Scrutiny Committees
(CCSCs) to deny appli-
cants residential status
through a brief enquiry
.
The court has mandat-
ed that not only must
the enquiry to deter-
mine the fact of resi-
dential status of the ap-
plicant be conducted by
the Vigilance Cell but,
if needed, it must also
allow the applicant to
produce evidence re-
garding her or his sta-
tus as a resident of Ma-
harashtra.
Hearing a writ peti-
tion filed by a woman
challenging the deci-
sion of the Caste Scru-
tiny Committee in
Chandrapur district to
cancel her caste certifi-
cate, Justices AS Chan-
durkar and Urmial
Joshi-Phalke were hear-
ing noted, “A conclu-
sion that the applicant
is not ordinarily resi-
dent cannot be recorded
by making a brief en-
quiry

According to Prime
Minister’s Office
(PMO), the move sym-
bolises a shift from the
erstwhile Rajpath being
an icon of power to the
‘Kartavya Path’ being
an example of public
ownership and empow-
erment.

Memon at the Bada
Qabrastan in south
Mumbai, with the rul-

BMC survey in Ghatkopar, Vikhroli’s hilly areas for better supply

Mumbai: The Brihan-
mumbai Municipal
Corporation (BMC)
will carry out a survey
of Ghatkopar and
Vikhroli’s hilly areas
to improve the water
supply
. A similar study
was conducted at Go-
vandi and Mankhurd
in 2021.
Before laying water
pipelines, the civic body
conducts small-scale
surveys. However, after
receiving complaints
about low water pres-
sure and inadequate
supply in hilly areas,
the BMC increased its
efforts last year with a
survey at Cheetah
Camp in Govandi.
According to a hy-
draulic department of-
ficial, the planning
team needs some infor-
mation before laying
pipelines in sloping
slum areas, such as to-
pography and how
mains should be laid,
which can only be ob-
tained after conducting
such a survey.
Earlier, the BMC had
spent Rs1.35 crore on
the project. Now, the
civic body has floated
another tender to carry
out a total station sur-
vey of the elevated lo-
cality in Ghatkopar
West. The estimated
cost of the project is
Rs1.70 crore.
“This is a hilly and
densely populated area.
There are narrow paths
with widths of less
than two feet. In such a
location, we need an in-
tegrated study to lay a
network so that every-
one gets an equal dis-
tribution of water,”
said U S Mudras, execu-
tive engineer of plan-
ning and research in
the hydraulic engineer-
ing department.
He also mentioned
that the area already
has a pipeline network,
but that the population
has grown over the last
decade.
The survey area is ap-
proximately 50 hectares,
and the number of lo-
calsandhutswillalsobe
counted. After the sur-
vey is completed, a con-
tract will be awarded to
lay the pipelines.

court on Thursday
sentenced three ac-
cused to life imprison-
ment in the murder of
Yashwant Sonawane,
an Additional Collec-
tor in Malegaon who
was burnt alive in
2011 for busting an il-
legal Public Distribu-
tion System (PDS) di-
version racket, CBI
officials here said.

being used as a focal
point for pilferage,
storage, and illegal sale
of petroleum products
meant for the public
distribution system.

tinely offloaded part of
the petroleum prod-
ucts, which were then
stored in cans/barrels
etc and were later
sold,” the agency said
in a statement.
Sonawane was on his
way to Nandgaon via
Manmad along with
his steno-cum-PA and a
driver when he busted
the illicit operation
and proceeded to call
the Supply Inspector to
prepare a panchnama’.
In the meantime, the
accused gathered his
accomplices, who ruth-
lessly beat the officer
with iron rods and ba-
tons and set him ablaze
after dousing him with
kerosene. Sonawane
died on the spot.
The CBI then took
over the investigation
ontherecommendation
of the Maharashtra
government, and filed a
charge sheet on Novem-
ber 10, 2011, before the

Bombay High Court
on Thursday quashed
a case registered
against nine persons,
including Dadra Na-
gar Haveli Union Ter-
ritory Administrator
Praful Khoda Patel,
for allegedly abetting
the suicide of MP Mo-
han Delkar last year.
While allowing the
pleas, the high court ob-
served that it was a fit
case for quashing the
First Information Re-
port (FIR) to “prevent
abuse of law”.
Delkar, 58, a seven-
term MP from Dadra
and Nagar Haveli, was
found dead in a hotel
room in Marine Drive in
MumbaionFebruary22,
2021. Patel and eight oth-
ers were booked in
March 2021 for allegedly
abetting the suicide and
criminal intimidation.

Wednesday said a bal-
ance has to be struck
between the rights of
human beings and
animals.
A division bench of
Justices SB Shukre and
Valmiki SA Menezes
took cognizance of
news reports about a
proposed plan of the
state forest department
to transfer some wild
animals to a zoo.
The court issued no-
tices to the Centre and
the state government
and sought their re-
sponses and posted the
matter for further hear-
ing on Thursday
.
Thebenchmaintained
animals are not be-
stowed with mental fac-
ulties similar to a hu-
man being and hence it
is difficult for a human
society to seek consent
of the affected animals
before they are forcibly
removed from one area
to another.
The court added that
ancientHindutextshave
recognized the rights of
animals,birdsandevery
living creature and re-
garded every living be-
ing as having emerged
from the same divine
power as humans, there-
by deserving due re-
spect, love and affection.
The bench referred to
a couplet from of an ‘ab-
hang’ (devotional poet-
ry) written by Sant Tu-
karam to buttress its
point. The court noted
the issue also raises
concerns over biodiver-
sity. Any move to move
wild animals to a zoo
would harm biodiver-
sity and would be
against the spirit of the
Biological Diversity
Act, 2002, it said.
“The presence of
wild elephants adds to
biodiversity of Gadchi-
roli forest and, there-
fore, it is the duty of the
state to do everything to
preserve the population
of wild elephants in
Gadchiroli,” it said.

dia Meteorological
Department (IMD)
predicting rain
squalls in some parts
of Maharashtra,
Chief Minister
Eknath Shinde on
Thursday asked au-
thorities in several
districts to be ready
with rescue teams and
relief mechanism.
IMD on Thursday pre-
dicted heavy to very
heavy rains in coastal
and central parts of Ma-
harashtraovertheweek-
end, an official said.
The forecast said iso-
lated areas in coastal
districts such as
Raigad, Ratnagiri and
Sindhudurg will re-
ceive heavy to very
heavy rains from Fri-
day till Sunday.
Madhya Maharash-
tra will continue to re-
ceive light showers on
Friday, though the
spells might intensify
through the weekend
in districts such as
Pune and Satara, the
official said.
Parts of Marathwa-
da and Vidarbha will
continue to receive
showers till Sunday, the
IMD forecast added.

