  1. SOCIAL CARE RESOURCING Ensuring Services are Cost Effective Local Authorities are under pressure to reduce expenditure on, and the cost of, adult social care. At the same time service users and their carers expect high quality services. Councils are in an unenviable position. On the one hand, demand for adult social care is rising fast, and on the other, council budgets have never been under so much pressure. The Government’s Personalisation Initiative is also driving forward, introducing self directed support for customers, with the expectation that all customers will have been moved onto personal budgets by the end of March 2013. Customer Reviews This is the optimum time to marry the requirements of the Personalisation agenda with efficiency savings. Capita, in collaboration with Nottinghamshire County Council, has developed a unique concept for executing comprehensive, effective and cost- efficient customer reviews and at the same time review peoples eligibility for services and move people onto a personal budget. Simultaneously increasing their standards of service. Capita has provided Nottinghamshire County Council with individually selected, highly skilled reviewing officers working in mobile teams to carry out one-off, holistic, person-centred customer reviews.   2. SOCIAL CARE RESOURCING Experienced Staff Staff are trained in completing Community Care Assessments and Fair Access to Care. As part of this service users are offered the opportunity to move onto a direct payment in line with Think Local Act Personal. 25% of eligible people in Nottinghamshire are now in receipt of a direct payment. Capita’s Reviewing Officers have focused on a clear remit, helping customers to understand the transformation in their social care support and exploring more cost effective and tailored options for its delivery. For service users who no longer qualify for funded support, reviewing staff have provided the necessary reassurance and signposted them to appropriate community alternatives. Every reviewing officer is fully screened, referenced and trained to meet the specific demands of implementing personal budgets and maximising efficiencies. They have worked with minimal supervision, self managing their reviewing appointments to meet the challenges of Nottinghamshire’s isolated rural localities and working flexibly to suit customer and carer availability. The staff are fully mobilised utilising IT so do not require additional office accommodation. They have engaged in regular discussion forums to feedback process issues and present ideas for more effective ways of working. They have successfully taken the council’s customers through self directed support assessments and support planning, diffusing the fear and managing the anxiety that change invariably brings, and delivering on target personal budgets and exceeding target savings with minimum disruption. The team are on course to meet £4.5 million savings and 100% of eligible people in Nottinghamshire now have a personal budget. 30% of these people have their personal budget through a direct payment. In collaboration with Nottinghamshire County Council, Capita can offer you this experience and expertise in providing specialist staff capability for your reviewing and efficiency programmes. Having also facilitated Nottinghamshire’s range of occupational therapy reviews, we have demonstrated our ability to diversify and tailor our provision to meet ongoing reviewing requirements. We will work closely with you to develop bespoke, start- to-finish solutions that deliver measurable savings and, during a time of increasingly constrained resources, leave your staff free to focus on their core, day-to-day activities supporting your customers. The Future Over the next six months Nottinghamshire County Council in partnership with Capita will be moving people currently living in a care home onto a personal budget. This will realise the Governments target of having all council funded users of ongoing care and support on a personal budget by April 2013.
