic i.E.,
April 1, 2020 till Febru-
ary 23, 2022, total 2.10
lakh claims amounting
to `4,194.28 crore were
paid with a settlement
rate of 99.72 per cent,
she said.
The Finance Minis-
ter said that in a similar
spirit, 28.37 crore indi-
viduals have enrolled
for accident cover since
the launch of Pradhan
Mantri Suraksha Bima
Yojana (PMSBY) and an
amount of Rs 1,930
crore has been paid to-
wards 97,227 claims.
While Pradhan Man-
tri Jeevan Jyoti Bima
Yojana (PMJJBY) of-
fers life insurance cov-
er of `2 lakh, PMSBY
offers accidental death
or total permanent dis-
ability cover of `2 lakh
and permanent partial
disability cover of Rs 1
lakh.
With regard to Atal
Pension Yojana (APY),
she said, more than 4
crore people have al-

ways minister Nitin Gadkari on Monday said
that proven technology, economic viability,
availability of raw

marketing are neces-
sary for successful
completion of projects.
Gadkari further said the
cost of construction in the road sector has
to be reduced and quality of construction
has to be improved. Gadkari noted that due
to various reasons there is hesitancy in the

India allows additional 2,051 MT raw
sugar exports to US under TRQ
New Delhi (PTI): The government has
permitted additional export of 2,051 metric
tonne of raw sugar under the TRQ to Amer-
ica for the US fiscal year ending September
30, 2022, according to DGFT. TRQ is a
quota for a volume of exports that enter the
US at relatively low tariffs. After the quota is
reached, a higher tariff applies to additional
imports. “Additional quantity of 2,051 MT
of raw sugar, for export to the US, under
TRQ up to September 30, 2022, has been
notified,” DGFT has said in a public notice.

Taskforce, a joint commission to increase
cross-industry collaboration and push the
UK-India Free Trade Agreement (FTA) over
the line, was launched on Monday. The
Confederation of British Industry (CBI) and
the Confederation of Indian Industry (CII)
have created the new taskforce as part of a
memorandum of understanding to provide
a “critical forum” for discussion to ensure
the FTA works to the benefit of businesses
in both countries.

building rests. The
structure is situated on
a reclining piece of
land besides the river.
According to histori-
cal evidences from
Shah Jahan’s reign the
historians have gath-
ered information as to
how the foundations
were laid to give a firm
base to the superstruc-
tures, especially on
river fronts. According
to historian Prof Ali
Nadeem Rezavi of Ali-
garh Muslim Universi-
ty “at the time of laying
the foundation, the
chief architects the
Muhandis and/or the
mimar first chalked
out the plan on the
ground and then dig-
gers excavated the
foundations to the con-
siderable depths. The
foundations of Taj Ma-
hal were built on stone
and watertight mortar-
Saruj.”
Irrespective of re-
peated claims that it
was Shiva temple and
later converted into
“Taj Mahal” the mau-
soleum is a perfectly
symmetrical original
monument represent-
ing the finest architec-
tural and artistic
achievements through
excellent craftsman-
ship and perfect har-
mony in the design. Its
foundation, in particu-
lar, was a herculean
task to build as in those
days cloggy soil was
usually avoided for
construction due to its
unpredictable nature.
It is indeed surpris-
ing that at time when
Taj Mahal has already
been recognized as
“seven wonders” of the
world and a world her-
itage site by UNESCO
in 1983, some forces are
at work to continuously
denigrate it and put-

Indians held trying to enter US

Ahmedabad: The Guja-
rat police have started
an inquiry to trace the
families of six young In-
dian nationals, believed
to be natives of the state,
who were last week ar-
rested by the US border
authorities during a
failed attempt to be
smuggled into America
from Canada, an official
said on Monday
.
The six Indian nation-
als, all in the age group
of 19 to 21, were appre-
hended from a sinking
boat in the Saint Regis
river in Akwesasne, US,
close to the Canadian
border. We have learnt
that those six Indians
are natives of Mehsana
district. But, we don't
have any other informa-
tion about them. We
have launched an in-
quiry from our side and
started an exercise to
trace the families,
MehsanaDistrictSuper-
intendent of Police
Achal Tyagi said.
The US Customs and
Border Protection had
earlier said seven indi-
viduals were appre-
hended in connection
with a failed smuggling
attempt early Thursday
morning. Six of the
them, citizens of India,
were charged with
Improper Entry by Al-
ien in violation of the
US law.
The seventh person,
a US citizen, was
charged with Alien
Smuggling, which is a
felony and carries a
penalty of a fine and up
to 10 years in prison for
each violation.