Mumbai on Friday as
lakhs of people are ex-
pected to throng the
streets to see and par-
ticipate in the immer-
sion processions of the
Ganesh idols, which
mark the end of the 10-
day long festival. De-
spite the fact that the
entire Mumbai police
force gets involved in
the bandobast, a dedi-
cated force of about
3,200 police officers,
15,500 police consta-
bles, eight companies
of the State Reserve
Police Force (SRPF),
one Rapid Action
Force (RAF), one
Force-One company,
750 home guards, and
250 trainees will be on
the ground to ensure
the processions across
the city run smoothly
.
According to the po-
lice, apart from the ma-
jor visarjan points
such as Girgaon Chow-
patty, Shivaji Park,
Juhu, and Malad, there
are 73 natural lakes
and 162 artificial ponds
established by the Bri-
hanmumbai Munici-
pal Corporation (BMC)
where household
Ganesh idols will be
immersed.

in ‘love jihad’
case found: Cop

old woman who went
missing from Amra-
vati on Tuesday af-
ternoon, prompting
“love jihad” accusa-

Navneet Rana, was
found at Satara rail-
way station on
Wednesday night, po-
lice said.
An officer from the
Rajapeth police station
on Thursday stated
that police will only
file a FIR if the wom-
an, whose identity has
been withheld, has a
complaint.
“We detained a man
known to her and got a
lead which we worked
on with help from our
cyber police. The wom-
an was traced to Satara
around 11 pm on
Wednesday. She is be-
ing brought back. Po-
lice as well as women
commission will record
her statement to find
out if she has any com-
plaint against anyone,”
the police officer said.
After the woman left
home without inform-
ing her parents, they
got a missing com-
plaint registered at the
police station on Tues-
day night.

with determination. The pe-
riod of three years passed
quickly in Rajasthan while
servingastheGovernorand
Chancellor of the State Uni-
versities. During this, the
critical period of the covid
pandemic also put many ob-
stacles in the way, but it is
said that determination has
the power to prove every-
thing on its own. Informa-
tion and communication
technology helped a lot in
the difficult times of covid.
The Raj Bhavan remained
active even then and along
with the administrative
work, online education in
theuniversities,time-bound
convocations, and pro-
grams, special review
meetings continued
to be facilitated.
There has been a close re-
lationship with Rajasthan
from the very begin-
ning. When I came
here, the culture of
‘Padharo Mhare
Desh’ was already
settledinmymind
and I have been
experiencing it
here continu-
ously for three
years. I also
have a constant
feeling that I
belong to Ra-
jasthan, proba-
bly because of
the intimacy and
affection the peo-
ple here have
given me. It
has made
me fertile
every day
.
As soon as I assumed the
responsibility of the consti-
tutional head of the state,
my first priority was to
make efforts on my part to
inculcate the culture relat-
ed to the Constitution of
the country in the public
mind. I know that I am just
an instrument, but if there
is a will, a way is found.
September 9, 2019, was
the day when I took over as
the Governor of Rajasthan.
As soon as I took the consti-
tutional office, I resolved in
my mind that I should do
something for the
faith and confi-
dence of the people
towards the Pream-
ble, Fundamental
Rights, and Du-
ties. I felt this
can be fulfilled
only when
the young generation is
aware of the Constitution.
In order to connect the
youth directly with the Con-
stitutional culture I, as the
Chancellor, initiated the es-
tablishment of Constitution
Parks in the universities.
If Manasa-Vacha and
Karmana are one, then
many things can be possible
on their own. I have also felt
this continuously
. The legis-
lature is the most sacred
place in the Constitution.
The resolution was proved
when the tradition of read-
ing the Preamble and Fun-
damental Duties of the Con-
stitution before my address
was introduced. Another
important step in this path
of Sankalp Siddhi is the es-
tablishment of the Consti-
tution Park in Raj Bhavan
under the Smart City
Scheme of the Government
of India. It is being devel-
oped in such a way that the
entire journey from the ini-
tial days of constitution-
making to its implementa-
tion can be brought alive in
the Raj Bhavan.
It has also been the re-
solve that I should do some-
thing from my side while
living up to the trust of the
people of Rajasthan. I vis-
ited Jaisalmer, Barmer,
Banswara, Kota, Udaipur,
Bikaner etc. and during
this, I found that people
have the feeling of being
satisfied even in a little bit.
I tried to expand the Gover-
nor’s Relief Fund. I tried
that it could be useful to
every needy person.
In the critical period of
covid, by convening an all-
party meeting, it was en-
sured that there is no hu-
man loss anywhere due to
lack of medical equipment.
In the recent past, lumpy
skin disease in cows has
caused a lot of damage. On
the initiative of Raj Bhavan,
afterconveningameetingin
this regard, a special review
was made to ensure that ef-
fective efforts should be
made to prevent infection.
Along with the develop-
ment of basic facilities in
the tribal areas, it was also
resolved to establish an
ideal village and to provide
coaching and other facili-
ties to the youth of the trib-
al areas in a time-bound
manner. It is heartening
that a lot of important work
has been done in the tribal
areas during the last three
years. Similarly, in the light
of the new education policy
in the universities, many
works related to ensuring
quality education, adoption
of villages by the universi-
ties and their development
etc. have been done in these
three years. Under the in-
novations, the important
work of setting up incuba-
tion centers, developing the
basic culture of research,
facilitating the admission
process, and time-bound
implementation of exami-
nations and syllabus has
been done continuously.
Along with this, the Chan-
cellor’s Award to the best
university was started.
I believe that these are ac-
tions that will have far-
reaching consequences.
Works related to public wel-
fare provide inner happi-
ness. Working in public life
andinconstitutionalinstitu-
tions, I have felt continuous-
ly that the success of democ-
racy lies in the implementa-
tion of development works
related to common people,
welfare schemes, and pro-
grams related to them. Any
resolve is proven when it in-
volves concerns related to
the public interest. When we
give concrete shape to the
works, Keeping in mind the
entire society
, not only our-
selves, then only the resolu-
tions will be fulfilled.

