sector
Cooperation Opportunities in the 3D Media Field between Europe
and Colombia
This document has been prepared in the framework of the SALA3D Project, a support
action funded by the European Commission (Directorate General Information Society and
Media) under its 7th Framework Programme for Research and Technological Development
(FP7).
SALA3D project has officially started its activities on 1st March 2010 with the main objective
to foster cooperation among researchers from Europe and Colombia and Uruguay in the
specific fields of Content aware Networks, Network aware Applications and 3D Media
Internet.
The project strategic objective is to develop research roadmaps that will attempt to
influence the Colombian and Uruguayan R&D programmes so as to include research
themes of interest of European researchers as well as to enhance participation of
Colombian and Uruguayan organisations in European programmes.
The SALA3D consortium is composed of AETIC (Asociación de Empresas de Tecnologías de
la Información y Telecomunicaciones de España), the project coordinator; CINTEL (Centro
de Investigación de las Telecomunicaciones de Colombia); CIU (Cámara de Industrias del
Uruguay) and TESEO (Technical Support for European Organisations, Belgium).

INTRODUCTION
The NEM field is rapidly growing in Colombia, boasting a vast potential in software, IT and
content. Colombia is working to become a global competitor and many efforts are being
done towards this goal at different institutional and government level: just to name a few,
the Ministry of Commerce, Industry and Tourism has defined IT and Software as one of its
eight “World class sectors”, the COLCIENCIAS 1 ETI council is working in the new
electronics, telecommunications and information (ETI) R&D roadmap, and the ICT ministry
will soon launch its digital content law.
Colombia offers a unique environment for the implementation of new European
technologies in the field of NEM, considering its excellent relations, the Free Trade
Agreement and the adoption of European standard of digital TV.
A first result of the different activities conducted by SALA3D in Colombia during these first
six months can be formulated as a heightened awareness of the opportunities and the
potential that cooperation with Europe brings. As consequence, the Colombian delegation
brings a set of project initiatives and a list of key stakeholders with powerful capacities in
the NEM sector and a willingness to collaborate.
This document present a compilation of research programmes, projects and opportunities
for EU and Colombia, in the target technologies of SALA3D: Content aware Networks,
Networks aware Applications and 3D Media Internet. This compilation had been done
through direct interviews, SALA3D workshops, and surveys to the key actors and
represents a really important source of information that aims to help in the process of
match making of initiatives and researches from Europe and Colombia.

PROJECT INITIATIVES
This section compiles a set of projects and ideas that have been collected during the SALA3D
workshops, direct meetings, and different disseminations. In this section are presented the
different initiatives that have been showing interest in European researchers that complement
their skills and capacities to develop their projects.
Each initiative is describe briefly exalting the results that are expected after the development of
the project as well as what are the skills and characteristics looked in the needed partners.
Additionally, a short introduction of the entity is presented.
3D GAMES OPEN SOURCE AUTHORING TOOL FOR ITV (SUIGENERIS)
The project aims to develop an authoring tool which focuses on visual designers and non-game
developers. It will use real maps (raster maps or CAD building) and a user-friendly interface to
develop serious and none-serious games that can be played on a Set top Box (iTV) or a home
computer.
EXPECTED RESULTS
The project’s aim is not only the use of available open source tools and real environments which will
be obtained from digital elevation maps and CAD information from buildings, but also virtual
scenarios which will be created with traditional tools.
The expected outcome of this initiative is the generation of an authoring tool, t-learning application
software, a source code, a project wiki, and technical documentation.
ENTITY PROFILE
ICESI is one of the most prestigious private universities in Colombia, with more than 30 years of
academic service. Its main areas of business interest and its capacities in the field of NEM are:
Business interest: 3D media internet, and immersive and interactive media
NEM Capacities: 3D animation, mobile apps design and development, interface design and
human computer interface
EUROPEAN COUNTERPARTS PROFILE NEEDED
To complement the skills of ICESI and to deploy the project, Set Top Box manufacturers that are also
SME oriented in new product development are looked for, as are universities or research centres with
experience in game development and t-learning.

