Jaipur: To provide re-
lief to plot owners in
smaller cities, the State
Government has decid-
ed to regularise colo-
nies and issue land
deeds at a very nominal
cost. Now, a lease deed
of a plot measuring up
to 120 square metres
will be issued at Rs 5 per
square metre.
As per the notifica-
tion issued by the De-
partment of Urban De-
velopment and Housing
and Local Self Govern-
ment, plots situated on
agricultural land in Na-
gar Palika areas will be
given pattas at this rate.
The Government has
also relaxed the cut-off
date for issuing lease
deeds. The notification
states that before the
formation of the mu-
nicipality or before the
implementation of the
master plan of the con-
cerned area, whichever
is earlier, the date shall
be considered as the
cut-off date.
Notably, a cabinet-
empowered committee
was formed under UDH
Minister Shanti Dhari-
wal to provide relaxa-
tions for colonies situ-
ated on agricultural
land in smaller towns.
Later, a proposal was
prepared and sent to
Chief Minister Ashok
Gehlot for approval.
Following the final ap-
proval, a notification
was issued by UDH-LSG
on Thursday
.

The draft electoral

ing date for inclusion of

lal Meena accused him

manded legal action
against him.

slapped a contractual
employee in the narcot-
ics office on a com-
plaint of corruption.

Sabeeha Khan and oth-

sent at the time of the
incident. Later, a video
in which Joshi is pur-
portedly seen slapping
the man went viral on
social media.

video, Meena has writ-

by-elections for the post
of Jaipur Greater Mu-
nicipal Corporation
Mayor, the BJP on
Thursday shifted sever-
al of its councillors to a
hotel in the name of
training camp.
The councillors were
called at the party of-
fice and later taken to
the hotel in Chomu in
two buses. However,
over two dozen council-
lors, including caretak-
er Mayor Sheel Dhab-
hai, are currently away
from the camp, but will
soon join the camp, the
party said.
Both the BJP and the
Congress have not yet
declared their candi-
dates. The candidates
will be decided after dis-
cussion with their re-
spective councillors.

Jaipur: The High Court on
Thursday adjourned the hearing
on a petition filed by
Dr Somya, former Mayor of
Jaipur Municipal Corporation,
Greater, regarding the order of
dismissal from the post and
stay of the by-election. The
matter will be heard on Novem-
ber 7. According to sources,
Somya’s advocate asked for
a stay on the by-election and
dismissal from the post, but
Justice Mahendra Goel refused
to grant a stay in the matter.
The State Government has
dismissed Dr Somya from the
post for indecency with the
then Commissioner Yagyami-

Kota: In Jhadol village of
Etawah subdivision area, a
6-month-old minor girl was
bitten by a wild jackal. The
jackal entered the house and
attacked the girl Bisarta, in-
juring her badly. In a critical
condition, the relatives took
the girl to Etawah hospital,
from where she was re-
ferred to Kota after first aid.
According to the informa-
tion the girl’s mother saw
and hit the jackal with a
fodder filling container to
save her daughter.

vulture was airlifted from

registered cases but has
also provided justice to
the weaker sections of
society, outgoing police
chief ML Lather said on
Thursday. Lather, who
retired as Director Gen-
eral of Police (DGP), also
congratulated the police
personnel for reducing
case pendency and the
time taken to conduct
investigations. He ex-
pressed his gratitude to
the officers and jawans
for their cooperation
during his service career,
including the last two
years as DGP.
Soon after assuming charge, Director General of
Police Umesh Mishra on Thursday took a meeting
of senior police officers at the Police Headquarters and
gave necessary directions. Mishra called upon the offic-
ers to carry forward the glorious traditions of Rajasthan
Police by working with full dedication, promptness
and dedication. Senior officers including ADGs Rajiv
Sharma, Janga Srinivas Rao, Dr Ravi Prakash, A Ponu-
chami, Saurabh Srivastava, Govind Gupta, Sunil Dutt,
Anil Paliwal, Ashok Rathore and Jaipur Police Commis-
sioner Anand Srivastava were present in the meeting.

