Overall Aim:
Contribute to improved livelihoods and poverty alleviation in
Pakistan, as well as sound management of natural resources, in
particular for female and male smallholder farmers and other users
of natural resources
Project outcome:
Improved governance of land and water in eight districts of Sindh
Province in line with VGGT and with a particular focus on female
and male smallholder farmers and other disadvantaged populations
(e.g. haris)
Beneficiaries 12,600 (HH)
Informal Agreements 4,800 informal tenancy agreements between Landlord and Haris
FFS & WOS 504 FFSs & Women Open Schools (WOSs) implemented

Background
• Ownership of irrigated land in the Indus Valley is highly concentrated.
• Between 20% and 40% of rural households are reported to be landless or near-
landless. They either lease or sharecrop land when they can or work as laborers on
and off farms; many are raising stall-fed livestock.
• Poverty is highly correlated with landlessness and is seen as contributing to political
and social instability.
• Repeated government attempts to address inequality of access to land and tenure
insecurity have largely failed to transform the system.
• Tenants and sharecroppers have little incentive to invest in sustainable production
practices.
• Insecure land tenure, coupled with poor water policy and management, have led to
increasing degradation of land.
• Undervaluing water supply has led to waterlogging and inefficient water-use in some
areas while poor water distribution has caused lack of water in other areas, lowering
the profitability of land and the incentive to invest in complementary inputs.

1. Review of current landlords/hari/sharecropping arrangements in Sindh and
2. Existing regulatory framework of Sindh Tenancy Act (STA)
3. Base line survey of target villages
• Identification/Selection of 80 Target Villages through Rapid Rural Appraisals (RRAs)
• Establishment of 16 FFS and 16 WOS in target areas.
• Training Workshop- Material development for Master Trainers & FFS Facilitators
• TOT Workshop of Field Facilitators on FFS
• Information Education and Communication (IEC) Materials developed for FFS and WOS
• EU field visits of Districts Mirpurkhas and Larkana in December 2017 and January
2018 respectively

Capacity Development Activities
One training on Climate Smart Agriculture (CSA) has been planned in 3rd
quarter of this year for government officials and experts.
One training of government staff on VGGT has been planned in 3rd quarter of
this year
Two trainings of land management practitioners and exposure visits of
government officials and parliamentarians have also been planned in 3rd
quarter of this year
Training of officials, academic, researchers, CSOs in VGGT principles
8 district level trainings of stakeholder and farmers on implementation of VGGT,
NRM & Disaster Risk Management (DRM) have been planned in 4th quarter of
the year 2018.

Lessons Learned
• Project is of very sensitive nature having some political and
administrative implications
• Needs proper attention at all corners
• Requires, at the same time, measures to minimize the possible negative
effects on the project implementation.
• However, a good project implementation strategy has been devised
which will guide the staff on related issues and their mitigation.

Recommendations
• Regular interaction between related projects for experience sharing
• Close coordination with all the key stakeholders focusing more on
Government line institutions
• VGGT related experience sharing and regular guidance
• Focus on relevant SDGs

Next Steps
The Project is making efforts to implement project activities
in target areas in close coordination with SUCCESS/PINS (EU
projects) implementing Partners at all levels and necessary
information is being shared to ensure smooth
implementation of project activities