CINTEL 3
THREE DIMENSIONAL +TIME +SPACE (3DT-S)
The project seeks to implement a web platform which allows the user to upload and
visualize contents (videos, pictures, animation, 3D models, etc.) indexed in time, date and
space. The user can “travel” in time (and, for example, reconstruct how a place has
changed in the course of time) or space (for a specific point in time on a micro and macro
level). The physical space can be anything from a house or museum, to a natural park or
an entire city. The user will be able to go on virtual journey through space and time and in
addition will be given the respective historical information. This web platform will allow users
to share and exchange pictures, comments or any other user-defined information. This
project supports research in “increased reality” and “new generation browsers”. It can
prove to be of great value to companies specialising in education or tourism or to anyone
who might need information about specific points in time.
EXPECTED RESULTS
Results to be expected from this project are a web platform for shared and visualized
contents, standards for information codification, and standards for visualization and
access.
ENTITY PROFILE
Multimedia Service develops solutions in the educational, defence, transport, health and
service sectors.
EUROPEAN COUNTERPARTS PROFILE NEEDED
ºdevelopment, standards for information codification), telecommunication service
providers which specialize in protocols (internet service providers to host, upload and link
the information), architecture and content providers (data bases and information
structures) that primarily deal with architecture, urbanism and modelling of 3D scenarios.

MOBILE INFORMATION REALITY INMERSIVE (MIRI)
The project consists in the implementation of an augmented reality system which will use
mobile devices with GPS technology, camera and internet access.
Whenever the user of the mobile device is in a real physical space, he may enter the
system, which will use GPS to establish the user’s position. If directed at a building,
monument, painting or a landscape, the mobile device will immediately display 3D
animations or information about the respective place. The device is even able to obtain
commercial information about restaurants, stores, bars, etc. The information given is being
downloaded from an internet database.
This device turns any given space into a virtual information center. Its application can
prove extremely useful to tourists, but also to teaching centers that want to get away from
the conventional classroom situation and offer alternative, ultramodern and highly inspiring
ways of teaching.
EXPECTED RESULTS
The project is expected to create an augmented reality system with open parameters for
standardizing the use and cooperation through mobile devices with GPS, camera and
internet access which will inform the user about the key data of the place in which it is
positioned (immersion in space).
ENTITY PROFILE
Multimedia Service develops innovative solutions for the educational, defence, transport,
health and service sectors.
EUROPEAN COUNTERPARTS PROFILE NEEDED
The project needs support from possible members of the consortium with the development
of technical and mobile devices. It also looks for support with the development of
parameter protocols and standards.

SOCIAL GAMES’S ENGINE (SGE)
SGE is an engine that serves all the basic features of every social videogame and provides
developers with a user-friendly tool to create social games. It also allows developers to
focus on the design aspects of the game rather than the underlying technology, as it
contains the technology to create an "ecosystem of social games". The engine will also
have an API to connect with mobile devices.
EXPECTED RESULTS
The initiative aims to create a set of user-friendly and visual tools that can be used by
developers to create social games and their interactions with their mobile versions. A
positive impact in reducing the time-to-market for social games is to be expected. In
addition, improved development processes will allow small developers to create their own
titles labels and move towards a product-based model.
ENTITY PROFILE
Corporación Teravision Colombia S.A.S is company with branches in the USA, Canada and
Venezuela. It designs and develops videogames for social and mobile platforms for clients
like Disney, Atari, Namco and Nickelodeon. The company also creates games based on its
own intellectual property and its own proprietary technology, such as its iDevices and
social games engines. Teravision is the authorized developer of Nintendo DS/Wii. Its main
areas of business interest and its capacities in the field of NEM are:
Business interest: Immersive and interactive media
NEM capacities: Immersive media capture, representation, encoding and
adaptation of user devices, immersive collaborative environments, real time
rendering and 3D content representation technologies
EUROPEAN COUNTERPARTS PROFILE NEEDED
Teravision target partners are middleware developers with expertise in tools for game
developers.
OTHER TARGET PROJECTS
The main areas of Teravision’s expertise are the design and development of video games.
Target projects are projects which require exactly this type of expertise, in particular those
that involve the optimization of development cycles for social and mobile games.