Thursday raided the
premises of three busi-
ness groups in Bikaner,
Nokha, Deshnok and
Gangashahar. The IT
raids were held at 40 lo-
cations at the premises
of the Duggar group,
Tayal group and Rathi
group in Bikaner while
in Nokha, the I-T team
conducted searches on
Jhavar group premises.
Sources informed the
people associated with
these business groups
are involved in cricket
betting and match fix-
ing. The raids are being
seen as an action
against cricket bookies
in Bikaner. Teams of
the IT department from
Jaipur and Jodhpur
conducted searches and
seized cash, jewellery,
and documents from the
premises.
The I-T sleuths are
yet to ascertain the ex-
act amount of cash and
undisclosed income as-
sessed during the raids.
Notably, the people

5 major mine blocks of
Raj to be e-auctioned

ment of Mines and Pe-
troleum will soon e-auc-
tion nine blocks of five
major minerals in Ra-
jasthan. These nine
blocks will include
three mining leases and
six composite licenses
of five major minerals.
ACS (Mines and Petro-
leum) Dr Subodh Agar-
wal informed that min-
erals including garnet,
limestone, copper, iron
ore and magnesite will
be e-auctioned through
the Government of In-
dia’s e-portal after com-
pleting necessary for-
malities.
“For the year 2022-23,
a composite licence of
garnet in Sakaria Khe-
da of Bhilwara has been
prepared for auction.
Similarly
, Nimana-Dun-
iya block of Kota and
Parthipura block one to
four of Banswara have
been prepared for the
composite license of
limestone. The mining
lease of Kheda-Mundi-
yawas will be auctioned
for the amalgamated
copper. The block has
been put up for auction
at Kajlodia in Bhilwara

for Magnesite,” said Dr

Ever since Khan’s letter
there has been a debate on
whether the Governor is con-
stitutionally empowered to

in a tweet that he was empow-
ered to “invite action includ-
ing withdrawal of pleasure”
if “statements by individual
ministerslowerthedignityof
office of the Governor”.
Khan’s assertion is based on
Article 164 (1) of the Constitu-
tion which says that “Minis-
ters shall hold office during
thepleasureof theGovernor.”
Technically the Governor’s
letter is in sync with the Con-
stitution but legal experts ar-
gue that notwithstanding the
constitutional provision, no
governor in the history of
post-Independence India has
exercised this power unilater-
ally
. The controversy is still
simmering as Pinarayi Vijay-
an is refusing to sack his cabi-
net colleague. Khan, whom
the state government calls an
agent of the Centre, is not
known to backtrack on a deci-
sionwhichhethinksisconsti-
tutionally and legally correct.

journey of 75 years and flag
the discoveries that put In-
dia on the global map.
Aryabhatta: Named after
the noted Indian astronomer,
Aryabhatta was India’s first
satellite which was launched
on 19th April, 1975. This was
an iconic moment in the his-
tory of India.
SLV-3: The Satellite
Launch Vehicle-3 (SLV-3) was
India’s first experimental sat-
ellite launch vehicle, which
was a four-stage vehicle It
was launched on July 18, 1980.
SLV-3 made India the sixth
member of an exclusive club
of space-faring nations.
PSLV: The Polar Satellite
Launch Vehicle (PSLV) was
India’s third generation
launch vehicle, equipped
with liquid stages, launched
in Oct 1994. It emerged as a
reliable launch vehicle with
39 consecutively successful
missions and the vehicle
has launched 48 Indian satel-
lites and 209 satellites for
customers.
Chandrayaan-I: Chan-
drayaan-1 was India’s first
moon mission launched in
October 2008. The spacecraft
completed over 3,400 orbits
around the moon and indi-
cated existence of water on
the moon, for the first time.
Mangalyaan: The Mars
Orbiter Mission (MOM) was
India’s first interplanetary
mission. This was launched
on Nov 5, 2013. It made India
proud to be the first nation in
the world to reach the Mar-
tian orbit in its maiden at-
tempt. India became the
fourth space agency in the
world to reach Mars orbit, at
the lowest cost.
GSLV: Another outstand-
ing development by ISRO is
the Geosynchronous Satellite
Launch Vehicle (GSLV).
GSLV-D5wasthefirstsuccess-
fulflightusingtheindigenous
cryogenic engine. Recently,
LVM-3 created history by car-
rying highest payload of 5796
Kgandsuccessfullyplacing36
satellites into orbit of Earth.
Mission Shakti: In a maid-
en attempt, the Defence Re-
search and Development Or-
ganization (DRDO) success-
fullyblastedasatellite withits
anti-satellite (ASAT) missile
on 27 March 2019. With this,
India became the fourth coun-
tryintheworldtoacquireanti-
satellite capabilities.
AEROSPACE DOMINANCE
Dominance of space is the
new buzz in the 21st Century
.
It is perceived that future
wars will witness aerospace
as the new battlefield and
hence the race to dominate
space. An advancement in
the space domain is seen as
an lead demonstrator in mili-
tary technology. Hence the
‘space race’ to dominate the
space for future warfare.
In March 2019, India suc-
cessfully tested an anti-satel-
lite weapon. Perhaps more
significantly
,Indiaestablished
two new space agencies in
2019: the DSA and the DSRO
DSA is organized to perform
duties of integrating space
assets from the three services
and developing strategy for
space dominance and space
warfare,wheneverithappens.
DSRO is a research organiza-
tiongearedtowardfacilitating
devpof civilianspacetechnol-
ogy for military purposes.
CONCLUSION
ISRO is developing Next Gen-
eration Launch Vehicles with
reusable energy and capable
of lifting payloads upto 10
tonnes. It’s likely to be ready
by 2030. India also eyes set-
ting up of own space station
by 2035, a rare feat indeed. In
the changing space security
dynamics, India’s space pro-
gram has developed credible

