Introduction to Mall Facility Security
Large shopping centers are one of the most sensitive soft targets
- Susceptible to attacks with both firearms and various types of white
weapons, especially knives
- They attractive to emotionally and mentally unstable people who wants to
be famous.
- Despite the monitoring and protecting the facility, it is almost impossible to
stop the attack of potential terrorist.
- Shopping centers combined into one unit with transport station are
extremely difficult to secure because conflicting security procedures are
often used here.
- Because of its service and recreational character they attract, especially on
no-working days and evenings thousand of people.

SECURITY OPERATIONS
I. INTELLIGENCE
Forecast and plan
Establish intelligence network in the nearby Barangays.
Weekly coordination with the Barangay & Police station covering the area.
Lateral coordination with Religious Organizations and different churches,
Transport and other Non-Government Organizations.
Establish intelligence network in the schools, bars and other neighboring
establishment.
Establish intelligence network within the malls (merchants and other service
providers).
II. HARDENING THE SECURITY OF VISTAMALLS AND STARMALLS
Preventive measures
Establish a security arrangement with the Brgy offices in the nearby area,
security force and the anchored establishment.

a. Physical Security
Install a Police outpost at the Site to ensure round the clock police visibility.
Uninterrupted roving inspection:
Uniformed stationary guards in strategic locations.
b. Electronic Security
Provide guard tour:
Provide efficient communication systems to ensure that information are properly disseminated.
c. Personnel Security
Provide trained security guards and officers.
Security Officers/Guards to be hired must be skill-full in mall security operations.
Personnel information procedure.
Regular Security Orientation to merchants employees and service providers.
Profiling of criminal elements and terrorists
Magic eye: All SG’s must study the rogues/picture gallery of PNP.
d. Security Procedures
Formulate a comprehensive entry and exit procedure, inspection procedure, in consonance with the
Vista Malls/Starmalls Standard Operating Procedure.
Mall Security and the Police Force must draft a security plan that will pro-actively address possible
breach of security and safety hazards.

AGENCY SUPPORT SERVICES
Provision of Relievers:
Agility will provide appropriate number of relievers to fill up the vacuumed posts
during unexpected absences in strict compliance with the standard 6:1 scheme
implemented by Vistamall and Starmall Group.
Deployment of an Area Supervisor:
An Area Supervisor shall be designated by the Agency to coordinate with the
authorized representative of the client; to supervise the performance of the
Detachment Commander, to attend to the logistics needs of the detachment
and to monitor the performance of each guard.
Deployment of an Inspector:
An inspector will be designated by the Agency during nighttime to ensure that
the guards are alert and awake while in the performance of duty. Area
Supervisor can also do this task.

SERVICES
Quarterly/Bi-annual Security Audit:
The Agency will conduct a Security Assessment/ Audit of the building
premises on quarterly basis and shall periodically undertake the same in the
future to determine the degree of security requirements and systems,
determined loopholes and the recommended control measures necessary to
safeguard the establishment, employees, properties, assets and installations
will be discussed to the management for implementation.
Deployment of Agency Officers:
During heightened alert situation, the Agency will deploy officers from the
Agency on a 24-hour basis to closely supervise the detachment’s operations
and to coordinate with the client’s representative to act on matters that needs
immediate attention.

Availability of Investigative Team:
A 3-man Investigative Team composed of the Agency’s top level officers shall
be made available when there are important cases to be investigated so that a
proper and expeditious investigation can be done.
Security Training for Staffs:
A holistic training program will be executed by the Agency within a year. It will
involve, not just the security personnel assigned at the MALL, but also the
associates and employees including the merchants employees if deems
necessary.

For Security Personnel :
We shall hold a seminar which will be course on the skills and know-how
needed by the security personnel. The topics will include: The Security
Function, Identification and Control, and Handling Emergency Situation.
Refresher Course I – After six (6) months, we shall evaluate the performance of
our guards and assess their strengths and opportunity areas, we will hold the
second part of our training program taking up topics which will improve their
performance and skills in securing the establishments.