TRAFFIC PRIORITIZATION TO SUPPORT THE COMMUNICATIONS BETWEEN THE
ENTITIES IN EMERGENCY SITUATIONS
The main objective of this initiative is to design a functional model of traffic prioritization
through both a fixed and a mobile NGN network in all the necessary network layers. This
model is to support communication between the entities belonging to the CNPAD - the
National Committee of Disaster Prevention and Attention (Cómite Nacional de Prevención
y Atención de Desastres) in case of emergency or disaster, through the creation of profiles
of the entities belonging to the CNPAD.
EXPECTED RESULTS
The initiative seeks to enable the entities belonging to the CNPAD to establish
communication between each other in emergency situations by taking advantage of the
NGN networks, using profiles to give them priority when performing voice and data transfer.
The aim is to ensure smooth communication between the CNPAD entities, in order to be
able to react rapidly in case of emergency.
ENTITY PROFILE
CINTEL is the technological development center of the industry of Information and
Communications Technologies in Colombia, with vast experience and recognition
throughout Latin America. Its main areas of business interest and capacities in the field of
NEM are:
Business interest: Content aware networks
NEM capacities: Converged and scalable networking for content delivery,
optimized media content delivery services, open environments for delivery of digital
media and co-operation architectures, and a state-of-the-art NGN laboratory
EUROPEAN COUNTERPARTS PROFILE NEEDED
The project needs network experts to identify the technical requirements of the NGN
network to have the inputs of the model.
OTHER TARGET PROJECTS
CINTEL is interested in projects related to NEM and digital TV, e-health, e- government, e-
education, new generation networks (NGN), and ICT applied to security and transport.

KNOWLEDGE FOR THE SOCIETY: THE SOCIAL INCLUSION TOWARD HIGH
EDUCATIONAL COMPETITIVITY (COGNOS-EUROCOL)
The initiative’s main objective is to create a team of authors and to produce a 3D interactive self-
learning educational content using augmented and virtual reality, in order to enable students to
have experience with applications in virtual simulations.
EXPECTED RESULTS
It is expected that the results of the project establish the basis for a new knowledge industry, creating
author teams with state-of-the-art techniques to produce virtual and interactive 3D simulation
experiences. An impact on the production of educational contents for the new generation of 3D
Internautics and interactive students can be expected too.
ENTITY PROFILE
The FES San Jose is a private university that trains professional-technicians, technologist and
professionals in the areas of engineering (systems, industrial, electronics), design (industrial,
architectural, fashion), sports-performance, finance, marketing and management. It offers social
projection activities such as consultation engineering and social extension. In addition, the university
has a research group registered and recognized by COLCIENCIAS, dealing with two projects. Its main
areas of business interest and its capacities in the field of NEM are:
Business interest: Content aware networks, 3D media internet, and immersive and interactive
media
NEM capacities: Ability to identify research educational technology problems, ability to
document research and to submit papers in world class events; alternative solutions in an
economic and secure way; know how for enabling technologies for future 3D media
internet.
EUROPEAN COUNTERPARTS PROFILE NEEDED
For the development of this project partners from CAD, CAM and CAE simulations software provider
companies, AR and VR authoring tools companies, electronic and control and visualization device
industries are needed.

