‘Dual Exclusion’
• 14% of people in the EU-28 have never used the
internet
• Evidence of a ‘digital divide’ driven by four main
factors: geography, age educational status and
income
• OECD data shows internet activities carried out by
users with tertiary education is on average 58%
higher than those with lower education levels
• UK’s Office of National Statistics (ONS) showed that
more than a third of the poorest children do not
have the internet at home nor a computer, whereas
children from the wealthiest homes all had internet
and computer access
• Social inequalities and exclusion are amplified by
digital exclusion

The Problem
• Digital media and tools potentially powerful
assets to help vulnerable and disadvantaged
people play a full part in the digital society
• But all the data show that disadvantage
(geography, age, income, education) prevents
vulnerable people from taking advantage of its
opportunities
• Result- ‘dual exclusion’ – now amplified by
COVID
• Action needed at local, regional, national level to
ensure ‘no-one is left behind’
• Actions are fragmented – and the evidence base 5

MEDICI Objectives
• Produce and share Interactive catalogue of DI good practices
and online map of Europe
• Identify areas where no initiatives exist to tackle digital exclusion
and where vulnerable people are therefore more at risk of
exclusion
• Help different stakeholders become aware of what already has
been developed and implemented
• Help stakeholders to put more effort in areas that are identified
as gaps and avoid duplication
• Reinforce DI information exchange among different
stakeholders from public, private and civil society sectors.
