                                        New 6 car stop board at Hertford North platform 3

A new 6 car stop board has been provided on platform 3 (Bay Platform) at Hertford North 16 metres away from the stop block.
Drivers of 6 car trains should use this stop point forthwith

                                                Royston Platform 1 Down direction.
A new 12 car stop board has been provided at the Cambridge end of the new platform extension.
The 3/4/6/8 stop car boards have been provided just beyond the station overbridge on the appropriate lamp post.


                                                   Royston Platform 1 Up direction
A new 12 car stop marker has been provided at the same position as the existing 6/8 car markers at the London end.

                   New 12 car stop marker boards have been provided at the following stations;-
Stevenage Platform 1 & 2 at the London end.
Hitchin Platform 1 at the London end.
Huntingdon Platform 2 at the London end.
Cambridge Platform 1 at the London end.
Peterborough Platforms 2 & 3 at both ends of the platforms.
Peterborough Platform 4 & 5 at the country end.
Peterborough Down Fast line at the turn back point from P78 signal so as to align units with the walkways provided.

                           New “S” Car Stopping Point - Hatfield Down Slow Line - Platform 3

With effect from 00:01 hours on Friday 16th January 2009, Drivers are advised that ALL formations of trains required to stop at
Hatfield Platform 3 must do so at the new “S” Car Stopping Point

A new “S” Car Board will be provided and will be placed “cess” side adjacent to the existing 8 Car Stopping Point.

Train dispatch will continue to be by use of the existing mirror provided at the 8 Car Point.

                                   Blocking the Line for the Purpose of Train Examination

There has been two occasions recently where train drivers and train maintenance staff have been involved in near misses with other trains
when undertaking an examination of a defective or failed train.

Luckily, on both occasions, no-one was injured or killed.

In both cases poor safety critical communications between driver and signaller were the underlying cause.

Train drivers and maintenance staff are reminded that if they are required to work outside their train, and cannot do so from a position of
safety, they must arrange a blockage of the adjacent line(s) from the controlling signaller.

When arranging a blockage with the signaller you must ensure that:-

     You are speaking to the correct signaller for that portion of line
     You identify yourself, your train headcode and where you are speaking from
     You identify specifically what line(s) you require blocked and for what purpose
     The signaller repeats back your request correctly
     You do not start work until the signaller has confirmed that train movements have been stopped on the line(s) requested and it is safe
     for you to go on or near the line.

Correct use of the safety critical communications protocols are a key element to staying safe. Stay professional – stay focussed –
stay alive.

                                   Headwall Telephones and Plungers - Northern City Line
Network Rail and its contractors Thales, will be replacing the Headwall Telephones and Plungers at the following locations from 13th June
until further notice.

•    Drayton Park
•    Highbury and Islington
•    Essex Road
•    Old Street
•    Moorgate

The new equipment is a direct replacement of ageing equipment and is being provided to improve safety and reliability.
There is no alteration to the way in which drivers operate the new equipment.

                           Relocation of 6 Car Stop Markers -Finsbury Park Platforms 3, 5 & 6

On the 23 August 2010 the 6 Car Stop Markers on platforms 3, 5 & 6 will be removed from their current location and repositioned adjacent to
the existing 8 Car Stop Markers. The position of the 3 & 4 Car Markers will remain unchanged. This will remove the current inconsistency of
having 3 stopping points on these platforms at this location. With the exception of platform 1 at Hatfield, this will bring it into line with current
stopping points at all other FCC GN route locations, where either 1 or 2 stopping points are provided, e.g. „S‟ Car marker or combined 8/6 Car
markers and combined 3/4 Car markers.

Drivers are reminded that it is their responsibility to check the length of the train that they are working, and to ensure that the chosen stopping
point is correct for that length of train. Where possible this information is provided on schedule cards, and Train Length reminders are
provided in the cab. In addition Train Length reminder cards can be ordered from your Driver Management Team and have been proven to be
of benefit.

Please ensure that you always use the relevant stopping points. Before releasing the doors it is good practice to double check for both the
length and on which side the doors are to be released.

Can you be sure you‟re a 3 or a 4? If you don‟t pause and wait, it might be too late, as you could be a 6 or an 8? And if you really want to look
after yourselves, remember you might also be 12!