sent at a mega medical
camp organised in Ol-
pad area of Surat city in
Gujarat, where the As-
sembly polls are due
later this year.
The PM interacted
with some of the benefi-
ciaries and appealed to
farmers to switch to
natural farming, saying
this will result in better
yield at minimum cost.
He lauded the Gujarat
governmentandreferred
to the BJP-led state and
theCentreas“doubleen-
gine government”.
“Recently, India has
become the fifth largest
economy in the world.
This achievement gave
us confidence to work

bigger goals in this Am-
rit Kaal. This progress

Referring to the Cen-
tre’s Pradhan Mantri
Awas Yojana, Modi said,
“As many as three crore
houses were built by the
government across the
country for the poor
during the last 8 years.
Of these, nearly 10 lakh
houses were construct-
ed in Gujarat alone.”
He praised the health
infrastructure in Guja-
rat, saying the state has
arobustnetworkof mul-
tispecialty hospitals.

Minister Narendra Modi virtually inter-
acted with some of the beneficiaries of the
state and centrally sponsored schemes,
such as the widow pension, Pradhan
Mantri Kisan Samman Nidhi, Pradhan
Mantri Ujjwala Yojana and the Ayushman
Bharat Yojana. While talking to Sukhdevs-
inh Rana, a differently-abled farmer, the
PM appealed to all cultivators to switch to
natural farming, saying this would provide
better yield with minimum cost.

New Delhi: The Supreme Court on Thursday adjourned the
hearing on the batch of petitions challenging the Karnataka
High Court’s verdict upholding the decision of the state
government’s order on ban on Hijab in educational institu-
tions of the state. The court has posted the next hearing on
the hijab ban to September 12 i.e. on Monday at 2 pm.

the service record of
the woman’s grandfa-
ther shows his perma-
nent address in Andhra
Pradesh. He was ap-
pointed to Western
Coalfields Ltd in 1968.
“Based only on this,
the committee decided
that the petitioner was
not a normal resident
without giving any op-
portunity to the peti-
tioner to prove this as-
pect and without con-
ducting a detailed en-
quiry through the Vigi-
lance Cell,” Narnaware
submitted.
The court said, “The
Caste Certificate issued
to the claimant by an
authority other than
the one from the State
of Maharashtra cannot
be verified.”
It then directed the
enquiry committee to
re-examine the claim of
the petitioner by follow-
ing the prescribed pro-
cedure including con-
ducting an enquiry by
the Vigilance Cell, if
necessary

the same way Azad’s
party will also do poli-
tics. Though there is a
perception that he will
be BJP’s B team and is
forming a political
party to benefit the
BJP, but his agenda
will be ‘hard line’, only
then he will be able to
get votes in Kashmir
Valley. If he also car-
ried on with BJP’s
agenda, he will get
votes neither in Jam-
mu nor in the Valley.
He will have to show
with his agenda and
campaign that he is
not BJP’s B team, but
is fighting BJP as well.
That’s when he told
three agendas of the
party in his rally be-
fore announcing the
party. Azad told that he
will work to restore the
statehood of Jammu
and Kashmir. This is
not an agenda as the
government has said
that it will restore
statehood. Jammu and
Kashmir is not going
to be a union territory
till eternity. The only
question is whether
statehood will be re-
stored before the as-
sembly elections or
will it happen after
that. But the next two
agendas are consid-
ered ‘hard-line’. He
said that his party will
ensure that only peo-
ple of Jammu and
Kashmir get jobs in the
state and only local
people can buy land.
That is, outsiders can
neither buy land nor
do jobs. This is the
agenda of parties like
PDP and National
Conference. But this
will not happen be-
cause then the purpose
of abolishing Article
370 and 35A will not be
fulfilled. Azad also
knows this, yet he will
do politics on these is-
sues to claim himself
as the messiah of the
Muslims of the valley.
He knows that only
then they will get votes
and he will be able to
fulfill the purpose of
BJP to some extent.

“We will have to play

Shah said while ad-

National Conference of
State Cooperation Min-
isters organised here in

E-comm Cos to see big-billion sales jump
Mumbai (PTI): E-com-
merce firms are expected
to log a 28% year-on-year
growth in sales at $11.8-bil-
lion during the festive
month this year, a report
said on Thursday
.
This growth is expected
to be driven by the dou-
bling of online shoppers
during festive sales as
against 2018, Strategy Con-
sulting firm Redseer said.
“As the festive season is
set to kickstart across the
country, Redseer forecasts
the online sales during the
festive month to reach $11.8
billion, a 28% increase
from last year,” it said.
Moreover, the category
mix has been evolving dif-
ferently in pre-festive
months which will impact
festive category mix as
well, Redseer said. Redseer
further said that in the first
week itself, the sales are
estimated to reach $5.9 bil-
lion, projecting a 28% in-
crease from last year, when
they stood at $4.8-billion.
Noting that this year, the
fashion category will see
robust growth driven by an
increasing shopper base
from Tier 2+ cities and
first-time shoppers.

COAL MINISTRY SLASHES INTEREST ON LATE
PAYMENT OF ROYALTY, RENT  FEES FROM MINES
New Delhi: The government has reduced the rate of interest
levied on delayed payment of royalty, rent and fee from coal
mines, a move that would give a fillip to ease of doing business.
The coal ministry has amended the
Mineral Concession Rules, 1960 (MCR)
aimed at decriminalising its provisions.
The Centre has been taking action in a
bid to reduce compliances for business
and citizens, the coal ministry said in
a statement. “To further promote and
boost the ‘Ease of doing business’
policy of the government, the amendment in MCR decriminalised
68 provisions whereas penalty has been reduced for 10 provi-
sions of MCR,” it said.  —PTI