CINTEL 8
WORLD COMMERCE SOCIAL NETWORK
The main objective of this initiative is to use web interactivity commercially, in particular
within social networks, through the exchange of so-called “Smart Gifts”. The idea is that
any person around the world can send another person a “Smart Gift” through internet. This
gift can be exchanged in the real world commerce presenting a bi-dimensional code in its
mobile phone display.
EXPECTED RESULTS
The project aims at creating a new commercial channel on a global scale.
ENTITY PROFILE
Greencode is a private entrepreneur and a technological platform which allows
commercial transactions through the development, the integration and the use of telecom
technologies. It uses bi-dimensional codes that travel through the internet with all the
necessary information about the commercial transactions. Its main areas of business
interest and capacities in the field of NEM are:
Business interest: Digital contents, content aware networks, application aware
networks and immersive and interactive media
NEM capacities: Development and integration of industrial solutions based on QR-
CODE and bi-dimensional codes; solutions and added value services in the web
and for mobile environments; software for mobile devices, integration of different
systems, language programming, mobile telephony communication networks and
e-commerce platforms
EUROPEAN COUNTERPARTS PROFILE NEEDED
To develop and implement this initiative, cooperation is looked for, in particular with
companies that have a high commercial portfolio of products or services in web that aims
to implement a new innovative way of commerce, as the bi-dimensional codes could be.
It would be of great advantage, if these companies integrated mobile solutions and had
strong connections with the mobile providers in Europe. The project also requires
companies that want to invest in the massification of these kinds of solutions.

COMMUNICATION CHANNEL FOR DIGITAL CONTENT FOR 3D INTERNET AND
DIGITAL TV (ANIMATIUN)
The main aim of this initiative is the development of a platform over internet and digital TV,
with educative, entertainment and commercial 3D content that allows the consumer to
buy a concept that generates a visual impact. Once this concept has been obtained, the
company will develop a personalised communication strategy using electronic media. The
channel will interact with social networks and digital TV to ensure a more effective
communication using state-of-the-art tools.
EXPECTED RESULTS
The project looks for an improvement of its business model and the value chain and an
integration of the production through clusters.
ENTITY PROFILE
Meckanismus is an entrepreneur company which aims to develop digital content and
animation services with a high visual impact which run over different platforms such as
internet and digital TV. These contents have applications in the educational, entertainment
and advertisement sectors. Its main areas of business interest and its capacities in the field
of NEM are:
Business interest: 3D media internet, immersive and interactive media and networks
aware applications.
NEM capacities: Advanced 3D interfaces and 3D ready devices, and 3D content
representation technologies.

Meckanismus looks for institutions which develop research projects with 3D digital contents
and for companies which develop and commercialize digital content, and applications for
internet and video games

LEARNING SPACES 2.0 (LS)
The project is based on the development of a collaborative learning platform for the
development of immersive activities in 3D environments based on learning through trial
and error.
EXPECTED RESULTS
The expected results are standards for 3D e-learning and the running of applications of 3D
environments to support learning processes.
ENTITY PROFILE
3Dsoft is a SME specializing in advice for the development of e-learning in 3D virtual worlds
in the corporative and academic sector.

The partners looked for by 3Dsoft are universities or companies with experience in the
application of emergent technologies in higher education.

OPEN SIMULATOR DEVELOPMENT AND IMPLEMENTATION (DEVIOS)
deviOS is an open space in educative institutions and companies that contains virtual
activities. deviOS looks for interactivity in real time in 3D environments through
development and applications based on particular needs for knowhow, using virtual
platforms as open simulator.
EXPECTED RESULTS
The project is expected to generate knowledge and functional interaction with learning
spaces; in addition, it aims to establish a community.
ENTITY PROFILE
DEVI S.A.S is a private entrepreneur that specializes in the implementation and
development of experiences in 3D virtual worlds through internet services for education,
entertainment and simulation, or interactive advertisement. Its main areas of business
interest and its capacities in the field of NEM are:
Business interest: 3D media internet, immersive and interactive media, networks
aware applications and content aware networks
NEM capacities: Real time rendering, enabling technologies for future 3D media
internet, collective user experience and collaborative media creation and delivery
scenarios
EUROPEAN COUNTERPARTS PROFILE NEEDED
In order to reach the project aim it is necessary to get involvement with companies or
institutions which implement virtual education in their productive and learning processes.

