2. FP7 context – the opportunity for Ireland
Participation of Ireland's research institutions, SMEs and multinationals
in high-calibre research collaborations with European counterparts
[budget of €50 billion from 2007 to 2013]
Recent national investment in research means Ireland can participate in
FP7 from a far stronger position than before [design of FP7 suits the
needs of Irish researchers; its adapted to encourage industry
participation, the application process has been simplified, industry-
specific targets set and higher funding rates agreed]
As economic conditions have deteriorated nationally (and
internationally), FP7 comes into its own as a non-exchequer funding
source [budget stability guaranteed and growing year on year]
3. Ireland’s involvement to date
2965 proposals submitted to date
720 successful - receiving €213 million
Irish success rate: 24.28% (European Member State average: 22.28%)
Higher education research accounts for 61% of funding
Industry at 26% - €55 million (access to €792m worth of R&D); SMEs (69%)
Funding to several universities has surpassed FP6 (2.5 years versus 5 years)
Funding to industry has also surpassed FP6
A strong performance in keeping with our target of €600m for FP7
**ENV: 99 participations; 27 successes; €5.5 million – with multiple participations and
successes across FP7 programmes**

8. Some observations
We’re looking for newcomers
Participation is primarily driven by individuals – little evidence of clusters
leveraging bigger parts of FP7 projects, having higher aspirations -
We’re looking for clusters
Average volume of funding per participation: €279,636
The FP7 opportunity is growing by a €billion per year. We need to
double annual activity by 2012 to keep up with the growing
opportunity…