New Delhi: The government will acquire a stake in debt-ridden
Vodafone Idea after the stock price of the company stabilises at
`10 or above, according to an official source. Vodafone Idea (VIL)
board has offered a stake to the government
at a par value of `10 per share. “There is
a SEBI norm that the acquisition should
take place at par value. DoT will clear the
acquisition after VIL shares stabilise at
`10 or above,” an official source said. VIL
shares are trading below `10 since April
19. The stock declined by 1.02% to trade at
`9.68 on BSE on Thursday.  —PTI

all-time high of `282.66 lakh crore on Thursday, helped by a rebound
in equities.The bounce back in equities, helped the market capitali-
sation of BSE-listed firms jump to
`2,82,66,696.92 crore. Investor
wealth also climbed `1.79 lakh crore
on Thursday. In the broader market,
the BSE smallcap gauge climbed
0.60% and midcap index ended high-
er by 0.29%. A total of 2,062 stocks

INDIAN RUPEE RISES 23 PAISE TO CLOSE
AT 79.72 AGAINST AMERICAN CURRENCY
Mumbai: The rupee appreciated 23 paise to close at 79.72
(provisional) against the US dollar on Thursday amid easing crude oil
prices and a firm trend in domestic equities. At the interbank forex
market, the local unit opened at 79.72
against the greenback. It witnessed an
intra-day high of 79.65 and a low of
79.83 during the session. It finally
ended at 79.72, up 23 paise from its
previous close of 79.72. Brent crude
futures, the global oil benchmark, fell
0.60 % to $87.47 per barrel. —PTI
More synchronised to handle inflation: FM
New Delhi (PTI): Finance
Minister Nirmala Sithara-
man on Thursday said the
Reserve Bank will have to
be more synchronised with
the fiscal policy and other
factors in taming inflation.
Inflation management
cannot be singularly left to
the monetary policy, which
has proved totally ineffec-
tive in many countries, she
said. The RBI will have to
synchronise somewhat,
may be not as much syn-
chronised as other western
developed countries would
do. I'm not prescribing any-
thing to the Reserve Bank...
I'm not giving any forward
direction to the RBI but it
is the truth that India's so-
lution to handling the econ-
omy, part of which is han-
dling inflation also is an
exercise where the fiscal
policy, together with the
monetary policy has to
work, she said.
There are economies
where policy is designed in
such a way that the mone-
tary policy and the interest
rate management is the
one and the only tool to
handle inflation, she said.
I would say India's infla-
tion mgmt, the word tam-
ing inflation or the word
keeping it within the toler-
ance limit is an exercise of
so many different activities
and majority of which is
outside of the monetary
policy given in today's cir-
cumstances, she said.
New Delhi (PTI): Finance Minister Nirmala Sitharaman on
Thursday said India has ramped up the import of crude oil from
Russia at discounted prices amid sanctions on Moscow as part of
the country’s inflation management. “In a situation where global
prices were going beyond anyone’s affordability, at that stage to
take a very strong political decision, I respect the Prime Minister
for his courage on this to get it from Russia because they are
ready to give it to you at discount. And how speedily did we man-
age to do it,” she said. India ramped up its import from Russia
from about 2% of the total shipment of petroleum products to
12-13% in a couple of months as part of inflation management,
she said. “I give credit to the statesmanship of the Prime Minister
to make sure that we did keep our relationship with all countries
but yet manage to get the Russian crude... Sanctions, sanctions
but countries (including Japan and Italy, among others) are find-
ing their own way to get that Russian fuel (crude, gas)… That
also is a part of inflation management,” she said.

sales of automobiles in In-
dia grew 8.31% in August
this year on the back of in-
crease in registrations of
vehicles across all major
segments, automobile deal-
ers' body FADA said on
Thursday

As per data released by
the Federation of Automo-
bile Dealers Associations
(FADA), total vehicle retail
sales in the country stood
at15,21,490unitslastmonth
as compared to 14,04,704
units in August 2021.
Passenger vehicles (PV)
retail sales stood at 2,74,448
units as compared to
2,57,672 units in the year-
ago month, a growth of 6.51
per cent.
Two-wheeler (2W) retail
sales also grew by 8.52% at
10,74,266 units in August
2022, it added.

norms are designed to end
regulatory arbitrage and
protect customers.
Rao said there was un-
bridled engagement of
third parties, misselling,
breach of data privacy, un-
ethical recovery practices
and exorbitant interest
rates recently which led
the RBI to regulate the ac-
tivities. On August 10, RBI
came out with digital lend-
ing norms after extensive
consultations and last
week asked the industry to
implement those by No-
vember this year.
Some players in the fin-
tech industry have ex-
pressed concerns that the
norms on lending will im-
pact their operations.
The framework is de-
signed to strike a balance
between the need for an in-
novative and inclusive sys-
tem while at the same time
ensuring that the regula-
tory arbitrage is not ex-
ploited to the detriment to
the customer's interest,
Rao said. He added that the
norms put the onus square-
ly on the regulated entities
on behalf of whom the
apps do the lending.

dole, who survived
the car accident in

went a surgery at a
hospital here on
Thursday to fix his
forearm fractures,
hospital sources said.
According to hospital
sources, “Darius Pan-
dole underwent a minor
surgery of fixing his
forearm fractures today
afternoon. The surgery
went well. He is stable
and recuperating.”
“However, Dr Anahi-
ta Pandole is still under
observation, stable and
is improving,” they
added.
Mistry (54) and his
friend Jahangir Pan-
dole were killed on Sun-
day afternoon when
their car hit a road di-
vider in neighbouring
Palghar district of Ma-
harashtra.
Two other car occu-
pants, Anahita Pandole
(55), who was at the
wheel, and her husband

suffered injuries.

The doctors at the

Maha registers 1,076 new nCoV cases,six deaths

deaths linked to the
infection on Thursday

taking the overall tal-
ly to 81,08,442 and the
toll to 1,48,280, a state
health department of-
ficial said.
As many as 1,031 pa-
tients recovered from
the infection in the last
24 hours, pushing up
their cumulative count
to 79,53,080 and leaving
the state with an active
caseload of 7,082, he
said. The state’s COV-
ID-19 recovery rate was
98.08%, while the fatali-
ty rate stood at 1.82%.
Of the six COVID-19
fatalities reported in the
last 24 hours, two each
were from the Mumbai
administrative circle
and Pune district (rural
parts)andoneeachfrom
municipal corporation
areas of Pimpri-Chinch-
wad and Nagpur.The
Mumbai administrative