Refresher Course II – Lastly, after one year, we shall execute the third part of
our program which will include (1) a seminar on Team Building, Customer
Relations, and current trend familiarization of Mall Security and; (2) opportunity
areas (if any) as assessed after one year in the detachment. Examinations will
be given for each course to ensure the security personnel’s apprehensions of
the topics taken up.
Quarterly seminar – Apart from the Refresher Courses that were mentioned,
the Agency will conduct a quarterly seminar to the guards to upgrade their skills
and ability in handling emergency situations. The seminar will cover the
subjects that were outlined on the Training Program.
SECURITY DEVELOPMENT PROGRAM (SPDP)- This is also being adhered
on weekly basis wherein different topics pertaining Security and Safety are
being discussed.
Other Support Services
Liaisons:
The Agency will initiate coordination with various Government Agencies a for
the achievement of its goals and objectives in providing quality services to the
building by applying quad approach as follows;

PNP-TMG/TRAFFIC MARSHAL:
Traffic congestion within the surrounding thoroughfares is one of the primary
concerns of security. To this effect, the Agency shall ensure that this concern
will be properly taken cared of through proper coordination with the Local
Government Agencies. On situational demands, the Agency will seek the
assistance of Brgy/PNP/Traffic Marshall personnel within the surrounding
vicinity to better manage the smooth flow of traffic.

Local PNP:
The Agency shall coordinate with the local PNP for the deployment of PNP
personnel who will conduct patrols throughout the Mall's immediate vicinity
specifically during nighttime to thwart any threats and breaches on security.
Local BFP:
Constant liaison with the near by BFP units shall be initiated by the Agency for
prompt response in case of Fire Emergencies. This can be done by tapping
their services during the conduct of Bi-Annual Fire Fighting and First Aid
Seminar in order to maintain harmonious coordination and working relationship
with them.

PNP Regional Command:
With the help of our Senior Consultants, coordination with this unit would be an
easier task and prompt assistance and response can be expected. The
Agency can be tasked by the client to coordinate security related matterS with
the PNP Regional HQ, particularly on matters of mutual interest.

TRAINING & FRINGE BENEFIT FOR SECURITY PERSONNEL:
AGLIPAY formed the Guard Skill Training Center. This training institute was
put up in order to fulfill the training needs of Agility as assessed by its security
officers and requested by its clients. This is also in line with the mission of
Agility to provide our clients with the best quality service at the most
competitive price without sacrificing quality service.

PROPOSED SECURITY MEASURES:
Effective Communication System:
Radios (A1 condition) with antenna repeater(s) shall be provided. Four (4) different
radio frequencies shall be implemented to avoid cramming during exchange of
communications. Please see illustrations below:
1. Apart from the different radio frequencies provided to each base-radio station,
the radio frequency of the Command Center must be aligned to the frequency of
Aglipay HQs.
2. Emergency/Distress calls must be transmitted to the Command Center. The
Command Center must insure outright mall-wide info-transmission whenever
necessary.
3. In the event of an emergency, all base-radio holders and hand-held radio
holders must tune-in to the frequency of the Command Center to insure that the
flow of actions are monitored by all posted guards. This is however, subject to
the criticality of the incident.
4. In support to the radios, each base unit shall be provided with cellular-phones.
OTHER ISSUES CONCERNS
1. There were some tenants that have entry points directly to the mall
beyond control of the mall security.
2. Mall Entrances should be at least two (2) posted guards to attend
with the personal bags frisking and body frisking of customers.
Recommended procedures must be SG will do the bag frisking while the
LG will do the body frisking.

1. Require/convince all merchants having direct entrances leading to the
mall to close any of its door during mall hours.
2. Links of other mall/establishment entrances going to the mall shall be
provided with stanchions.
3. Building/Mall carpark must also provided with a security guard..