ITVNET TELECOMMUNICATION SYSTEM (ITVNET)
The main objective of iTVNet is to provide a platform for dissemination and syndication of
digital audiovisual content (iiTV) with an intelligent system. This system classifies the content
based on an image, an audio filtering process and on the metadata extracted from the
content using an automatic segmentation process.
EXPECTED RESULTS
The platform aims to be a traversal solution, able to solve different problems. Target areas
of the project will be internet TV, advertising and training. iTVNet will not only be a platform
for e-learning, but also for content dissemination and syndication, with primarily audio-
visual content.
ENTITY PROFILE
The SITI Research Group coordinates and manages research in ICT and next generation
networks. This group is part of the Santo Tomas University.
EUROPEAN COUNTERPARTS PROFILE NEEDED
Required are companies and institutions that work with voice recognition and synthesis
systems, digital image processing systems, machine learning systems, ontology, user profiles
modelling and recommendation systems, web development and development of mobile
devices and STBs.

MULTIMEDIA AND WEB CONTENT DEVELOPMENT FOR COMPUTING AND
DATA NETWORKS EDUCATION TO STUDENTS WITH HEARING AND VISUAL
DISABILITIES AT THE INSTITUTO SUPERIOR DE EDUCACIÓN RURAL – ISER
(CEDISCAP)
This project deals with multimedia and web resources in the areas of computing and
technology for students with hearing and visual disabilities in Colombia. So far, endeavors
in this field have been scarce and the needs of the aurally and visually impaired have not
even nearly been met with. ISER aims to develop multimedia and web contents as a
complement of higher education programs for the aurally and visually impaired.
Multimedia teaching materials offer both a meaningful and contextual way of learning
and tools for the visually impaired through providing audio contents.
EXPECTED RESULTS
This project hopes to create a laboratory for developing multimedia applications and tools
to support the learning processes of the aurally handicapped. It also aims at generating
multimedia learning material to aid and facilitate the teaching of computing sciences and
technology, and the development of communication networks that can be used for
teaching the aurally handicapped, thereby improving the quality of the education of
hearing-impaired students.
ENTITY PROFILE
INSTITUTO SUPERIOR DE EDUCACION RURAL – ISER is a Technological Education Institute that
provides training for students with hearing impairment in the area of computing. This
institute develops web sites and the Teleinformatics sign language dictionary. It also
created 80 short videos and three maintenance videos.
EUROPEAN COUNTERPARTS PROFILE NEEDED
In order to put this initiative into practice, universities or institutions which support disabled
people are needed, or institutes for technological education with experience in academic
management of people with disabilities, or companies specialising in software
development, and funding institutions.

SOCIAL INCLUSION AND EMPLOYMENT FOR GROUPS WITH HEARING AND /
OR VISUAL FUNCTIONAL DIVERSITY (EDUCACCESS)
EDUCAccess is a project to facilitate access to web contents via PC, mobile devices and
digital TV for the visually and aurally impaired. The project aims at technological
development and immersive educational processes which aid the visually and aurally
impaired.
EXPECTED RESULTS
The project is expected to generate processes, devices and software development for the
access to web services and contents through PCs, mobile and digital TV for people with
aural and visual impairment.
ENTITY PROFILE
This initiative is promoted by an international university-enterprise consortium consisting of
the Universidad Santo Tomás and the Instituto Nacional de Sordos INSOR from Colombia,
the Universidad Politécnica de Madrid and Optiva Media Telecomunicaciones from Spain.
EUROPEAN COUNTERPARTS PROFILE NEEDED
The consortium aims to find companies and institutions that work in the fields of ICT, health
and education which are interested in participating in a research and innovation network
between Europe and Latin America for investing, researching and developing this field and
its respective service sector.

VIRTUAL DAMAGE ASSESSMENT SYSTEM (C2VDAS)
C2 Estudio’s Virtual Damage Assessment System helps technicians capture, document and
follow information relevant to damage assessment by drawing directly over 3D models of
the equipment. This helps coordinate the workflow and reduce costly errors.
EXPECTED RESULTS
The expected outcome of this project is a web-based product with a 3D unity module with
an interactive camera able to take snapshots. The user will be able to write on top of the
image taken. The project will furthermore produce Html templates for filling in information
about specific cases. This solution is expected to produce a great return on investment for
companies that need damage assessment of machinery out in the field in industries such
as energy, defence, aviation and utilities.
ENTITY PROFILE
C2 Estudio develops interactive real-time 3D applications for Mac, Windows, Web and
iPhone. Its four main product lines are virtual environments, simulation and virtual training,
games and information systems visualizations. Its main areas of business interest and its
capacities in the field of NEM are immersive collaborative environments, end-to-end
diffusion of 3D immersive and interactive media over the internet, immersive media
capture, representation, encoding and adaptation to user devices and 3D content
representation technologies.
EUROPEAN COUNTERPARTS PROFILE NEEDED
C2 is looking for investors interested in this kind of 3D software project. It is also looking for
sales representatives to distribute the application after its completion.

