IPMS: our project management service

operability.

Detailed design experience means we can accurately predict
requirements, supporting construction schedules through the timely
availability of drawings, equipment and material and the early

Local delivery has always been central to our approach, underpinned by
robust business practices. We evaluate our impact by calculating in-
country value (ICV).
Working with local suppliers and developing local capabilities wherever
possible, we ensure that all goods and services are procured in an
ethical and cost-effective manner.
The success of our supply chain operations is built on several factors:
our operational structure, which enables prompt approvals and decision
making; our strong and long-standing relationships with our vendors; and
our early commitment to long lead items through early engagement with
vendors at the proposal stage.

enable the Sultanate to get more value from its gas assets. The award of
the prestigious Engineering, Procurement and Construction (EPC) and
start-up contract to Petrofac in 2017 built on our long track record in
Oman, took us into the Salalah region for the first time.

Once completed, the project will create new opportunities for the
employment of Omanis, particularly in the Dhofar region.
A supply chain roadshow event was held in Salalah, allowing more than
100 small and medium sized local companies the opportunity to
demonstrate their capabilities and work on energy development projects.

Across the project, we engaged with more than 300 locally based
businesses. We built relationships through knowledge transfer and our
provision of support in the areas of workforce upskilling to further
enhance in-country value (ICV).

Outstanding technical and
safety achievements
Our project team accomplished impressive operational and Health,
Safety, Security and Environment (HSSE) milestones throughout the
project, including the safe installation of huge dome roofs on two LPG
tanks using nothing but air and the achievement of 14 million man-hours
without a Lost Time Incident (LTI). In challenging mountainous terrain,
we removed half a million cubic metres of rock over the course of seven
months prior to commencing work on site.
The safe and successful connection of the project in January 2020 to the
North-South main gas pipeline, which supplies gas for the South of Oman
was a testament to our commitment to safe delivery.
Enhancing project execution
To enhance project execution our connected construction digital solution
was trialed on the project for the first time, providing valuable insights
and further driving efficient project management.
Now in its final stages, the Salalah LPG extraction project is progressing
well despite recent wider logistical challenges due to COVID-19.

Breathe new life into existing
assets
Where others see challenges, we see opportunities. Ageing assets are
being given a new lease of life through subsea tiebacks and repurposing
from traditional to new energy production, including hydrogen and
electrification.
When it comes to construction projects on existing assets, you need a fit-
for-purpose solution, with minimal impact on operations.
Our unparalleled track record of delivering major modification projects
includes subsea tie-back projects, field development topside activities
and facilities upgrades.
With no requirement to build new platforms, subsea tiebacks and
repurposing existing infrastructure for new energy significantly reduces
costs, delays decommissioning and reduces emissions.
espite the tight timeframes and changes to the original scope, the project was
completed one month ahead of schedule and was inaugurated at a ceremony in
Istanbul, attended by the presidents of Turkey and Russia.
A project of enormous scale
and diversity
We provided Engineering, Procurement and Construction (EPC) of the
gas receiving terminal near the small coastal village of Kiyikoy and
onshore inlet pipeline installation.
The terminal receives 31.5 billion cubic metres of natural gas annually
from Russia, supplementing Turkey’s domestic supply, and enabling
onward export to Bulgaria and beyond.
Equivalent to the size of 27 football pitches, the receiving station facility
is vast and complex. We executed the preparatory work including
surveying, vegetation clearance, site levelling and construction of access
roads. We also provided the piping and mechanical works: laying of
cables, electric works and construction of internal roads, foundations,
buildings such as the control room and the operational and
instrumentation control systems.
A project of enormous scale and
diversity
We carried out the installation of the onshore pipelines from the Black
Sea to the gas receiving terminal. We stripped the vegetation and topsoil
off the corridor to prepare it for pipe-laying before digging trenches to a
depth of 2.5 metres. Once welded, we laid the pipelines in the trenches
and covered with the topsoil.
At peak, the site’s camp was home to a workforce of almost 2,500 people
including British, Turkish, Indian, Lebanese and Russian nationals.
Fast tracked and flexible
delivery
Our delivery of a fast-track project in just two years brought many
challenges, one of which was procurement. The delivery of long-lead
items was carried out efficiently, in many cases even ahead of the
committed dates.
Construction was also challenging. Working in a remote area with no
existing infrastructure meant an initial six months preparing the site. This
had a knock-on effect on construction and our team only had 18 months
to build the facility. We maintained continuous engagement with our
subcontractors to ensure engineering remained on track and of the
highest quality.
TurkStream, a project that will meet the energy demands of Turkey and
southeast Europe for decades to come, reached completion in 2019. The
newly developed offshore pipeline system will power an incredible 15
million homes, transforming the region’s future prospects.

