Notas do Editor
In 1991, Republic Act 7160 was signed to decentralize governance and allow autonomy for local government units (LGUs).
The Local Government Code of 1991 transferred control and responsibility of delivering basic services to the hands of the LGUs.
SEF: (see definition) → It was created nearly 50 years ago to promote quality basic education in public schools.
Real Property Tax: local tax on the value of real estate.
Extra: In 2017, sports development received the biggest allocation from Bicol’s SEF, as decided by the provincial school board.
Despite the fact that the Department of Education has been getting the lion’s share in the general appropriations since 2015 (and they are still expected to be prioritized in the coming years), there is still a need for the Special Education Fund to address the other issues that challenge the local public education sector today. But the question is, are they using it for good? We hope yes.
The law is very specific on where the SEF can only be spent, but most local governments don’t seem to understand this since issues about the misuse of the SEF still persists.2 examples would be the cases of Manila and Mandaluyong city, where in the local governments used the education fund for activities that is not at all related to advancing the public school education in their cities.
Here are the 6 legal bases on the use of the SEF as per RA 7160.
For the methodology, we will be using three research instruments, these are: participant observation, FGD, and key informant interviews.
Points of observation are based on the 6 legal bases on the use of SEF.
Robert Behn, Harvard Public Policy Lecturer. The New Public Management theory proposed a more decentralized control of resources to achieve better results; it also viewed citizens as customers and public servants as public managers.
Theoretical Framework
Operational Framework- starts with the collection of SEF. it’s collected simultaneously with the RPT, it’s either colleced quarterly or annually.