Kasturi had come from

staying at a rented place
with her daughter. Kas-
turi, who was pregnant,
developed labour pain
on Wednesday evening.
She was taken to the
government district
hospital in an auto. But,
the authorities and
staff of the government
district hospital refused
admission in the ab-
sence of Aadhaar and
Mother's card.
The doctors also re-
fused to provide her
treatment and admit
her to the hospital de-
spite the woman being
in labour.
New Delhi (PTI): Over
20,000 schools across
the country were shut
down during the 2020-
21, a report by the Min-
istry of Education
found. The number of
teachers also declined
by 1.95 per cent com-
pared to the previous
year.
The report titled,
Unified District Infor-
mation System for Edu-
cation Plus (UDISE+)
on school education in
India for 2021-22 also
pointed out that only
44.85 per cent schools
had computer facilities
while nearly 34 per cent
had internet connec-
tion.
“Total number of
schools in 2021-22 stood
at 14.89 lakhs as com-
pared to 15.09 lakhs in
2020-21. The decline in
total schools is mainly
due to closure of
schools under private
and other manage-
ment,” said the report
launched on Thursday
.

New Delhi (Agencies): PM Narendra Modi is all set
to flag off South India’s first ‘Vande Bharat Express’
train during his visit to Bengaluru on November 11.
The country’s fifth Vande Bharat Express, it will run
between Chennai and Mysuru via Bengaluru. On
November 5, this semi-high-speed train will leave the
Integrated Coach Factory for trials. Vande Bharat is
India’s first semi high speed train equipped with world
class passenger amenities. It can achieve high speeds
due to faster acceleration and deceleration and will
reduce journey times by 25% to 45%. The train can at-
tain speed from 0-100 kmph in 52 seconds. All Vande
Bharat coaches are equipped with automatic doors;
GPS based audio-visual information system etc.
Bengaluru (Agencies): The Dakshina Kannada district
administration on Thursday started the process of
attaching the property of the slaughterhouses in con-
nection with illegal cow slaughtering. C Madana Mo-
han, Assistant Commissioner of Mangaluru Sub-Divi-
sion and Sub divisional Magistrate issued an order for
the attachment of properties for carrying out illegal
cow slaughtering. The four properties of slaughter-
houses in Adyapaadi near Adkur, Bajal Pakaladka,
Jalligudde and Kattapuni have been attached following
the order. Jurisdictional Kankanady police have been
directed to get the valuation of properties and vehicles
done from the concerned authorities and submit the
approximate value of the property to the court.