Flexible delivery model
Our flexible delivery model meant we could start the project on a
reimbursable basis while the scope was being defined and convert to a
lump-sum turnkey at the 90% Model Review, allowing us to manage and
accelerate the schedule to deliver on time.
Driving in-country value
We employed 87 locals who remained employed on site after project
completion. The project team also helped in the local community,
providing equipment to fix roads, and supported businesses such as
restaurants and hotels.
Our team launched a road safety campaign to support awareness on site
and within the wider local community of Kıyıköy in Turkey. We used
vehicle crash simulators and roll over demonstrations to highlight the
dangers of not wearing a seat belt through our “Think and drive, stay
alive” campaign.
Breaking new ground
As Petrofac’s first project in Turkey, our successful contribution to the
project has proven that our flexible commercial approach, local delivery
ethos and fast track capabilities are transferrable to wherever we work in
the world.

We are organised into business delivery and business enabling units.
Our business delivery units comprise our two P&L businesses (our lump-
sum EPC business and our operations and projects business) and our
growing New Energies team.
With a 40-year track record for excellence, our EPC business delivers
onshore and offshore EPC (engineering, procurement, construction),
installation and commissioning projects. Lump-sum turnkey is our
predominant commercial model, but we also offer our clients the flexibility
of other models, such as services on a reimbursable basis, through our
engineering, procurement and construction management (EPCm)
business model. Our services encompass both greenfield and brownfield
developments in oil and gas, plus renewable energy projects.
Our operations business manages and maintains client operational
activities and services across the asset lifecycle, both onshore and
offshore; delivers small to medium scale EPC projects and provides
concept, feasibility and front-end engineering design (FEED) services,
mostly on a reimbursable basis. It’s also home to our market-leading well
engineering, decommissioning and training capabilities, our brownfield
modifications services, and the sole remaining operating asset of our
Integrated Energy Services division.
Our New Energies team is focused purely on operations and projects that
support new and existing customers with their decarbonisation ambitions,
notably in offshore wind, CCUS, hydrogen and waste to x. This team
blends the best our EPC expertise and lump-sum discipline with the
business development, flexibility, cost-effectiveness and customer
centricity of our operations business.

Our business enabling functions comprise our 1 tec technical function
and our five corporate functions: QHSE, Finance, HR, Legal and
Commercial, and Communications and Sustainability.

expertise globally working as a global technical collective to deliver

In a UK energy industry first, we recently replaced a spool piece in the North Sea, without the
need to mobilise a survey team. Through our collaboration with James Fisher Asset Information
Services, we combined the use of Self-Capture Point Cloud and an asset’s Digital Twin to capture
detailed visual and measurement data which can be used to design asset modifications to a high
level of dimensional accuracy. Steve Johnson, Vice President of Digital, commented: “As our
industry continues to balance its focus on the maximisation of economic recovery and
accelerating towards a lower-carbon future, this type of digital execution provides a means to
optimise use of existing infrastructure by extending field life, whilst reducing offshore travel.” �

Marking another significant milestone, Oman’s OQ has successfully exported its first shipment
of Liquified Petroleum Gas (LPG) products internationally, taking 5,000 tonnes of both propane
and butane from Salalah, Southern Oman to the Indian sub-continent. We were awarded the EPC
contract for the gas treatment project in 2017. With its centrepiece extraction facilities located in
the Salalah Free Zone adjoining the Port of Salalah, it is a new energy hub for the production of
LPG, with growing demand in both domestic and international markets. Our scope of work has
included construction of the LPG unit and associated facilities, including tie-ins to existing
pipeline infrastructure, together with LPG storage and jetty facilities at the port. You can find out

Duqm Refinery is the largest ever investment project between two GCC countries in the
refineries and petrochemical sector, a joint venture between Oman Oil Company and Kuwait
Petroleum International. Located around 600 kilometres south of Muscat, it will form the
cornerstone of the Duqm Special Economic Zone, Oman’s next industrial centre. The Refinery is
designed to be able to process a range of blended crude oils, configured as a full-conversion
hydrocracker/coking facility that will utilise advanced technology. Petrofac, in a 50/50 joint
venture with Samsung Engineering, are delivering the EPC package 2 worth approximately
US$2 billion. Our scope of work includes the engineering, procurement, construction,
