OBJECTIVE

Project Engineer/Project Manager for the planning and design of rural/urban highways
and municipal streets, including storm drainage analysis, roadway geometrics, traffic
signal design, street lighting design, construction sequencing and traffic control,
pavement marking and signing, specification manuals, quantities and cost estimates.
Also responsible for coordination with utility companies and local, state and federal
agencies. In addition, was responsible for monitoring project progress, budgets and
invoices as well as delegating responsibilities to technical staff.

Duties: Project Engineer/Project Manager/Supervisor/Division Manager
Manage the Traffic Engineering Capital Improvements Section and Traffic
Maintenance Engineering Section in the Traffic Services Division, providing
leadership and management for all section related activities and personnel.
Responsible for all personnel requirements including work assignments, training,
performance management and general administration.
Prepares and supervises the preparation of interlocal agreements, engineering
contracts, and other related agreements and contracts required in the process of
implementing the division programs. Provides training and policy guidance to other
engineers and design professionals in the preparation of these documents.
Attend and make presentations to the Governing Body at Public Works Committee
meetings and at City Council meetings.
Manage the Traffic Maintenance Budget and the Traffic Engineering CIP Budget for
Traffic Management System Improvements. Determine project locations, coordinate
with CIP programs of adjacent cities, and negotiate interlocal agreements for cost
sharing.
Oversee the management of the citizen request inquiry database. Assign requests to
technical staff, answer questions and review response letters when appropriate.
2. Review initial work orders prior to submitting to City Traffic Engineer. Perform site
investigations and respond accordingly on non-routine requests.
Manage the accident reduction and traffic safety program. Oversees the compilation of
accident data from police records and the generation of reports to summarize that
information. Identifies locations needing countermeasures and evaluates strategies that
are implemented. Prepares reports and seeks funding for safety related projects.
Manage traffic calming program and oversees implementation of proposals.
Responsible for preparation of reports documenting data collection efforts and post-
installation evaluations.
Manage and prepare design plans and specifications for CIP and Traffic Maintenance
traffic signal, fiber optic conduit and lighting projects. Coordinate with utilities,
prepare contract documents and construction estimates. Reviews and coordinates the
review by others, of construction plans, specifications and documents submitted by
private sector design professionals involving coordination with public infrastructure.
Traffic engineering liaison on two-lane to four-lane and four-lane to six-lane
thoroughfare widening and major interstate/interchange projects. Coordinates with
project manager to develop plans, attend utility coordination meetings and represent
the City at public information meetings.
Manage construction inspection activities for the Traffic Division. Conduct pre-
construction conference, review and prepare change order requests and pay estimates.
Responds to field questions from the inspectors and handle problems as they arise
with appropriate contractor correspondence. Provides training and assures that proper
certifications are maintained by transportation project inspectors.
Project manager for CIP geometric roadway/intersection projects. Involved in
consultant interview/selection process, contract review, scope and fee negotiation,
consultant project coordination, plan review, coordination with other City
departments, agencies and KDOT, advertising and bid process.
Conduct various traffic studies. Collect and prepare appropriate information for
intersection improvements. Evaluate alternate solutions, effectiveness, costs and
prepare report. Present report to appropriate personnel or funding agencies.
Maintains, reviews and revises traffic engineering specifications, standard details,
traffic signal and streetlighting interlocal agreements and fiber optic conduit interlocal
agreements with bordering cities and other entities respectively and KCP&L invoices.
Maintains Approved Equipment List. Coordinates review of new product/equipment
submittals with Traffic Maintenance staff and determines new approved products.
Establish new policies for Division (such as controller addressing procedure, LED
streetlights, signing practices, traffic signal turn-on procedures, etc.) and assist other
personnel in the investigation, development, and review of policy changes.
Preparation of applications for state and federal funding sources. Preparation of
supporting documentation for CMAQ, STP, and system enhancement funds.