                                           RAIL-HEAD ADHESION

Controlling the train

You must control the train to take account of:-

        The conditions, and
        Locations of known low rail-head adhesion as listed in the Sectional Appendix

Experiencing and reporting low rail-head conditions

You must tell the signaller immediately if you experience either of the following:-

Low rail adhesion            Likely to cause difficulties in stopping at a location NOT listed in the
                             Sectional Appendix

Exceptionally poor rail      Likely to cause more than anticipated difficulties in stopping at a location
adhesion                     listed in the Sectional Appendix

Controlled Test Stops

When the signaller tells you to make a controlled test stop, you must brake the train using the technique that you
would normally use for the weather and rail adhesion conditions at the location rather than that used for the
exceptional, rail-head adhesion conditions.

Immediately following the controlled test stop, you must tell the signaller:-

        The results of the test, and
        Whether the rail-head adhesion conditions should still be considered as exceptional

Serious Wheel Slip

You must tell the signaller the location where serious or prolonged wheel slip is experienced. However, if the
wheel slip is severe or you suspect damage to the rail, you must stop the train specially and tell the signaller
immediately.

                                   Welwyn Garden City Platform 3 & 4


The 4 car stop marks on platform 3 (down slow) & platform 4 (down back) have been repositioned in rear of their
previous location. They are now affixed to the same post as the current 3 car stop marks giving a common
stopping point for both 3 & 4 car units.

Drivers must use this new stopping point as this allows enough room for a unit to arrive from the Carriage Sidings
and couple/attach in the platform to form an 8 car service if this is required.

                                                       Royston

When uncoupling units from a 12 car train, the 4 car unit must always be used to perform the uncoupling,
as it is possible for an 8 car to push a 4 car even with its emergency brakes applied

                                               Royston – Platform 1

       The following procedure must be followed for 12 car services to Cambridge that are required to split at
       Royston in the Up direction platform (platform 1), with the detached 4 car unit then proceeding all
       stations to Cambridge after the 8 car service has departed.

       This procedure is specific to Royston for down direction 12 car trains using the up direction
       platform.


       Driver of 12 car train arrives in Platform 1 and ensures that train is stopped at the “12” car mark. After
       releasing the train doors the Driver must use the P.A to announce the changes to the train formation. The
       Driver then applies full service brake (step 3) and shuts down cab removing key.
       Following face to face with Driver of 12 car, Detaching Driver proceeds to intermediate (Country end) cab
       of 4 car unit to be detached and mobilizes the cab.
       Once confirmation has been received from platform staff that it is safe for doors to be closed, the
       Detaching Driver makes PA announcement to passengers that doors will be closing, warns that train will
       be detaching and then closes the doors on the 4 car unit.
       Detaching Driver, after carrying out the necessary checks, completes the uncoupling process from the 4
       car unit.
       Detaching Driver enters rear cab of 8 car and sets tail lights, then informs the Driver who is to take the 8
       car train forwards, that uncoupling is complete via cab to cab communication before exiting cab.
       Driver of 8 car train sets up cab, and awaits dispatch from platform staff.
       Following departure of 8 car train, Driver of 4 car train sets up the cab and gets permission from signaller
       to draw train down to 4 car stopping point.
       Driver of 4 car train releases doors and awaits dispatch from platform staff.

                                          Royston – Platform 2

       The following procedure must be followed for 12 car services to Cambridge that are required to split at
       Royston in the Down direction platform (platform 2).

                                                        Ely Station North Level Crossing

Drivers are advised that following an incident at Exeter St David‟s last year a review of all level crossings has been undertaken to identify
similar locations on FCC routes.

The train involved in the incident was signalled into a permissive platform under the authority of a position light signal for the purpose of
attaching to another unit.

The railhead through the level crossing immediately prior to the station had become contaminated by discharge from a road vehicle which
resulted in the train sliding into the back of the stationary unit.

The only location that is similar on FCC routes, is Ely Station North Level Crossing, for trains travelling in the UP direction on:-



          Down Line – Platform 1
          Up Line – Platform 2
          Up Passenger Loop – Platform 3


Drivers are advised that if they are signalled into Ely Station in
the UP direction under the authority of a position light signal
then they must control the speed of the train on approach in
such a manner that if unexpected low railhead adhesion is
encountered on the level crossing then the train can still be
brought to a stand within the distance that can be seen to be
clear.