lice officials conduct-

an official said.
The police have ar-

In an exclusive conversa-
tion with Ashish Tiwari Ngô
Ngoc Gia Hân shared her
journey to the win.
The Pageant was held after
2 years and what a dashing
comeback of the pageant
with you getting crowned as
the winner
. How does it feel?
I cannot wrap my head around
this moment it’s so special,
and it has been an honour to
win the title. After the win, I
received so much love and sup-
port not only from my fans and
audience from Vietnam but
around the world. This has
been my dream and now it
only motivates me to work
harder and prove to people I
deserve this title.
As everything was shut
down due to covid for two
years it was a long time to
prepare for the show. How
did you do it and what was
the determination behind it?
I got crowned in Vietnam dur-
ing the ongoing Pandemic. It
was a hard time as I had to do
all the training by myself at
my home. But today every-
thing is worth it because today
I hold the crown. And it’s not
just because of my hard work
but also the love and support I
have received from the people
around me that motivated me
to participate in this Interna-
tional Platform.
What was the Prepara-
tion Like?
Firstly I had to work on my
speaking communication
especially public speaking
at the same time I had to work
on my performance. I joined
classes for my modelling ses-
sions also the most important
part of the looks had to be
taken care of for which I have
met many designers in Viet-
nam so that I can be a part of
the International Platform as
a perfect Contestant.
19 countries from all over
the world competing were for
the title, what kept you moti-
vated to win the pageant?
We all came together from dif-
ferent parts of the world and I
was amazed by the fact that
how different we all were. I just
lovedthediversityof culturein
our pageant. They all made me
feel at home while we shared
the different stories of our cul-
ture and traditions. There was
moresisterhoodthancompe-
tition between us. The fact
that I just had to take the
crown back home to Vi-
etnam kept me moti-
vated for the win. And I
guess I did well.
Did you have any moment
where you thought of giv-
ing up and couldn’t do it?
Yes when I won the pageant in
my country it was during the
dark Pandemic time so things
were hard on me as I am also a
student and with the online
classes it takes time. I couldn’t
manage time to go out and take
classes I had to learn every-
thing all by myself. The other
countries comparatively had
better conditions to work on.
So that kind of shook me but
my determination to get the
first ever crown home kept me
moving.
Your win has inspired
many out there what will
you like to share with them?
My dream is to Inspire people
to education. We need to focus
on that as I believe education
is something that would
change our lives. I just want to
tell them that one needs to pre-
pare for their journey and edu-
cate themselves for a better
future ahead. Also at the same
time shouldn’t shy away from
showcasing their talent out
there. It will only help you be
perfect in your craft.
Coming from Vietnam
on your way to winning
the title how has your
experience been?
It’s my pride to represent my
country on an international
level at such a young age. I got
a lot of caresses from my other
sisters in the pageant and that
made me feel the warmth. I like
speaking to the contestants
here and talking to them about
theircountryandculturewhile
I could share mine.
What has been
your Inspiration
throughout?
My dad is my biggest In-
spiration. I have seen him
struggle for the success he
has earned now. I had been to
many pageants before Miss
Teen International but I feel I
found Myself here. I think I
have achieved success as I can
participate in an international
pageant and bring back a
crown.
What Is Your Dream?
Mydreamistobeaninfluencer.
At the same to work in the edu-
cational field because I believe
working in that sector will help
me contribute to the crowd of
the world as long as there will
be a hunger for knowledge and
Talent in our life.
How has your experience in
India Been?
It feels great here. I always
wanted to come here to study
but Now I got a chance to ex-
plore it before. The hospitality
and warmth of the people here
cannot be described in words.
They have such different fla-
vours in food all rich in their
culture. My favourite was the
Naan Cake which was like Pan-
cakes. And lastly
, India’s sight-
seeing has my heart it’s such
galore especially the Taj Mahal
that we saw during the pageant
was breathtaking. Another
very memorable evening was
when Jagdeesh Chandra and
First India hosted us at Jaipur,
the evening at Taj Rambagh
was like a dream and we can
never thank Jagdeesh Chan-
dra sir enough for his kind hos-
pitality and motivation.

you?
It was 4 years
back when I went
to Russia with my friends and
booked a house on Airbnb for
our stay, our experience was
so nice because in the house
or apartment you’ll get a large
common area and your rooms
are always safe and clean to
sleep. I had this property for
the past 15 years and it was of
no use because it was empty
and not that great interiors.
So I decided to construct a
new floor and renovated the
old floor completely
.
Then the pandemic hit and
people were looking for places
for birthday parties/bache-
lor/get-togethers etc. And we
were almost ready for it, so in
the starting, I used to let out
my property to my friends
only, then I started getting
queries from friends and ac-
quaintances and that’s how
we started. Right now we are
almost 85-90% booked.
Homestays do not have the
advantage of scale that ho-
tels have in terms of opera-
tions. What challenges did
you face in preparing your
properties and regaining
guests’ trust post-COVID?
A lot of people who had never
looked at private vacation
homes as an option for ac-
commodation started opting
for them because unlike ho-
tels, they did not have any
shared spaces. The reopen-
ing of our homes was a com-
bination of people, process-
es, and technology. When I
say people, it meant getting
our people completely aware
and sensitised to the fact that
we are in very different
times. We have invested a
good amount in electronics
like Big Smart Tvs, ambient
lighting, a fully equipped
kitchen, 24 hours housekeep-
ing, a proper wet bar, 100%
crockery and cutlery.
Everything here is pre-
mium and hand-
picked.
What do you feel
makes a homes-
tay stand out from
the rest? How can they
thrive when competing with
established hotels?
When compared to a 5-star,
our villas have a story,
unique experiences and
touchpoints. While we aim to
match up to the 5-star cer-
tainty, we are different
from them in a way
that there are no
standardisations.
What are the current
challenges for the lux-
ury homestay segment
in India?
One of the biggest challeng-
es that this segment faces is
the high GST rates (18%). Be-
cause of this, guests are
tempted to pay in cash to un-
scrupulous operators.
What is your
target audi-
ence?
While at the
start, we saw
families opting
for it, the demand
has now expand-
ed to celebrations
and corporates,
too. People want to
have intimate cel-
ebrations against
naturally pictur-
esque backdrops,
and we provide end-
to-end services for
that. We have al-
ready hosted mile-
stone birthdays, weddings
and anniversaries so far.
When it comes to corporates,
people want to break free
from the work-from-home
concept, even if for a bit. And
our Peace House is perfect for