EDUCATIONAL INTERNET CHANNEL - CREAR MEDIA (TVEO 2.0)
TVEO 2.0 is a project for a cultural-educational online television station, with the youth
audience as its main target group and set in an interactive, symmetrical and dialogic
platform.
EXPECTED RESULTS
Expected results are the exploration of hybrid television formats with an open montage,
through the creation of stories with a collective character, different esthetical approaches
and different interpretations of reality.
ENTITY PROFILE
Crearmedia generates creative and high quality technological applications which aim at
the development of human talent formation. They in turn serve as innovative support for

COUNTRY R&D CAPACITIES
The initiatives shown in the former chapter just represent part of the Colombian R&D
Capacity in NEM. These initiatives are complemented in this section using CINTEL`s expertise
and knowledge in the Colombian ICT industry and secondary data. This secondary data
have been collected through different databases and webpage of institutions, such as,
the chambers of commerce, the ICT and Education Ministries, previous projects and
COLCIENCIAS.
R&D GROUPS
This section shows a compilation of R&D groups that works in NEM. They have been
collected mainly using the COLCIENCIAS data base, gruplac, and the web site of the
companies and universities.
In the first part of this section are shown the top ten R&D groups that have a stronger
relation with NEM and SALA3D topics and have ranked better in the COLCIENCIAS
database. From these groups is shown its R&D lines and some of its production, the more
related with NEM.

GOVERNMENT INSTITUTIONS
The government always play an important role in the industry of the countries, and the NEM
sector is not the exception. Colombian government is doing many efforts to become a
global competitor, to name a few of these efforts, the Ministry of Tourism, Industry and
Commerce’s design of IT and Software as one of its eight “World class sectors”;
additionally, the COLCIENCIAS ETI council in working in the new electronics,
telecommunications and information (ETI) R&D roadmap and finally, the ICT ministry will
soon launch its content law. These and other governmental institutions that affect the NEM