FIRST CAPITAL CONNECT ADDITIONAL NOTICES New 6 car stop board at Hertford North platform 3 A new 6 car stop board has been provided on platform 3 (Bay Platform) at Hertford North 16 metres away from the stop block. Drivers of 6 car trains should use this stop point forthwith 19 September 2008 Steve Castle Area Operations Manager First Capital Connect Kings Cross / Hitchin / Peterborough Royston Platform 1 Down direction. A new 12 car stop board has been provided at the Cambridge end of the new platform extension. The 3/4/6/8 stop car boards have been provided just beyond the station overbridge on the appropriate lamp post. Royston Platform 1 Up direction A new 12 car stop marker has been provided at the same position as the existing 6/8 car markers at the London end. John Harradine Safety Business Partner (Operations) 11 May 2009 New 12 car stop marker boards have been provided at the following stations;- Stevenage Platform 1 & 2 at the London end. Hitchin Platform 1 at the London end. Huntingdon Platform 2 at the London end. Cambridge Platform 1 at the London end. Peterborough Platforms 2 & 3 at both ends of the platforms. Peterborough Platform 4 & 5 at the country end. Peterborough Down Fast line at the turn back point from P78 signal so as to align units with the walkways provided. John Harradine Safety Business Partner (Operations) 11 May 2009 New “S” Car Stopping Point - Hatfield Down Slow Line - Platform 3 With effect from 00:01 hours on Friday 16th January 2009, Drivers are advised that ALL formations of trains required to stop at Hatfield Platform 3 must do so at the new “S” Car Stopping Point A new “S” Car Board will be provided and will be placed “cess” side adjacent to the existing 8 Car Stopping Point. FIRST CAPITAL CONNECT ADDITIONAL NOTICES Blocking the Line for the Purpose of Train Examination There has been two occasions recently where train drivers and train maintenance staff have been involved in near misses with other trains when undertaking an examination of a defective or failed train. Luckily, on both occasions, no-one was injured or killed. In both cases poor safety critical communications between driver and signaller were the underlying cause. Train drivers and maintenance staff are reminded that if they are required to work outside their train, and cannot do so from a position of safety, they must arrange a blockage of the adjacent line(s) from the controlling signaller. When arranging a blockage with the signaller you must ensure that:- You are speaking to the correct signaller for that portion of line You identify yourself, your train headcode and where you are speaking from You identify specifically what line(s) you require blocked and for what purpose The signaller repeats back your request correctly You do not start work until the signaller has confirmed that train movements have been stopped on the line(s) requested and it is safe for you to go on or near the line. Correct use of the safety critical communications protocols are a key element to staying safe. Stay professional – stay focussed – stay alive. Richard Farish Operations Standards Manager 12th May 2009 Headwall Telephones and Plungers - Northern City Line Network Rail and its contractors Thales, will be replacing the Headwall Telephones and Plungers at the following locations from 13th June until further notice. • Drayton Park • Highbury and Islington • Essex Road • Old Street • Moorgate The new equipment is a direct replacement of ageing equipment and is being provided to improve safety and reliability. There is no alteration to the way in which drivers operate the new equipment. Richard Farish Operations Standards Manager First Capital Connect Original notice date: 5th June 2009 Amended notice date: 28th August 2009 Relocation of 6 Car Stop Markers -Finsbury Park Platforms 3, 5 & 6 On the 23 August 2010 the 6 Car Stop Markers on platforms 3, 5 & 6 will be removed from their current location and repositioned adjacent to the existing 8 Car Stop Markers. The position of the 3 & 4 Car Markers will remain unchanged. This will remove the current inconsistency of having 3 stopping points on these platforms at this location. With the exception of platform 1 at Hatfield, this will bring it into line with current stopping points at all other FCC GN route locations, where either 1 or 2 stopping points are provided, e.g. „S‟ Car marker or combined 8/6 Car markers and combined 3/4 Car markers. Drivers are reminded that it is their responsibility to check the length of the train that they are working, and to ensure that the chosen stopping point is correct for that length of train. Where possible this information is provided on schedule cards, and Train Length reminders are provided in the cab. In addition Train Length reminder cards can be ordered from your Driver Management Team and have been proven to be of benefit. Please ensure that you always use the relevant stopping points. Before releasing the doors it is good practice to double check for both the length and on which side the doors are to be released. Can you be sure you‟re a 3 or a 4? If you don‟t pause and wait, it might be too late, as you could be a 6 or an 8? And if you really want to look after yourselves, remember you might also be 12! FIRST CAPITAL CONNECT ADDITIONAL NOTICES