What is open data?
• 8 principles
• Universally shared
• Interpretations vary
• Bus Open Data touches on
all

Complete All public data are made available. All public data are data that are not submitted to
valid privacy, safety or priviledge limitations
Primary Data are collected in its source, with the highest possible level of granularity, not in
aggregate or modified forms.
Up-to-date Data are made available as fast as necessary to preserve its value
Accessible Data are available to the largest possible scope of users and for the largest
possible scope of purposes
Machine-readable Data are reasonably structured to enable automated processing
Non-discriminator

Data are available for all, without the need of registration to access them
Non-proprietary Data are available in a format over which no entity has exclusive control

Background to Buses
• 34,900 buses, 4.5bn journeys, half in London.
• Over 60% of journeys are by the old, young and disabled.
• National decline in use (patronage), including in London.
• CMA highlighted in 2009 need to openly publish fares data.
• Routes with real time offer saw 2% uplift in journeys (TfL)
• BusTech innovation has global impact (e.g. Houston, Dublin)
21. 21
Our Vision
4 The Bus Open Data Service will digitally transform bus
services - high quality open data will help passengers plan
journeys, find best value tickets and get real time service
updates whatever part of England they are in.
•open, accurate and up-to-date data (routes & timetable, fares data and location information).
•all local bus services across England are in scope (and cross border services too for English leg).
•creation of new Bus Open Data regulations enabled by the Bus Services Act (2017)
•creation of new digital service to support open data publishing and consumption
•creation of new data standards to address gaps (fares) and driving greater consistency for existing standards
•creation of new digital tools and software to address gaps in the market provision and enable access for all.

What’s the landscape currently?
Route and Timetable Data: Route and timetable data is largely open now through voluntary agreements across the
industry supported by Traveline and the delivery of the Traveline National Dataset (TNDS). The Bus Open Data
regulations and digital service will build upon this work by striving to drive up the quality and consistency of published
route and timetable data.
Location Data: Whilst 97% of buses across England have an Automated Vehicle Location (AVL) device, AVL data
outside London still needs to be published in a co-ordinated and consistent way. Currently it varies across local
authorities and when it is produced, it is opened up through the Traveline Next Buses API. About 40 local transport
authorities do this. The Bus Open Data regulations and digital service will strive to open up all AVL data across
England and create a unified feed for application developers to innovate with.
Fares Data: Fares data remains closed due to the lack of an agreed industry standard and whilst the data is created for
electronic ticket machines, the lack of an agreed standard means it is not openly published and there is no national
dataset. The Bus Open Data regulations and digital service will deliver both an industry standard (NeTEx) and require
the open publication of fares and tickets data across England creating a national dataset, using that standard.
Currently across England there is a mixed picture in terms of the publishing of bus data as there is no
legislation requiring bus operators to openly publish data for the purposes of journey planning.

50. All about the customers!
“The transport offer in
the North is
inconsistent,
uncoordinated and
difficult to navigate”
“How much does the bus
cost?”
“The marathon is this
weekend, will my bus be
delayed? And what are the
alternative options?”
“Which ticket is best for
me?”
“I want an app
to plan my bus
journey, view
fares and see
disruptions in
real time”
“I want information like
you can get for trains”
51. How are we helping…
TfN are working with the industry to deliver some exciting public transport open data
projects.
Bus Fares Project
TfN are providing a Fares Data Build
Tool. To enable the creation of fares
data, from operators and transport
authorities across the North, into a
single repository.
Initially concentrating on bus single
and returns and day and week tickets.
Multi operator tickets, ferry and light
rail at a later date.
Data format – NeTEx (National fare
data standard).
So what? Customers will be able to
view the cost(s) of a bus journey.
Disruption Messaging Project
TfN are providing a Disruptions
Messaging tool. To enable the
creation of disruption data, from
transport authorities across the North,
into a single repository.
To include planned events that impact
bus services then moving to
unplanned and other modes.
Data format - Siri SX and social media
integration.
So what? Customers will be made
aware of disruptions that may impact
their travel and view alternative
options.
Open Data Hub Project
The creation of an open data hub for
the North which will publish bus fare
and disruption messaging data sets.
Data will be accessed (API) and
integrated in to journey planners and
other customer facing travel products,
to enhance customer information and
facilitate multi-modal travel across the
North.
So what? Facilitating industry
standard data sets in an open way to
enable innovative travel solutions to
be developed to support customers
travelling from A to B.

53. Our ask…
We are already engaged with a number of open data developers who are considering how
they could innovate with the Siri SX and NeTEx data sets to deliver better customer
propositions.
So, how could YOU innovate with these data sets?

Access to data
Digital Transformation and Open
Data go hand in hand.
Sharing between LAs & industry
to deliver effective services.
People are more connected
Smartphones apps, journey
planners.
LAs should be at the forefront of
these changes.
LAs should be driving innovation.
Role of Local Authorities
LAs are key players
A handful of LAs are trying to
change.
LAs need and want help.
Opening Up:
1) LA data (e.g. UTMC)
2) Multimodal data to and
from customers, directly or
via 3rd
parties
3) Enabling sharing between
Local, Combined or
Regional Authorities
4) Data open to
start-ups/SMEs,
researchers, app
developers, and other 3rd
parties
5) Data within authorities e.g.
between planning, health,
transport etc….
65. Why is it important now?
September 19 Local Authority Mobility Platform – Overview 65
• Policy context – Public Transport, MaaS and integrating services and Local Authority
capability
• Future Mobility Zones – Adapt best practice, learning and provide national consistency
• Developing DfT Strategy – Providing open data, interoperable, multi-model, potentially
aggregated and combined
• DfT Data Strategy – Allow for simpler and more successful LA procurement and more
certainty for suppliers.
• Digitisation and Digitalisation - Data, tools and systems available to LAs need to be
updated, approaches and processes transformed
• Commercial and societal benefits – can be realised through LAMP.
Recommendation 2A:
“Create a framework and
standards for Local Authorities
to support current and future
services”
66. Framework components
September 19 Local Authority Mobility Platform – Overview 66
Mobility solutions toolkit
• To support problem owners through tenders
• Provide a collection of use cases and lessons learnt log of
implemented solutions
• An online environment for LAs and industry
• Allow supplier to showcase services and products
Integrated service guide:
• To support procuring services that:
• align with tactical and strategic objectives
• deliver integrated and efficient services
• A checklist to be considered when procuring services:
• alignment with LA vision
• data standards and formats
• data ownership, opening and sharing policy
• vendor lock-in
• interoperability

September 19 Local Authority Mobility Platform – Overview 68
• We are developing the guidance – expanding the mobility use case library,
• Which are the key use cases to tackle next?
• We will be looking for case studies
• Probably through Future Mobility Zones (FMZs), Transport Technology Forum (TTF)
• But do you have examples we should consider?