Raj tops in missing girls
9,315 missing FIRs registered between Jan 1, 2020 to Jan 31, 2022

Jaipur: Rajasthan has
the highest number of
missing girls in the re-
ported missing cases
but they are rarely
traced. Police are try-
ing hard but success
eludes them. In Ra-
jasthan, from January
1, 2020 to January 31,
2022, a total of 9315
missing FIRs were reg-
istered in various po-
lice stations of the
state. In these, 9608
children have gone
missing. Out of these,
8866 children have
been found and handed
over to their parents.
Police are trying to
trace the remaining
742 children.
Statistics show that
from Jan 2021 to Decem-
ber 2021, 792 minor boys
went missing, in which
the police traced 705.
The search for 92 is on.
In the same year,
4085 minor girls were
reported missing. Po-
lice traced 3604, but 481
are still missing. In
2021, between January
and Dec, 5386 adult
boys left their homes.
After a missing report
was registered, police
found 3748.
During this, 16492
cases were registered
for disappearance of
adult girls. Police found
12158, but 4334 missing.

Sangria: Two youths traveling in the car were killed in
a collision with the truck. The road accident took place
at 11.30 pm on Wednesday. Kuldeep
Singh, a resident of village Amar-
purajalu Khat, has registered a case
against the truck driver. In the report
given to the police, he told that his
nephew Harjinder Singh, a resident
of Fatehgarh (Purushotambas), and
his accomplices Jaipal, Vijaypal, and
Sandeep had left on Wednesday night to go to Hanu-
mangarh from Sangaria in car number RJ 31 CC 2257.
The car was being driven by Vijaypal.

major postings. But now,
he has been given a com-
paratively small depart-
ment like Medical Edu-

of new Medical Colleges
has been completed.
Sandeep Verma, who
has held the reins of Sci-
enceandTechnologyDe-
partment, has yet again
beenhandedthereinsof
this small department,
even though after two
months, he will be pro-
moted to ACS rank.
Handing a small depart-
ment to a senior officer
is nothing but under-
utilisation of their expe-
rience.
The registrar in a Co-
operative Department
handles all the affairs of
the department and as
such, there is not a need
foraPrincipalSecretary
levelofficerthere.There-
fore, 1994 batch IAS
Sreya Guha does not
haveanyworkloadinthe
department.
An almost similar is
the situation with
Dinesh Kumar in Agri-
culture as he too is being
under-utilised.Sincethe
beginning, Agirculture
and Co-operatives have
been under one roof and
now when the State has
a dearth of capable offic-
ers, handing the respon-
sibilitiesof thesedepart-
ments to two different
officers is illogical.

ju Rajpal could have

sibilities instead of PR
and RD since both de-
partments are now un-
der ACS Abhay Kumar.
Similarly

On the statement of
Food Minister Pratap
Singh Khachariawas
that the bureaucracy
was uncontrollable, Ma-
hesh Joshi said, “I have
all the rights in my de-
partment.” On this,
Khachariyawas target-
ed  advised Joshi that
he shouldn’t speak on
such issues openly.
“Unnecessary slavery
should not be done. If
you have taken the con-
tract of slavery, then
carry it forward. Ma-
hesh Joshi is a leader
10-15 years senior to me.
They should clearly tell
whether they are writ-
ing the ACR of IAS. If
you are writing then it
means the Chief Minis-
ter’s Secretariat is sup-
porting them. This is a

saved the life of a young
man, who suddenly suf-
fered from an epilepsy
attack during the event.
Chandna rushed to
help him and gave the
Cardiopulmonary re-
suscitation (CPR) to
him. The Minister then

tient reach the hospital
in a police van.
Besides this, Ashok
Chandna also instruct-

the patient and not only

quired about his health

young man was sent to

wheat should be given to every needy family. He said
that Collectors  DSOs of each district should ensure
this. He said that a study of other states will be done
to modernise ration shops here. “A team of officers
will be sent to other states for this. They will take gov-
ernment’s plan from door-to-door through 26,000 ra-
tion shops. On question of lapse of 46,000 metric tons
of wheat, he said, “We will get this matter investigated
and action will be taken against the culprits.” “Will
issue a circular for its strict compliance. Will ask the
Collector and SDM not to impose unnecessary condi-
tions. No person should go to bed hungry,” he said.

