3. Latar Belakang

4. Melestarikan lingkungan hidup merupakan
kewajiban dan tanggung jawab bagi setiap manusia.
Untuk melestarikan lingkungan hidup yang selaras
dan seimbang, masyarakat membutuhkan wawasan
lingkungan dalam upaya melestarikan lingkungan
hidup yang meliputi, kebijaksanaan penataan,
pemanfaatan, pengembangan, pemeliharaan,
pemulihan, pengawasan, dan pengendalian
lingkungan hidup. Pelestarian dan pengelolaan
lingkungan hidup merupakan tugas dan wewenang
pemerintah dan masyarakat itu sendiri sebagai
penghuni dalam suatu daerah.

5. Terdapat berbagai masalah di sekitar Danau Toba
yang perlu mendapat perhatian, yaitu ketidakseimbangan
keluaran air, limbah masyarakat, bahan-bahan kimia
pertanian, oli bekas, perikanan masyarakat, dan
merebaknya eceng gondok.
Selain itu, saat musim kemarau tiba, Danau Toba
akan surut dan sampah dipinggiran Danau Toba akan
kelihatan. Sampah-sampah tersebut adalah sampah
masyarakat seperti botol bekas minum, plastik dan lain-
lain. Sampah tersebut bukan hanya sampah masyarakat
yang datang sebagai pengunjung, tetapi juga berasal dari
masyarakat yang bertempat tinggal di kawasan Danau
Toba.

6. Kerusakan lingkungan di kawasan Danau
Toba disebabkan oleh kurangnya kesadaran
masyarakat terhadap pentingnya menjaga
kelestarian Danau Toba dan mengelola Danau Toba
sebagai objek wisata. Oleh karena itu, sudah
selayaknya dibutuhkan kepekaan dan tanggung
jawab seluruh masyarakat dalam menjaga
kelestarian dan penataan lingkungan Danau Toba
agar tercipta kondisi yang asri, aman, bersih, sehat
dan indah di lingkungan masyarakat.