The activities leading to these results have received funding from the European Union's Seventh Framework Programme FP7/2007-2013 under grant agreement n° 248548 Colombia, the new NEM destination: Project initiatives and country capacities in the NEM sector Cooperation Opportunities in the 3D Media Field between Europe and Colombia This document has been prepared in the framework of the SALA3D Project, a support action funded by the European Commission (Directorate General Information Society and Media) under its 7th Framework Programme for Research and Technological Development (FP7). SALA3D project has officially started its activities on 1st March 2010 with the main objective to foster cooperation among researchers from Europe and Colombia and Uruguay in the specific fields of Content aware Networks, Network aware Applications and 3D Media Internet. The project strategic objective is to develop research roadmaps that will attempt to influence the Colombian and Uruguayan R&D programmes so as to include research themes of interest of European researchers as well as to enhance participation of Colombian and Uruguayan organisations in European programmes. The SALA3D consortium is composed of AETIC (Asociación de Empresas de Tecnologías de la Información y Telecomunicaciones de España), the project coordinator; CINTEL (Centro de Investigación de las Telecomunicaciones de Colombia); CIU (Cámara de Industrias del Uruguay) and TESEO (Technical Support for European Organisations, Belgium).   • 4. COLOMBIA-Project Initiatives and Country Capacities In The NEM Sector CINTEL 1 INTRODUCTION The NEM field is rapidly growing in Colombia, boasting a vast potential in software, IT and content. Colombia is working to become a global competitor and many efforts are being done towards this goal at different institutional and government level: just to name a few, the Ministry of Commerce, Industry and Tourism has defined IT and Software as one of its eight “World class sectors”, the COLCIENCIAS 1 ETI council is working in the new electronics, telecommunications and information (ETI) R&D roadmap, and the ICT ministry will soon launch its digital content law. Colombia offers a unique environment for the implementation of new European technologies in the field of NEM, considering its excellent relations, the Free Trade Agreement and the adoption of European standard of digital TV. A first result of the different activities conducted by SALA3D in Colombia during these first six months can be formulated as a heightened awareness of the opportunities and the potential that cooperation with Europe brings. As consequence, the Colombian delegation brings a set of project initiatives and a list of key stakeholders with powerful capacities in the NEM sector and a willingness to collaborate. This document present a compilation of research programmes, projects and opportunities for EU and Colombia, in the target technologies of SALA3D: Content aware Networks, Networks aware Applications and 3D Media Internet. COLOMBIA-Project Initiatives and Country Capacities In The NEM Sector CINTEL 2 PROJECT INITIATIVES This section compiles a set of projects and ideas that have been collected during the SALA3D workshops, direct meetings, and different disseminations. In this section are presented the different initiatives that have been showing interest in European researchers that complement their skills and capacities to develop their projects. Each initiative is describe briefly exalting the results that are expected after the development of the project as well as what are the skills and characteristics looked in the needed partners. Additionally, a short introduction of the entity is presented. 3D GAMES OPEN SOURCE AUTHORING TOOL FOR ITV (SUIGENERIS) The project aims to develop an authoring tool which focuses on visual designers and non-game developers. It will use real maps (raster maps or CAD building) and a user-friendly interface to develop serious and none-serious games that can be played on a Set top Box (iTV) or a home computer. EXPECTED RESULTS The project’s aim is not only the use of available open source tools and real environments which will be obtained from digital elevation maps and CAD information from buildings, but also virtual scenarios which will be created with traditional tools. The expected outcome of this initiative is the generation of an authoring tool, t-learning application software, a source code, a project wiki, and technical documentation. ENTITY PROFILE ICESI is one of the most prestigious private universities in Colombia, with more than 30 years of academic service. Its main areas of business interest and its capacities in the field of NEM are: Business interest: 3D media internet, and immersive and interactive media NEM Capacities: 3D animation, mobile apps design and development, interface design and human computer interface EUROPEAN COUNTERPARTS PROFILE NEEDED To complement the skills of ICESI and to deploy the project, Set Top Box manufacturers that are also SME oriented in new product development are looked for, as are universities or research centres with experience in game development and t-learning. COLOMBIA-Project Initiatives and Country Capacities In The NEM Sector CINTEL 3 THREE DIMENSIONAL +TIME +SPACE (3DT-S) The project seeks to implement a web platform which allows the user to upload and visualize contents (videos, pictures, animation, 3D models, etc.) indexed in time, date and space. The user can “travel” in time (and, for example, reconstruct how a place has changed in the course of time) or space (for a specific point in time on a micro and macro level). The physical space can be anything from a house or museum, to a natural park or an entire city. The user will be able to go on virtual journey through space and time and in addition will be given the respective historical information. This web platform will allow users to share and exchange pictures, comments or any other user-defined information. This project supports research in “increased reality” and “new generation browsers”. It can prove to be of great value to companies specialising in education or tourism or to anyone who might need information about specific points in time. EXPECTED RESULTS Results to be expected