Jaipur: The demand of ministers to give them the
right of filling ACRs of IAS officers has gained
momentum in Rajasthan. Advisor to Chief Minister
Ashok Gehlot and MLA Sanyam Lodha has also
extended support to the demand of other ministers
of giving rights to ministers for filing ACRs of IAS
officers. Lodha tweeted saying, “To make adminis-
tration accountable towards the citizens, it would be
appropriate that the ACRs of IAS officers working
in the department should be filled by the minister of
the concerned department. The demand of Minister
Pratap Singh Khachariyawas is completely in the
public interest”.

Now, a lease deed of a plot measuring up to 120 square metres will be issued at Rs 5 per square metre. As per the notifica- tion issued by the De- partment of Urban De- velopment and Housing and Local Self Govern- ment, plots situated on agricultural land in Na- gar Palika areas will be given pattas at this rate. The Government has also relaxed the cut-off date for issuing lease deeds. The notification states that before the formation of the mu- nicipality or before the implementation of the master plan of the con- cerned area, whichever is earlier, the date shall be considered as the cut-off date. These nine blocks will include three mining leases and six composite licenses of five major minerals. ACS (Mines and Petro- leum) Dr Subodh Agar- wal informed that min- erals including garnet, limestone, copper, iron ore and magnesite will be e-auctioned through the Government of In- dia’s e-portal after com- pleting necessary for- malities. “For the year 2022-23, a composite licence of garnet in Sakaria Khe- da of Bhilwara has been prepared for auction. Similarly , Nimana-Dun- iya block of Kota and Parthipura block one to four of Banswara have been prepared for the composite license of limestone. The mining lease of Kheda-Mundi- yawas will be auctioned for the amalgamated copper. SLV-3 made India the sixth member of an exclusive club of space-faring nations. PSLV: The Polar Satellite Launch Vehicle (PSLV) was India’s third generation launch vehicle, equipped with liquid stages, launched in Oct 1994. It emerged as a reliable launch vehicle with 39 consecutively successful missions and the vehicle has launched 48 Indian satel- lites and 209 satellites for customers. Chandrayaan-I: Chan- drayaan-1 was India’s first moon mission launched in October 2008. The spacecraft completed over 3,400 orbits around the moon and indi- cated existence of water on the moon, for the first time. Mangalyaan: The Mars Orbiter Mission (MOM) was India’s first interplanetary mission. This was launched on Nov 5, 2013. It made India proud to be the first nation in the world to reach the Mar- tian orbit in its maiden at- tempt. India became the fourth space agency in the world to reach Mars orbit, at the lowest cost. GSLV: Another outstand- ing development by ISRO is the Geosynchronous Satellite Launch Vehicle (GSLV). Recently, LVM-3 created history by car- rying highest payload of 5796 Kgandsuccessfullyplacing36 satellites into orbit of Earth. Mission Shakti: In a maid- en attempt, the Defence Re- search and Development Or- ganization (DRDO) success- fullyblastedasatellite withits anti-satellite (ASAT) missile on 27 March 2019. With this, India became the fourth coun- tryintheworldtoacquireanti- satellite capabilities. AEROSPACE DOMINANCE Dominance of space is the new buzz in the 21st Century . It is perceived that future wars will witness aerospace as the new battlefield and hence the race to dominate space. An advancement in the space domain is seen as an lead demonstrator in mili- tary technology. Hence the ‘space race’ to dominate the space for future warfare. In March 2019, India suc- cessfully tested an anti-satel- lite weapon. Perhaps more significantly ,Indiaestablished two new space agencies in 2019: the DSA and the DSRO DSA is organized to perform duties of integrating space assets from the three services and developing strategy for space dominance and space warfare,wheneverithappens. DSRO is a research organiza- tiongearedtowardfacilitating devpof civilianspacetechnol- ogy for military purposes. CONCLUSION ISRO is developing Next Gen- eration Launch Vehicles with reusable energy and capable of lifting payloads upto 10 tonnes. It’s likely to be ready by 2030. India also eyes set- ting up of own space station by 2035, a rare feat indeed. Officials on Thursday said that the para-mili- tarytroopersof 23Sector accompanied by