The challenges of riverine pollution. Keeping population rise and unplanned urbanization as the major hurdles, he described the sources of pollution such as sewage disposal, industrial effluent discharge, cremation activities , idol immersion and the activity of haphazard sand mining was also brought forth. With this background, he described the RRZ policy enacted by the Maharashtra government and how the rivers here have been classified into zones as per their quality and usage and concluding by discussing the various steps needed to improve the implementation of the RRZ policy.

4. RIVER ACTION PLAN MODEL.

5. Increase in Population
•As per the census 2011 there is rapid increased
in the population in major cities which is
affected by manifold increase in generation of
the sewage which ultimately affects the river
water quality.

6. Increase in Urbanization
•Due to increase in urbanization and not proper
Planning, generation of sewage and MSW
considerably increased.
.Discharge of sewage and letchates has caused
pollution of river /Creek water.

7. Sanitation
Most of the local bodies have not provided adequate
collection, treatment and disposal facilities for the
treatment of sewage resulting in water pollution. .

8. Growth of Industries.
• Number of industries increased.
• Water consumption/waste water generation
increased.
• CETPs are not performing up to the mark.

9. Sand dredging issues.
Increase in requirement of sand due to rapid
urbanization and boom in construction industry.
Haphazard type of sand dredging affects river
course and water quality.
Affects self purification capacity of river stretch.

10. River flows.
Not continuous flow in the river.
Rate of dilution decreases due to low available
water quantity resulting detoriation of river water
quality.

11. Salient features of RRZ Policy
To overcome the issues Govt. of Maharashtra has
formulated RRZ Policy to restore river water quality.

12. RRZ Policy, 2000
Govt. of Maharashtra has formulated RRZ Policy on
15th
July, 2000.
The classification of river made as under :-
A-I class – Marked as no development zone in which
no industries are allowed upto 8 km from HFL.

13. RRZ Policy, 2000
A-II class – Upto 1 km area was restricted for no
development onwards after 2 kms permission given to
the industry after installation of the pollution control
system.
A-III and A-IV class – Upto 500 mtrs GREEN
industries were allowed and after 1 km RED and
ORANGE were allowed.

14. RRZ Policy, 2000
A-I, II, III, IV – Expansion of the industries were
allowed only if there is No Increase in Pollution Load.
New industry were allowed in MIDC area beyond
500 mtrs in A-II class.

15. RRZ Policy, 2009
Govt. of Maharashtra has amended RRZ Policy on 13th
July, 2009.
The classification of river made as under :-
A-I class – Marked as no development zone in which
no industries are allowed upto 8 km from HFL and
existing industries shall achieve ZERO discharge
within 3 years period.

16. RRZ Policy, 2009
A-II class – Upto 500 mtrs area was restricted for no
development onwards after 500-1000 mtrs for
GREEN industries and 1000-2000 mtrs GREEN and
ORANGE and 2000 mtrs-onwards RED industries are
allowed.
A-III and A-IV class – Upto 500 mtrs no development
zone. 500 mtrs -onwards allowed for GREEN and
ORANGE and further after 1 km RED industries are
allowed.

17. RRZ Policy, 2009
A-I, II, III, IV – Expansion of the industries were
allowed only if there is No Increase in Pollution Load.
New industry were allowed in MIDC area beyond
750 mtrs in A-II class and industry shall obtain
membership of CETP for treatment and disposal of
effluent.

18. Suggestion
To carry out latest survey and study of all important
river stretches.
To carry out geological and HFL of river stretches.
Change in zoning of the river as per water quality.
Change in disposal standard w.r.t.zoning.as per
Rate of dilution decreases due to low available water
quantity resulting detoriation of river water quality.

19. RRZ Policy, 2009 - Conclusion
Considering all the issues of River Pollution it is
necessary to carry out geological survey, river basin
study and survey . On the basis of base line data RRZ
Policy may be revised after every three years.