from this project are a web platform for shared and visualized contents, standards for information codification, and standards for visualization and access. ENTITY PROFILE Multimedia Service develops solutions in the educational, defence, transport, health and service sectors. EUROPEAN COUNTERPARTS PROFILE NEEDED ºdevelopment, standards for information codification), telecommunication service providers which specialize in protocols (internet service providers to host, upload and link the information), architecture and content providers (data bases and information structures) that primarily deal with architecture, urbanism and modelling of 3D scenarios. COLOMBIA-Project Initiatives and Country Capacities In The NEM Sector CINTEL 4 MOBILE INFORMATION REALITY INMERSIVE (MIRI) The project consists in the implementation of an augmented reality system which will use mobile devices with GPS technology, camera and internet access. Whenever the user of the mobile device is in a real physical space, he may enter the system, which will use GPS to establish the user’s position. If directed at a building, monument, painting or a landscape, the mobile device will immediately display 3D animations or information about the respective place. The device is even able to obtain commercial information about restaurants, stores, bars, etc. The information given is being downloaded from an internet database. This device turns any given space into a virtual information center. Its application can prove extremely useful to tourists, but also to teaching centers that want to get away from the conventional classroom situation and offer alternative, ultramodern and highly inspiring ways of teaching. EXPECTED RESULTS The project is expected to create an augmented reality system with open parameters for standardizing the use and cooperation through mobile devices with GPS, camera and internet access which will inform the user about the key data of the place in which it is positioned (immersion in space). ENTITY PROFILE Multimedia Service develops innovative solutions for the educational, defence, transport, health and service sectors. EUROPEAN COUNTERPARTS PROFILE NEEDED The project needs support from possible members of the consortium with the development of technical and mobile devices. COLOMBIA-Project Initiatives and Country Capacities In The NEM Sector CINTEL 5 SOCIAL GAMES’S ENGINE (SGE) SGE is an engine that serves all the basic features of every social videogame and provides developers with a user-friendly tool to create social games. It also allows developers to focus on the design aspects of the game rather than the underlying technology, as it contains the technology to create an "ecosystem of social games". The engine will also have an API to connect with mobile devices. EXPECTED RESULTS The initiative aims to create a set of user-friendly and visual tools that can be used by developers to create social games and their interactions with their mobile versions. A positive impact in reducing the time-to-market for social games is to be expected. In addition, improved development processes will allow small developers to create their own titles labels and move towards a product-based model. ENTITY PROFILE Corporación Teravision Colombia S.A.S is company with branches in the USA, Canada and Venezuela. It designs and develops videogames for social and mobile platforms for clients like Disney, Atari, Namco and Nickelodeon. The company also creates games based on its own intellectual property and its own proprietary technology, such as its iDevices and social games engines. Teravision is the authorized developer of Nintendo DS/Wii. This model is to support communication between the entities belonging to the CNPAD - the National Committee of Disaster Prevention and Attention (Cómite Nacional de Prevención y Atención de Desastres) in case of emergency or disaster, through the creation of profiles of the entities belonging to the CNPAD. EXPECTED RESULTS The initiative seeks to enable the entities belonging to the CNPAD to establish communication between each other in emergency situations by taking advantage of the NGN networks, using profiles to give them priority when performing voice and data transfer. The aim is to ensure smooth communication between the CNPAD entities, in order to be able to react rapidly in case of emergency. So far, endeavors in this field have been scarce and the needs of the aurally and visually impaired have not even nearly been met with. ISER aims to develop multimedia and web contents as a complement of higher education programs for the aurally and visually impaired. Multimedia teaching materials offer both a meaningful and contextual way of learning and tools for the visually impaired through providing audio contents. EXPECTED RESULTS This project hopes to create a laboratory for developing multimedia applications and tools to support the learning processes of the aurally handicapped. It also aims at generating multimedia learning material to aid and facilitate the teaching of computing sciences and technology, and the development of communication networks that can be used for teaching the aurally handicapped, thereby improving the quality of the education of hearing-impaired students. ENTITY PROFILE INSTITUTO SUPERIOR DE EDUCACION RURAL – ISER is a Technological Education Institute that provides training for students with hearing impairment in the area of computing. This institute develops web sites and the Teleinformatics sign language dictionary. It also created 80 short videos and three maintenance videos. This helps coordinate the workflow and reduce costly errors. EXPECTED RESULTS The expected outcome of this project is a web-based product with a 3D unity module with an interactive camera able to take snapshots. The user will be able to write on top of the image taken. The project will furthermore produce Html templates for filling in information about specific cases. This solution is expected to produce a great return on investment for companies that need damage assessment of machinery out in the field in industries such as energy, defence, aviation and utilities. ENTITY PROFILE C2 Estudio develops interactive real-time 3D applications for Mac, Windows, Web and iPhone.