between pro-govern-
ment and protestors at
MynaGoGama and Go-
taGoGama protest sites

Sri Lanka is current-

precedented economic
turmoil since its inde-

Thousands of demon-

streets across Sri Lanka

ages in fuel, medicines

da have appealed to the

gets violence, saying
the economic crisis
needs an economic so-
lution which his gov-
ernment is committed
to resolving.
“Strongly condemn
the violent acts taking
place by those inciting
 participating, irre-
spective of political al-
legiances. Violence
won’t solve the current
problems. I request all
citizens to remain calm
 exercise restraint. I
urge everyone to work
together in solving this
crisis,” the President
said in a tweet.

DU resumes offline exams

The Delhi University
has resumed physical
mode of examination
after a gap of over two
years due to the COV-
ID-19 pandemic by
conducting exams for
students with Essen-
tial Repeats (ERs) on
Monday
.
DS Rawat, DU Dean
of Examination, said
that exams for those
who could not attain
passing marks in one
or more subjects were
conducted “smoothly”
in all colleges. Though
examinations for ma-
jority of the courses
will begin from May
11, the students who
have ERs took exams
on Monday
.
“The examination
has begun today.
These are exams for
students who have
ERs. We have held
physical examina-
tions after a gap of
two years. So, all the
arrangements were
done carefully
. The ex-
ams were conducted
smoothly,” Rawat
said.
The pandemic had
forced the varsity to
conduct Open Book
Examination (OBE)
as colleges were shut
until early this year.
However, few stu-
dents appeared for the
ER exam on Monday