Assam Rifles officials recovered the foreign origin ciga- rettes on Wednesday nightfromanabandoned place at New Zotlang of Champhai district, ad- joining Myanmar. The seized items were hand- ed over to the Customs department, Champhai to undertake further le- gal proceedings. Ongoing smuggling of drugs and foreign origin cigarettes is a major cause of concern for Mizoram, especially along the India-Myan- mar border, an Assam Rifles statement said. The Mizoram-based International Trade Ini- tiative Forum (ITIF) re- cently urged Prime Min- isterNarendraModiand Mizoram Governor to resumetradewithMyan- marthroughtheZokhaw- thar border point. Thirty-year-old Kas- turi hailed from Tamil Nadu. Her two new- born babies died at her residence at Bharathi- nagar locality in Tu- makuru city . Protesting the hospi- tal’s apathy, the locals staged a protest and de- manded suspension of the concerned doctors and staff. The family and rela- tives of the woman also refused to cremate the bodies until action is taken against the guilty . According to locals, Kasturi had come from Tamil Nadu and was staying at a rented place with her daughter. Kas- turi, who was pregnant, developed labour pain on Wednesday evening. She was taken to the government district hospital in an auto. But, the authorities and staff of the government district hospital refused admission in the ab- sence of Aadhaar and Mother's card. The doctors also re- fused to provide her treatment and admit her to the hospital de- spite the woman being in labour. New Delhi (PTI): Over 20,000 schools across the country were shut down during the 2020- 21, a report by the Min- istry of Education found. The number of teachers also declined by 1.95 per cent com- pared to the previous year. The report titled, Unified District Infor- mation System for Edu- cation Plus (UDISE+) on school education in India for 2021-22 also pointed out that only 44.85 per cent schools had computer facilities while nearly 34 per cent had internet connec- tion. “Total number of schools in 2021-22 stood at 14.89 lakhs as com- pared to 15.09 lakhs in 2020-21. The decline in total schools is mainly due to closure of schools under private and other manage- ment,” said the report launched on Thursday . Chennai (Agencies): The Indian Meteorolog- ical Department (IMD) has predicted heavy to very heavy rains at iso- lated places in some southern districts of Tamil Nadu on Friday . As per the weather department, the dis- tricts that are likely to be affected by this heavy rainfall, are - Ra- manathapuram, Naga- pattinam, Thanjavur, Tiruvarur, Sivaganga and Myladuthurai. At a cabinet meeting on Thursday in which 22 of 23 proposals tabled were passed. New Delhi (Agencies): PM Narendra Modi is all set to flag off South India’s first ‘Vande Bharat Express’ train during his visit to Bengaluru on November 11. The country’s fifth Vande Bharat Express, it will run between Chennai and Mysuru via Bengaluru. On November 5, this semi-high-speed train will leave the Integrated Coach Factory for trials. Vande Bharat is India’s first semi high speed train equipped with world class passenger amenities. It can achieve high speeds due to faster acceleration and deceleration and will reduce journey times by 25% to 45%. The train can at- tain speed from 0-100 kmph in 52 seconds. All Vande Bharat coaches are equipped with automatic doors; GPS based audio-visual information system etc. Bengaluru (Agencies): The Dakshina Kannada district administration on Thursday started the process of attaching the property of the slaughterhouses in con- nection with illegal cow slaughtering. Police are try- ing hard but success eludes them. In Ra- jasthan, from January 1, 2020 to January 31, 2022, a total of 9315 missing FIRs were reg- istered in various po- lice stations of the state. In these, 9608 children have gone missing. Out of these, 8866 children have been found and handed over to their parents. Police are trying to trace the remaining 742 children. Statistics show that from Jan 2021 to Decem- ber 2021, 792 minor boys went missing, in which the police traced 705. The search for 92 is on. In the same year, 4085 minor girls were reported missing. Po- lice traced 3604, but 481 are still missing. In 2021, between January and Dec, 5386 adult boys left their homes. After a missing report was registered, police found 3748. During this, 16492 cases were registered for disappearance of adult girls. Police found 12158, but 4334 missing.