stays for small to medium-

What is your strategy for

We want to focus all our ener-

A similar study was conducted at Go- vandi and Mankhurd in 2021. Before laying water pipelines, the civic body conducts small-scale surveys. However, after receiving complaints about low water pres- sure and inadequate supply in hilly areas, the BMC increased its efforts last year with a survey at Cheetah Camp in Govandi. According to a hy- draulic department of- ficial, the planning team needs some infor- mation before laying pipelines in sloping slum areas, such as to- pography and how mains should be laid, which can only be ob- tained after conducting such a survey. Earlier, the BMC had spent Rs1.35 crore on the project. Now, the civic body has floated another tender to carry out a total station sur- vey of the elevated lo- cality in Ghatkopar West. The estimated cost of the project is Rs1.70 crore. “This is a hilly and densely populated area. There are narrow paths with widths of less than two feet. In such a location, we need an in- tegrated study to lay a network so that every- one gets an equal dis- tribution of water,” said U S Mudras, execu- tive engineer of plan- ning and research in the hydraulic engineer- ing department. He also mentioned that the area already has a pipeline network, but that the population has grown over the last decade. The survey area is ap- proximately 50 hectares, and the number of lo- calsandhutswillalsobe counted. After the sur- vey is completed, a con- tract will be awarded to lay the pipelines. Additional Sessions Judge, Malegaon (Ma- harashtra), convicted Rajendra alias Raju Devidas Shirsath, Mac- chindra Piraji Surad- kar alias Kachru, and Ajay Magan Sonawane for killing Yashwant Sonawane, who was burnt alive on January 25, 2011, during a raid at a dhaba. It was alleged that Popat Dattu Shinde was running a dhaba at Jondhalwadi Shivalaya on the Manmad-Nand- gaon Road, which was being used as a focal point for pilferage, storage, and illegal sale of petroleum products meant for the public distribution system. Oil tankers clandes- tinely offloaded part of the petroleum prod- ucts, which were then stored in cans/barrels etc and were later sold,” the agency said in a statement. Sonawane was on his way to Nandgaon via Manmad along with his steno-cum-PA and a driver when he busted the illicit operation and proceeded to call the Supply Inspector to prepare a panchnama’. In the meantime, the accused gathered his accomplices, who ruth- lessly beat the officer with iron rods and ba- tons and set him ablaze after dousing him with kerosene. Sonawane died on the spot. The CBI then took over the investigation ontherecommendation of the Maharashtra government, and filed a charge sheet on Novem- ber 10, 2011, before the Additional Sessions Judge, Malegaon, against the three ac- cused, and one juvenile. While allowing the pleas, the high court ob- served that it was a fit case for quashing the First Information Re- port (FIR) to “prevent abuse of law”. Delkar, 58, a seven- term MP from Dadra and Nagar Haveli, was found dead in a hotel room in Marine Drive in MumbaionFebruary22, 2021. Patel and eight oth- ers were booked in March 2021 for allegedly abetting the suicide and criminal intimidation. A division bench of Justices SB Shukre and Valmiki SA Menezes took cognizance of news reports about a proposed plan of the state forest department to transfer some wild animals to a zoo. The court issued no- tices to the Centre and the state government and sought their re- sponses and posted the matter for further hear- ing on Thursday . Thebenchmaintained animals are not be- stowed with mental fac- ulties similar to a hu- man being and hence it is difficult for a human society to seek consent of the affected animals before they are forcibly removed from one area to another. During this, the critical period of the covid pandemic also put many ob- stacles in the way, but it is said that determination has the power to prove every- thing on its own. Informa- tion and communication technology helped a lot in the difficult times of covid. The Raj Bhavan remained active even then and along with the administrative work, online education in theuniversities,time-bound convocations, and pro- grams, special review meetings continued to be facilitated. There has been a close re- lationship with Rajasthan from the very begin- ning. When I came here, the culture of ‘Padharo Mhare Desh’ was already settledinmymind and I have been experiencing it here continu- ously for three years. I also have a constant feeling that I belong to Ra- jasthan, proba- bly because of the intimacy and affection the peo- ple here have given me. It has made me fertile every day . As soon as I assumed the responsibility of the consti- tutional head of the state, my first priority was to make efforts on my part to inculcate the culture relat- ed to the Constitution of the country in the public mind. I know that I am just an instrument, but if there is a will, a way is found. September 9, 2019, was the day when I took over as the Governor of Rajasthan. As soon as I took the consti- tutional office, I resolved in my mind that I should do something for the faith and confi- dence of the people towards the Pream- ble, Fundamental Rights, and Du- ties. I felt this can be fulfilled only when the young generation is aware of the Constitution. In order to connect the youth directly with the Con- stitutional culture I, as the Chancellor, initiated the es- tablishment of Constitution Parks in the universities. If Manasa-Vacha and Karmana are one, then many things can be possible on their own. I have also felt this continuously . The legis- lature is the most sacred place in the Constitution. The resolution was proved when the tradition of read- ing the Preamble and Fun- damental Duties of the Con- stitution before my address was introduced. Another important step in this path of Sankalp Siddhi is the es- tablishment of the Consti- tution Park in Raj Bhavan under the Smart City Scheme of the Government of India. It is being devel- oped in such a way that the entire journey from the ini- tial days of constitution- making to its implementa- tion can be brought alive in the Raj Bhavan. It has also been the re- solve that I should do some- thing from my side while living up to the trust of the people of Rajasthan. I vis- ited Jaisalmer, Barmer, Banswara, Kota, Udaipur, Bikaner etc. and during this, I found that people have the feeling of being satisfied even in a little bit. I tried to expand the Gover- nor’s Relief Fund. I tried that it could be useful to every needy person. In the critical period of covid, by convening an all- party meeting, it was en- sured that there is no hu- man loss anywhere due to lack of medical equipment. In the recent past, lumpy skin disease in cows has caused a lot of damage. On the initiative of Raj Bhavan, afterconveningameetingin this regard, a special review was made to ensure that ef- fective efforts should be made to prevent infection. Along with the develop- ment of basic facilities in the tribal areas, it was also resolved to establish an ideal village and to provide coaching and other facili- ties to the youth of the trib- al areas in a time-bound manner. It is heartening that a lot of important work has been done in the tribal areas during the last three years. Similarly, in the light of the new education policy in the universities, many works related to ensuring quality education, adoption of villages by the universi- ties and their development etc. have been done in these three years. Under the in- novations, the important