According to provi- sions of the Delhi School Education and Act and Rules, the managing committee of all govern- ment-aided schools have to deposit 5% of the pay and allowances of their employees monthly to enable salaries to be dis- bursed in the first week of every month. The Del- hi government covers 95% of these expenses. To prevent delays in salaries, the DoE has de- cided to give relaxation to these schools from having to deposit their share every month, and has allowed them to pre- pare salary bills. Till April 30, this year, 81 dengue cases had been recorded in the city, the South Delhi Municipal Corporation (SDMC) report said. No death has been reported due to the vector-borne disease so far, it said. The SDMC is the nodal agency for the control of vector-borne diseases in the city. Delhi hadrecorded 23 dengue cases in January, 16 in February, 22 in March, 20 in April, and one case in May, the report said. New Delhi (PTI): Minimum temperature in the city settled at 27.6 degrees Celsius, three notch- es above the season's average on Monday. The relative humidity recorded at 8:30 am was 60 per cent, while the maximum temperature is likely to touch 41 degrees Celsius, the meteorological department said. The MeT issued a yellow alert from May 11 to 15. This will come up alongside the existing flyover, which provides connectivity from Ashram to ITO. Officials said the new flyover will also help decongest the Sarai Khan ISBT and T-junction where sev- eral other projects, such as the Rapid Rail Transit System (RRTS), are coming up. “Sarai Kale Khan is going to become the city’s transport hub, with the RRTS, Delhi Metro, Nizamuddin Railway station and ISBT merging at one place. There is also a plan to integrate these… Once the RRTS station, which is under construction, is ready, the area is expected to become more congest- ed. It has again bet on the old workhorse, IAS, for fill- ing the post of union law secretary . This seems to be the general inference in the administration follow- ing the appointment of Dr. Niten Chandra (IAS:1990:OR) as Secre- tary, Department of Le- gal Affairs (Law Secre- tary). As Law Secretary, Chandra may have a tenure up to October 2025 i.e. till his superan- nuation. The post had been va- cant since February this year on the ap- pointment of Anoop Kumar Mendiratta as the Judge of the Delhi High Court. It may be noted that Mendiratta was drafted from the ju- dicial service on loan. The post was earlier held by Alok Srivastava (IAS:1984:MP), who as Secretary Justice also functioned as Law Sec- retary for over a year beginning December 01, 2018, until Mendiratta was made Law Secre- tary in October 2019. Mendiratta was cred- ited with drafting the ill-fated farm laws that were repealed follow- ing the large-scale farmers' protest lasting for over a year. It is pointed out that the drafting quality of these farm laws, among other pieces of legisla- tion, drew sharp reac- tions from the Chief Justice of India in his speech at a Republic Day function who bluntly commented that the quality and precision of the Draft- ing of law legislation has diminished. It is inferred from cir- cumstantial evidence that Alok Srivastava's track record as law sec- retary might have per- suaded the government to return the post to the IAS cadre. But Dr. Chandra's ap- pointment as law secre- tary has had its own twists. Earlier, he was overlooked for secre- tary empanelment. In 2018, he was empaneled as an additional secre- tary and his peers thought that he might not get into the league of secretaries. In a sudden turn of developments, Chandra has not only become a full-fledged secretary but has been entrusted with the department of law which is seen as a critical ministry in the NDA dispensation be- cause of its focus on re- forming and liberaliz- ing the law and admin- istrative processes. UBAI – Several reports in the last few months have sound- ed the alarm about growing income and wealth inequali- ty in India. The statistics cited are not wrong, but they are incomplete. And they have produced sensational, but misleading, news stories. For example, an article based on Oxfam’s recent “In- equality Kills” report notes: “India has the third-highest number of billionaires in the world.” The story points out that India has 142 billion- aires but ignores that India has 1.4 billion people. Only one in ten million Indians is a billionaire, whereas such “billionaire density” is eight in Russia, three in Brazil, more than four in China, and 22 in the United States. Likewise, while “India has more billionaires than France, Sweden, and Swit- zerland combined,” in terms of billionaire density, these three countries together have 18 times more billion- aires than India. It should come as no sur- prise that rich countries have more billionaires rela- tive to their populations than poor countries do. For a more accurate comparison, consider billionaire density in middle-income countries. Relative to the world’s top 20 middle-income economies, India ranks quite low. Coun- tries like Brazil, Malaysia, and Thailand have a far greater number of billion- aires relative to their size. Oxfam is not the only or- ganization to point out In- dia’s wealth gap. In Decem- ber, the World Inequality Re- port 2022, the flagship publi- cation of the World Inequal- ity Lab at the Paris School of Economics, included India among the world’s most une- qual countries. This re- search, coordinated by lead- ing economists, fuelled sen- sational headlines – “Poor Country with Affluent Elite, India Is Going Nowhere,” or, even worse, “How Hindu Na- tionalism Enables India’s Slide into Inequality” – that turned the topic into a do- mestic political issue. To be sure, both income and wealth inequality have increased in India in recent years. According to the World Inequality Report, the rich- est 10% of Indians account for 57.1% of all income, com- pared to only 13.2% for the poorest half. And wealth in- equality is more pronounced. The poorest half of the Indi- an population possesses just 5.9% of the country’s total wealth, whereas the richest 10% controls 64.7%. But do these figures really support the claim that India is one of the world’s most un- equal countries? In any case, statistics that compare the top 10% and bot- tom 50%, while easy to com- prehend, are not the only measures of inequality. Cal- culated from the World Ine- quality Report data, India’s Gini coefficient – a widely used indicator that ranges from 0, indicating perfect equality, to 1, for perfect ine- quality – is 0.6 for income in- equality and 0.7 for wealth inequality. Compared to the largest 100 economies of the world, India lies in the mid- dle for wealth inequality and among the top 20 for income inequality . On balance, India is no paragon of egalitarianism, but nor is it one of the world’s most unequal countries. A more fundamental ques- tion is whether India should continue to focus on econom- ic growth to reduce poverty, even if it increases inequali- ty. The answer, according to the Indian government’s 2020-21 economic survey is, unsurprisingly, an unquali- fied yes. The government is betting that a rising tide lifts all boats, and the facts seem to support this maxim. In the decade from 2006 to 2016, the Indian economy av- eraged 7.6% annual growth – one of the fastest ten-year expansions in the country’s history . Concurrent with that growth was an increase in inequality: the share of in- come going to the richest 10% increased from 47.8% to 57.1%, while the share of the poorest half declined from 16.1% to 13.1%. But, over the same period, the number of people living in multidimen- sional poverty – a broad measure covering health, education, and standard of living – decreased from 642 million to 370 million. Although the COVID-19 pandemic reversed some of these gains, a recent working paper by the National Bu- reau of Economic Research shows that income inequali- ty in India declined. Richer Indians experienced a steep- er drop in income than poor- er ones, as their businesses were most affected by the economic downturn. And de- mand for the kind of service- sector jobs held by wealthier Indians fell sharply. The In- ternational Monetary Fund forecasts 24% growth for the Indian economy in 2021-23, which one hopes will reduce both poverty and inequality . The relationship between economic growth, poverty, and inequality is complex, and the forces that influence it in richer countries may not be at play in India. Eco- nomic growth has lifted more than 250 million Indi- ans out of poverty in a rela- tively short time. As a result, inequality has increased – but not to levels that should trigger alarm bells. Thane: The National Lok Adalat held in Thane recently ordered a total settlement of over `68 lakh to two widows, whose husbands died on the same day in road accidents in Maval and Thane, an official said on Monday. The NLA was held on Saturday, and in the first case Sarika Thorat (32) was awarded compensation of `36.95 lakh for the death of her husband Anand, an electrician, in a road accident in Maval on June 26 last year, the official said. In the second case, Shabana Ansari (40) was awarded `31.50 lakh for the death of her husband Mohammad Salim Ansari in a road accident in Thane on June 26 last year. Chandigarh: The Border Security Force (BSF) has shot down a drone coming from Pakistan, which was carrying heroin, in Pun- jab’s Amritsar, said the force on Monday. Forex traders said risk appetite has weak- ened amid mounting concerns about infla- tion that may trigger more aggressive rate hikes by global central banks. At the interbank for- eign exchange market, the rupee opened lower at 77.17 against the greenback, and finally settled for the day at 77.50, down 60 paise over its previous close. During the trading session, the rupee touched its lifetime low of 77.52. On Friday, the rupee had slumped 55 paise to close at 76.90. In the last two trad- ing sessions, the rupee has lost 115 paise against the greenback. “Indian Rupee spot plunged to record lows, tracking weakness in Asian peers amid a stronger dollar index and surging treasury yields in the US. Debt MFs see ` 1.2 lakh crore outflow New Delhi (PTI): Mu- tual funds focused on investing in fixed-in- come securities saw an outflow of `1.2 crore in the March 2022 quarter on mas- sive withdrawal from segments, such as liq- uid, short duration, and corporate bond funds, a report by Morningstar India said on Monday . This has taken the net outflow from the category to `68,471 crore in 2021-22 com- pared to the net inflow of `2.3 lakh crore in the preceding finan- cial year. The debt MF catego- ry had registered an infusion of `21,277 crore in the December 2021 quarter. Out of the 16 fixed- income or debt fund categories, 15 wit- nessed net outflows during the quarter ended March 2022. Only the overnight fund segment saw a fund infusion of Rs 7,802 crore during the quarter under review. According to the re- port, debt funds saw net outflows to