RAIL-HEAD ADHESION Controlling the train You must control the train to take account of:- The conditions, and Locations of known low rail-head adhesion as listed in the Sectional Appendix Experiencing and reporting low rail-head conditions You must tell the signaller immediately if you experience either of the following:- Low rail adhesion Likely to cause difficulties in stopping at a location NOT listed in the Sectional Appendix Exceptionally poor rail Likely to cause more than anticipated difficulties in stopping at a location adhesion listed in the Sectional Appendix Controlled Test Stops When the signaller tells you to make a controlled test stop, you must brake the train using the technique that you would normally use for the weather and rail adhesion conditions at the location rather than that used for the exceptional, rail-head adhesion conditions. Immediately following the controlled test stop, you must tell the signaller:- The results of the test, and Whether the rail-head adhesion conditions should still be considered as exceptional Serious Wheel Slip You must tell the signaller the location where serious or prolonged wheel slip is experienced. However, if the wheel slip is severe or you suspect damage to the rail, you must stop the train specially and tell the signaller immediately. Richard Farish Operations Standards Manager th 15 October 2010 Welwyn Garden City Platform 3 & 4 The 4 car stop marks on platform 3 (down slow) & platform 4 (down back) have been repositioned in rear of their previous location. They are now affixed to the same post as the current 3 car stop marks giving a common stopping point for both 3 & 4 car units. Drivers must use this new stopping point as this allows enough room for a unit to arrive from the Carriage Sidings and couple/attach in the platform to form an 8 car service if this is required. FIRST CAPITAL CONNECT ADDITIONAL NOTICES Royston When uncoupling units from a 12 car train, the 4 car unit must always be used to perform the uncoupling, as it is possible for an 8 car to push a 4 car even with its emergency brakes applied Royston – Platform 1 The following procedure must be followed for 12 car services to Cambridge that are required to split at Royston in the Up direction platform (platform 1), with the detached 4 car unit then proceeding all stations to Cambridge after the 8 car service has departed. This procedure is specific to Royston for down direction 12 car trains using the up direction platform. Driver of 12 car train arrives in Platform 1 and ensures that train is stopped at the “12” car mark. After releasing the train doors the Driver must use the P.A to announce the changes to the train formation. The Driver then applies full service brake (step 3) and shuts down cab removing key. Following face to face with Driver of 12 car, Detaching Driver proceeds to intermediate (Country end) cab of 4 car unit to be detached and mobilizes the cab. Once confirmation has been received from platform staff that it is safe for doors to be closed, the Detaching Driver makes PA announcement to passengers that doors will be closing, warns that train will be detaching and then closes the doors on the 4 car unit. Detaching Driver, after carrying out the necessary checks, completes the uncoupling process from the 4 car unit. Detaching Driver enters rear cab of 8 car and sets tail lights, then informs the Driver who is to take the 8 car train forwards, that uncoupling is complete via cab to cab communication before exiting cab. Driver of 8 car train sets up cab, and awaits dispatch from platform staff. Following departure of 8 car train, Driver of 4 car train sets up the cab and gets permission from signaller to draw train down to 4 car stopping point. Driver of 4 car train releases doors and awaits dispatch from platform staff. Royston – Platform 2 The following procedure must be followed for 12 car services to Cambridge that are required to split at Royston in the Down direction platform (platform 2). Driver of 12 car train arrives in Platform 2 and ensures that train is stopped at the “12” car mark. FIRST CAPITAL CONNECT ADDITIONAL NOTICES Ely Station North Level Crossing Drivers are advised that following an incident at Exeter St David‟s last year a review of all level crossings has been undertaken to identify similar locations on FCC routes. The train involved in the incident was signalled into a permissive platform under the authority of a position light signal for the purpose of attaching to another unit. The railhead through the level crossing immediately prior to the station had become contaminated by discharge from a road vehicle which resulted in the train sliding into the back of the stationary unit. The only location that is similar on FCC routes, is Ely Station North Level Crossing, for trains travelling in the UP direction on:- Down Line – Platform 1 Up Line – Platform 2 Up Passenger Loop – Platform 3 Drivers are advised that if they are signalled into Ely Station in the UP direction under the authority of a position light signal then they must control the speed of the train on approach in such a manner that if unexpected low railhead adhesion is encountered on the level crossing then the train can still be brought to a stand within the distance that can be seen to be clear.