work of setting up incuba- tion centers, developing the basic culture of research, facilitating the admission process, and time-bound implementation of exami- nations and syllabus has been done continuously. Along with this, the Chan- cellor’s Award to the best university was started. I believe that these are ac- tions that will have far- reaching consequences. Works related to public wel- fare provide inner happi- ness. Working in public life andinconstitutionalinstitu- tions, I have felt continuous- ly that the success of democ- racy lies in the implementa- tion of development works related to common people, welfare schemes, and pro- grams related to them. Any resolve is proven when it in- volves concerns related to the public interest. When we give concrete shape to the works, Keeping in mind the entire society , not only our- selves, then only the resolu- tions will be fulfilled. This growth is expected to be driven by the dou- bling of online shoppers during festive sales as against 2018, Strategy Con- sulting firm Redseer said. “As the festive season is set to kickstart across the country, Redseer forecasts the online sales during the festive month to reach $11.8 billion, a 28% increase from last year,” it said. Moreover, the category mix has been evolving dif- ferently in pre-festive months which will impact festive category mix as well, Redseer said. Redseer further said that in the first week itself, the sales are estimated to reach $5.9 bil- lion, projecting a 28% in- crease from last year, when they stood at $4.8-billion. The coal ministry has amended the Mineral Concession Rules, 1960 (MCR) aimed at decriminalising its provisions. The Centre has been taking action in a bid to reduce compliances for business and citizens, the coal ministry said in a statement. “To further promote and boost the ‘Ease of doing business’ policy of the government, the amendment in MCR decriminalised 68 provisions whereas penalty has been reduced for 10 provi- sions of MCR,” it said. —PTI GOVT TO ACQUIRE VODAFONE IDEA STAKE AFTER SHARE PRICE STABILISES AT `10 OR ABOVE New Delhi: The government will acquire a stake in debt-ridden Vodafone Idea after the stock price of the company stabilises at `10 or above, according to an official source. Vodafone Idea (VIL) board has offered a stake to the government at a par value of `10 per share. “There is a SEBI norm that the acquisition should take place at par value. DoT will clear the acquisition after VIL shares stabilise at `10 or above,” an official source said. VIL shares are trading below `10 since April 19. At the interbank forex market, the local unit opened at 79.72 against the greenback. It witnessed an intra-day high of 79.65 and a low of 79.83 during the session. It finally ended at 79.72, up 23 paise from its previous close of 79.72. Brent crude futures, the global oil benchmark, fell 0.60 % to $87.47 per barrel. —PTI More synchronised to handle inflation: FM New Delhi (PTI): Finance Minister Nirmala Sithara- man on Thursday said the Reserve Bank will have to be more synchronised with the fiscal policy and other factors in taming inflation. Inflation management cannot be singularly left to the monetary policy, which has proved totally ineffec- tive in many countries, she said. The RBI will have to synchronise somewhat, may be not as much syn- chronised as other western developed countries would do. I'm not prescribing any- thing to the Reserve Bank... I'm not giving any forward direction to the RBI but it is the truth that India's so- lution to handling the econ- omy, part of which is han- dling inflation also is an exercise where the fiscal policy, together with the monetary policy has to work, she said. There are economies where policy is designed in such a way that the mone- tary policy and the interest rate management is the one and the only tool to handle inflation, she said. I would say India's infla- tion mgmt, the word tam- ing inflation or the word keeping it within the toler- ance limit is an exercise of so many different activities and majority of which is outside of the monetary policy given in today's cir- cumstances, she said. New Delhi (PTI): Finance Minister Nirmala Sitharaman on Thursday said India has ramped up the import of crude oil from Russia at discounted prices amid sanctions on Moscow as part of the country’s inflation management. “In a situation where global prices were going beyond anyone’s affordability, at that stage to take a very strong political decision, I respect the Prime Minister for his courage on this to get it from Russia because they are ready to give it to you at discount. And how speedily did we man- age to do it,” she said. India ramped up its import from Russia from about 2% of the total shipment of petroleum products to 12-13% in a couple of months as part of inflation management, she said. “I give credit to the statesmanship of the Prime Minister to make sure that we did keep our relationship with all countries but yet manage to get the Russian crude... New Delhi (PTI): Retail sales of automobiles in In- dia grew 8.31% in August this year on the back of in- crease in registrations of vehicles across all major segments, automobile deal- ers' body FADA said on Thursday . As per data released by the Federation of Automo- bile Dealers Associations (FADA), total vehicle retail sales in the country stood at15,21,490unitslastmonth as compared to 14,04,704 units in August 2021. Passenger vehicles (PV) retail sales stood at 2,74,448 units as compared to 2,57,672 units in the year- ago month, a growth of 6.51 per cent. Two-wheeler (2W) retail sales also grew by 8.52% at 10,74,266 units in August 2022, it added. Automobile retail sales up 8.31% in Aug Digital lending rules to cut frauds: RBI DG Mumbai (PTI): RBI Depu- ty Governor M Rajeshwar Rao said the digital lending norms are designed to end regulatory arbitrage and protect customers. Rao said there was un- bridled engagement of third parties, misselling, breach of data privacy, un- ethical recovery practices and exorbitant interest rates recently which led the RBI to regulate the ac- tivities. On August 10, RBI came out with digital lend- ing norms after extensive consultations and last week asked the industry to implement those by No- vember this year. Some players in the fin- tech industry have ex- pressed concerns that the norms on lending will im- pact their operations. The framework is de- signed to strike a balance between the need for an in- novative and inclusive sys- tem while at the same time ensuring that the regula- tory arbitrage is not ex- ploited to the detriment to the customer's interest, Rao said. He added that the norms put the onus square- ly on the regulated entities on behalf of whom the apps do the lending. According to hospital sources, “Darius Pan- dole underwent a minor surgery of fixing his forearm fractures today afternoon. The surgery went well. He is stable and recuperating.” “However, Dr Anahi- ta Pandole is still under observation, stable and is improving,” they added. Mistry (54) and his friend Jahangir Pan- dole were killed on Sun- day afternoon when their car hit a road di- vider in neighbouring Palghar district of Ma- harashtra. As many as 1,031 pa- tients recovered from the infection in the last 24 hours, pushing up their cumulative count to 79,53,080 and leaving the state with an active caseload of 7,082, he said. The state’s COV- ID-19 recovery rate was 98.08%, while the fatali- ty rate stood at 1.82%. Of the six COVID-19 fatalities reported in the last 24 hours, two each were from the Mumbai administrative circle and Pune district (rural parts)andoneeachfrom municipal corporation areas of Pimpri-Chinch- wad and Nagpur.The Mumbai administrative circle added 626 cases, followed by 265 in Pune, 50 in Nagpur, 42 in Kol- hapur,38inNashik,30in Latur, 13 in Aurangabad and 12 in the Akola cir- cle, the official said. In an exclusive conversa- tion with Ashish Tiwari Ngô Ngoc Gia Hân shared her journey to the win. The Pageant was held after 2 years and what a dashing comeback of the pageant with you getting crowned as the winner . How does it feel? I cannot wrap my head around this moment it’s so special, and it has been an honour to win the title. After the win, I received so much love and sup- port not only from my fans and audience from Vietnam but around the world. This has been my dream and now it only motivates me to work harder and prove to people I deserve this title. As everything was shut down due to covid for two years it was a long time to prepare for the show. How did you do it and what was the determination behind it? I got crowned in Vietnam dur- ing the ongoing Pandemic. It was a hard time as I had to do all the training by myself at my home. But today every- thing is worth it because today I hold the crown. And it’s not just because of my hard work but also the love and support I have received from the people around me that motivated me to participate in this Interna- tional Platform. What was the Prepara- tion Like? Firstly I had to work on my speaking communication especially public speaking at the same time I had to work on my performance. I joined classes for my modelling ses- sions also the most important part of the looks had to be taken care of for which I have met many designers in Viet- nam so that I can be a part of the International Platform as a perfect Contestant. 19 countries from all over the world competing were for the title, what kept you moti- vated to win the pageant? We all came together from dif- ferent parts of the world and I was amazed by the fact that how different we all were. I just lovedthediversityof culturein our pageant. They all made me feel at home while we shared the different stories of our cul- ture and traditions. There was moresisterhoodthancompe- tition between us. The fact that I just had to take the crown back home to Vi- etnam kept me moti- vated for the win. And I guess I did well. Did you have any moment where you thought of giv- ing up and couldn’t do it? Yes when I won the pageant in my country it was during the dark Pandemic time so things were hard on me as I am also a student and with the online classes it takes time. I couldn’t manage time to go out and take classes I had to learn every- thing all by myself. The other countries comparatively had better conditions to work on. So that kind of shook me but my determination to get the first ever crown home kept me moving. Your win has inspired many out there what will you like to share with them? My dream is to Inspire people to education. We need to focus on that as I believe education is something that would change our lives. I just want to tell them that one needs to pre- pare for their journey and edu- cate themselves for a better future ahead. Also at the same time shouldn’t shy away from showcasing their talent out there. It will only help you be perfect in your craft. Coming from Vietnam on your way to winning the title how has your experience been? It’s my pride to represent my country on an international level at such a young age. I got a lot of caresses from my other sisters in the pageant and that made me feel the warmth. I like speaking to the contestants here and talking to them about theircountryandculturewhile I could share mine. What has been your Inspiration throughout? My dad is my biggest In- spiration. I have seen him struggle for the success he has earned now. I had been to many pageants before Miss Teen International but I feel I found Myself here. I think I have achieved success as I can participate in an international pageant and bring back a crown. What Is Your Dream? Mydreamistobeaninfluencer. At the same to work in the edu- cational field because I believe working in that sector will help me contribute to the crowd of the world as long as there will be a hunger for knowledge and Talent in our life. How has your experience in India Been? It feels great here. I always wanted to come here to study but Now I got a chance to ex- plore it before. The hospitality and warmth of the people here cannot be described in words. They have such different fla- vours in food all rich in their culture. My favourite was the Naan Cake which was like Pan- cakes. And lastly , India’s sight- seeing has my heart it’s such galore especially the Taj Mahal that we saw during the pageant was breathtaking.   • 11. hen did this idea of homestays or renting out party places come to you? It was 4 years back when I went to Russia with my friends and booked a house on Airbnb for our stay, our experience was so nice because in the house or apartment you’ll get a large common area and your rooms are always safe and clean to sleep. I had this property for the past 15 years and it was of no use because it was empty and not that great interiors. So I decided to construct a new floor and renovated the old floor completely . Then the pandemic hit and people were looking for places for birthday parties/bache- lor/get-togethers etc. And we were almost ready for it, so in the starting, I used to let out my property to my friends only, then I started getting queries from friends and ac- quaintances and that’s how we started. Right now we are almost 85-90% booked. Homestays do not have the advantage of scale that ho- tels have in terms of opera- tions. What challenges did you face in preparing your properties and regaining guests’ trust post-COVID? A lot of people who had never looked at private vacation homes as an option for ac- commodation started opting for them because unlike ho- tels, they did not have any shared spaces. The reopen- ing of our homes was a com- bination of people, process- es, and technology. When I say people, it meant getting our people completely aware and sensitised to the fact that we are in very different times. We have invested a good amount in electronics like Big Smart Tvs, ambient lighting, a fully equipped kitchen, 24 hours housekeep- ing, a proper wet bar, 100% crockery and cutlery. Everything here is pre- mium and hand- picked. What do you feel makes a homes- tay stand out from the rest? How can they thrive when competing with established hotels? When compared to a 5-star, our villas have a story, unique experiences and touchpoints. While we aim to match up to the 5-star cer- tainty, we are different from them in a way that there are no standardisations. What are the current challenges for the lux- ury homestay segment in India? One of the biggest challeng- es that this segment faces is the high GST rates (18%). Be- cause of this, guests are tempted to pay in cash to un- scrupulous operators. What is your target audi- ence? While at the start, we saw families opting for it, the demand has now expand- ed to celebrations and corporates, too. People want to have intimate cel- ebrations against naturally pictur- esque backdrops, and we provide end- to-end services for that. We have al- ready hosted mile- stone birthdays, weddings and anniversaries so far. When it comes to corporates, people want to break free from the work-from-home concept, even if for a bit. And our Peace House is perfect for day events and overnight stays for small to medium- sized teams. What is your strategy for Peace House in the coming months?