the tune of `1.15 lakh crore in March, and `8,274 crore in Feb, whereas Jan saw net inflows of `5,087 crore. Jan Suraksha schemes bring insurance, pension within reach of common man: FM New Delhi (PTI): Fi- nance Minister Nirma- la Sitharaman on Mon- day said the three Jan Suraksha schemes — Pradhan Mantri Jee- van Jyoti Bima Yojana, Pradhan Mantri Surak- sha Bima Yojana and Atal Pension Yojana -- have brought insur- ance and pension with- in the reach of the com- mon man. The number of peo- ple who have enrolled and benefitted from the above schemes over the last seven years is a tes- timony to their success, she said on the occasion of 7th anniversary of the launch of the three socialsecurityschemes. These schemes were launched by Prime Min- ister Narendra Modi on May 9, 2015. “Under PMJJBY, a cumulative number of 12.76 crore persons have enrolled since incep- tion for life cover and families of 5,76,121 per- sons have received claims for Rs 11,522 crore under the scheme. The scheme has proved extremely useful for low-income households during pandemic as in FY21, almost 50% claims paid out were due to COVID-19 deaths,” she said. Major changes were brought in the claim settlement process for quick and easy settle- ment of claims during the pandemic and these changes brought in for easy settlement of claims are still contin- uing. Since the beginning of the pandemic i.E., April 1, 2020 till Febru- ary 23, 2022, total 2.10 lakh claims amounting to `4,194.28 crore were paid with a settlement rate of 99.72 per cent, she said. The Finance Minis- ter said that in a similar spirit, 28.37 crore indi- viduals have enrolled for accident cover since the launch of Pradhan Mantri Suraksha Bima Yojana (PMSBY) and an amount of Rs 1,930 crore has been paid to- wards 97,227 claims. While Pradhan Man- tri Jeevan Jyoti Bima Yojana (PMJJBY) of- fers life insurance cov- er of `2 lakh, PMSBY offers accidental death or total permanent dis- ability cover of `2 lakh and permanent partial disability cover of Rs 1 lakh. India allows additional 2,051 MT raw sugar exports to US under TRQ New Delhi (PTI): The government has permitted additional export of 2,051 metric tonne of raw sugar under the TRQ to Amer- ica for the US fiscal year ending September 30, 2022, according to DGFT. TRQ is a quota for a volume of exports that enter the US at relatively low tariffs. After the quota is reached, a higher tariff applies to additional imports. “Additional quantity of 2,051 MT of raw sugar, for export to the US, under TRQ up to September 30, 2022, has been notified,” DGFT has said in a public notice. According to histori- cal evidences from Shah Jahan’s reign the historians have gath- ered information as to how the foundations were laid to give a firm base to the superstruc- tures, especially on river fronts. According to historian Prof Ali Nadeem Rezavi of Ali- garh Muslim Universi- ty “at the time of laying the foundation, the chief architects the Muhandis and/or the mimar first chalked out the plan on the ground and then dig- gers excavated the foundations to the con- siderable depths. The violence oc- curred following re- ports that Mahinda Ra- japaksa may offer to stand down as Prime Minister, as pressure mounted on the embat- tled government led by his younger brother and President Gotabaya Rajapaksa to form an interim administration to overcome the worst economic crisis facing the country . Curfew was imposed islandwide with imme- diate effect until fur- ther notice, a police spokesperson was quoted as saying by the local media. A military contingent was deployed to the pro- test site to assist law en- forcement after clashes between pro-govern- ment and protestors at MynaGoGama and Go- taGoGama protest sites left 78 people injured. Sri Lanka is current- ly in the throes of un- precedented economic turmoil since its inde- pendence from Britain in 1948. The crisis is caused in part by a lack of foreign currency, which has meant that the country cannot af- ford to pay for imports of staple foods and fuel, leading to acute short- ages and very high prices. Thousands of demon- strators have hit the streets across Sri Lanka since April 9 seeking resignation of Presi- dent Gotabaya and Prime Minister Mahin- da, as the government ran out of money for vital imports; prices of essential commodities have skyrocketed and there are acute short- ages in fuel, medicines and electricity supply . The Rajapaksa broth- ers - President Gota- baya and Prime Minis- ter Mahinda - have so far defied calls for their resignation. DU resumes offline exams with Essential Repeat exams New Delhi (PTI): The Delhi University has resumed physical mode of examination after a gap of over two years due to the COV- ID-19 pandemic by conducting exams for students with Essen- tial Repeats (ERs) on Monday . DS Rawat, DU Dean of Examination, said that exams for those who could not attain passing marks in one or more subjects were conducted “smoothly” in all colleges. Though examinations for ma- jority of the courses will begin from May 11, the students who have ERs took exams on Monday . “The examination has begun today. These are exams for students who have ERs. We have held physical examina- tions after a gap of two years. So, all the arrangements were done carefully . The ex- ams were conducted smoothly,” Rawat said. The pandemic had forced the varsity to conduct Open Book Examination (OBE) as colleges were shut until early this year. However, few stu- dents appeared for the ER exam on Monday .
